>> good morning, i'm tiffany >> good morning, i'm tiffany wilson in for chris nguyen. it's saturday, september 12th. here's a quick look at the weather. >> we have moisture offshore. we could so a few sprinkles, especially along the coast, and also with the marine layer intact, cooler temperatures today for everyone. 62 in mountain view right now. 56 in san francisco. 63 morgan hill. and a west wind about 12 miles per hour at sfo. so a few light sprinkles here along the coast, but overall we are looking at low 90s inland. mid-80s san jose. about 70s san francisco. upper 80s through santa rosa. still the warmer numbers coming into play, but not as warm as

yesterday. in fact we will have just 80s to speak of inland for much of next week. we will talk about the cool down and a better chance of sprinkles, as well, or a few light rain showers coming up in a few minutes. tiffany. >> lisa, thank you. a state of emergency in the foothills. governor brown delivering orders for the butte fire. it's nearly grown to 65,000 acres. abc7 news reporter sergio quintana has now information on the fast-moving fire. >> the butte fire is burning in calaveris and amador counties south of sacramento. it has exploded in size in the last three days and right now it's burning in all directions. >> a helicopter dumps water on flames advancing on a home, entire hillsides are burning and some people are in a panic.

>> i'm upset. we will lose everything we own. >> we've been here 28 years. for residents around the burden of proof area it's touch and go. >> the holly family evacuated to the bay area. then returned to the burn area only to be turned around again. >> my son got any mom's house and we came back up to try to get some more personal belongings, and now they have evacuated avery. so we don't know what's going to happen at this point. >> convoys of livestock trailers continue to stream out of the communities surrounding the fire, and fire crews from around the state continue to come in to help, including this team from the san francisco fire department. the good news? winds aren't a factor right now. desert dry conditions have created plenty of parched forest area. >> the fuels are ripe and ready to burn. we are pretty helpless as humans with conditions like this. >> 3,000 have been evacuated so far because of the butte fire. abc7 news. >> new evacuations have been

issued as a fire burning east of fresno continues to grow. mandatory evacuation orders are in effect in grant grove, sequoia national park in dunlap county. the fire start the july 31st and has burned more than 172 square miles. in developing news at least one person is believed dead in hayward from a shooting overnight. officers arrived on shepherd avenue to find a person near the car suffering from at least one gunshot wounds. authorities are trying to uncover a meet and find a suspect. another shooting overnight in oakland has left one person dead. shots broke out at 10:00 around 84th avenue and international believed. whatever happened was intense. 40 bullet cases littered the scenes when officers arrived. again, no suspect is in custody, but an investigation underway. another unsolved murder marks its fifth anniversary today.

a 35-year-old was shot and killed on his birthday in 2010 during a robbery in berkeley. amber nelson, bravo's fiancee, who was with him when he died, put up posters and handed out flyers, trying to keep his memory alive. a $20,000 reward is being offered for information leading to the arrest and conviction of the person or persons responsible for bravo's death. new allegations this morning of inmate mistreatment at the santa clara county jail. inmates say officers are making threats, trying to get them to keep quiet about the beating death of a mentally ill man. a criminal investigation is underway to find out if any of the allegations are true and who should be held responsible. abc7 news reporter janet has the details. >> detectives and interim -- internal affairs are taking a close look at allegations that deputies are threatening inmates who say they witnessed the beating death of another inmate, 31-year-old michael tyree.

the bay area news group reports that investigators were in the cellblock where tyree died last month. >> you can't discount these people's stories. there's too many of them. >> robert powell is representing ruben garcia, who is one of the inmates who said he saw three correctional officers assault tyree. he said he himself has been a victim. they banged his jaw in july. >> they were beating him and they said if you want to stop, you have to say "i am a [bleep]." >> attorneys representing tyree's family said it's time for the sheriff's department to weed out the bad apples. they say problems at the jail have been ongoing for some time, but it took the death of an inmate to spark public outrage and for the sheriff to take action. the sheriff vowed to investigate each complaint. >> i think part of it probably is better training. >> christine has been a criminal defense attorney for dozens of mentally ill inmates the last

