now ten reported incidents in the cars in westbound lanes in all hours after a day. one incident damaging a tour bus.

>> these are bad people trying to do harm. police desperately trying to figure out who is responsible. >> do you have the man power to handle something of this pag tud? >> we do not have the staffing alone to do that. that's why we called upon our partners in the police department, atf. fbi, and tempe police department. >> here at the arizona traffic operation center, these cameras are monitored 24/7. they have 19 cameras dedicated to the area where these incidents happening but this footage is never recorded which means they can't go back and review it. >> now commuters terrified. some choosing to avoid the highway. >> it's scary somebody could be shooting and my daughter could be in the car. >> reporter: i want to show you something. do you see this electronic billboard? they've been up all week. it now says i-10 shooter with a number people can call if they see anything suspicious. george they are calling this an act of domestic terrorism.

now we move to the news overseas. epic flooding in japan threatening the fukushima power plant. you see the devastation. homes knocked off their foundations, tropical downpours creating a wall of water. 100,000 are evacuated. many more still trapped and ginger, rescuers can't keep up with the calls for help. >> it's an ongoing situation we will be on it all morning. it's all happening north of tokyo, japan. dangerous landslide, water still rising thank to the remnants of a tropical storm. serious concern about a nuclear power plant in the flood zone. disaster in japan this morning. north of tokyo, more than 20 inches of rain falling in just 24 hours. rivers overflowing, breaching levees leading to scenes like this. helicopters in overdrive rescuing people from windows and roofs. japanese meteorologists warning of this imminent and serious danger, evacuating nearly 200,000 evacuated from their homes.

the culprit to the chaos, remnants of what was a tropical storm slicing across the island nation, winds gusting up to 80 miles per hour. torrential downpours forcing major runoff raising concerns about the fukushima power plant still damaged from the 2011 earthquake. reports that these heavy rains may overwhelm the site's drainage pumps. and it's too early to put an exact figure on how many might be missing. authorities in japan are still frantically searching for those swept away and this is a vast area, so we will have updates throughout the morning. >> we will. thank you, ginger. in the meantime, we have the latest on that british airways jet that burst into flames on a runway in las vegas. exclusive new video shows what happened inside the plane during those frightening moments as we learn more about the evacuation. abc's matt gutman is on the scene for us in las vegas. good morning, matt. >> reporter: good morning, robin. that crippled plane behind me is being treated like a

200-foot-long piece of evidence, police cruisers surrounding it now and know investigators are on the ground. they're going to take a look at that engine. but also at that video we obtained showing the terrifying moment that fire began. this morning, the exclusive look into that terrifying engine fire from inside the cabin. flight 2276 from las vegas to london is in the middle of takeoff doing 90 down the runway when it jolts. >> we started to take off and we just heard this big boom. >> explosion. >> reporter: then swerved. even as black smoke billowed, flight attendants urging calm. >> ladies and gentlemen, please remain seated. >> reporter: flames began leaping into the air. >> they saw flames on the left side and smoke on the right side. i was in the middle and i was like, we've got to get off this plane like i grabbed him. i said we got to go. >> reporter: as the frantic rush for the exits began. >> the captain was like get to your seats now then he goes to the back and sees the flames, evacuate, everybody, evacuate now. >> reporter: the captain issuing this mayday call. >> mayday, mayday.

request fire services. >> reporter: passengers hurling themselves down emergency slides, nearly singed by the heat of the inferno. >> it was like the gas was coming and seeping and the plane was just kind of -- like a river of fire. >> reporter: on the tarmac. >> on the tarmac, yeah. >> reporter: two minutes after that call firefighters arrive to tackle the blaze. that fire within inches of the plane's fuel tanks. >> the biggest threat to the passengers would have been if the fire had breached into the cabin and filled the cabin with smoke as they were trying to get out. it came very, very close. you can see it's just below the windows. >> reporter: passengers bumping into the captain on the runway. >> and the captain was fantastic. it was his last flight before he retired so -- >> reporter: talk about going out with a bang. and the captain got a standing ovation when he got back to the terminal. now we know he'll probably be interviewed by investigators over-the-next couple of days. in the interim, he's telling

