worst. experts tell us we'll need more than one el nino to erase the drought. that is why with more heavy rains, the water agency gave away conservation devices in santa rosa and novato. >> what they say and what we get is -- >> two different things. >> reporter: those aree1 two opposing sides of water woes and worries. we don't have enough, then, we might have too much. then, in the space of just a few months. >> we've got kayaks. if we flood we'll be there for each other. that is the attitude, here. according to federal forecasters if el nino hits, it won't be enough to makeup for four years of drought. abc7 news weather anchor spencer christian is here tonight with more. spencer? >> okay, natasha. this is el nino.

this is a latest statement from the climate prediction center saying if this continues to strengthen, it's classified as strong and there is a 95% chance of it lasting throughout the winter season. let's take a look at what it's effect might be. we expect above normal rainfall to the mid atlantic. below normal in northern corners. what does that mean for the bay area? we do expect well above average rainfall totals in southern california. moving northward, there is less of a rain-producing effect. here, looks just above normal average. the santa clara county sheriff is creating into a special commission to look into how the jail is run after a 31-year-old inmate was beaten to death two weeks ago, allegedly by guards who are now facing charges.

david louie is live with details about the plan. david? >> reporter: the county wants a blue ribbon panel to come into the jail, take a look and see what they can do to make it safer for inmates, especially for those with mental illness. we have learned a substantial number of people in the jail have mental illness. this is an identical block where a 31-year-old michael tryee was beaten to death. the cells have wooden doors to provide some privacy. it may have prevented others from witnessing what happened. county officials want to create a blue ribbon commission to look at what improvements can be made in operations to prevent a repeat tragedy. >> we're asking the commission to conduct it's work quickly so we can begin reforming at a rapid pace. >> reporter: a major look will be how to deal with the county's

ment mentally ill. >> of that, 40% of the inmate population suffer mental health illnesses. >> reporter: sheriff smith says recruits will get more crisis intervention training, including dealing with the mentally ill. >> we're adding to that academy that will mean they'll have an additional 40 hours of training so all correctional staff have received some mental health training but now we're going to be putting in that 40 hour block into the correctional academy. >> the county is seeking more input from the public. >> we're asking for the establishment of an anonymous hot line. that way, people can call in and make whether accusations or recommendations they can do that in a safe manner. >> approval goes to the supervisors next week. in san jose, david louie, abc7 news. >> we have new information. authorities just announced they now have a suspect in custody in

connection with a san pablo homicide. sky 7 hd was over the scene. contra costa county investigators are not looking for any other suspects now. they tell us there is no threat to anyone in the community, meaning this was a targeting killing. a bicyclist caught on video smashing a car with a bike lock went before a judge today. this was the first court appearance for the 39-year-old that is charged with false imprisonment, assault, vandalism and inciting a riot. police say during last month's critical mass, he blocked a driver from leaving, then hit the car with his lock. >> this case was very egregious and it's important to send a clear message if you engage this behavior, there will be serious consequences. >> these charges are defensible. we look forward to those defenses in court. >> a judge set bail at $90,000. he's expected back in court on

monday. a protest is happening now at the oakland whole foods after a security guard beat a man who had been arguing with a cashier. pro testers gathered here. our media partner, the "oakland tribune" reports it's a peaceful demonstration. whole foods fired it's security firm after graphic photos of haft week's assault surfaced on social media. noted civil rights attorney john burress is representing >> organizers want to meet with management about this incident. the spray painting of anti-chinese graffiti in san francisco is galvanizing a lot of communities. abc7 news was at the dragon's

gate entrance at chinatown. dozens of people demonstrated against hate crimes. the group included asian american, african american, and lgbt communities. they're worried hate speech is on the rise in the city and they want to stop it. we're going to stand up every day. every district. any time it shows up to make sure that our community, our friends are with us to say this is not tolerated. >> the phrase no more chinese showed up in different parts of san francisco monday. the next day, police arrested a 62-year-old and charged him with vandalism and hate crimes. the fbi is offering a large reward tonight to help solve a cold case homicide in oakland. the bureau is joining forces to find killers of a 22-year-old shot after a fender bender more than two years ago. cornell bernard was there when the fbi announced it's joining the investigation. >> aya nicano was a recent

graduate from the university of oregon. >> as a mother, i want nothing more than giving him the justice he deserves. >> reporter: now, the fbi is standing with her. it's a part of a larger fbi strategy to address the most-violent crime in the city. >> reporter: the fbi is offering a $25,000 reward in addition to $100,000 already offered by the family. it can be seen on the fbi website and a digital bill board. all for information leading to arrest of two suspects who shot nicano the night of june 12th after a minor fender bender. >> our hopes is that someone has a little bit of information. >> the fbi has assisted opd before with cold cases. now, agents will be sharing office space at police headquarters. not far from homicide

false wex call on the department of justice to take immediate action as this department has no credibility. neighbors in bay point say the fire that burned four homes was not a surprise to them. they knew something might happen because of what they say was going on inside of a van parked nearby. >> reporter: the fire on anchor drive sent residents running, many grabbing what they valued most. several people suffered smoke inhalation. four people were taken to the hospital. up to four homes damaged, two were a total loss. it was kef stating for residents who say they tried to warn law enforcement that this could happen. fire investigators say the blaze started in the van. they uncovered drug paraphernalia. >> many times, all neighbors, all of the time.

caught fire near stevens creek boulevard. here is what is left of the vehicle. the limo picked up the band from the airport in san jose just before 6:00 last night. four minutes later, the driver noticed something wrong. >> the driver noticed some issues with the car. which concerned him enough to pull the shoulder. >> reporter: a band member smelled something burning, then, blinding smoke. >> we tried to get out. only one side door opened. we climbed out. we can see the smoke under the hood. >> reporter: everyone got out, including the driver. >> then, bang a pop. then, we ran like little girls. we ran away. in three minutes the front end is on fire. >> reporter: what about their prized guitars? they were in the trunk, in the back. >> i'm yelling at the driver. by that point -- it had burned.

blake has been placed on administrative duties pending the outcome of the investigation. millions of dollars have been set aside to help eliminate the rape kit dna testing backlog. official as announced $79 million will cut the backlog of 70,000 rape kits. the money will go stores storage and police practices in the u.s. attorney loretta lynch says it will also provide support for survivors. >> no victim suffering should be extended because of procedural issues, ever. ever. >> officials say part of the reason for the backlogs is the costs of the kits that run $8,000 to a thousand dollars each. on the eve of the 14th anniversary of the september 11th attacks, a new advisor's center for san francisco bound flight 93 is open. it was dedicated and opened to the public this morning. flight 93 was traveling from new