several decades. >> the attitude was kind of, well, they're crazy, we don't believe crazy people. >> she said finally their stories are being heard. >> in the south bay, abc7 news. >> a racetrack was recovered last night. mike chadwick said his truck with the prize-winning car and trailer on the back was parked in front of his home in san ramon on tuesday when someone stole it. >> the victim believes that when he took the car out racing the other day, that he actually was being watched, followed home, and that when this he stole his trailer, they knew exactly what was inside the trailer. >> officers found the pickup truck that was towing it just a few blocks away this morning. police are still looking for the car thief. >> this morning the bay area will host an exercise that's been going on every year for

nearly a decade. urban shield includes a series of training exercise force first responders and police on how to handle a terrorist or other large scale incident. but the event is also drawing the attention of protesters. abc7 news reporter laura anthony has the story from oakland. >> stop, stop! [drums] >> with drums and chants, these demonstrators in oakland have their opposition to the annual arrival of urban shield to the bay area. >> the double bang will go off twice but it will just go boom, boom. >> in its ninth year, urban shield draws police agencies and first responders from the bay area, but also from as far away as korea. >> here we have tactical bags that won't appear tactical to giveaway to officers. >> and venders from all over the country. >> they pull it over and have access to their firearm. they open it all the way, show it to law enforcement and they have protection on top and

bottom. >> this year's event includes training in more than two dozen real life scenarios from warehouses to school campuses and this year exercise in how to handle a possible terrorist incident during the upcoming super bowl at levi's stadium. we will host a major event in the bay area so we want to have the tactical teams on board with what the plan will be in case something bad should happen. >> here i have more information. >> the critics feel this as acceptance and a representative of the increased militarization of police. >> you think of police and military, do you think of this? >> we want oakland agencies to stop participating in urban shield and have more face-to-face conversations was the community about what we actually need instead. >> urban shield exercises will take place all over the area over a 48-hour period starting at 6:00 a.m. saturday. in oakland, laura anthony, abc7

news. california could become just fifth state to allow doctors help terminally ill people end their lives. they approved the suicide assistance bill the last day of the session or it was introduced then the governor has not said if they will sign the legislation. >> in their late-night session yesterday lawmakers also approved bills to allow people to change their licenses. and four bills to reform the state public utilities commission because of what lawmakers call failures after the 2010 san bruno explosion and a bill to' allow the inport of kangaroo hides has failed to roach a vote. a state ban on kangaroo products takes effect once again at the end of the year. this comes two days after the abc7 i-team questioned the assembly member behind the kangaroo bill. apple fanatics. time has come to put in your orders for the newest i-phone. check it out. apple's online stores allowing

>> 6:14 right now. san francisco's police chief has ordered an investigation into two of his officers who joked about body cams showing shootings. video gravid conversations posted on social media. here's vic lee. >> we are police officers so we are public figures. we are expected to maintain a decorum. >> the police chief greg suhr does not see decorum in the cell phone video someone secretly took and posted on instagram. two of his officers are chatting in a coffee shop about body cams, talking graphically about what they want the cameras to show and not to show during an officer-involved shooting. >> what it looked like [bleep]. the video of the guy opening the gun still while [bleep].

" >> the chief has order an investigation. this is not the kind of graphic conversations officers should be having, let alone in a public place. >> in my opinion it is much to do about nothing. >> martin is president of the police officers union. >> two officers having a conversation at a cafe they thought was private, i don't see it as an issue. >> and halleran doesn't see it as a violation of police policies. >> some of the conversations as far as blood splatter, that's graphic, but this is what police officers deal with on a daily basis. and it's unpleasant sometimes what we are forced to encounter. >> body cams, he says, is a popular topic among officers.