friends and passengers that after 42 years as a pilot, that, was his very last flight. robin? >> all right, matt, thank you very much. boy, the quick thinking there by the crew and in our next half hour we're going to show you what you should do if there's ever an emergency on your plane. okay. we are going to move to the race for president. "your voice, your vote," a new feud for donald trump after comments he made about carly fiorina's looks and fiorina responding overnight. fiorina responding last night. jon karl joins us with all of the latest. jon, a new feud for donald trump but also new highs in the polls. >> reporter: the trump surge continues. a new poll out this morning has him at his highest level of support yet. this comes as he is attacking the only republican woman in the race, insulting the way she looks. overnight, donald trump took a swipe at the only female republican in the race disparaging the looks of carly fiorina. the cover story of "rolling stone" magazine quotes him

saying of fiorina, look at that face. would anyone vote for that? can you imagine that, the face of our next president? fiorina told fox news she's not going to waste any time worrying about trump's attacks. >> maybe, just maybe, i'm getting under his skin a little bit, because i am climbing in the polls. >> reporter: meanwhile, the bromance between trump and cruz came to washington in a rally against the iran nuclear deal. >> never ever ever in my life have i seen any transaction so incompetently negotiated as our deal with iran. >> get it done. stop this deal. >> reporter: without offering real specifics, the donald vowed everything will change when he wins the white house. >> we will have so much winning if i get elected that you may get bored with winning. >> reporter: ted cruz is one of the few candidates who hasn't attacked trump. he made no bones about hoping to steal the front-runner's

spotlight and his votes. >> why did you have donald in this rally? >> well, look. it's not complicated. number one, i like donald but, number two, everywhere he goes he brings a hundred television cameras with him. >> reporter: and there's news this morning on the democratic side as well. a new poll by quinnipiac shows real trouble for hillary clinton in iowa. take a look at these numbers. bernie sanders coming in with 41% of the vote, hillary clinton with 40. biden with 12. he's not even running yet and you get biden is looking at those numbers very carefully. he will we on "the late show" with steven colbert tonight getting ready to make his

decision about running. >> thanks very much. now to that case of a south carolina police officer charged with shooting a suspect who was running away from him. michael slager is due in court this afternoon for a bail hearing. his lawyers say newly enhanced video by the fbi shows what they say really happened during that traffic stop. abc's steve osunsami is in charleston. good morning, steve. >> reporter: good morning to you, robin. this former police officer is charged with murder and remains in isolation at the county lockup but there's a chance he could get bail and walk out of this courthouse today. >> 223 dispatch, shots fired. subject is down. he grabbed my taser. >> reporter: this morning we're learning how the former police officer in this disturbing recording plans to defend himself in court in the cell phone video seen round the world, michael slager is seen shooting an unarmed black man in the back as he's running away. prosecutors say that walter scott was no danger to himself or the officer. but at his bail hearing today slager's attorneys will show a different video, a few seconds of the original enhanced by the fbi. it's hard to make out here but they say this is scott fighting with slager on the ground before the shooting. >> but the fbi analysis of the video is a violent physical assault in which clearly on that

video mr. scott obtained the upper hand. >> reporter: scott's grieving family and their lawyers still say what happened on the tape was an execution. >> what would pake you have that much hate in your heart toward another human being to do something that gross to my brother? slager's lawyers plan to share toxicology reports that they say shows that scott was drinking and using drugs before the incident but the amounts are either below the legal limit or not enough to make anyone crazy. robin. >> okay, steve. thank you. now amy has the morning's other top stories, starting with new concerns about our power supply. >> new details overnight about the threats to the u.s. power grid. a review of federal records by "usa today" uncovered more than 1,000 cyberattacks on computer systems at the department of energy in just two years. 159 were deemed successful, the power grid was a top target.

