>> this is abc7 news. >> good morning, everybody. i'm carolyn tyler. thanks for joining us on this sunday, october 18th. let's start with a quick look at the weather. we have meteorologist frances dinglason in for lisa argen. >> good morning, everyone. in napa visibility is now only a fourth of a mile. and it's also cooler in a lot of spots. san francisco currently 60 degrees. san jose 62. compared to 24 hours ago, many locations are cooler. 8 degrees cooler in napa, even three degrees cooler in mountain view. a pretty picture from emeryville. we do see some clouds out there, even some breaks already. inland, we will see more sunshine, mostly sunny with temperatures in the mid-70s. a long the coast the clouds will

stick around. partly cloudy around the bay of the reaching the low 70s. i have a big warmup to tell you about coming up in the forecast. carolyn. >> frances, thank you. >> developing news this morning. we know one of the two men who was rescued from the ocean in santa cruz last night has died after one of them drove their car off the wharf. the other man is still in critical condition this morning. crews towed the car out of the water after lifeguards rescued the man. officials say the car crashed through a four-foot fence. the victims were under water for nearly 20 minutes. police have not released any information on the men. investigators say it's not clear what caused the driver to crash >> one person is dead after a head-on car crash on the stanford campus. it happened just after 7:00 last night just east of campus drive. the driver who was killed was in the nissan. investigators say that car crossed the center line into oncoming traffic, hitting a

volkswagen. the driver of the volkswagen is in critical condition this morning. the cause is under investigation.. the father of one of the three teenagers who died in a street racing crash last week in san jose says he hopes more people will come forward with information on what led to his son's death. >> he rest in peace. >> last night johan santana the ramos joined a crowd of people at the crash to mourn the loss of the teenagers, including his son. 15-year-old anthony ramos is the one in the middle of your screen. jayleen and oscar were also killed. the three died when police say the stolen honda they were in spun out of control, slamming into a tree. police believe they were street racing.

a fourth teenager survived, but suffers serious injuries. police are still looking for the driver of a second car involved. some residents in san francisco's castro district are upset with a sewage project they say could damage important and meaningful pieces of art. alyssa harrington has more. some see it as a real dishonor. >> the designed blocks of concrete were designed to be walked on, but not for this. >> this to me looks like concrete. >> construction work requiring power tools and heavy machinery. a sewage project has left this one of the blocks honoring playwright tennessee williams a mess. it's dirty, surrounded by trash and wood and possibly damaged. >> i think it's a slap in the face for the artist that put this together. >> the real issue here is one of respect. >> david perry is the founder

and chairman of castro's rainbow honor walk. he said it was there to pay tribute to the lgbt community and concerns for their equality. >> what we are concerned about is someone doing construction on a local business, and we feel maybe hasn't given one of honorees the respect they deserve. it's one thing for someone to walk on tennessee williams and learn about him and another thing that's more than the normal wear and tear. >> a supervisor reached out. they are investigating what happened. >> if someone was doing work and damaged one of these blocks, that contractor, in my view, needs to be financially responsible for repairing the damage. >> each one costs $5,000. money aside, perry wants to remind all construction crews these plaques are not just a piece of sidewalk. in san francisco, abc7 news. sacramento police have

released details about a injury in city hall. police shot and killed 27-year-old per bert benitez on thursday on market and 8th. construction workers complained benitez was throwing bottles on their work side. according it police, he was shot after he grabbed another officer's gun during the struggle sacramento police have released new images showing the two men suspected the stabbing train hero spencer stone. police describe the suspects as asian. stone was stabbed three times while protecting a friend from a sacramento bar back on october 8th. he was released from the hospital last week. you will remember stone and two others stopped a terrorism attack on a train in france in august.

repair crews are working to fix massive sinkhole in union city. there was video posted of the work going on last night. it's now grown to 35 feet by 40 feet sincefs first discovered last wednesday near new haven street. repair crews are trying to shore up the sides of the sinkhole and fix damaged water and sewer pipes. they don't expect to be done until sometime this week. thank goodness an antioch teacher's aide saw something wrong and took action. she's being haled has a hero after rescuing girl from an accused kidnapper. sandra ferguson spotted one of her former students from the elementary school on friday sitting with a truck with a middle-aged man. the girl looked scared so she got out of her car and started asking questions. i said, sweetheart, is that your dad? and she told me no, he's my friend. i said no, he's not, he's not your friend. i put my car in front of his car, i blocked him, and i told

her you get out of the car right now. >> that's right, she blocked the truck with her car. that girl was not hurt. sandra called police and they have arrested this man, 51-year-old santiago salazar, for kidnapping. they said salazar did not know that girl. >> today is moving day for this little white house in oakland. the ucsf children's hospital offered it for free, as long as the new owner covered most of the moving costs. right now that house sits on land owned by the hospital, but plans call for a new building on that site. a couple will put the house on their property about a block away. the move will cost them $200,000.

