we heard a crash. people started screaming. >> a witness describes the moment a car careened into the ocean. one man survived after spending more than 20 minutes submerged in the cold waters of monterey bay. >> we begin with developing news tonight on that wharf crash. i happened along the santa cruz board walk. >> cornell you spoke to a witness who say the car may have been speeding.

>> reporter: the witness describes a scene of sheer chaos here on the santa cruz municipal wharf. they say a white car was driving too fast when it crashed through a barrier, plunging into the water. >> a white cadillac sedan is pulled from the waters below the santa cruz wharf, after it crasheds through the guardrail, about 8:20 saturday night. >> there was something major happening. didn't know until today someone lost their life. very sad. >> a good samaritan jumped into the 57-degree water to help. minutes later, six rescue swimmers from the fire department were diving into the deep, dark water. they soon found the car at the bottom, upside-down. >> it was remarkable what they did, considering they did it with no scuba tanks. they were going 25 feet down, searching for 3040 seconds, coming back up, taking a big gasp of air and going back down. >> 28 minutes later the driver of the car was cut from his seatbelt and pulled to the

surface, but still alive. the car's passenger did not survive. >> a family there that were frightened. >> this witness who wants to stay anonymous said the cadillac narrowly missed famuli walking on the wharf. >> why are these people driving to quickly in an area where there's tons of pedestrians. >> the survivor of the accident is on life support at a local hospital. the cause of the crash is unknown. >> a suspected hazmat situation in daly city today turned out just to be a discarded bottle of bleach. you can seen san mateo fire and police on scene her. this is cell phone video sent in by a viewer who lives on the 1200 block of south may fair avenue. hazmat crews closed the tree traffic at 9:30 this morning and re-opened after finding no danger. that took three hours, though. >> we'd like to thank the family
