live, from the kgo tv broadcast center, this is "abc7 news." a flash flood warning is happening in the north bay as a heavy thunderstorm moves into areas ravaged by fires just weeks ago. this comes after rain drenched the entire bay area. it was a similar scene in the south bay and on the peninsula. this is from north bound 280 in redwood city. good afternoon. and thank you for joining us. i'm ama daetz. >> we have team coverage this afternoon. let's begin with our meteorologist and that flood warning in lake county. >> as we take a look at the radar, you'll see why there is a flood warning.

active weather at attornpatterns thunderstorms are pushing through. i'm going to take you in a little closer to concord, martinez, bay point, street level radar showing you where the thunderstorm have hit. as we pan around here, just south of martinez, seeing numerous lightning strikes. i'm getting reports on twitter from fairfield and vallejo of hail. we're starting to see some hail around the east bay around 580, livermore, dime-size hail in that area. we're keeping that in the forecast. due to the potential for some flash flooding, flash flood watches have been posted until 8:00 p.m. tonight, so be aware of the fact that these thunderstorms are carrying very heavy rain, and you can see we'll still have it in the forecast the next few hours. so far highest rain totals, over

an inch of rain in san jose. 1.38 in moffett field. almost an inch and a half, oakland. we're still counting -- i will get more of a detailed look on the timeline of how long this will continue. >> sandy, thank you. the flash flood warning is in the same area where several fires burned this summer, destroying more than a thousand homes. >> wayne? >> reporter: that area is just over the mountain behind me. we were driving over the mountain, because in marin county this morning, clear blue skies. then we cook highway 128. take a look at this picture i took, maybe 25 minutes ago on the road in. that is the sky. that is highway 128. over that mountain is one of those thunderstorms, one of those thunder cells that sandy was talking about.

just a black sky, came out of nowhere. we got out of the mountain and wound up in a cloud burst. the concern over that mountain in those fire zones is because there's no vegetation. so you could have mudslides and all kinds of problems. a cattle rancher said he was concerned about his land, if not now, but later on in the year. the watch extends until 8:00 tonight. let mess show you the napa river here. this is probably more river and more water in the napa river than people have seen here for a very long time. it's not flowing real fast. but believe me, a few minutes ago, when the deluge was here, it was flowing pretty well. so although you may be in places right now where the sun is

shining, there were places where the sun is not shining. there were places where it's just plain down right ominous. that was just a short time ago. wayne freedman, "abc7 news." >> wayne, thank you. traffic is getting back to normal on 580 in livermore, but it's been a tough ride in the east bay for most of the day. this truck carrying 30,000 pounds of frozen chickens overturned at 2:15 a.m. on a west bound 508 before the greenville road exit. all lanes opened at 1:30 this afternoon. a real downpour this morning in the santa cruz mountains. a driver lost control about 3:00 in the morning. the driver is okay. in east contra costa county, the wet roads may have caused this accident on byron highway. firefighters and highway patrol responded just after 6:00 a.m.

during a wet morning commute. one person was taken to the hospital. >> "abc7 news" was in oakland as pg&e crews fanned out to fix several outages. as of a short time ago, about 800 customers were still without power. most of those on the peninsula. the south bay got a good soaking as well. take a look at this on park avenue. lots of water was flowing through a river bed that's been bone dry. the roads were slick. firefighters and officers were in the area to help direct traffic. with the rain comes the snow. the sierra's first winter storm of the season is here. you can see snow on the road. so it's good idea to bring chains with you if you're

heading north. the first significant snowfall of the year is great news for skiers and snow boarders. squaw valley provided this to us. thy e they've received eight inches so far. >> and this mother shared this with us. the picture shows her daughter standing in the rain all bundled up, ready to go. share your weather photos or videos with us. a former school security officer in oakland was sentenced for attack a student in a wheelchair. >> this happened june of last year and captured on surveillance video. >> reporter: the surveillance video shows the security guard smacking the student francisco martinez several times. from a different angle, you can see the disabled student thrown out of his wheelchair. in court today, mitchell was sentenced to five years probation. his mother said it was a big

lesson for her son. >> the different things and the different violence that do happen while you're in jail or in prison was pretty, you know, it was a wakeup call. >> reporter: in court today, the former security officer told the judge it was a life-learning lesson and asked the victim and family for giveness for harm. >> mitch mcconner. mitchell reao a bad situation. >> reporter: shortly after the incident, students came to the defense of the security guard. but oakland unified school district officials maintained mitchell should have kept his cool. >> i was brutalized, thrown on the floor, with his knee on my neck. >> reporter: deborah sheppard says this incident could have been avoided with proper

