running away. the officer was fired and charged with murder. and netflix is raising the price of its standard plan for new customers. i don't like this one. going up by $1 a month, now $9.99. the increase will cover cost for shows like "house of cards" and other original programming. those are some of our top stories on this friday, october 9. from abc news, this is "world news now." >> all right. good morning, everyone. hope your day is off to a beautiful start. we begin with that urgent warning for residents of south carolina's coastal areas to seek higher ground as soon as possible. >> yeah, already who more than a dozen dams have been breached. another 70 on the brink. and the national guard is already in place to help with flood emergencies. abc's alex perez is there. >> reporter: south carolina's coastal communities on edge. urged to evacuate. >> this water is moving in quickly. >> reporter: rivers cresting to record levels. at least 19 dead in the

carolinas, as more incredible stories of survival emerge. clara gantt, and her grandson, surviving by clinging to a red cross. she was on her way to church, biblical floods raging all around. across the state, all eyes on 70 dams. 14 have already failed. reinforcements under way after a dike breach at the fragile columbia canal, crucial to the water supply of 375,000 residents. these pictures showing the canal before and after. with cleanup now under way, worries about how homeowners will get back on their feet. fema says you should take pictures of your damaged property to help with claims. but standard policies don't cover flood daniel, and a lot of the people here who lost everything don't have flood insurance. for many, the only option now, to apply for federal disaster assistance. a loan from the government to

rebuild. alex perez, abc news, columbia, south carolina. >> quite an image there. we turn now to our other big story. chaos on capitol hill after the house majority leader quits the race for house speaker without any warning. kevin mccarthy's announcement came as a shock to just about everyone. he was ford out by the same block of hard-line conservatives who pressured outgoing speaker john boehner. mccarthy acknowledged he was not the right person to ite this party. >> we probably need a fresh face. i'll stay on as majority leader. but the one thing i found talking to everybody, if we are going to unite and be strong, we need a new face to help do that. >> boehner planned to step down at the end of this month but now says he'll stay on until a new speaker is elected. presidential nominee paul ryan is getting or one-time vice presidential nominee paul ryan is getting widespread support to replace boehner from republicans, but ryan says he's

not going to run. republican dr. ben carson will be on "good morning america" this morning. one issue sure to come up is his controversial comments about guns. that controversy showing no signs of ending. details now from tom llamas. >> reporter: dr. ben carson taking his pro-gun stance to another level. writing in his book that the holocaust would have been less likely if jews were armed. >> but just clarify, if there had been no gun control laws in europe at that time, would six million jews have been slaughtered? >> i think the likelihood of hitler being able to accomplish his goals would have been greatly diminished if the people had been armed. >> reporter: the anti-defamation league calling carson's comments historically inaccurate. carson, outspoken against gun control since last week's massacre at an oregon community college. writing on facebook, "i never saw a body with bullet holes that was more devastating than taking the right to arm ourselves away." and repeatedly insisting he would have rushed the shooter if put in a similar situation. >> i would not just stand there and let him shoot me. i would say, hey guys, everybody

attack him. he may shoot me but he can't get us all. >> reporter: but now carson revealing what he did when he was once confronted by a gunman in a fast food restaurant. he did not rush the shooter. >> a guy comes up, puts the gun in my ribs. and i just said, i believe that you want the guy behind the counter. >> oh, so you just redirected him? >> i redirected him. >> reporter: carson asked about that on cnn. >> that sounds counter to what you're recommending right now. >> that's a completely different situation. this was somebody who comes into a joint to rob it, not somebody who is sequentially killing people. >> reporter: but didn't know he was just going to rob the joint. >> i did know that. >> reporter: he potentially could have killed you. >> i did know that. >> reporter: but carson, in second place, getting some support today from frontrunner donald trump. >> he made a statement, essentially, if there were some maniac over there shooting people, he'd charge. okay. they said, oh, that's terrible. that's disrespectful to the people that were killed. and i didn't see it that way. >> reporter: amid all this controversy dr. carson receiving some praise from a prominent conservative.

support from rupert murdoch. owner of fox news. he said, "what about a real black president who can address the racial divide and much else?" later ruppert murdoch tweeting apologies. personally finding both men charming. of course, that other man, president obama. abc news, las vegas. >> speaking of president obama, he's heading to roseburg, oregon today in response to last week's shooting rampage. he plans to meet privately with grieving families at umpqua community college. the gunman killed nine people and wounded nine others before turning the gun on himself. some residents angered over the president's comments on gun control plan to protest. bill cosby has lost his final request to toss out a lawsuit against him and will have to give a sworn deposition today. one of the dozens of women accusing him is behind the suit claiming that in 2008, cosby abused her at the playboy mansion in los angeles when she

