dangerous fugitive ended just hours ago. police say that floyd cook was fatally shot during an exchange of gunfire with law enforcement officers who had found him after an intense manhunt. >> a convicted robber and rapist, cook was wanted for shooting a tennessee police officer during a traffic stop saturday afternoon. he had been on the run since. >> something today drove him back out into plain sight where people could see him again. this is the first sightings that we've had of him officially confirmed since sunday, so, you know, whatever it was that drove him out, whether it's the weather, the change in the weather, the cooler temperatures, if he had been here six days, was he those are things we might never know the answer. >> police say thermal imaging helped them narrow the search area finding cook and got tips from people in the area who had seen him. more details later this morning on "good morning america." well, investigators now looking into why an engine on a passenger plane that was about to take off leaked fuel and then

burst into flames. >> we've got some new images to show you. the panic in ft. lauderdale. passengers coming down the slides as the plane is engulfed in smoke and flames. abc's bazi kanani now with new developments. >> reporter: the panicked moments just before takeoff. >> engine's on fire. engine's on fire. >> reporter: passengers sliding down the burning plane's evacuation chutes then running to safety. >> i heard a loud bang, turned around, saw the lights, saw flames, ran to the front of the aircraft. >> reporter: the emergency call just after 12:30 as the dynamic airways jet is taxiing for departure to venezuela. another pilot on the tarmac spots the problem. >> dynamic is, out of the left engine, it looks like it's leaking a lot of -- i don't know if it's fuel, it was fluid leaking out of the left engine. >> okay, dynamic, 4058, do you copy. >> yes, sir, we copy. we'll probably need to go back to the ramp. >> reporter: but just ten seconds later, the fuel ignites. >> i heard like a bump, and i heard people screaming, running

to the front. i'm like, oh, what's happening? so i turn around and look in the window, and it's like flames all over the turbine of the plane. >> reporter: within 3 minutes all 101 on board are off the jet. in another minute, the largest flames knocked down. >> all passengers are off the aircraft, and the engine fire is out. >> reporter: at least 21 passengers were hurt, mostly from bumps or falls during evacuation. airport officials tout their quick response as the ntsb and faa investigate this extremely close call. >> we averted a disaster today. everything worked as it's planned and it's supposed to work. >> reporter: bazi kanani, abc news, washington. paul ryan is now speaker of the house, and he told his colleagues the house is broken and he wants to fix it by restoring order and transparency. he promises no recriminations for past disputes. ryan is the youngest house speaker in nearly 150 years getting the votes of all but nine republicans. his predecessor wishes him well. >> because hope always springs

[ applause ] >> former speaker john boehner said despite twists, his congressional career was perfect. house democratic leader nancy pelosi says he is the embodiment of the american dream. it is all about damage control for jeb bush a day after what many feel was a disastrous debate for him. bush denies his campaign is, quote, terminal. he told an interviewer just saying that is funny. he points out there's still about 100 days before the new hampshire primary. he's also defending the way he's running his campaign. >> i will campaign the way that i will govern. i will campaign with my arms wide open, with a hopeful optimistic message, not one that is trying to prey on people's fears.

>> but in a private conference call to nervous donors, bush reportedly admitted he has to do better. his rival marco rubio has had a fund-raising boost since the debate. and breaking overnight, the senate with a late night, approving a two-year budget and debt deal on a 64-35 vote. it keeps the u.s. from defaulting on its debt next week, and it should stop a potential government shutdown in december. the house approved the same budget agreement on wednesday. president obama now set to sign it today. american military jets were forced to scramble because of the russians. the white house says russian bombers flew near the aircraft carrier "uss ronald reagan." it happened in the sea of japan during military exercises. russia's military has been reminded to follow international protocols. secretary of state john kerry is in vienna today pushing for peace in syria. senior diplomats from nearly 20 countries are there for talks. bitter foes iran and saudi arabia will be sitting at one table. one noticeable absence, syrian

president bashar assad, his future, whether he stays in power or leaves, as the u.s. wants, is at the heart of the talks. crews will be back in rural pennsylvania continuing their work to recover pieces of that runaway military surveillance blimp. do you hear that sound? that's the sound of state police officers firing shotgun rounds into the blimp yesterday deflating it. they peppered it with about 100 shots. the sensitive electronic equipment that was on board has been secured. investigators are looking into why that costly blimp broke free in the first place. and a dozen people were taken from a palo alto, california, hotel to the hospital following reports of what was called an unknown odor. emergency crews arriving at the westin hotel last night search for the source of the odor, which was not immediately clear. hotel guests were ordered to stay in their rooms. none of those hospitalized seemed to be seriously injured. a 10-year-old shark attack victim from hawaii is describing his ordeal for the first time.