intervention. they offer help for troubled students like martinez. >> it's very supportive. it's educational, psychological. >> reporter: mitchell was ordered to undergo anger management classes or perform community service. in oakland, leanne melendez, "abc7 news." developing news out of fresno state university where a person accused of making a shooting threat is in custody. police say the person made the threat on the app yik yak saying they would release their frustrations at 3:00 p.m. and will take a head shot at a hot blond. students and faculty were notified. classes were not canceled. the purge begins for the 2-6 49ers. today, vernon davis was traded to denver. he was in his 10th season with the niners. at one time, he was among the better tight ends of the lead, but his production has fallen

it. san francisco expects a voter turnout of only 40%, despite some controversial bat lot preachers. one is prop position f. >> reporter: there's quite a few issues and no doubt san francisco residents have been getting inundated by these flyers, but proposition f is the most high profile issue on the ballot. there are supporters of proposition f who say companies are contributing to san francisco's housing shortage. demonstrators took their support of proposition f to market district. come february, theresa says she may have to leave her home. >> the horrible thing is within three quarters of a block, there are 22 units. these aren't sofas or extra

bedrooms, but units that are on our brbo, room-a-rama, et cetera. >> reporter: but opponents spent a lot of money to defeat the issue, more than $8 million has been spent by the no on ffx campaign. >> vote no on prop f. it's just too extreme. >> they don't care about neighbors suing neighbors. more importantly, it allows the city to go after them when it lists illegal and unregistered units. >> reporter: dale carlson's group has raised just $300,000. he knows the campaign is being outspent and the opponents have lots of local endorsements, including the mayor who says prop f goes too far. the mayor wants to let a recently passed law take its course. >> we have an ordinance that i worked very closely with the

all right. hey, we have rain and thunder out there. >> that's right. sandya patel is here. >> we've been waiting for this rain, but we didn't ask for the thunder but we're getting it. we'll talk about what's going on here. just southeast of vavaville, 80% of the ground covered in two to three inches deep hail, 3/4 of an inch in diameter. so those thunderstorms are bringing some good-size hail. as you look at the radar, numerous lightning strikes from the north bay around cedar point, heading towards the east bay and moving south-southeast as you look at the thunderstorms out towards the martinez area, crockett as well. obviously, if you hear the thunderstorms, you see lightning, head inside. as you take a look here, seeing some heavy returns.

in the sierra nevada, this has been turning into snow. one of the pictures that was sent, i'll show you here in just a moment. winter storm warning remains until 10:00 p.m. tonight. i would carry your chains if you're heading up an additional 1 to 3 inches expected above 6,000 feet. we have a winter weather advisory. additional three inches expected at lake level. take a look at this picture from truckee. this was treated to me and i was told that there was five inches of snow so far. this is from one of our viewers of hail in concord. this happening just a short time ago. please send us your weather pictures. this is what we expect to see in december, january. it's snowing up in lake tahoe. this is from our heaven cam above 8,000 feet.

temperatures in the upper 50s in san francisco. numbers are on the cool side from napa to concord in the low to mid 50s. 61 in santa rosa. white caps on the bay. we have a small craft advisory. not just for san francisco bay, but for the coastline. some showers and thunder this evening until the sun goes down. cool to chilly tomorrow morning. sunny skies the next several days. here's the cold front that came through, just drenched the bay area. unstable air mass moves in from the north, cold air coming in, along with the heating from the sun. that's what is destabilizing the atmosphe atmosphere. high pressure comes in, take a look at the temperature trend for santa rosa. tomorrow morning, 41 degrees, dropping lower towards the end of the workweek. the rest of you, looking at a

live from the kgo broadcast center, this is "abc7 news." in news making headlines at 4:30, traffic is starting to get back to normal as all lane of 580 in livermore reopen. a truck carrying frozen chickens overturned on a wet west bound 580 near the greenville road exit. meteorologist sandya patel tweeted out an alert about a flash flood alert. the warning includes areas affected by the rocky, jerusalem, and valley fires. check out a sight we haven't seen in a long time.

