they're relieved there's been an arrest and hope the suspecteds will get help. the 6 7-year-old tantra meditation teacher is being remembered by his family as a caring man who loves helping others. vick lee is live at the hiking trail with his family's reaction to today's developments. >> well, dan, before the arrest, steve carter's wife was asked by police if he had any enemies. she replied, no. and the family spokes man told me today that steve was a true humanitarian and the nicest person he had ever met. we asked him for his reaction on the arrest. here's his reaction and his wife's. >> it doesn't cahange the fact that someone great is gone. >> i think steve would want to make sure that they do, indeed, get the help they need. >> paul and mary al lis were close friends with steve carter and his wife. they met at the ecstatic living institute with steve, a well-known tantra meditation

they went to bed early. >> around 2:00 in the morning, steve was not here. she was worried. and about an hour and a half later, the police arrived. >> carter was found still holding cocoa's leash. the dog had also been shot in the jaw and chest. but he's expected too survive. vick lee, abc 7 news. >> palo alto police have arrested an accused peeping tom. trying to take a cell phone picture in the bathroom. now he faces a misdemeanor charge of peeping. the victim told investigators she had gotten out of the somehow every and was getting dressed when she saw a cell phone outside her window pointed at her. >> sky 7 hd was over the kiddie academy as fire crews were mopping up the scene there.

the construction crew started a small blaze in the wall of the building. it was quickly extinguished. all 59 children and 123 aadulthoods were okay. >> well, imagine checking out a book from your local library and coming home with bedbugs. it's happening again. bedbugs have closed a local library. >> reporter: well, cheryl, we've been here for quite a few hours now. so many people are coming here trying to return their books. and this is what they're greeted with. a lock on the drop box here that says we are dealing with bedbugs. it's the third invesation in this area in a little over three weeks. >> it seems like bedbugs are acting more like book worns. one, two, three libraries now closed and treated for bedbugs in the area.

person responsible for this latest shooting. 24-year-old christian shepherd was shot last night and died on his way to the hospital. he is a deacon and a member of true faith baptist church in oakland. he leaves a wife and we're told two children. from sky 7 hd, you can see the area where the shooting took place last night. police say the victims and the suspects knew each other. >> when officerfuls arrived, they discovered a 24-year-old man suffering from gunshot wounds. we immediate lid searched the area for the suspect. a few hours later, we located him on the 1600 block of jullian. >> police say neighbors were instrumental. he was hiding behind a building. you're looking at video where the 2014 incident occurred where, as i mentioned, two people were shot.

now, i asked police here in berkley, why durant was out on the street. police told me -- directed me -- to the district attorney's office. that aufgs is investigating the matter. i'm live in berkley, abc 7 news. >> thanks very much. >> a search crew in the east bay today discovered the body of a missing cyclist. journal kramm disappeared after he went for a ride last night. sky 7 hd shows you the area near heyward where search and rescue crews found his body about 8:00 this morning. it's 150 down a hillside about two miles from the trail head where kran had parked. investigators do not suspect foul play in his death. meantime, the body of a missing boater at lake delvale has been found. police believe it is that of rabu indugula.

sky 7 hd was over the search earlier this week. park police say he was with 7 over people on a teen building dper size when their boat started taking on water. the others managed to swim ashore. >> a homeowner is defending his decision to cut down a 130 foot tree by himself even though it didn't go as planned. he considers himself a tree expert and says she's worked in the field. he didn't want to spend $5,000 to remove the tree. he tried to do it himself. but the massive pine shifted towards power lines. galucci says he is now negotiating a pine price. >> san francisco cannot paint fast enough. coming up, the walls that spray back. how e fejtive are they when nature calls and there's no restrooms around. >> the governor's big push on climate change and why it may not be the landmark legislation he wishes to support.

some breaking news just in in san jose. several streets near second and heading streets are closed. the searching is happening right now at burnett middle school. the man was being else korted to jail by the bondsman who put him in handcuffs. the man somehow got away with those cuffs still on. now, parents tell abc 7 news the school was locked down for about a half an hour. we're going to continue to monitor this story online and on air and have a full report coming up for you at 6:00. for breaking news, follow us at abc7newsbay area.

>> a major traffic jam because of that man who is was in a long standoff with police. they say he ran from the chp during a traffic stop. and look at this, he's dangling off and on from a building threatening jump. they're trying to talk the man down. >> we'll continue to stay on that story, as well. well, one of san francisco's efforts to stop people from relieving thems in public is making quite a splash. literally. live with details on how this works. >> well, we talked on this wall and it did not exactly bounce back like the urine is supposed to. but i really think that it's this sign letting people know that it's illegal to urinate in public, that's the key deterrent. anyway, more of these signs and these walls are on the way.

we're not only seeing the low clouds, but some high cloud, as well. we'll call it partly cloudy tonight. mild to warm the next few days with higher humidity this next upcoming weekend. i'll show you where that might be coming from. satellite radar showing you the high pressure ridge. we're keeping an eye on the circulation around the high clockwise, which is dry in all of those high cloud. those high clouds are coming in from hurricane oval. so take a look for yourself. hurricane moving away from the hawaiian island chain. it is a category two storm. it oots not too often you see a storm system going this direction. it is expected to dump some pretty heavy rain across that region.