raymond senensi was body-boarding on the western shore of oahu when he was bitten in the thigh. he was about 60 yards offshore waiting for a wave when the shark grabbed him, then there was a struggle. >> just started kicking and dragging me under water and then kicking again. then i was calling for help. it's not that bad. it wasn't that bad. >> the fourth grader says he'll be on crutches for the next couple of months. when asked about going back in the water, he says, no way. >> no way. >> can you blame him? >> yeah, brave -- ah. well, still ahead, more tricks than treats. why the cost of candy is on the rise just in time for halloween. and new this morning, passengers restrain a man on a plane. new details just in about the 9/11 references he made midflight. plus, knives, guns and chaos. new video showing a shoot-out between rival bikers.

a cross country american airlines flight was diverted to phoenix because of an unruly passenger. eyewitnesses say the pan got up from his seat shortly after takeoff from los angeles and went to the first class cabin. there he began to rant about the military, the government, even 9/11. other passengers and flight crew put him back in his seat until police took him off the plane in phoenix. >> poor guy needs help. i mean, but he scared the hell out of everybody. i think he scared me. >> it's fair to say. >> because, you know, we didn't know at first if he had somebody with him and he was very hostile to people with money. >> the unidentified man was taken for psychiatric evaluation. there were 153 passengers. six crew members on board.

they arrived in philadelphia about seven hours late. the number of americans filing for unemployment has hit a milestone. the monthly average number of jobless claims hit a 42-year low last week as employers appear to be cutting fewer jobs. weekly politics rose by just 1,000. the jobless rate is now at a seven-year low at 5.1%. well, walmart and target are both launching their holiday shopping specials tomorrow. both target -- target may be going walmart one better offering free shipping on all online orders with no minimum purchase. walmart will still charge for shipping on orders of less than $50 and amazon, of course, you know, less than 35. >> get out your credit card, kendis, time to shop. >> can't afford you. >> that's what a lot of people say. macy's is sticking to its new tradition opening after thanksgiving dinner. its stores are opening at 6 p.m. thanksgiving day. some retailers including gamestop, lowe's and staples

passerby, thought they heard a g gunshot. >> reporter: the videos obtained by cnn appear to be part of the evidence after the shoot-out left nine dead and 18 injured. waco police say they did not release the surveillance videos and whoever did may be in legal trouble. the videos also show terrified twin peaks employees running for cover. minutes later a parade of bikers surrendering with their hands up. these videos are being made public just as the grand jury down in waco hears all of the cases against all of those bikers and that's why police and the prosecutor are so upset. they're worried this leak could affect the outcome. ryan owens, abc news, dallas. a shocking incident aboard a school bus in central iowa. cell phone video appears to show a 61-year-old school bus driver assaulting a 15-year-old special needs student. investigators say the driver was upset with the student for not sitting in an assigned seat. other students can be heard screaming at the driver to stop.

the driver faces a list of charges including child endangerment. the student was treated by an ambulance crew but did not need hospitalization. a los angeles woman is terrified after catching her neighbor setting her minivan on fire. security cameras capture the scene. she walks up to the minivan and pours lighter fluid on it. a few hours later the neighbor returns and tries again. she and the neighbor were once friends. both the l.a. police and fire departments are investigating. an elderly kentucky man is recovering after spending five days trapped in his vehicle. police say wilbur harrod had driven off an embankment down 40 feet. frustrated family members had searched area roadways without any luck then a driver happened to spot the car wednesday just in the nick of time. >> to me somewhat of a miracle that he was spotted because i don't believe in his age and his medical condition he would have made it up to the roadway. >> wow. rescuers say the driver who is
