he started late, no money and no campaign organization, and way behind in the polls. as for when? they say he could drag out his decision making until next week. jonathan karl, abc news, the white house. if biden joins the race, he may have one less competitor. democratic candidate jim webb considering running as an independent. he's holding a news conference today to discuss his candidacy, the campaign and his views of the political parties. he repeatedly complained about not getting enough talk time during last week's debate. he has 1% in the latest polls. well, on the republican side, donald trump and ben carson are asking for secret service protection and the requests are being reviewed by the homeland security chief. taxpayers would foot the bill. such requests are not unusual at this point in the race for frontrunners. both candidates have made controversial comments about ethnic and religious groups and both attracting large crowds. a search under way for a

teenager who claims to have accessed the personal e-mail of cia director john brennan. the hacker has posted documents online, including a list of e-mail addresses, purportedly from brennan's contact file. a long time girlfriend of convicted mobster whitey bulger made a brief appearance in court yesterday. catherine greig pleaded not guilty. her attorney says she doesn't know anything. in philadelphia, demolition contractor convicted of manslaughter for the death of six people in a building collapse. prosecutors had wanted murder convictions against griffin campbell. they say he should have known the building was about to come down. campbell's lawyer blames the architect who hired him knowing he was not qualified. and from south africa, olympic athlete oscar pistorius is out of prison. he was paroled yesterday a day earlier than expected after spending nearly a year behind

bars. for the death of his girlfriend reeva steenkamp. pistorious is now under house arrest and will remain that way for the next four years. prosecutors are appealing his manslaughter conviction hoping to have it changed to murder. if that happens, pistorious would return to prison for 15 years. and back in this country, police in the cleveland area have released dashcam footage of the scene of a domestic incident involving brown's quarterback johnny manziel. his suv seen here on the side of a road after being pulled over by police. manziel's girlfriend was also in that vehicle. she says both of them had been drinking before having a fight. and on the footage you hear colleen crowley say manziel hit her a couple of times. the whole thing is being called a concern by manziel's coach. >> i get it. i get the concern and the outcry and i know everything with him is magnified times a thousand. you know, he's made a lot of the strides. and it's -- this is a process for him.

and i know it's something that it's upsetting for all of us. >> police also released a picture of a mark on colleen crowley's arm which apparently is from manziel's attempts to keep her from jumping out of the vehicle. the couple have not been charged. a case of alleged air rage forced emergency landing in california. the pilot requested the landing because of an altercation between two passengers. eyewitnesses say it was over a reclining seat. police cars met the plane when it landed. this morning the fbi is investigating. here's abc's lauren lyster >> southwest 2010. >> reporter: the southwest jet was 13 minutes into its flight when the pilot called air traffic control. >> hey, flight attendant just called. evidently we've got two passengers that are in a physical altercation. we need to get turned around back to l.a.x. >> declaring you an emergency. >> reporter: inside the jet according to southwest, an escalating situation.

a fight between two passengers. some on the flight say it was over a reclining seat, a woman reported she was choked by the man behind her apparently after putting her seat back. >> the lady who got you know hit was talking about. he hit me in my head and choked me and she was really emotional. >> reporter: the jet returned to l.a.x. police and the fbi were there and the man walked off the plane and was taken into custody with officers talking to the alleged victim. >> yeah. you're going to regret that. >> what do i do? i'm going to stay here all night? >> reporter: we've seen reclining seats become an issue in the past. the passengers last year got kicked off a united flight after fighting over use of a so-called knee defender that keeps the seat in front from being reclined. the man in this southwest case was questioned and released. the fbi said there was no arrest or charges at this time. the passengers did get to san francisco on another plane. five hours late.

lauren lyster, abc news, los angeles. reena, kendis, back to you. >> our thanks to lauren there in l.a. a scary scene on a school bus in washington state caught on camera. dozens of kids on board when a heater hose ruptured in the back of the bus. you see it there and started leaking anti-freeze after all of this happened, some of the kids had stomach and headaches as well as burning eyes. the parents also claimed their children weren't checked at the school. the school district says none of the kids were sprayed and that the bus has been inspected every summer before the school year gets under way. and this tragic scene in houston at a grocery store. a young mother died while protecting her child when a car smashed into the store. six people were also injured. police say the elderly driver was pulling out of a parking spot when she hit the reverse and raced backward into that market. lawsuits from vehicle owners stemming in volkswagen's emission scandal are stacking

up again the automaker. more than 200 suits have been filed in the last few weeks. many claiming volkswagen marketed its diesel engine cars as clean alternatives for years knowing that the vehicles were cheating emissions tests. vw almost inevitably will have to compensate owners. some legal experts say that the company could be forced to buy back the cars altogether. in the past ten days, the price of gas has plunged in some areas below $2 a gallon. the nationwide average for a gallon of gas now $2.26, the lowest since february. it's 85 cents cheaper than this time last year. drivers in south carolina and new jersey are paying the lowest just under 2 bucks a gallon. in jersey, they fill it up for you. >> that is one of the great benefit about driving through jersey. traffic is a problem. it's a good thing the prices are plunging because now everyone has more money to spend on this classic car. it's a doozy. look at that.

