have come in but they cannot answer the big question: why did this happen? residents showing up for the morning hike today instead were agreemented by crime tape and sheriff deputy and shocking news, a 67-year-old man was slot and killed on the old railroad trail in the loma alta preserve. >> terrible. absolutely terrible. i almost come here each morning. >> hiker found the man on the old railroad gray trail at 6:00 last night. the victim was out with his dog. >> the victim was walking his brown dog and the dog was shot during this encounter. >> the dog survived and official say the victim's car is missing and was possibly stolen after the killing. they are asking people to look out for 2003 silver volkswagen were jetta license plate 6ppg662. if you do see the car, investigators say do not approach it, just call 9-1-1.

>> the persons associated with the vehicle should be considered armed and dangerous and need to be handle accordingly. investigators looked for evidence all night. the view shows what a large area they are concentrating on, a quarter mile in each direction. they are getting a lot of calls from people wandering, is the area still considered "safe." i question what the motivation was. was it random act? intentional? these are what we need to find out. we have a lot of leads. we live in fairfax and this is beautiful, and this is beautiful sacred land. to happen here in marin is terrible. i am in a state of shock. >> this trail will be closed for most of the day. right now, crime scene investigators are still working the scene this afternoon and will open it up to search-and-rescue volunteers to see what they can fine. they have not released the victims' name but he is not from

here. he did not live here. he was staying with acquaintances. >> thanks, amy hollyfield. extradition proceedings are underway to bring a college student back to the bay area from illinois for sexual assault. fremont police say kwangmin jin is a serial social media rapist meeting up with victims on tinder and face book. the 20-year old is accused of drugging and raping four women in fremont. investigators believe this could be more victims. kwangmin jin is a student at the university of illinois. police believe the attacks happened between may and august of this year while kwangmin jin was him from college in san ramon. >> happening now, families of more inmates at sonoma county jail are detailing instances of alleged abuse by the sheriff deputies. a news conference is getting underway at this hour in santa rosa coming on the heels of a federal lawsuit filed yesterday. more than 20 inmates were viciously beaten in may they say

and in the maximum security unit of the jail. they say it started when one got into a verbal altercation with a deputy. the rest were beat were after they protested. the sheriff denies the allegations saying they have "no basis." >> for updates on the news conference with the families, follow us on twitter@abc7newsbayarea. >> oakland police want you to look at a photo this morning, looking for this man to question about the murder of a young artist gunned down while working on an antiviolence mural in west oakland. police say the man you see is in his 20s, around 6' tall, slim build, and the muralist, antonio ramos was shot to death on tuesday at an underpass after exchanging words with a man just before the man pull add gun and fired. the community group sponsoring the mural resumed work yesterday and it will now include an image of ramos. >> sunnyvale school at the center of a sex scandal is under new leadership.

sparks charter school appointed dr. overton as the new principal and superintendent. overton has 35 years of experience as a teacher and administrator, and assumed that position today. this is after allegations surfaced in september that an eight-year-old student was molested there. the school fired the accused molester, 18-year-old jonathan chow and two other employees. >> we get a better handle on the valley fire affecting lives nearly 1,300 homes in lake county destroyed. community groups are stepping up to help and that community included the government. matt keller shows,000 the v.a. is helping a military family. matt? >> we met a military family here dealing with the loss that hundreds of others in lake county are also dealing with. they lost their home in the valley fire. now, the military community is stepping up to get these people back on their feet.

september 12, 2015, is a day no one in lake county will never forget. that was the day the valley fire started. staff sergeant benson jiantoni lived outside of middletown with his two daughters and eight month pregnant wife sarah. >> the day we find out our house is burned down, a couple days, three days later, it was devastated. >> this is a picture of the home, everything was destroyed. they moved into a hotel as insurance worked on getting them a rental. like many military men and women he moved forward doing his duty, reporting every day to the marine recruiting office he, worked in santa rosa. >> we noticed a change but he tried to go about business and take care of it and that is not how we do things. we take care of each other. >> wine country marines heard of the situation and reached out to

problems this south carolina. governor nikki haley said 800 people are currently staying in shelters after understanding made their homes unlivable and roads not passable. the flooding is blamed for 16 deaths. here is an interesting perspective how much water fell. according to "usa today", 11 trillion gallons fell during the storm which is enough rain to wipe out the expire drought in california. >> some scary moments at a philadelphia campus this morning as students were told to shelter in place while authorities searched for a gunman just days after the f.b.i. said philadelphia colleges should be on alert for unspecified threats. janet o has the story. janet? >> the suspect is now in custody after an intense manhunt at community college of philadelphia. however, local authorities say the threat this morning was not random and neither were the targets. authorities swarmed community college of philadelphia looking for a man with a gun.

philadelphia police commissioner said this started because of an argument. >> it happened just outside, actually, with a confrontation with each other and the gun was seen. >> no shots were fired and no one was injured. the 17-year-old suspect was taken into custody after being found on campus. this is just a day after an online post threatened to attack a college in the philadelphia area. temple university was among those that beefed up security as written in this letter. however, the local police say it appears note threats had nothing to do with the incident today. >> these are two individuals that have a history and know each other. >> the fear is very real that a mass shooting on campus can happen anywhere at any time. those in oregon continue to mourn the ten people killed and seven injured last week. >> students at umpqua community college in oregon are expected to go back-to-school next week.

>> for the second time in two days an airline pilot has blacked out in mid-flight forcing the other pilot to make an emergency landing. the united plane was on the way from houston to sfo western the co-pilot lost consciousness, and the pilot, the captain, was able to make an emergency landing in albuquerque and the co-pilot is reported in stable condition at this hour. just yesterday an american airlines pilot died in the middle of a conflict from phoenix to boston. the 57-year-old captain michael johnston had a heart attack at the controls. the first officer made an emergency landing in syracuse, new york. >> and a two day strike by nurses saying the county is failing to address serious patient concerns. these are pictures sent out on twitter by the nurses. they have had no contract since july. the regional medical center and health center leaders say they are hoping to resolve the issues quickly. they always provide staff to

magical. heading home? maybe brick. here is a look at the clouds, more numerous along the coast with the low clouds, and a few more through the sky this afternoon. the main players on the map the low to the east has less of an effect on the weather and the high will take over the next couple of days and with the building warmth, that is why it is going to be so much warmer by the weekend, and it is creating an breeze and keeping the temperatures average to just below average but, very delightful, mid-to-upper 70s in the south bay and morgan hill and gilroy at 81 and nine more deaths in san jose to reach the high of 77, and mid-to-upper 70s for most of the peninsula, millbrae, behind at isn't, and mid-to-upper 60s along the coast and a run at 70 in downtown south san francisco and sausalito and mid-to-upper 60s along the north bay coast at 10- or 15-degrees warmer inland with mid-to-upper 70s and richmond at 71 and everyone else in the mid-to-upper 70s and heading inland we will flirt with 80 today, and you will be flirting with 90 this weekend. tonight is going to be
