it's saturday, october 31st. go morning and thanks for joining us, i'm chris ngyen. let's start with a quick look at the halloween forecast. here's lisa argen. >> hi. we are nice and clear this morning and temperatures are on the mild side. don't get used to it. we are going to feel a taste of winter before the weekend is out. 57 in concord. 55 san jose. 59 san francisco. and compared to 24 hours ago, everyone is a little bit warmer except out by the delta. so we are set for another nice autumn day today, but then changes will happen. so tonight we are looking a the that sunset at 6:12. and look it mild temperatures. 70 degrees in oakland at 5:00.

69 hayward. 72 mountain view. open the coast you will run into low clouds, some fog. and get set for some rain showers and mountain snow by tomorrow. we will talk in detail about it coming up. chris. >> thank you. breaks news this morning. investigators are looking into how a russian passenger plane crashed in sinai peninsula in egypt. 224 poem were on the plane and many of them russian nationals returning from vacation. the pair plane disappeared from take off 23 minutes after takeoff. there's no word on survivors. stick with abc7 news for updates on this story. 5:01 is our time. a pack of aggressive raccoons on the attack in san francisco an out of town visitor had to undergo rabies treatment, and a neighbor tells us the city is not doing enough to deal with the problem. >> and the boys came out one after another. >> just as he load us where the

attack happened near 41st, two racoons popped out of the exact same spot. they may seem skiddish with our camera story on, but he said it's a completely different story. >> in the group there were at least 12, 15 in the group, but there were four -- there was four vicious and big racoons you were doing the biting. >> his wife, who didn't want to go on camera, is still very shaken up and she showed us where doctors last night had to give her painful rabies treatment. one. dogs with us are having trouble walking and the other given a bigger trail. we thought he was killed. they were actually dragging him away. >> this is not a one time incident. two months ago, one street away, a similar attack on a dinner couple led them to the hospital with precautionary rabies treatment. some asked if the city is doing enough. >> i got a hold of animal

control, and they promised that they would do a training out here. we were looking for a site to do the training and i never heard back from them. >> for now there doesn't seem to be a solution so the sullivan warn anyone passing through here of danger lurking between the buildings. in san francisco, abc7 news. we have developing news out of concord this morning. police are looking for a suspect after they say he shot two men last night. it happened just after 11:00 near lacy man and monument boulevard. an unidentified hispanic man approached the two men in the parking lot and shot them. investigators have not said what led up to the shooting. san francisco police are on the lookout for a gunman who shot two people last night that happened at fillmore and turk around 9:00 p.m. just a few feet away from the northern police station. this photo showed the block closed off. one of the victims is a minor. the other is 19-year-old and has

life-threatening injuries. in san jose the state has pulled the liquor license out from a restaurant after the killing of this man. last saturday 34-year-old michael orsega, a real estate agent, was shot and killed outside a restaurant where he had been celebrating a sale. police are still searching for the gunman. last month a shooting injured too other people outside the restaurant. alcohol beverage control said it pulled the license yesterday because management allowed disorderly conditions. also in san jose police say a man was stabbed many time outside his car with his five-year-old child in his back seat. the 21-year-old painter is accused of the stabbing but painter said he was just defending himself. as sergio quintana explains, this all started with road rage. it happened on this cul-de-sac just after 7:00 p.m. in a neighborhood that looks like a save place for trick-or-treaters, not somewhere where you would expect a treat

brawl. >> there were police with shotguns drawn out, and they were going around the neighborhood. >> investigators say it 1-year-old travis painter was arrested for assault with a deadly weapon of a stabbed a man several times in front of his house. the man who was stabbed had his five-year-old son in his back seat. the child watched the whole thing. painter has been released on bond but when we went to his home nobody answered the door. he did talk to our media partner, the san jose mercury news. >> 21-year-old travis painter said the man cut him off on mcabee road and followed him to his neighborhood. that man then attacked him in his own front yard, so he pulled a pocketknife to defend himself. >> he told the mercury news he had no idea a child was in the other vehicle. in bee if you had he would me he proceeded to do what he did when he had his kid in the car. it's 137% self-defense. the guy was on my property attacking me.