[cheers and applause] >> hundreds of people lined the parade route on capital mall. some even standing on downtown rooftop buildings, all to catch the glimpse of a sacramento hometown hero. >> we are just excited to be here to celebrate what is good about america and these young boys. >> patriotism was on display to proudly receive the three men who helped thwart a terror attack on a paris-browned train last month. >> it's proud to have these people from our area to do something so magnificent and it's a worldly thing, it's wonderful. >> this mom and daughter duo came with their homemade signs. it says welcome home and we are grateful to them doing what they did and they made america proud. ♪ >> the parade featured local marching bands and military personnel. the final float had the three heroes.

the procession moved family members to tears. >> he's a hero. he's made his family so proud. i want to cry because i love him so much. >> is this emotional for you right now? >> yes. because it could have turned out so much worse and i'm so happy he is here and they are heroes. >> a giant rally awaited the heroes on the front step of the state capitol, complete with an air force flyover. state leaders presented the three men with much deserved accolades, but it was the heroes speeches that stole the show. >> and i just want to appreciate and thank everybody in sacramento for coming out today. thank you. >> we've never gotten a reception like this. this as absolutely been unreal. >> the support is amazing. and we all love you. we love sacramento. treated like rock stars out here. an overwhelming experience for the friends and now heroes. abc7 news. >> well, turning to the weather now. if you have the windows open, you certainly notice some relief this morning. >> totally. you can even shut the fans off because we have some of the cooler marine air headed our way. we aren't totally going to get back to normal, but close enough, right? after such a week of heat it certainly feels better out there. it started to turn yesterday, but not quite, right? gilroy with 100. morgan hill 101. concord and the livermore airport 100 and 105 respectively. no more of that. in fact, we will talk about 90s today inland. but san francisco, we will have that on shore push. we have high clouds and we could see even a few sprinkles from this, which is the remnants of what was a hurricane. this is now linda, just tropical in nature. and it is also providing a better chance of showers for

points on south with the possibility of lightning strikes here. and you could see some impressive moisture. unfortunately just sprinkles on tap for us, but there's another chance we could see some rain headed our way by the middle of next week. our roof camera, a little bit of a puff of wind out there. 56 san francisco. 59 oakland. 62 mountain view and 60 san jose. half moon bay how about 57 degrees. from our roof camera, yeah, you can see all the cloudiness there, the marine layer over 1,000 feet. 55 napa. so the north bay a view of the 50s. a southwest wind up to 22 miles per hour by the delta this morning and look at tam. you can see the marine layer here. with the low clouds and high clouds we will call it partly sunny this afternoon. and with that the relative humidity comes up just just a little bit. cooler with more moisture in the air, but it will still feel on the warm side and a slight

chance of a few sprinkles, maybe a slight shower mainly into tomorrow and into monday. we will show that you in just a mommy. but from our radar and satellite perspective, it's all about the huge area of high pressure that was just anchored over the west coast. it is nudging eastward because of this area of low pressure. so it's pushing it to the side, also bringing up the clouds and the moisture. with he will see temperatures around normal for san francisco and oakland but still some low 90s in the forecast. but here's what we can expect right on through monday afternoon. cloud core on sunday. just like we will have today. and temperatures still some 90s in our inland east bay. then into monday here we are 2:00 in the afternoon. we've got a few returns around the bay. not much, but most of the activity will be in the sierra nevada. so from the sierra nevada through the central coast in southern california, more of that subtropical moisture n the south bay 85 san jose. 85 los gatos. 83 palo alto and redwood city and 70 #* 70 downtown and the

70 franny and still upper 80s in the north bay. the temperatures continue to come down. a detailed look at that and what we can get moisture out of clouds come up. tiffany. >> thank you. a possible break in the case that's been terrorizing phoenix residents. 11 shootings in 12 days all along an 8-mile stretch of highway. this morning a man taken into custody. he's been booked into jail on unrelated charges. police say there's indications that there's more than one gunman. one set of shootings involved bullets fired at random vehicles, and another involved projectiles like bbs and one shooting was road rage. we have the latest. >> investigators questioning a person of interest in those freeway shootings. authorities telling abc news it was a mother and son taken into custody in a dramatic scene just two miles from i-10, the site of eight of the 11 shootings. >> all we could see was cops coming in, cops right there.