rowing classes are bringing back a once popular sport while giving you a workout challenge. it's tuesday, october 20th. from abc news, this is "world news now." good morning, everybody. i'm kendis gibson. >> i'm reena ninan. wow, we begin with the hunt for a teenaged hacker who claims to have accessed the personal e-mail of the nation's top spy. this is pretty incredible. you know what i found remarkable? he uses aol. >> he's the one guy that uses an aol account. a few people are using aol. apparently this is what's taken place. one document taken from john brennan's file contains the name of senior intelligence officials, along with their social security numbers. abc's pierre thomas reports from d.c. >> reporter: an allegedly young hacker is posting what he claims is personal information about some of the nation's top intelligence officials. the hacker, who describes himself as a high school teenager, angry about the plight of the palestinians, says he

infiltrated a private e-mail account associated with cia director john brennan that had details of brennan's application for a security clearance. on twitter, the hackers also releasing the names and social security numbers of other key intelligence officials on the cia director's contact list. the fbi and secret service are actively pursuing the hacker. and they are investigating another claim in which the hackers says he got into a private account of the homeland security secretary. so far there is no evidence that classified information was compromised, but these top officials now face the real prospect of additional hacking and data theft. pierre thomas, abc news, washington. >> not the last we've heard of that. to politics, now and the top two gop presidential hopefuls asking the government for secret service protection. the request from donald trump and ben carson being reviewed by the homeland security chief. taxpayers would foot the bill for that. such requests are not unusual at this point in the race for front runners. both candidates have made controversial comments about ethnic and religious groups and both are attracting large

crowds. as for the democrats, jim webb may be ready to jump ship. webb is now considering running as an independent. the former virginia senator is holding a news conference later on today to discuss his candidacy. the campaign as well as his views on the political parties. webb repeatedly complained about not getting enough time to talk during last week's democratic debate. he has 1% in the latest national polls. it's still anybody's guess whether joe biden will shake up the race. "the washington post" last night accidentally publishing a story headlined biden to launch a presidential campaign. the story quickly taken down. the paper blamed it on a technical glitch. it's your voice, your vote. abc's kenneth moton has the latest. >> i'm the late joe biden. >> reporter: vice president joe biden with a not so subtle joke before his remarks on climate change.

it's a big movement and a strong movement and we're going to take our country back. it's going to happen. >> reporter: meanwhile, more important deadlines for the vice president. saturday is the jefferson jackson dinner in iowa, a key stop for democrats in the 2016 race. kendis and reena. >> kenneth, thank you so much. planned parenthood says it is going to fight a funding cut to its clinics in texas. state health officials yesterday dropped planned parenthood from the state's medicaid program. following an investigation into those undercover videos in which the sale of tissue was discussed. the state ordered the state to the provide the funding for 14 more days. drone operators will soon have to register their devices. government has set up a task force to decide which drones should be registered. there are reports drones have interfered with fire fighting. the guidelines should be in place in mid-december. some 700,000 drones are expected to be purchased this holiday season.

the fbi investigating after a fight broke out between two passengers on board a southwest airlines plane. 13 minutes into the flight, to san francisco, the pilot requested an emergency landing back in l.a. eyewitnesss say the trouble started when a woman reclined her seat. the man behind her not happy about it is accused of choking her. >> the lady who got you know hit was talking about. she said he hit in my head and choked me. she was really emotional. >> police were waiting when the plane touched down. the man walked off the plane and was questioned but not arrested. flight took off again for san francisco. oscar pistorius is out of prison in south africa. he was released a day earlier than scheduled and has started what could end up being a year's long stay under house arrest. all for the death of his girlfriend. abc's lauren lyster has the details. >> reporter: oscar pistorius is no longer behind bars but he's still not a free man.

pistorious was released from prison after serving nearly a year of his five-year sentence for manslaughter. he'll be under house arrest at his uncle's home. pistorius is the double amputee olympian known as blade runner because he competes on these prosthetic legs. pistorius was acquitted of murder last year for the valentine's day shooting death of his girlfriend, model reeva steenkamp in 2013. at his sensational trial, pistorius claimed he had mistaken her for an intruder and opened fire through their bathroom door. and he swore it was a horrible mistake. >> i did not fire at reeva. >> reporter: prosecutors say he shot her intentionally after an argument. >> you armed yourself for the sole purpose of shooting and killing her. >> they have appealed the manslaughter conviction and pistorious could still be

convicted of murder by a higher court. in that case, he faces a minimum sentence of 15 years. for now, pistorious must continue court ordered psychotherapy. he must meet with the family of reeva steenkamp, if they agree. lauren lyster, abc news, los angeles. lamar odom has been moved from a hospital in las vegas to a facility in los angeles. espn reporting the former nba and reality tv star was brought to l.a. last night by a medical helicopter. odom's family says is he alert and that his condition is improving. odom was found unconscious at a brothel in nevada a week ago. a surprise result in the canadian elections. justin trudeau to become the next prime minister. he beat the current office holder, steven harper, who ran the country for almost aten years. pierre trudeau was prime minister during the '60s and '70s, then again during the '80s. >> that could have a lot of impact on our politics. while we're talking about canada, there was an important baseball game in toronto last night. for details, it is time for