>> painter's parents stopped the fight and called 911. officers did not name the 36-year-old man who was stabbed and sent to the hospital with life-threatening injuries. abc news. 5:06 is our time. hundreds of wind turbines in the ultima pass are set to shut down permanently tomorrow. the company, ultima winds, notified the u.s. fish and wildlife service that their turbines would be turned off november 1st because of the impact it's having on birds. the department said the turbines were associated with the injury or deaths of at least 67 golden he's. it's illegal to kill an eagle. voters are being warned to stay away from the bay bridge this weekend. that's what caltrans will implode the largest pier that held the ones largest part of the bridge. there will be a perimeter around the implosion area. a series of underwater explosions lasting six seconds

[scream] >> despite one neighbor's appeal, the city of albany issued sam a permit allowing him to operate halloween night from 6 to10 p.m.. but he had to meet several fire and safety code requirements >> i learned a lot about city government, both fire code, building code, just how the process works. >> i think it's wonderful that teenagers are doing something positive and creative and giving back to the community. >> they have a crazy light and technician system working. he's only 16 but he he has a sound board and knows an extreme amount. >> he will have to force the opening and he might not collect

here's the forecast. >> it's going to be mild for one more day. maybe you are sick of it, maybe you love it, but it's coming to an end. that's the good news. and you get the kids out to enjoy a dry and mild night tonight. here's live doppler 7hd. low clouds and fog are well offshore but they will be building and pushing along the san mateo coast throughout the day today, creating an on shore push and slightly cooler conditions today. then tomorrow it's really a different story. finally a live look outside from our sutro tower camera. it's nice and clear with, look at that, mid-50s pretty much across the board. 58 in san francisco and skies are clear right now. elsewhere from our emeryville camera, good visibility. no problems. temperatures dropping a little more into the north bay with 58 in napa. and 50 santa rosa, 57 con court and 53 livermore.

from the east bay hills camera looks good out there. dry and mild today for the last day of the month. halloween. rain arrives tomorrow afternoon in the north bay. scattered showers continue into monday. much, much cooler air is on the way. we're talking about mountain snow. so first significant storm of the season anywhere from about 8 to 12 inches, a foot of snow in the sierra nevada with the winter storm watch in effect for tomorrow night. we are looking at high pressure hanging on one more day. we've seen this scenario for the past several winters. but finally we are hooking at this system pushing into the bay area and bringing the cold air behind it. we will add a chance of thunderstorm with the warmer ocean water and the cold air moving over it on monday. tomorrow a cloudy start. we will look at rain invading the north bay by the middle of the around. here we are noontime around clear dale and ukiah. we have showers 2:00. and around 3:00 and 4:00 into marin county.

and also down through santa rosa. you will still dry, the rest of the bay. but by the evening hours, 7:00, 8:00, a few showers from the east bay to the peninsula and into the south bay. the rain continues into monday. we will see rainfall amounts anywhere from about a quarter to a third of an inch from our east bay valleys up in the north bay. and even along san carlos, the peninsula. lesser amounts looks like out by the delta. but the sierra nevada, the winter storm watch tomorrow night into monday night. the heaviest snow occurring monday morning with travel delays and chain controls likely. kind of slick out there. in terms of amounts we are looking at 9 inches south lake, reno about an inch. not as much over into nevada. but it's a nice start to the new month. we will be looking at upper 70s today. slightly cooler, but a very nice afternoon from fremont to palo alto. look for about 78 in santa rosa. 82, warm day around morgan hill with low 80s concord. usc is in town and berkeley

tomorrow. doesn't leave until monday, providing cold rain. we will talk about it in a few minutes. chris. >> lisa, thank you. instead of preparing for halloween, a san francisco hodler is in the hospital this morning after a driver hit her in a crosswalk. it happened at her mother was pushing her in a stroller thursday at the corner of parker and the heights. now city leaders want parents to be especially safe trick-or-treating. the girl's father spoke to abc7 news about her injuries. here's abc7 news reporter katie with more. >> this three-year-old models her costume but they won't be wearing it on halloween. >> everything is good now. >> instead, she's hospital hazed with severe head injuries after being hit in the crosswalk by a car at euclid and parklet avenues. >> she is very serious.