law makers demanding answers at a hearing on capitol hill today. now to breaking developments in the refugee crisis in europe. the united states vowing to do more to help. this morning one human rights group saying the refugees are being treated like animals as they desperately try to make their way through hungary in search of a better life. abc's dan harris is on the front lines of the crisis in one border region where soldiers may soon be deployed. >> reporter: overnight we were with hundreds of scared refugees as they sneak through cornfields trying to cross from serbia into hungary. this is the largest mass migration in the history of europe since world war ii. this is the front lines of it. >> i'm nervous a little bit. >> reporter: nervous, because they've seen the videos of police clashing with refugees, as well as this now infamous scene of a hungarian cameraman, tripping a man carriage a child. these images reflect the deep divide here in europe. refugees welcomed in germany but

in other countries opposition because of economic and religious concerns. abc news has been following one group of 11 young syrians as they join the human highway of more than 300,000 refugees making their way from syria into turkey up through greece and hoping to get to germany and beyond. are you nervous about approaching the border? >> of course you're nervous because we don't know what we're going to deal with. >> reporter: we can't cross the border illegally so we've had to let ali and crew ahead. we don't know what lies ahead for them. meanwhile, in washington, secretary of state john kerry telling congress, the u.s. will increase the number of refugees it is willing to take in. and back here in hungary this morning we've just learned that those young syrian refugees we've been following have safely made it here into hungary and are now two hours north of here and one big step closer to their final destinations in germany and beyond. amy, back to you.

west virginia up. good morning, i'm eric thomas. developing news out of bay point where firefighter firefighters are trying to figure out what sparked a fire this morning. it started inside a van parked near pacifica avenue. flames spread to four homes. two were destroyed. seven people suffered nonlife threatening injuries. a downed power line caused complications for firefighters. union city police need your help tracking down a sexual assault suspect. officials say a man forced his way into the victim's home and sexually assaulted her. he is described as a white man around 30 years old, 5'9" to 6 feet tall weighing 180 pounds.

michael? >> can't wait to see. a lot of fans been waiting for this for a long time. >> are you ready for some football? >> yes, we are. >> that is the question. we're going to begin this half hour with former tennis star james blake wrestled to the ground, handcuffed by new york police officers who mistook him for a criminal suspect. the former top ten player says the cops used unnecessary force. we're going to talk to him live in just a minute here in our studio. first gio benitez has the story. >> reporter: this morning, james blake, one of the world's most legendary tennis players speaking out after being detained by police. the 35-year-old harvard educated player says he was tackled and thrown to the ground by a plain-clothed officer outside new york city's grand hyatt hotel and handcuffed for 15 minutes. >> it shouldn't have happened and it's something that we'll deal with with the police and find out what they have to say internally and, you know, hopefully there's video of it and people can see what happened.

>> reporter: blake once ranked number four in the world suffered cuts to his left elbow and bruises to his right knee. new york city's police commissioner bill bratton says they are investigating the matter. >> just the nature of what he described is not what we do. not what we're supposed to do. we will aggressively address it. i will not tolerate any type of excessive use of force op the part of my police. >> reporter: bratton said one of the officers was placed on modified assignment after watching surveillance video. words of little solace to blake. what would you like to hear from them. >> an apology. >> reporter: for "good morning america," gio benitez, abc news, new york. >> and james blake joins us now. thank you, james. i know that you were reluctant to do this but you think it's a very important story and that there's a bigger story here. first of all, were you injured at all? how are you? >> i'm a little shaken up, but i'm okay. a couple bumps and bruises but i'm all right. >> what exactly happened? it's broad daylight in front of the hotel waiting to be

transported out to flushing for the open and then what happened? >> yeah, it was really shocking. i was standing there just waiting, minding my own business, and i saw someone coming from the street, running directly at me. and as naive as i may be, i thought it was somebody i didn't recognize, a high school friend sore something to mess with me and give me a bear hug, and turned out quickly it that it wasn't. he picked me up and body slammed me and put me on the ground and told me to turn over and shut my mouth and put the cuffs on me and i told him the first words out of my mouth were i'm going to 100% cooperate. i don't want any incident, just out of reaction from what i've seen in the media i don't want any miscommunication. >> you were communicating this with him as you were -- >> those are the first words out of my mouth. i'm going to 100% cooperate. i don't know what happened but i will cooperate with you and he put the cuffs on me. at no time did he let me know he was a police officer. he put the cuffs on me and said stand up and i asked what was going on he said we'll tell you soon. that was it. >> so you didn't resist at all. >> no. >> you were --

