sergio quintana is live in alameda with the new burning restriction. >> reporter: comes this -- "spare the air" comes with a few changes aimed at cracking down on people who use wood-burning stoves and fireplaces in the bay area. tonight, through the end of february, the bay area air quality management district will consider issuing "spare the air" alerts up to 72 hours ahead of anticipated problem days. that means there could be more days where using wood-burning stoves and heaters will be forbidden and people with noncertified stoves and fireplaces can no longer gate special exemption for the whole season. instead only a 30-day exemption will be allowed and modifications and replacement of old equipment a has to be complete. >> if you have no natural gas service and your good stove is your sole source of heed you oak

use it but you have to register with the air district and have to have an epa certified device. >> violators of the tighter restrictions could be cited. those fines start at $100 for the firs ticket and could be more speak expensive. bunching wood releases particulates that can decreeinger breathing problems so there's a goal of reaching zero day with air quality violation us. the district will be announcing a $3 million grant program aimed at helping people with outdate equipment to replace or upgrade that old equipment. >> a horrific car crash claimed the lives of two east bay teens and left the driver badly injuries. it happened in martinez this more than when the driver struck a tree on franklin canyon road. cornell bernard is live in pleasant hill at the high school they attended.

asleep behind the wheel and the last she remembered she was going 60-miles-an-hour. >> the chp says the speed limit here is 45. they say drugs or alcohol don't appear to be a factor in the crash. friends at college park high say the girl width never be forgotten. >> really good people. always smiling, and they're really nice to everyone. >> we both had classes with some of them. it's kind of a -- knowing they're gone is a big deal. it's sad for everyone. >> many say there were halloween parties saturday night but don't know where the three girls were going at such late hour, and police can't say either. >> a lot of bad stuff happens at 3:00 in the morning. i don't know what the circumstances were in this incident. >> the chp says all three were wearing seatbelts. in pleasant hill, abc7 news. >> police in fremont are trying to find a driver who crashed into a power pole and ran away. the crash happened around 2:15 this morning and brought down power lines on mission

boulevard. mission has been closed all day as pg&e crews work to lift the lines back on the poles. the road is expected to open tonight. in berkeley, police say people armed with guns and knives fought in streets, causing some damage there. around 12:30 this morning officers found up to 5,000 people crowding around the area of channing way and piedmont avenue near the fraternities and sore -- sore roar ritz. investigators are not calling that's riot. they say it was part of a large group of partiers out celebrating halloween. >> police arrest 33 people across northern california as part of an annual state sex offender sweep on halloween night. the sweep is called, operation boo, on halloween sex offender are not allowed to give out candy, have decorations or turn on the lights. police contacted more than 400 sex offenders in northern california last night. that 33 arrests were also parole

rain showers and cloverdale and with light rain. it's marching to the south so the next 24 hours will be on the wet side. the embarcadero right there all is well with the traffic but the morning rush will feature wet roadways so pack the patience monday morning. that rain going to spread from the north to the south. the heaviest rain between 1:00 and 5:00 in the morning scattered showers still there for the morning rush. right enough it's cloudy bull it's on the cool side. 62, san francisco. 66, san carlos. 65 napa. here's the setup. live doppler 7hd along with satellite. this is the cold front. pretty much stalled over northern california. what we're watching is an area of low pressure in the pacific northwest. these two will join forces or stay together and that will help to enhance rainfall.

we'll watch the cold front sink to the south. rain moves in between 2:00 and 3:00 in morning. heavier pockets of rain developing to the south bay by 4:00. could see some soaking showers. by 5:00, the morning rush is underway monday morning and likely north bay will begin to dry out, but from san francisco and south and east we're deal with wet weather. by mid-day the front is out of here and will turn to partly sunny skies. a bit of an upside-down storm. we're usually used to the most rainfall in the north bay. with this storm looks like the area of low pressure will phase with the cold front and bring in heavier showers. to center from a quarter to half inch of rain. we have a winter weather advisory in effect for south lake tahoe and a winter storm warning for higher elevations, up to a foot of snow is possible
