we will warm up into the 60s today. it will take all day, though. a couple of 70s. the clouds will increase in parts of the bay late in the day. that will lead to a cold front that will arrive tomorrow morning, bringing some showers. chris. >> lisa, thank you. breaking news out of oakland this morning. all lanes on interstate 580 are back open after a deadly crash killed one person near the edwards avenue exit. chp tells us the driver of a speeding car smashed into a tree just after 2:00 a.m. officers say the driver, a man in his 20s, was going almost 100 miles per hour when he lost control of car. they do not believe drugs or alcohol played a role in the crash. >> one of the top tourist destinations could become home to a pot medical marijuana dispensary but wharf officials are saying no way. >> foot traffic, no longer for rent.

he got on the street and the more than 6,000 he got online into thing his venture proved people are ready for pot in fishermen's wharf. but petitions aren't in charge. the planning commission will decide if this is an idea that will bloom. in san francisco, abc7 news. the contra costa sheriff's office and the district attorney are investigating the death of an inmate at the jail in martinez. a deputy sheriff found a man unresponsive in his cell yesterday afternoon. deputies did cpr on the man, but were unable to save him. happening today santa clara county's blue ribbon commission will hold their first meeting. members will discuss operational improvement at the county jail after an inmate was beaten to death two months ago. three correctional deputies are charged with the inmate's murder. the commission will also talk about a better approach to serving the public and keeping staff and inmates safe. hundreds of uc merced students marched to take back their campus last night after a violent stabbing spree. they prayed for the four victims

of wednesday's campus attack and walked across the bridge where the knife-wielding student was fatally shot by police. the attacker has been identified as 18-year-old man from santa clara. all four victims are expected to survive. >> this morning the california push and wildlife department is taking emergency action. the dungeness crab fishing season was set to start on november 15th but has been delayed. you can blame a toxic algae in the water. abc7 news reporter katie marzullo has the new details for us. >> pretty devastating. you can't go out and catch crab that will make people sis being. >> sam spent tens of thousands of dollars into his gear this season but he can't go out and fish. >> usually the first 45 days is half the money of the season, the holidays, christmas, new year's. they are going to be gone.

>> on tuesday the california department of public health announced dungeness and rock crab were not safe to eat. thursday the department of fish and wildlife delayed the recreational dungeness season and now the commercial season. fish and wildlife season believe this is the first time the toxic bloom of this acid caused the delays. >> when it comes as significant that the california of public health has advised, that's what we have to focus on. >> at san francisco's fisherman's wharf, disappointment abounds. >> i won't be making it for christmas. >> we are charging easily $10.95 for local crab. and i can see it going up to $18.95, maybe $20, depends on the price of washington crabs. >> multiple industries and livelihoods at stake. >> i came from florida to fish these crabs. i have a daughter myself and my whole life is riding on the season, as well. >> fish and wildlife has also ordered the closer of the rock crab fishery, which is open

all year-round. abc7 news. police have arrested a woman suspected the robbing two banks in san jose this week. surveillance photos show the woman involved in robberies on tuesday and wednesday. yesterday police arrested 22-year-old yvonne frances roland. they did not say how much cash the robber made off with. if you think traffic in san francisco is bad, this weekend will only be worse. the city has closed a major intersection for a construction project that's going to inconvenience commuters for the next seven days. abc7 news reporter alan wang has the story from mission bay. >> the construction at fourth and king streets means many muni trains will be off regular schedule. passengers on the t-third line will have to ride a bus. it's hard for me with the stroller. i mean, if it's one of those buses i can jump in but with the stairs it's hard. >> the m-juda and f lines will start 45 minutes late. and the embarcadero or the e-line will not be running on the weekend.

also many of the regular muni stops in this area are being temporarily relocated. >> oh, my god. it's bad. i have to walk with -- well, actually i'm missing one kid, but i have to walk with a lot of kids all the way up there. >> construction crews will be jackhammering around the clock to tie in existing tracks to the new central subway line which is scheduled to open in 2019. >> its been kind of hectic around here. the noise is getting a little unbearable at times. >> all of this makes getting on and off the i-280 ramp a major inconvenience. jared said it will affect his customers driving in from the peninsula >> because we are scheduled every hour, every half-hour, we plan back-to-back to back, with he unfortunately can't take people sometimes when they are late. >> when it's done the central subway will stretch all the way to chinatown and make the muni system more efficient for commuters. in san francisco, alan wang, abc7 news. in lake county tonight is the homecoming dance for

