they got word of the legislation proposed by san francisco's supervisor mark farrell. >> first mandates the videotaping of all gun sales here in san francisco and second of all, mandates the electronic transmission of ammunition sales data directly to our police department. >> his legislation passed unanimously at city hall. >> think they need to address more along the lines of the illegal activity being done in the street. and to address violence in general. not just with guns. >> supervisor farrell says other cities already have laws with similar requirements for firearms and ammunition sales. and even though this is san francisco's only store and its now going out of business, farrell says the new law will be in place should anyone else try to set up shop. >> i do believe the city of san francisco is going to be safer because of it and better off for it. >> hundreds of these t-shirts have been sold at high bridge arms, noting the end of an era. the last gun store closes at the end of the week. in san francisco, carolyn tyler,

abc7 news. northern california police department wants to arm officers with a martial arts weapon to help take down suspects. the anderson police department in shasta county will soon have the option of using nunchucks, the sergeant says they're good as a good nonlethal tool that will limit injuries to officers and the people they detain. the police chief calls them a more compassionate option. officers have to pass a 16-hour training program. martial arts legend bruce lee used them to take down bad guys in his movies. a jury acquitted a former after-school care worker of sexual abuse charges. mia cummings worked in hayward. police arrested her in november 2013. cummings faced accusations of have a two-year long relationship with a boy at all saints, prosecutors claim the relationship began when the boy was 12 years old. marin county drivers negotiated their way around some huge puddles today.

floodwaters covered part of shoreline highway and part of the manz neatia park and ride lot in mill valley. you can blame it on the high tide. it often floods during heavy rains as well as you know. speaking of rain, abc7 news meteorologist sandy patel is outside tracking a system coming our way. >> right now cloud cover around me. let me show you live doppler 7 hd. we've been seeing sprinkles up to the north. around ukiah. trace amounts at the airport. highway 101 and around san francisco and the san mateo coast. we are starting to see some radar returns that are a little darker. so don't be surprise if you see a sprinkle or two. now here's what i do want to warn you about. swell heights will be 9-12 feet between late tonight and thursday afternoon. watch out for large breakers along the coastline. a beach hazard goes up from sonoma county to the monterey county coastline.

and certainly flooding is possible again the next couple of days. at the golden gate higher-than-normal tides wednesday, thursday and friday will continue. primarily in the afternoon hours. almost seven feet wednesday, thursday and just over six feet on friday. so be careful, especially if you're in the mill valley area for example, manzanita park and ride. i'll be back with a detailed look at the timeline of showers that may impact your morning, coming up. now if you see rain where you live, take a photo or video of where you live and we could tuesday on the air or abc7 news.com. cruise resumed their search for three missing boaters last seen in tomales bay. national park service officials say three men were in the boat yesterday morning when a distress call went out they were in the water. sadly, one man died, he's been identified as anami malanovski from roseville.

45-year-old father from fairfield died over the weekend after he was stabbed. now his 10-year-old step-son is accused of killing him in order to save his mother. a victim of domestic violence. abc7 news reporter liam melendes is live with the story tonight. >> of course we're in the going to give the name of the 10-year-old boy and we're not going to give out the name of the mother who has been in the past a victim of domestic violence. but while it is surprising, police here in fairfield say, it's not that unusual to hear that children who have witnessed domestic violence end up doing something like this. fairfield police say 45-year-old tim aldridge and his wife were having a heated argument inside their home over the weekend. according to the investigation, fearing for his mother's life, the 10-year-old grabbed a kitchen knife and stabbed his

step-father. >> our fire department and police personnel responded and found a 45-year-old male victim who had an apparent stab wound and had passed away. >> police decided they would not detain the 10-year-old and it's likely he will never be charged. his step-father had a history of domestic violence. in december 2013, aldridge was arrested on charges of corporal injury to spouse. then again in october 2014. for battery against his wife. in both cases, the charges were eventually dropped, citing insufficient evidence. not surprising, says tony dumont of safe quest, solano. >> we know that intervention and services can help, but the victim also has to be ready and they have to be educated and know what resources are available. >> the family violence unit says 20% of the domestic violence cases reported to fairfield's police have a child in the home under the age of 12.

