chance to end her own life with medication. her husband talked to us on the day the state senate approved the bill. >> it's still painful that i've lost her. and it would have been better if -- for me, too, if jennifer had had the death that she wanted if she could have taken a medication very close to the end. >> reporter: those who opposed the bill feared insurance companies may deny life-saving treatments for some opting instead for a less expensive alternative. >> two oregonians with cancer received a letter from the health plan denying a particular chemotherapy that was prescribed by their doctor but saying that it would pay for, among other things, their assisted suicide. >> reporter: a terminally ill patient would need to make two oral requests to a doctor followed by a written one. a second physician must also approve it. and a southern california woman who doctors say has only months to live says the governor's decision to pass the

end of life bill is a huge victory. >> the fact that other people into the future are not going to have to suffer painfully, i think all of those people, this is going to mean the world. and if i played a small part in that, i'm very happy to do it. >> former lapd detective christy o'donnell has lung cancer. the governor's signature brought tears of joy to o'donnell even though she doesn't believe she'll live to take advantage of this new law which takes effect early next year. giving victims of human trafficking more time to sue their abusers. they'll now have ten years rather than two to five years to file their case. california is a top destination for traffickers. and doctors say two years is just not enough time to gather evidence in a complex case. children are sometimes trafficked as young as 10 or 12. the president of the organization is introducing a resolution at tonight's meeting to get all staff trained to recognize signs is of human

trafficking among children. in other laws include new safety standards for limousines. there's an operation before july this year will need winnows that can be pushed out in an emergency. a fire on the san mateo bridge in 2013 killed five women on their way to a wedding celebration. in oakland right now, two lanes of eastbound interstate 580 are closed while police search for burglars on the loose in a nearby neighborhood right near 98th avenue, the exit there, there's also a crashed car blocking the right two lanes which is connected to the burglary search. no word if anybody is hurt. we've seen a lot of officers on the surface streets in that area. oakland police are asking people to avoid interstate 580 and take 880 instead if you can. there's a possible lead tonight in the murder of a bureau artist gunned down near his artwork. oakland police need help tracking down this man, a person of interest in last tuesday's murder. they say he's in his 20s, thin, about six feet tall.

the artist antonio ramos was shot to death in west oakland while working on an anti-violence mural. he exchanged words with the man just before he pulled a gun and fired. the community group sponsoring there mural began work on it today for first time since tuesday's incident. >> we always try to come together. we can't let this stop us. >> the mural under an interstate 580 overpass will now include the image of ramos. the man accused of murdering seven people in oakland was ruled competent to stand trial. he dropped out of the college's nursing program before shooting and killing a receptionist and six students on campus, this was back in april of 2012. three others were also shot but survived. the alameda man was deemed mentally unfit and committed to the hospital in january 2013. his attorneys have challenged the hospital's latest opinion.

a competency hearing is scheduled for november 16th. a man accuseded of drugging and sexually assaulting four women he met through social media. he used fake aliases to arrange meetings with his victims on tinder, local space scout and facebook. they say he drugged their drinks, then sexually assaulted the women when they were passed out. investigators believe there may be more victims in the bay area. the former morgan hill teacher was sentenced today to 40 years in prison after pleading guilty to molesting fourth grade girls. he was a teacher at paradise valley elementary school until he was arrested a year ago. he admitted to molesting three girls in 2012 and 2015. one of the victim's mothers wrote a letter in court saying, i hope you rot in hell. a children's party is under way in santa cruz to help remember, in a happy way, 8-year-old maddy middleton. he swas murdered in july.

a 15-year-old teenager has been accused of kidnapping and killing her. david louie joins us live in a park. >> reporter: this is a very unusual party. no invitation list. anybody can come here. in fact, the party's going to be going on for a couple more hours. it's the family's way of getting children, especially those in the santa cruz area, to recover from what has been a very sad period after maddy's death. sometimes keeping busy is good therapy. so is making people smile and laugh. those factors are behind this party to celebrate what should have been maddy middleton's 9th birthday. boubs houses for kids to let off steam and balloons. and that's what maddy's mom things the kids need right now. months after she was murdered by a teenaged neighbor. >> we're tired of grieving. of course i'm going to