middletown high school. many of the girls have dresses thanks to a north bay business owner. collected more than 150 dresses than 150 dresses and delivered them to the high school. those do you understand lost everything in the valley fire two months ago. they will get to wear the dresses, purses, shoes and jewelry at the tonight's home come dance. last night they began celebrating homecoming more than a month late. it was delayed after the fire broke out in september, destroying 585 homes, and 97 students lost their homes. and among them is rose duncan, whose father is a fire battalion chief. he was out fighting other fires when the valley fire started. their losses brought her and her classmates closer together. >> we've lost everything, but we didn't lose each other. so it doesn't mean anything else except just us. >> each other is what matters, really. >> a great perspective. by the way, the middletown mustangs jv football team played

three tsa agents were arrested for drug smuggling. they held supervisory positions at san francisco international airport. for a fee they allowed cocaine to be smuggled through airport security checkpoints. all three worked for covenant acs security which contracts with sfo for security. state officials have

unveiled a new method to execute condemned prisoners. it's a single drug and this could restart the execution process for the first time since 2006 when the last prisoner was put to death in california. those next in line for execution include this man, anthony jack sully. he's a former police officer in milbrae and was convicted of the torture and murder of six people, most in their 20s. some sad news to report now. state health officials say an infant has died from the flu. the child was less than a-year-old. this marks the first infant death of the flu season in california. three days ago the statute announced the first adult flu death of the season in santa clara county. the man accused of attacking friend of train hero spencer stone has made his first court appearance. 28-year-old james tran of sacramento was arraigned at a brief hearing yesterday in sacramento superior court. tran faces a single count of attempted murder. he did not enter a plea. police say there was a fight after someone in tran's group began videotaping a woman in his party. you can see it here caught on

video. stone was stabbed four times and nearly died in the attack. he offered is a punctured heart, liver and lung in the stabbing and had to have open heart surgery. tran was arrested yesterday morning during a traffic spot 6:124 our time. a dramatic video shows firefighters rescuing a woman trapped on the side of the beef. it happened around a 4:30 yesterday in newport beach. she tried to help a dog stuck on the cliff but when she got down there she got stuck as well. half a half-hour they were able to put a harness on the woman and pull her and the dog to safety. with el nino already here, many homeowners are getting ready for the heavy rain that might be coming and the high demand for new roofs could spend prices skywards. here's michael finney with the details. richard and his wife have lived in this san francisco home for 45 years. this is the first time in a while they have needed to have work done on their roof. >> i figured it was 22 years plus, and i heard rain was come,

so we decided that we need to have it serviced. >> richard isn't alone. lawson roofing of san francisco told us the company hasn't been this busy in its 100 year history. >> lawson has more work on the books than it ever has. the threat of el nino has roofers backed up with enough work for several months. the current wait to get even an estimate is about two months. you have to wait another three months before any work begins. it's so busy, two roofers, a "7 on your side" producer scheduled for an estimate on his home, never showed up. the demand means many roofers can charge a premium. >> i'm sure the prices are going up now. once you start to get a backlog. >> our "7 on your side" producer received four estimates, including one from a local trade group. the associated roofing contractors of the bay area counties. richard lawson looked at the leak in the home and then sent someone up on the roof for a closer inspection. >> you are probably looking at a repair of about $2500.

>> we then showed him three other estimates. one we received was for $13,000. it covers work on a 15-foot square foot area of the roof versus the 4 square foot area lawson recommended. >> it's a more conservative approach. i don't think it's necessary based on what i see. lawson calls the price fair for the work proposed. a second estimate was much less expensive and closer to what lawson suggested, $1200. a third caught lawson by surprise. >> this is the entire estimate? >> despite several promises the roofer never put his estimate in writing and did not climb up to inspect the roof. he said he had replaced the roof of a home in the same development and thought a similar job would be needed for us. the contractor recommended replacing the entire roof for $38,000. >> i would be a little suspicious of this. i would like to see any proposal you get done in writing,