rushing water at the spillway here. we'll have a live report about how capturing rare rainwater has become big business in the south bay that's ahead at 5:00. now to the latest on the crash of a russian plane in egypt. officials are ruling out mechanical or pilot error and believe external forces caused the crash. >> reporter: a growing mystery in the egyptian desert, as investigators sift through miles of plane crash debris trying to figure out what brought down a jet mid-air. metro jet officials insist only an external influence could cause this crash. but aviation officials say it's too early to know. >> there are a couple of things we could look at. we could say it was a bomb that made it come apart or some

unknown structural failure. right now we don't have any evidence that points one way or another. >> reporter: the flight left sharm el sheikh saturday morning without issues. families mosting photos like this as they boarded. the plane rose to 31,000 feet, but then climbed and descended several times, slowing to 71 miles per hour before losing contact. out in the desert, officials found the flight recorders quickly. >> this plane came apart instantaneous, so there may not be any data to show us what happened. the real answer also be with the wreckage. >> reporter: thousands ami s of away, a plane arrived in st. petersburg with the bodies. right now, there is no direct evidence of terrorism say u.s.

officials, but are not ruling out. for the time being, several airliners are rerouting their planes around the region as a precaution. the number of people sickened by an e. coli outbreak linked to chipolte restaurants in the northwest is expected to grow. 22 people got sick since mid october. officials expect that numb tore climb as people who became sick but did not seek medical care now come forward. officials are trying to locate the source of this contamination. >> they're going to give everyone a sick a questionnaire and menu and tick you have everything they eat. >> about a third of the victims have been hospitalized. no one has died at least. the all-american meats of omaha, nebraska company is

recalling 167,000 pounds of ground brief over e. coli concerns. the ground beef was produced in october, october 16th to be specific, 2015, and has a sell by date of november 3rd. these products should be thrown away or returned to the place of purchase. so check if you have any of these at home. the emissions cheating scandal involving volkswagen is expanding. the new accusations now include diesel suv models of porsche and audi. in september, the automaker admitted to cheating emissions testing on 11 million car. they released the statement saying no software has been installed in the v-6 diesel power unit to alter emissions characteristics. republicans running for president are teaming up to change the upcoming debate. the candidates are demanding

this is "abc7 news." the world series trophy is now at its new home. kansas city. the royals beat the mets 7-2 last night to win the series. manager ned yost carried the trophy off the plane today with the team following behind him. tomorrow will be the big celebration. more than 200,000 fans are expected to line the streets of downtown kansas city for a championship parade. of course, we know what that

will look like here in the bay area. warriors' star steph curry has been named the western conference player of the week. the big highlight, a 53-point performance halloween night at new orleans. he finished the week with 118 points. that means he joins three others as the only players to ever score that many points through the season's first three games. chamberlain, west, jordan and now curry. metallica will help kick off the super bowl l celebration. the band will rock at&t park in san francisco on february 6th, super bowl eve. the lead singer made the announcement this morning on radio station mike 105. >> let's update this rain. real rain falling around the bay

stay with the health news. good vitamin d help prevent heart disease? and breast cancer among african-american women is on the rise. >> taking vitamin d supplements may lower blood pressure and boost exercise performance. volunteers in a study who were given the vitamin every day for two weeks say they saw fitness improvements. their blood pressure and levels of stress were also lower compared with another group taking a dummy pill. breast cancer rates are rising for african-american women. between 2008 and 2012, the rise was slight but gone up enough to equal white women. and researchers from the university of cambridge identified jeans that play a role in our ability to stop eating even though we should.

opening research. >> reporter: still in diapers, the masters of mobile devices. it's a reality for more and more children. >> there's no doubt that childhood is digital. >> reporter: today, we have a snapshot of what it means to grow up tech savvy. a new study found 97% of children have access to a smartphone or tablet. researchers found about 44% of babies under 1 use a mobile device daily. that jumps up to 77% for 2-year-olds. technology isn't the problem, he says, parents need to focus on behavior. >> parents need to be mindful of setting the example themselves. no screen time at the table or in the car. make shower that face-to-face conversation is a priority. >> reporter: parents often let their chirp play with smartphones to keep them calm out in the public. >> yeah, you know, that's a slippery slope. the electronic babysitter.

half an hour ago. the areas burned by a wildfire have a much greater chance to flood or have land slides. thank you for joining us. >> let's get right to meteorologist sandya patel, who is tracking the storm. >> you see where most of the activity is concentrated in the east bay. notice that the thunderstorms basically came out of the north. they tracked across the north bay and worked their say into the east bay. lightning strikes still showing up, just south of the utimon area. we're going to continue to see some heavy downpours, black hawk taking you down to street level. not out of the question to continue to see some downpours and even some hail. pea-sized hail in the inland east bay. we still have a flash flood