police were staging their scene for three hours before they moved in. abc news, phoenix, arizona. >> police body cams capture a dramatic rescue in texas. flash floods had trapped a man and his grandson inside his car and the water was rising. >> can't get out! >> roll down the window. >> i can't! >> officers spotted the car. they took off their radios and waded in, body cams rolling the entire time. strong arms pulled the man from the car, as well as his grand son. the driver said he didn't realize the water was so deep. authorities say drivers need to remember turn around, don't drown. and not to take chances when they don't need to. >> it is official. guinness confirms that a world record was set in richmond on august 1r5th. that's when 1,084 women button coveralls, work boots and bandanas to dress up as the iconic rosie the riveter in

35 miles down in tokyo bay. japanese broadcasters report some people were briefly trapped in elevators, others suffered minor injuries after losing their balance during the shaking. there was no tsunami threat and no reports of major damage. president obama used his weekly radio address to announce a new program for college students and their families. it's called "college scoreboard." the program is meant to help students and parents identify which schools provide the biggest bang for their buck. >> americans will have access to reliable data on every institution of higher education. you will be able to see how much each school's graduates earn, how much debt they graduate with, and what percentage of school students can pay back their loans. it will help all of us see which schools do the best job of preparing america for success. >> the president added that some form of higher education is the surest ticket to the middle class. a new report indicates oil

prices could drop to as low as $20 a barrel. a level not seen in a decade. analysts from goldman sachs site a glut in production for their forecast. they say they are not actually projecting price toss fall that far but call it a worst case scenario. oil prices were cut in half over the la of the year as the market adjusts to a global surplus and an economic slow down in china. prices are currently hovering around $45 a barrel. >> we are just one day away from the crowning of the next miss america right here on abc7. we sat down with miss california and she tells us why she is very fond of the bay area. >> she's also been miss garden grove, miss orange county, and miss orange coast before she became miss california.

and it's the weekend. all good news out there as we look at live doppler 7hd. we will still have a few temperatures in the 90s. i talked about some. the outliers before the break. how about gilroy, cloverdale and livermore. but you will only be at just about 90. it will feel better for everyone. here the high clouds are in combination with the low clouds and he's due to moisture offshore. this was a hurricane. subtropical moisture. it will interact with an area of low pressure, allowing for some lightning strike and a better chance of rain from point conceptions point south through los angeles. but for us it means more clouds, more humidity and cooler weather because of all of that. the west wind is still with us. even though it will be subtropical in nature over the weekend, the marine layer is back and temperatures are responding. 62 in mountain view, 61 san jose. 57 half moon bay. san francisco 56. and this is sutro. this is what we like to see.

pretty much nothing. just a marine layer and that gives you an idea of what to expect for the afternoon and the weekend. temperatures where they should be for september. 62 in livermore, 63 concord. southwest wind. that allows for the cooling to make it out toward the delta or inland east bay about 54 santa rosa and novato. mt. tam the winds are up, anywhere from 20 to 25 miles an hour from mt. diablo. and fog and high clouds this morning. not as hot but humid over the weekend. a few sprinkles. we had them coming in this morning. better as we go through the afternoon on monday. so it's all due to the system i showed you that's offshore. high pressure that just didn't want to go anywhere for about seven days finally is getting nudged to the east and return flow around it bringing up the subtropical moisture and that's allowing for the cloud cover, perhaps the sprinkles and the activity in the sierra nevada for the days ahead and much of southern and central california.

this is sunday, 2:00. looks a lot like today with the partly sun hi conditions, high clouds streaming up from the south and monday afternoon you will notice from the moisture in the clouds is being picked up from this forecast model. whether or not it reaches the ground is another question. in the sierra nevada you could see a quarter inch or more than that throughout early next week. in terms of the highs across the state, still hot and hazy with the fires from the southern sierra. yosemite 99. 87 in lake tahoe. hazy there, and the week ahead in san jose, the cool down continues another five degrees today with the lee leaf in site, and then 70s for highs as another area of low pressure really brings some cooling into all of next week. so 78 today should do it or upper 70s for san mateo, 76 oakland. 85 napa, 91 livermore, 94 antioch and it's an evening game for the padres and the giants. 68 degrees 6:00. 62 at 10:00.