spelling out the scope of the work so you can make a decision what's being done for you. >> all of them were licensed with the state of california and carried is contractors bond and workers comp insurance. these are must-haves when hiring a roofer. also be sure to get references. i went by a reputation and hearing from other people. >> there are no laws regulating how much a contractor can charge. i have links on how to hire a contractor and check their license, all that on our website at abc7news.com. >> i'm michael finney "7 on your side." >> three model s test laws will be on display in tesla's new store. it's the fourth walk-in store in a shopping center. tesla is head quartered in palo alto. their manufacturing plant is in fremont. >> the annual veteran's day parade is celebrated tomorrow but in a different part of town. the parade is usually held on

market street but this year it's moved to fisher mep's wharf in appear effort to get new spectators. more than 1,000 vets are expected to turn out. this is the 96th annual veteran's day parade in san francisco. 6:18 is our time. happening today, thousands of people will walk to benefit the leukemia and lymphoma society for a light the night walk in the east bay. you can joy abc7 news news reporter laura anthony. the funds will go to treatment for lls, which provides patient services and research for blood cancer cures. last year the event raised more than $18 million. ski season is officially underway in the sierra about 1,000 people hit the slopes yesterday for opening day at boreal mountain resort along interstate 80. long time employees are calling it their best opening day in ten years thanks to more than ten

the spotty cumulus clouds there indicating the cold air in place. so 5:00 tonight, the clouds thicken. maybe not as chilly tonight with the cloud cover. 6:00 tomorrow morning. the front pushing through the north bay. so cloverdale, clear lake, santa rosa rain for you. it will take the rest of the morning and afternoon to push through the monterey bay. then with he have our low on sunday. and then this is monday. 7:00 your morning commute we could see some of the heavier showers. maybe a slight chance of a thunderstorm. north bay mountains, east bay mountains. and then we will look for the temperatures to slowly recover into the rest of the work week. two waves of rain. the first rain through tomorrow night. we are looking at .05, over a tenth in san jose, .2 in santa rosa. then with the heavier showers a third in san francisco. maybe up to a half-inch livermore. mountain view .4. and the sierra nevada here are the snowfall totals. anywhere from 2 inches in tahoe city to about 5 inches in donner heights today.

never applied of he is now giving his full explanation. here's abc news reporter with the story. >> dr. ben carson forced to explain himself after accusations that part of his life story doesn't add up. carson has repeatedly said he was offered a scholarship to west point as recently as a month ago on pbs. >> i was offered a full scholarship to west point, got to meet a general, go to the congressional dinners. >> it was something he's written about in his books. his campaign confirms not only was he never admitted to west point, he never each applied. and about the scholarship tell us maybe the words are inaccurate, but as a top rotc student in detroit, carson was told he would gain acceptance by west point officials and that was in effect getting a scholarship because nobody pays a dime. west point says they can't confirm or deny if he was ever told that, but they did say the admission process is a multi-step process. a verbal ac many meant would be not enough to gain entry. that's the way it was present today me. i understand the way west point works now is through a different mechanism. but that's the way it was presented to me. >> this latest revelation, as

the law would mean the orcas in captivity would be the last on public display here in the united states. here's reporter rob hayes from our sister station in los angeles. >> when it comes to killer whale acts, congressman adam ship is proposing a killer whale act himself. >> it would mean no more wild cap purchase, no more breeding. with he would essentially phase out the captivity workers that are currently in the water parks. his legislation will take aim at the most famous orca show provider, seaworld. they have come under increased scrutiny thanks to this. the documentary "black fish." >> when you look into their eyes you know somebody is home. >> the documentary black fish which criticized seaworld's treatment of work cause. >> when you look at the suffering they deal with in captivity, there is not something you got out of that that outweighs the suffering the whales go through. >> she used to work there and was part of the documentary. while she is others are pushing for the ban, seaworld is fighting back. >> killer whales at seaworld are healthy and thriving. >> the company sent us this recorded statement and video of seaworld employees working with orcas. it points to all the animal rescue service seaworld provides. most recently freed whales tangled in fishing nets off our coast.

seaworld in san diego. the move was made so she could be with other orcas. >> oakland residents face a lot of issues, but one that may not excite them is keeping their sports teams in the city. the oakland chamber of commerce released a poll yesterday that surveyed 600 residents. only 56% of them said said keeping the keeping the raiders in oakland is important. keeping the warriors, 62%. and the a's 64%. but topping the list of the 16 issues surveyed, oakland residents say improving schools, reducing crime and creating better-paying jobs are most important. those issues polled above 90%. the demolition of an old bay bridge pier has been delayed one week. it was scheduled for today but officials postponed it to next saturday, the 14th.