>> no, i feel lucky i didn't. because i'm happy that my reaction was i was smiling at the person because i could see how if i put my arms up, or did anything it could be a sign of showing some sort of resistance and instead of having a little bruise on my leg i might have some broken bones or some actual injuries. it department seem like he was slowing down, and he was going to continue that tackle. >> and he was a plain-clothed police officer. >> t-shirt and shorts. >> he never identified himself. >> didn't have a badge in any way showing, not around his neck, not on his belt, anything. the police officers that walked up later i saw a couple badges on belts, but none were really displayed and no one identified themselves. i did didn't get one name out of anyone. >> and when -- how long were you held like that? what were you talking to them and telling them and asking them? >> i was held for about 15 minutes and about five or ten minutes in i admitted i said, look, officer i'm scared. so if i say something wrong i'm

sorry but i want to know what's going on. i think you have the wrong person and i had my credential for the u.s. open in my back pocket. i said, please, check that. you can tell i'm a former player. it's the final eight badge. it means i did well at the u.s. open. i'd like to clear my name and just -- i told him that and he wasn't having it. he said we'll see. we're running your license. we'll figure it out. >> i said you're running my license? the worst you'll find is a speeding ticket. that's the most trouble i've been in. >> you never been in trouble and as we said you were reluctant to come forward. you just wanted to put this behind you. why did you change your mind? >> well, it was -- immediately after it happened i was just -- i didn't want to talk to anyone about it. i was so shaken up i just didn't want to hear anything or talk to anyone and i immediately talked to my wife. she was the first i talked to and she said, you know, what if this happened to me? and immediately i was furious because i thought about what i would be thinking if someone did that to my wife. if someone tackled her in broad daylight paraded her around in a busy crowded sidewalk in new york city with handcuffs with her cuffed behind her back and

taking away her dignity and i just -- i couldn't accept that. and i know that a lot of people have no voice to have any recourse, and i'm lucky enough to have the opportunity to be sitting here with you, to be able to tell this story and let people know this happens too often and most times it's not to someone like me, but someone that has no way -- >> no resources to get their story out like this and you really believe this was a case of excessive force. you're not making about racial profiling. >> no. >> you just feel that it was a use of excessive force. >> yeah, and i probably wouldn't even be so clear, be so indignant about it if it wasn't so obvious, it was so blatant. i was standing there doing nothing, not running, not resisting, in fact, smiling. if the video ever does come to the media, you can see that i'm smiling. and just minutes earlier a reporter happened to be walking by and recognized me and asked a few questions. the police officer could have

easily asked and said can i see your license. >> have the police reached out to you since? have you talked to any of them? have they tried to reach you? they say they've been trying to contact you. >> no, i haven't heard anything but i mean i'd be surprised if they were making that concerted of an effort since i've been contacted by a lot of media sources who have been able to find my number. and i haven't heard anything from the police. >> what do you want from them? >> i'd like an apology. an explanation for how they conducted themselves because i think we all need to be held accountable for our actions, and police as well. they're out there doing a very difficult job and i seen said that during the 15 minutes, i know you're doing a tough job and i respect that, i appreciate everything you do to keep us safe but i think you have the wrong person here and they didn't want to hear it. didn't want to listen to that and i do think most cops are doing a great job of keeping us safe but when you police with reckless abandon you need to be held accountable and i think i'm hopefully going to let people know that some of them need to be held accountable and these that are doing police work the