>> it's definitely a sad situation all the way around. unfortunately children who are witnessing domest you can violence it sounds like he was truly afraid for his mom's safety at that time. >> the family may have been under a lot of pressure. court documents also show in february of this year, the couple filed for bankruptcy. in fairfield, lyanne mel end ez, abc7 news. an important step for people who use the program bank on san francisco. today a group called cities for financial empowerment launched a set of national standards for programs such as bank on. in all there are 25 standards which will help better organize the movement bank on started when it opened in 2006. these are very low-cost, these have no overdraft, are you not going to gel get in trouble with these accounts and they can do the things that you need to be able to do. you can deposit your paycheck for free, you can access your money for free. and you can pay your bills, that's the point.

bank on san francisco was the first comprehensive program in the united states dedicated to helping people without access. to mainstream financial institutions, it's become a model for similar programs nationwide. insurance giant anthem blue cross will refund more than $8 million to 50,000 subscribers as part of a class action settlement. anthem was hit with two lawsuits in 2011, accusing the company of illegally increasing annual deductibles and other out of pocket costs, the settlement will prohibit anthem from any future mid year cost increases for californians enrolleded in individual plans. earthquakes are not stopping in the san ramon danville area. 17 quakes have rattled the area since midnight. the strongest, a 3.1 this morning. seismologists say 435 little quakes have hit the area in the last two weeks. not saying it's an indication that a big quake is coming. the u.s. postal service is entering the next phase in its effort to sell the quake-damaged

napa post office. yesterday a group of real estate investors toured the building. the first group inside the building in more than a year. so you can check out what they found, a place remains a mess. essentially untouched. ever since the quake in august of last year. chunks of rubble and debris everywhere and shattered windows. the building was constructed in 1933 and placed on the national register of historic places in 1985. redwood city is joining the list of california cities going after airbnb. the city council approved a mesh allowing city officials to negotiate with airbnb to correct l collect hotel taxes. oracle plans to build a high school next to its redwood shores headquarters, by august 2017. the public school called design tech will accommodate up to 550 students teaching them more about technology and problem solving. it's going to be free and open

to any student in the state. oracle will own the high school but will not be involved in the curriculum. a bay area man wanted to personally thank the people who saved his life after he had a heart attack. ron and his family walked into the alameda fire station to meet the firefighters and paramedics who helped him out in the time of crisis. the fire department tweeted these pictures, ron was jogging through the park last tuesday when he collapsed. the fire station was close and a truck driving by notified them. crews were able to revive ron and he's doing just fine. wonderful news. all right well cleaning up san jose -- coming up, the new push to beautify certain neighborhoods. residents say it's about time. >> i feel like the city is not addressing it. a moment trapped in time. the post office turns into an earthquake time capsule. why the city of napa is showing off right now. also ahead, the warriors season opener, something for

novato, oakland, sunnyvale and all the bay area, this is abc7 news. the city council wants to clean up the city. officials may impose hefty fines on people who try to trash the city. abc7 news reporter matt keller has the story. >> this is not the view you want when you step outside your home. resident gary says it's not uncommon to see piles of junk here in downtown san jose. >> especially here at the end of the street and across the railroad tracks we see quite a few things that come and go. sometimes they sit for a while. >> the city acknowledges it has a problem with people illegally

disposing of large items like mattresses, furniture appliances and tires. the amount of illegally dumped materials has increased 75%. >> i feel like the city is not addressing it. it seems like they could do something better. >> the city is taking steps to clean up. the first piece of action? helping people do the right thing by letting them know how to get rid of their large items legally. if that's not incentive enough, the city council will approve a new minus pal code, prohibiting illegal dumping with fines ranging from $1,000 to $3,000 per violation. signs and cameras will go up to help with enforcement. in the end, nobody wants to live with this type of view. >> we know one way or another we've got to get to it it affects how people feel about their city. how others feel about san jose. and that affects everything we do. >> the city of san jose is also working on a smartphone app that will allow people to report illegal dumping in other issues in their neighborhood. that's expected to be available in the next few months.

in san jose, matt keller, abc7 news. on to some sports, it was a short summer for the warriors and their fans after the championship. >> yeah, fans are putting on thousands of t-shirts, like those tonight as they watch the dubs unveil the team's first nba championship banner in 40 years. >> the warriors host new orleans in at oracle arena in two hours and we're live in oakland with more. >> folks out here certainly getting their gear on. getting ready to greet their world champion warriors here tonight for the first game of the season. as sweet as it is with the first championship in 40 years, the with warriors have given themselves a tough act to follow. >> we got to protect our home. my warriors. i got to be here. >> where will you be tonight say 7:30? >> section 103. >> coming off last year's long-awaited championship season, the warriors will try to

looks like inside, what we can expect from the team tonight. here's abc7 news sports director larry beil. larry? >> thank you, laura. we have an interesting meeting going on here. just behind me. that's aflen gentry, exchanging some hugs with the guys that he used to coach with and play with there's harrison barnes, and gentry, former warriors assistant. now the head coach of the new orleans pelicans. you see harrison right there, there's some news involving harrison barnes today, he's essentially turned down what was reportedly a four-year, $64 million offer. negotiations have been halted. this is direct result of the nba's new salary structure. and you're going to see some colossal deals going forward. like steph curry's next contract going to be in the neighborhood of $30 million a year. so harrison barnes is turning down $16 million a year and will be a restricted free agent. here's harrison on his decision.