teenagers who lost everything in the valley fire in lake county won't have to miss their homecoming. yesterday business owner nancy rosenblum delivered more than 150 donated dresses, along with shoes, purses and jewelry to middletown high school. she organized a donation drive to help 50 girls. the response was overwhelming. with the biggest donation coming from a former oakland raider. nancy sent us this video of the happy girls. the dance has now been moved to november 7th because of the fire. progress is being made in southern california to clean up the massive mudslides from last week. state route 58 connecting central california to las vegas remains closed. the mud is as thick as five feet in some spots. but there's more work to do and more rain is on the way. abc news reporter has the latest on the cleanup effort. >> crews clearing roads in mud-locked roads in southern california are racing against the clock and mother nature.

saturday morning construction equipment arriving to aid in the dig-out before another round of weather hits. >> they are expecting more rain this afternoon. if that happens, then what we are going to do is probably clear all the personnel that are working in the area just in case there's more mudslides. >> it's pretty scary to see the water on both sides and moving very quickly and rising very quickly. i was thinking about how i was going to go out the sunroof to get on top of the vehicle. >> thousands of cars and trucks remain stranded after thursday's massive mudslides. >> this is why i cannot get across to get home. >> it shows how brutally fast the onslaught of mud and water swept across freeways and neighborhoods. >> i've never seen this before. >> as road crews worked, families and businesses are cleaning out. leaving mud-caked belongings out of trash. the road still covered and it's hard it see the curb. >> we had a couple firefighters stopping to give us some sandbags. >> we were probably in three inches of mud.

we've been cleaning off and pressure washing. all of that. the amount of cleanup has been crazy. >> now everyone is holding their breath for a possible round two as more rain moves in. abc news, lake hughes, california. there are major road closers this morning in san francisco. thousands of people are running in the nike women's half-marathon. the 13 had i have mile annual race raises money for the leukemia and lymphoma society. it started at union square earlier this morning and will take the runners to the finish line at marina green. street closers continue until 10:30 this morning. frances, they had nice, cool weather for the run. >> mid-60s for the run this morning. right now san francisco with a light breeze that will pick up this afternoon. variable clouds over bat i and the bay bridge that will probably see extra traffic due to the treasure island musical festival that will also hit the

>> two men were seriously hurt in separate shark attacks in hawaii. the first one was in o'ahu that left the man without his left leg. the second man was in a minor incident with the shark. they did not say if he was actually bitten. he's taken to the hospital and is expected to be okay. these are the sixth and seventh shark attacks this year. officials say all have happened in murky water. it's a common story, rising rents and threats of eviction in san francisco. only this time the renter is fighting back in an unusual way. he is protesting outside the deyoung museum where his landlord's wife works. abc7 news reporter tiffany wilson spoke with both sides and has the story. >> families are visiting the deyoung museum are greeted with this. >> what do we want?

>> stop eviction! >> when do we want it? >> now! a local artist, david franken, for the past 34 years lived on the top floor of this three-story building in the triangle. >> this is a dark room where i can do black and white photography. >> he pays $735 a month for the two-bedroom unit. i put my love into it. i put myself into it. you can look at any spot, whether it's a flaw or something nice, you see a the bit of me in it. now he's getting evicted. >> it's devastating. >> just one floor below you find a very different story. the family purchased the building in 2013. ground floor units are the grandparents, middle floor for each, top floor for brother. but only the brother can't move in because he refuses to move out. even after the family offered him an $80,000 buyout. >> the lawyer said it's the most generous offer he's seen in 25 years. >> in february they filed for an eviction.

minutes. in san francisco currently 61. oakland of 4. mountain through 62, as well as san jose and morgan hill. it's off it a cool start in half moon bay for the pumpkin festival at 63. won't change much throughout the day because the clouds will stick around. they kind of came back in right now. the live shot of mt. tam. it's a mix of sun and clouds right now. santa rosa 57. napa cool and foggy at 53 degrees. novato 59 and fairfield and con ford both at 61 degrees. liver more warming up to 65. a pretty shot from the exploratorium looking out toward the bay. light winds over the bay right now. here's what you can expect. we have the low morning clouds. they will stay by the coast throughout the day. it will feel like fall this afternoon with temperatures coming cup just a little bit from yesterday. then warmer air arrives on tuesday with plenty of sunshine. that will continue through midweek.