a lawsuit. it's tuesday, october 20th. from abc news, this is "world news now." hey, good morning. i'm reena ninan. >> i'm kendis gibson. just checking out "star wars" still trending because of the big trailer premiering during "monday night football" last night. a lot of people excited about it. >> it was a really good commercial i thought. >> it was a good commercial trailer and we love the synergy here at disney because it was premiered during espn's "monday night football." we'll have more on that, of course, coming up. >> you might go turn into a c3po halfway through the broadcast. >> one of those. absolutely. or ewok. i'm already there. >> we could have used ewok in this case. air rage i guess is what you could call it. alleged. it forced an emergency landing. > it happened shortly after takeoff. the pilot called the tower asking to return to the airport because of an altercation on board the plane. a fleet of police cars was waiting when they arrived. abc's david kerley with the details.

>> reporter: the southwest jet was only 13 minutes into its flight when the pilot calls the l.a. tower. >> hey, flight attendant just called. evidently we got two passengers that are in a physical altercation, so we need to get turned around and back to l.a.x. >> flight 2010, declaring an emergency. >> reporter: inside the jet, according to southwest, an escalating situation. a fight between two passengers. those on board say it was all about a reclining seat. a woman reported she was choked by the man behind her, apparently after putting her seat back. >> the lady who got hit was talking about it. she said, he hit me in my head, he choked me. and she was really emotional. >> reporter: police and the fbi were there. and the man, who was never restrained, walked off the plane taken into custody with officers talking to the alleged victim. >> you have to press charges. >> yeah. >> you're going to regret that. >> exactly. but what do i do? i'm going to stay here all night? because he's -- >> i'm going to need you. it's a misdemeanor, so i can't do anything. >> reporter: we've seen passengers acting badly on

planes in the past. some have been duct taped or hog tied until the jet could land. and those small reclining seats have been a problem. remember the passenger who used those so-called knee defenders to keep the seat in front from being reclined? he got a soda in the face. in that southwest case, the man was questioned and then released but the fbi is still investigating to determine if charges should be filed. david kerley, abc news, reagan washington airport. the fbi is looking for a teenage hacker who claims to have accessed the personal e-mail of cia director john brennan. the hacker has posted documents online including a list of e-mail addresses reportedly from brennan's contact file. he claims to have hacked the file of homeland security secretary, as well. well, in south africa, olympic athlete oscar pistorius is out of prison, paroled a day earlier than expected after spending nearly a year behind bars for the death of his girlfriend reeva steenkamp.

he's now under house arrest and will remain there likely for as long as four years possibly, prosecutors are appealing his manslaughter conviction hoping to have it changed to murder. if that happens, pistorious would return to prison for 15 years. lamar odom has been moved from a hospital in las vegas to a facility in los angeles. espn reports that the former nba and reality tv star was brought to l.a. last night by medical helicopter. odom's family says he is alert and that his condition is improving. odom was found unconscious at a brothel in nevada. that was a week ago. a philadelphia demolition contractor has been found guilty of manslaughter for the death of six people in a building collapse. the jury rejected a third degree murder charges filed by the prosecutors who said the contractor ignored warnings of an imminent collapse. his mother speaking after the verdict. >> we are so sorry about all the families, the victims and the ones that managed to get out alive.

my heart hurts every day that this happened for them. >> the contractor is now facing a long prison term. when he is sentenced next year, the victims' families have also filed civil lawsuits as a result of the collapse. a scary scene on a school bus in washington state was caught on camera. dozens of kids were on board when a heater hose ruptured in the back of the bus and started leaking antifreeze. the panic among the children plain to see. >> look! what is that? something out of the bus! >> wow. >> incredible to see just how much panic there was. the parents say they are concerned about the way the incident was handled including the way they were told about it. they say some of the kids had stomach and headaches as well as burning eyes. the parents also claim their children weren't checked at the scene. the school district says none of the kids were sprayed. >> the buses that we purchased to begin with are the best buses available to us.

and i think they all consider safety in that we're not going to buy something that's unsafe. >> the district says the bus involved in the incident is seven years old. and that it was -- it has been inspected every summer before school year starts. >> frightening scene there. well, the government is taking steps to bring order to the chaotic drone-filled skies. a new task force will set up guidelines that will require most drones to be registered. the move comes amid security concerns as well as a spike in sightings by pilots. abc's elizabeth hur with more. >> reporter: if you think you are seeing and hearing about drones a lot more lately, this is why. according to the faa drone sightings have doubled since last year including reports from pilots complaining about the remote control devices flying too close to planes and airports. >> we almost got hit by a drone just to let you know up here about 20 feet. >> kennedy tower for your information, we just saw a drone.