was just 15 years old. a judge has ruled that cosby's sworn testimony will be sealed at least through december. and an important alert this morning for parents with young children. about 35,000 highchairs are being recalled. the highchairs are made by the company safety first. there were dozens of reports that children were able to remove the tray and fall out of them. at least 11 of them were injured with injuries ranging from chipped teeth to cuts and bruises. the chairs were sold over the past two years at toys 'r us, amazon, as well as walmart.com. a new wrinkle in the volkswagen emissions scandal. federal and california regulators looking into a second computer program in the diesel cars that affects the operation of the car's emission controls. of course, it is a different program that caused the scandal. the company's top u.s. executive had to answer for it all yesterday on capitol hill as bazi kanani reports. >> reporter: in the hot seat for his company's deception. >> i would like to offer a

sincere apology. >> reporter: volkswagen's u.s. chief apologizes repeatedly as lawmakers vent their anger over the automaker's admitted cheating in nearly a half million diesel vehicles in the u.s. inserting software that would only turn on the emissions controls when the vehicle was tested. >> vw has betrayed a nation. it's time to clean it up or get off the road. >> i did not think that something like this was possible at the volkswagen group. >> reporter: michael horn told congress he was just as shocked as they were and as disappointed as the millions of vw own ares around the world now seeing their car's value drop. it will be a costly mistake for volkswagen facing lost business on top of recalls and a raid on the company's headquarters in germany as prosecutors seek documents for their own investigation. >> the american people and counterparts around the world have been defrauded by volkswagen. the company's word isn't worth a dime.

>> reporter: volksnwage has still not said how or when it will fix the recalled vehicles in the u.s. but promises to take full responsibility. >> we will find remedies for our customers and we will work to ensure that this will never happen again. >> michael horn said management at the company was not aware of the so-called defeat devices installed on the cars and said he believes it was something done independently by a couple of software engineers. bazi kanani, abc news, washington. >> you probably saw him countless times right here on abc. one of the first celebrity chefs, paul prudhomme has passed away. the legend was known around the world for his creole and cajun cuisine. he had a popular new orleans restaurant, wrote about nine cookbooks and was in six cooking videos in addition to that popular line of spices. paul prudhomme was 75. nasa says sending astronauts to mars is just a matter of time. the space agency has released a

take a look at the overpass take a look at the overpass right over there. a distraught man was trying to jump off an interstate bridge in oklahoma city. but an officer arrives on the scene and gets ahold of him. the man was dangling as the officer held on. luckily some other policemen got there and helped pull the man to safety. the man was not physically hurt. and police dash camera caught the moment a suspect jumped off a bridge. this is in kansas city. he survived the fall into the missouri river and made it to shore. that was when officers took him to the hospital while he complained about soreness, illegal process presumably then moved on. one of the heroes of the attempted train terrorist attack in france this summer is back in the news but this time he is a victim. >> yeah, he was stabbed during a brawl of some sort and it happened not overseas but right here in the u.s. abc's kayna whitworth has the story. >> reporter: this surveillance

footage shows spencer stone in a violent brawl in downtown sacramento. the man on the left believed to be stone is seen fending off a group, then right there. he appears to be stabbed from behind. >> stabbing pending. 21st an at k king. first responders finding him with multiple stab wounds to the torso. police say two suspects fled in a car. >> it's believed to be related to a night club incident. we know it's not related to what occurred in france months ago. >> reporter: back in august, stone and two childhood friends stopped a gunman on a paris-bound high speed train during their european vacation. >> he seemed like he was ready to fight to the end. so so were we. >> reporter: an outpouring of support for stone who remains in serious condition. his fellow hero tweeting everybody send prayers out to the stone family today. this is the intersection where the fight broke out. his friends are telling abc news he's recovering from surgery.

>> we have been through the first big wave. we are about to go through the second big wave. >> reporter: meanwhile, across the state, the work of reinforcing the breached canals and dams still ongoing. so far at least 14 dams have failed. dozens more threatening to burst and this, a collapse at the fragile columbia canal, the area's crucial source of water. officials are maintaining the situation is under control calling the collapse just a setback. >> there are no plans to shut off the water system. zero plans. the system is running. it's running strong. >> reporter: encouraging news for residents, hundreds still in shelters and many more finally returning home trying to recover. >> how am i going to fix this? i've got to get my kids to school. my cars are underwater. >> i didn't have water in the i'm a diabetic. i need six bottles or eight. i didn't have any. >> reporter: officials say right now it is still possible this threat of more flooding ends up being just that, a threat. they say they are erring on the side of caution reminding residents it's better to be safe than sorry.

back to you. >> thank you. now we focus on overseas and the u.s. air strike at a hospital in afghanistan may have much worse than believed. we already knew 22 doctors, nurses and patients were killed. now there's word that 33 others are still unaccounted for this morning. yesterday, doctors without borders reiterated its demand for an independent investigation after getting a direct apology from president obama. russia is denying reports that some of its missiles fell short of their syrian targets, instead crashing in iran. now disturbing new images from syria seem to contradict its claims that its air strikes are aimed at isis rebels. abc's martha raddatz has details >> reporter: it was an impressive display of firepower. that volley of 26 cruise missiles on a path to targets in syria some 9 hundred miles away.