here's what's going on. we have this area of low pressure. that brought us chris amounts of rainfall. heavy rainfall in southern california yesterday. this will start to push east. what will take place the next couple days is high pressure will build and as it builds we will see more of an offshore flow. as we get the breeze from the land, temperatures will be warming up for everybody. the forecast animation shows extensive cloud cover clout the morning hours and then by this afternoon we will see some breaks in the clouds. check out these areas of yellow and green. that's where we could see a spotty isolated shower in parts of the north bay and the higher elevations. notice by tomorrow we will wake up to some clouds, but it will start to clear out, making way for the high pressure that will warm things up wednesday, thursday, actually starts tuesday and goes wednesday and thursday. highs today in san jose 72. look for low 70s, as well near palo alto. 64 in half moon bay. and the clouds, you see they

new regulations on drones are coming tomorrow. federal transportation officials are expected to announce drone owners will be required to

register their unmanned drone systems. the announcement will be made jointly. a task force will be created to implement the new program. the plan could go into effect by christmas. beginning monday all new buyers will have to register. part the of effort to get the popular but problematic aircraft under control. expected to be one of the hottest gifts this holiday season. an estimated 750,000 will be sold by christmas. the unmanned vehicles have already proven to be dangerous with case after case of airline pilots reporting drones flying too close to their aircraft, endangering passengers. some, even impeding firefighting efforts like this big fire back in july. sooner or later we will lose an airplane to a drone due to a collision. >> regulation for commercial use of drones proposed by the faa earlier this year require a written test and limit flight to below 500 feet. the objective is to get people

>> welcome back, everyone. we start with a quick look at the weather. frances dinglasan is in for lisa argen >> hi, earn. lot of 60s in the east bay. but napa still at 53 degrees with a lot of fog there, as well. it will probably stick around the coast most of the time. you look from emeryville. you see some of the low clouds coming in from the coast. here's what you can expect this around. more sunshine with temperatures in the mid-70s. along the coast still cool and staying in the 60s. and then near the bay partly cloudy. pretty comfortable reaching the low 70s in some spots. it should be nice for the berkeley street festival today. there's a warmup on the way. i'll tell you about that coming

country. president obama's decision to keep troops in afghanistan through next year was the topic today. they needneed assistance to keep the islamic state from using the country as a haven. >> i think we saw what happened in iraq when we precipitously withdrew. i don't think we want to make that mistake again. >> clearly we do not want to see the taliban gain more power. we need a certain nucleus of american troops present in afghanistan to try to provide the training and support the afghan army needs. >> the winner of next year's presidential election will become the third american commander in chief to oversee the afghan war. police in florida are looking for a suspect who opened fire at the zombie festival last night. one person was killed and more injured. it happened just before midnight in ft. myers. the annual event draws more than

20,000 fans dressed as zombies. organizers said they are saddened by the news and the organization takes the safety of its patrons very seriously. a 75-year-old chess instructor is being credited with saving a group of children from a knife-wielding man. army veteran james vernon was coping a chess game at a public library in illinois when he said the man barged into the building, threatening to kill everyone. vernon sprang into action. at first he tried talking the man out of hurting anyone. >> settle down, relax a little bit. i'll listen to you while these kids get out of the room. >> vernon succeeded at getting the kids out of the library, but the 19-year-old man then lunged at him, cutting his left hand. vernon used his other arm to disarm the man and held him until the police arrived. the army vet will require surgery to repair from severed arteries and tendons.

but vernon said he will be okay. he only needs one arm to keep playing chess. it's among the most tragic mistakes a parent could ever make, leaving a child in a hot car, especially on a warm day. now a local inventor is selling a device to prevent that. it's being manufactured right here in the bay area. abc7 news reporter jonathan bloom has the story. >> if you are notice there's a temperature inside and outside the car. >> on a sunny, october day marty gave a sobering demonstration. inside the car it climbed to 107 degrees in ten minutes. >> when children are left in the car, they parish within an hour or two of being left. >> it's a story that made headlines too many times. >> i couldn't believe that i would forget my own son. how am i going to tell my husband that i killed his son? >> i keep seeing these tragedies happen this the united states. we basically lose a child every

it's the yellow-bellied sea snake. it's the first time in years it has been in california, also during an el nino season. they say the el nino is warming up water temperatures in the pacific ocean. >> maybe it's a sign of the weather to come. >> we do have evidence of an el nino this winter. it is currently 60 degrees. it's going to stay cloudy at the coast all day today. in fact we are a little cooler. i'll let you know when a warmup is headed our way >> also ahead, the warriors preseason game against the lakers was discontinued before the fourth quarter to a course of boos. mike shumann tells us why the officials called the game early coming up in