>> you know the goal was to try to get something done but now the season is here. it's all about basketball. no contract stuff. all about that aside. said early on, didn't negotiate with players. we want to come to this decision now and start the season. there's a lot riding on the season. we have a great team. looking for a back to back, so that's pretty much the focus in july. we do this all again. but for now, all of that stuff is tabled. >> so interesting decision for harrison barnes. as mike shumann joins me now for a guy that averaged last year, 10 points and five rebounds a game to turn down $16 million a year. that puts as a former player that puts some pressure on you when you go out. >> i can understand he doesn't want to be distracted, but he might do it all over again like in july. you're taking a chance, the warriors may be making a run for kevin durant and harrison knows he might be part of a sign and

ahead of the main system. not all of it is reaching the ground because the air is so dry at the lower levels. right now between mill valley and about south san francisco, out towards berkeley, oakland, can't rule out a sprinkle. up to the north, light showers around ukiah. you can see some of it is moving east towards the lake county area. as measured in ukiah. just trace amounts. and check this out. higher elevation snowshowers. the snow levels are extremely high and if you are heading up to the tahoe area, snow level will be about 8500 feet for wednesday. right now, cloudy skies and if they get any snow, it will be well above lake levels, up to two inches at the highest passes. 68 san francisco. oakland, 67 degrees, morgan hill, half moon bay, mid 60s. a cloudy view from our santa cruz camera no wonder the beaches arant so popular. upper 60s from santa rosa to novato. dock cord, livermore, fairfield. you might be wondering why it's so mild? this is a mild system and you

have a south wind ahead of it which is why it's not feeling so chilly. east bay hills camera also showing you gray skies. a few sprinkles tonight. spotty showers tomorrow morning and it will be mild and sunny for halloween. satellite radar showing you why the front is not going to bring us as much as we hoped the we're getting cloud cover ahead of the cold front and some virga. moisture evaporating before it hits the ground. the front is stretching out. so tomorrow morning when it slides through it doesn't have all the moisture we would hope for. so here's what's going to happen tonight. clouds maybe a few sprinkles. spotty showers at 5:00 a.m. ukiah, cloverdale area, morning commute begins at 7:00 a.m., still well north of santa rosa. 10:00 a.m. you start to see showers developing in the north bay and really by noon time it's crossing the heart of the bay area, but it's falling apart. 2:00 p.m., maybe a few showers in the south band and it's all gone. rainfall totals, much lower than originally we had predicted yesterday. look at the numbers, nothing in

places like san jose, livermore, as far as measurable rain, concord. some areas will receive .007, generally speaking under a .1 of an inch of rain. morning lows, low 50s to low 60s. afternoon highs with a few showers lingering, mid 60s to mid 70s. we're expecting some showers as better than nothing, accuweather seven-day forecast, spotty morning showers, thursday it gets windy at the coast. warmer on friday, saturday, halloween, it's dry and we do have a chance of some rain sunday with some scattered showers on monday. don't forget sunday morning, 2:00 a.m., you want to fall back, you get the extra hour of sleep. so that will be kind of nice. and you know, just kind of drop or two. kind of nice here, dan and sheryl. i'm counting every drop. >> thank you. still ahead, flyer beware, 7 on your side reveals how not carry-on bags measure up.

manufacturers claim. however said size doesn't matter never tried to get a piece of carry-on luggage into an overhead bin. >> people often want to use the carry on so they don't have to pay to check in a bag. it saves time at check-in and you can bypass baggage claim. >> every inch counts. the maximum dimension for a carry-on for most american bags is 14 x 22 x 9. but not all bags truly measure up. this bag calls itself a carry-on. so does this one. and this one. "consumer reports" put 11 bags to the test. measuring each one several times with laser precision. nine of the 11 were bigger than they claimed. including ones from american tourister, sampsonite, travel pro and victorinox. >> the expectation is that when you buy a carry on bag it's going to fit in the overhead bin.