but we now know some of those sea-launched missiles never made it. regional reports call them unidentified flying objects. u.s. officials say those where is four russian missiles crashing into iran. those that did strike syria say russia are hitting mostly isis targets. but this video an aid group says shows the rescue of syrian children struck by the attacks which have been launched largely against rebel forces opposing assad. u.s. defense secretary ash carter had strong words for russia. >> we've seen increasingly unprofessional behavior from russian forces. and i also expect that in the coming days the russians will begin to suffer casualties in syria. >> reporter: russia's involvement poses a danger to the u.s. as well. those cruise missiles and air strikes are launched without warning meaning u.s. pilots have to do their best to stay out of the way. martha raddatz, abc news, washington. a delta flight that took off from seattle was forced to return to the airport after hitting a bird.

the airbus was heading to hong kong yesterday afternoon with more than 230 people on board when the bird struck one of its engines. the pilot flew for nearly an hour to burn off fuel, then landed safely. there's a new report card for the airline industry. complaints by passengers are on the rise, but they're also scoring better on on time performance. major airlines posted an on-time a, rival rate of 89% in august, up nearly 3% from last year at that time. delta earned the highest points for getting to you to your destination on schedule and spirit came in last. we all know that san francisco's lombard street is arguably the most crooked street in the world with its eight hairpin turns, but this is not about lombard stet. >> no. this is about breyer brook drive in carl junction, missouri, which may very well have the most crooked center divider lines in the country. yeah, the botched paint job courtesy of an inexperienced

i didn't see it that way. >> reporter: trump is still narrowly the republican front-runner. you'll hear more from dr. carson this morning when he appears on "good morning america" likely facing more questions about the controversial comments. >> brandi hitt, thank you. south carolina's governor is urging residents of low lying areas to evacuate as soon as possible. homes and businesses spared the worst during the recent record-breaking rainfall are now in the path of flooding that could last up to two weeks. rivers are rushing toward the coast and flooding is expected to begin as soon as today. investigators are still trying to figure out the cause of a deadly explosion at a natural gas facility in louisiana. three workers were killed in the blast and would others seriously injured. the company says the contractors were doing maintenance work at the time of the explosion, but the plant was shut down and no gas flowing through the pipeline. back to south carolina for a moment here because a big settlement stemming from the

fatal police shooting of an unarmed black man. the city of north charleston agreed to pay the family of walter scott $6.5 million. scott's brother called the settlement bittersweet saying the family still wants justice. scott was shot in the back while running away from officer michael slager. slager remains in jail accused of murder. police in south texas made a stunning discovery in the back of a big rig all caught on their body cams. when they opened the back of the truck, they found dozens of undocumented immigrants crammed in the back locked up for hours. sweating, dehydrated, afraid they would die. the driver claimed he had no idea what he was carrying. he is now facing human smuggling charges. >> incredible images there. and despite complaints about privacy, the use of body cameras by police departments is right now on the rise.

images captured by those cameras are helping to clear officers accused of misconduct or brutality as abc's matt gutman reports, a newly released body camera video shows exactly what happened during a dramatic confrontation with an armed man. >> reporter: police body cameras showing the harrowing moments. six officers respond to a domestic violence call. >> oh, god. >> i've been hit. >> reporter: an officer shot by 64-year-old theodore johnson. but watch as that same cop, unhurt, still tries to reason with johnson. >> put the gun down. >> go ahead and shoot me. >> no, we're not going to shoot you, guy. >> why don't do you what i ask, mister? >> i know you shot me, but i'm not going to shoot you. >> reporter: when johnson raises his gun, the officers shoot. killing him. [ gunshot ] after an investigation, that body camera video cleared them. cases like these have sent sales of police body cameras surging. taser, the number one maker, has sold to more than 3,500 law enforcement agencies. >> ts is going to become a common piece of equipment for law enforcement, and really the question will be not if you have them, it's why don't you have

them. >> reporter: the lapd is now by far the nation's biggest police department to issue them agency-wide. [ siren ] last week, we joined the lapd on patrol, wearing the same body camera they do. like them, filming every interaction with the public. the race to a shooting. and the controversial stop and frisk. those moments, the source of so many complaints. the hope, that those cameras can protect the public. >> drop the gun! >> reporter: and police. matt gutman, abc news, new york. animal rights activists are applauding a decision by the california coastal commission to ban future whale breeding at seaworld in san diego. the park did get approval for a $100 million expansion that would triple the size of existing orca enclosures. the groups say captive whales are lonely and miserable, a claim park officials insist is not true. the nfl's thursday night showdown featured the colts visiting the texans. 40-year-old matt hasselbeck was at the helm for indianapolis in place of injured andrew luck. it was colts receiver andre johnson, a former texan, who did most of the damage.