campus ahead of tonight's halloween festivities. many are worried the university and police aren't doing enough to find out what's really going open. the latest reported incidents supposedly happened recently on cal's fraternity row. we say supposedly because the complaint was not specific. police say they don't have much to go on. abc7 news reporter alyssa harrington has more from the cal campus. ♪. >> halloween weekend celebrations have already started at u.c. berkeley. and students are getting hit with some scary information. a report people may have been drugged at a fraternity party. >> it's very scary. >> u.c. berkeley police are alerting students of the possible danger. >> we felt with the weekend coming up with halloween, there will be a lot of parties. we have the usc game. we wanted to get the word out that this type of activity is alleged to have occurred and to be safe if you are out this weekend. >> the investigation ends there.

that's because this is a third-party report. one of nearly a dozen filed in just the past couple of years. in april someone reported a woman had been sexually assaulted the a fraternity. last october five people were allegedly given rooffies, an attack at a fraternity. at the same time a fellow member reported one of his frat brothers was sexually assaulted. campus police never heard from the actual victims or witnesses. in this latest case they don't even know the name of the accused fraternity. >> we don't have a lot of detailed information to investigate. >> students say the little information out there still serves as a good reminder to be aware of surround. ings. >> if we are given a drink, we watch who is making it. >> abc7 news. santa cruz police have a warning for anyone who gets a little too rowdy this halloween. >> because if you are drunk and causing trouble in downtown

santa cruz this halloween, the costume you went out in may not be the costume you end up in. >> extra precautions are being taken downtown it had year. a safety enhancement zone will be in effect. it started late last night and will continue until more than 4:00 p.m. tomorrow. more than 100 police officers will be on hand tonight to monitor the crowds and fines for violators will be given for certain infractions, like carrying an open container of alcohol. an agency plans to run longer trains and increase the number of trains in service, especially coming in and out of san francisco. the last east bay train leaves san francisco at 1:26:00 a.m. early tomorrow morning. happening today, state officials are making sure sex offenders are where they are supposed to be as kids trick-or-treat tonight. it's part of the annual

>> farmers are hoping to use the water from the el nino wisely. they are building a recharge basin to catch el nino run-off. growers received no deliveries this season. they were light on ground water pumping to irrigate their crops but wells are running dry. >> if we can get this pond and let that water settle back into our basins, it's just like having water up behind the dam. >> this basin will be able to hold 500,000-acre feet of water. the system will allow 3,000-acre feet of water each month to soak in and refill the underground aquifer. >> state officials are showing

then spread south with scattered showers. the possibility of a thunderstorm as that front pushes through. remember the ocean temperatures are still quite mild. with the cold, cold air we could see a few thunderstorms over the open water. a lot going on to get to. we will look for this area of high pressure to hold on for another day. that brings the mild temperatures slightly cooler with the on shore push and the winter like storm arrives with the rain and the cold air gusty northwest winds, as well. we will take you through hour by hour. as we go into tomorrow morning notice the rain in the north bay about. by the afternoon it's in marin county. 5:00 in the east bay. throughout the rest of the day most of the front is accompanied with the rainfall. after just scattered showers into your monday, it will be much, much cooler with those breezy winds. so this forecast model shows about a quarter of an inch for most locations. but we could see more than that in the higher elevations, in the darker shade of blue here.

>> thank you. >> two indian tribes are suing caltrain sag they knowingly destroyed archeological sites. abc7 news has been investigating this for more than two years. the project is on highway 101 in mendocino county where they are building a by pass around the town of willits. here's dan ashley with the latest. >> this is the north end of the willits bypass. one of many spots where local indian tribes say caltrans is wiping out their history. >> they are digging our villages up. you are destroying our culture. >> priscilla is a spokesperson for this band, one of two tribes filing suit against caltrans and the federal transportation department. caltrans is building a six mile freeing through an area that was once got dotted with indian villages. they say caltrans is illegally destroys historic and native

american sites. >> it's as if caltrans decided to bulldoze through your church. >> caltrans said they followed all legal requirements, searching for archeological sites before construction started two years ago. but the tribes say caltrans failed. >> once caltrans started construction, it found over 30 sites. and it's clear caltrans did not do a proper investigation because there's no way caltrans should have missed these 30 sites. >> caltrans has admitted to at least impacting one known site, but blames it on a mapping area. the tribe's attorney claims it was no accident. >> caltrans had trucks come in in the dead of night and destroy that site without alerting the tribes in advance. >> the tribes say as construction and environmental work continues, crews are still finding more artifacts. >> we understand caltrans is finding areas that suggest not