accusing correctional facility deputies for beating inmate. they say they were sadisticcally attacked in the santa rosa facility and one of them got into a verbal fight with a deputy and other inmates protested. the sonoma county sheriff's office has yet to respond to our request for a comment. vic lee has an exclusive interview with one of the former inmates coming up at 6:00. bad news for the sharks. the season hasn't started and they lost a key player yet again. raffi torres suspended 41 games for the hit that you see right here to the head of jacob silverberg. this happened in the preseason finale against anaheim on saturday night. torres, who has a history of such hits, will also lose $440,000 in salary. he played just 12 games because of knee injuries since coming off another suspension. that was for another hit. and a day before the start

of their preseason, yankees pitcher cc sabathia is checking into an alcohol rehab center. sabathia says he plans to be back with the yankees next season. in a statement he says this hurts me deeply to do this now, but i owe it to myself and my family to get this right. i want to be a better man, player and father. the u.s. supreme court refused to hear san jose's appeal. the city sued major league baseball claiming its antitrust exemption, which allowed it to block the a's relocation, into what's considered giants territory, is unconstitutional. abc 7 news reporter matt keller has more. >> reporter: the future of san jose was forever changed today when the city's bid to lure the a's south to oakland came to an eneventful end. cooring to mayor liccardo, it means the city can move forward with plans for the land around the center for a major tech

. santa rosa, berkeley, san jose and all the bay area, this is abc 7 news. a man in his mid-20s died today when this truck sideswiped another, hit a side rail then plunged 40 feet to the ground. sky 7 hd flying over caribbean drive in sunnyvale. you can see what happened about noon today. a gray toyota tundra crushed and on its side in the dark shadows there. one passenger suffered minor injure. the driver of the other truck involved was not hurt. a san francisco police officer is in stable condition after a suspected car thief allegedly tried to run him over. this happened around midnight at mirabel avenue in the bernal heights area. the suspect tried to get away, he pinned the other officer

between two cars. another officer arrived. the suspect hit the second patrol car but couldn't escape. and he was arrested. the injured officer has a broken rib and a leg injury. something could have been worse. san francisco's reached a $400,000 settlement with nevada over that state's practice of dumping bus loads of strik patients in the city. that is accused of giving 500 homeless and mentally ill people one-way bus tickets to california. and this has been going on since 2008. dennis herrera had threatened a class-action lawsuit if nevada did not reimburse california cities and counties for the cost of taking care of those patients. cash is going out of fashion. so atm fees are soaring. >> 7 on your side's michael finney here with that and other consumer news. >> out of network fees has atms have hit a new high. $4.52. the latest annual survey by bankrate shows that using an out of network atm has gone up 21%

over the past five years. bachrate's greg mcbride says all these fees are avoidable. >> plan ahead as to where and when you make withdrawals. do that on your bank's turf, not somebody else's. you can get cash back at the point of sale using your debit card. fewer of us use out of network atms, banks are trying to make up for the lost revenue per transaction by raising the fees. disney might be taking a cue from uber and introducing surge pricing to its theme parks. disney is reportedly considering a price structure under the plan tickets would cost less on the slower days or cost extra or have more restrictions on busier days. this is great news for middle-class families. a little planning could mean big savings. disney is a parent company of abc 7. with raises hard to come by, american workers are having a tough time putting away any

otherwise we're dry. look at this. an area of low pressure that brought us the wind on saturday is bringing soaking rains to part of socal. long beach picked up an inch of rain today. the big story has been over the past couple of days in south carolina, the flooding rains, they're finally seeing drier air move in as this low pressure moves out. but the damage has already been done. the past three days incredible unprecedented rain. some places have picked up two feet of rain. mount tam camera showing you cool temperature. oakland 72, mountainview 75, same in san jose. half moon bay 64 degrees. the emeryville camera showing you the waters right now. 75 in conconsidered and 76 in liver more. here along the embarg dero you notice a light breeze out there.

the business park will be the testing ground for the first fleet of shared driverless -- yes, driverless vehicles in the united states. expect to see two vehicles like this at bishop's ranch in san ramon in the next summer. the shuttle service is designed to operate at low speeds and transport passengers a short distance. easy mile as it's called is a joint venture between a french vehiclemaker and an indian high-tech company specializing in robotics. it will run that pilot project.
