district notice lots of sunshine, upper 60s for the rest of you and by this time tomorrow we will have some rain around the bay. details in a few minutes. >> developing news in oakland, all lanes on interstate 580 are back open after a deadly crash killed one person near the edwards avenue exit. the chp says a driver of a speeding car smashed into a tree just after 2:00 a.m. this morning. officers say the driver, a man in his 20s was going almost 100 miles per hour when he lost control of the car. they do not believe drugs or alcohol played a role in the crash. >> one of san francisco's top tourist destinations could soon become home to a medical marijuana dispensy but some businesses at fisherman's wharf are saying no way. abc 7 news anchor reggie aqui explains. >> reporter: 3,000 square feet with prime fisherman's wharf foot traffic no longer for rent. >> this will be a waiting area for patients. >> a former yogurt stop, now a

the planning commission will decide next month if this is an idea that will bloom. in san francisco, reggie aqui, abc 7 news. the couldn't costa county sheriff's office and district attorney are investigatings the death of an inmate at the jail in martinez. deputies did cpr on the man but were unable to save him. santa clara county's blue ribbon commission will hold its first meeting. they will discussion operational improvements at the county jail. three correctional deputies are charged with the inmate's murder. the commission will talk about a better approach to serving the tub public and keeping staff and inmates safe. hundreds of uc merced students marched to take back their campus. they prayed for the four victim$ of the campus where the knife

forced a delay. >> when it comes to something like the public health concern that is as significant as the california department of public health has advised, that's what we have to focus on. >> reporter: at san francisco's fisherman's wharf disappointment abounds. >> i won't be making that for christmas and that's a big one for me. >> usually we're charging for local crab $10.95 per pound i could see it possibly going up to $18.95, maybe $20, depends on the price of washington crabs. >> multiple industries and livelihoods at take. >> i came here from florida to fish these crabs and, you know, i have a daughter myself so, i mean, my whole life is riding on this season as well. >> reporter: fish and wildlife has also ordered the closure of the commercial and reblng relation nl rock crab fisheries which are open year-round. in santa cruz katie morz low abc 7 news. police have arrested a woman suspected of robbing two banks in san jose this week. surveillance photos show the woman involved in robberies on tuesday and wednesday.

yesterday police arrested 22-year-old yvonne frances roland. this he did not say how much cash the robber made off with. if you think traffic in san francisco is bad, this weekend will only be worse. the city closed a major intersection for a construction project that's going to inconvenience commuters for the next seven days. abc 7 news reporter alan wong has the story from mission bay. >> reporter: the construction at 4th and king streets means many muni trains will be off regular schedule. passengers on the t third line will have to ride a bus. >> it's hard for me with a stroller. if it's one of those new buses that i can jump in, but if it has the stairs it's hard for me to get on them. >> reporter: the njuta and f lines will start 45 minutes late and the embarcadero or e line will will not be running on the weekends. also many of the regular muni stops in this area are being temporarily relocated. >> oh, my god. it's bad. i've got to walk -- well, actually, i'm missing one kid

but i have to walk with a lot of kids all the way up there. >> reporter: construction crews will be jackhammering around the clock to tie in existing tracks to the new central subway line which is scheduled to open in 2019. >> it's been kind of hectic around here, the noise is getting a little unbearable at times. >> reporter: all of this will make getting on and off the i-280 ramp a major inconvenience. jared says it's going to affect his customers driving in from the peninsula. >> we are scheduled every hour, every hour hours with clients back to back we unfortunately cannot take people sometimes when they're late. >> reporter: when it's done the central subway will stretch all the way to chinatown and make the muni system more efficient for commuters. in san francisco alan wong, abc 7 news. in lake county tonight is the homecoming dance for middletown high school and many of the girls have dresses thanks to a north bay business owner. nancy rose en blum collected more than 150 donated dresses and delivered them to the high school.

those students lost everything in the valley fire that devastated the area nearly two months ago. they will get to wear the donated dresses, shoes, purses and jewelry at tonight's homecoming dance. last night middletown high school students began celebrating homecoming more than a month late. it was delayed after the fire broke out in september destroying 585 homes, 97 students lost their homes and monk them rose duncan whose father is a fire battalion chief. he was out fighting other fires when the valley fire started. her loss has brought letter and her classmates closer together. >> we may have lost everything but we didn't lose anything so it doesn't mean anything else except just stuff. each other is what matters really. >> a wonderful spirit. the middletown mustangs jv football team beat clear lakes team, the mustangs won 12-6. clearlake isn't fielding a varsity team. weather wise the kids will

some sad news to report. state health officials say an infant in stands laws county has died from the flu. the child was less than a year old. this marks the first infant death of the flu season in california. three days ago the state announced the first adult flu death of the season in santa clara county. >> now to southern california where dramatic video shows firefighters rescuing a woman trapped on the side of a cliff. it happened in newport beach around 4:30 yesterday afternoon. authorities say she tried to help a dog stuck on the cliff but when she got down there she

got stuck as well. the firefighters were able to put a harness on the woman and pull her and the dog to safety. with el nino already here many homeowners are busy getting ready for the heavy rain that might be coming and the high demand for new roofs could send prices sky wards. here is 7 on your side's michael finney with more. >> richard cash hour and his wife have lived in this san francisco home for 45 years, this is the first time in a while they have needed to have work done on their roofed. >> i figured it was 22 years plus and i had heard rain was coming to see decided we needed to have it serviced. >> richard isn't alone. lawson roofing of san francisco told us the company hasn't been this busy in its 100 year history. >> lawson has more work on the books at that than it ever has. >> the threat of el nino has roofers backed up with enough work for several months, the current wait to get even an estimate is two months. you have to wait another three months before any work begins.

it's so busy two roofers, a 7 on your side producer scheduled for an estimate on his home never showed up. the demand means many roofers can charge a premium. >> i'm sure the prices are going up now. i mean, once you start to get a backlog. >> our 7 on your side producer received four estimates including one from a local trade group. the associated roofing contractors of the bay area counties. richard lawson looked at the leak in the home and then sent someone up on the roof for a closer inspection. >> you will probably be looking at a repair of $2500. >> we showed him three other estimates we got from other companies, one we received was for.13,000, the proposal covered work on a 15 square foot area of the roof versus the 4 square foot area lawson recommended. >> it's a little bit more conservative approach that i would take, i don't think it's necessary based on what i've seen. >> reporter: lawson calls the price fair for the work proposed. a second estimate was much less

expensive and closer to what clausen suggested, $1200, a third caught lawson by surprise. >> this is the entire estimate? >> reporter: despite several promises the roofer never put his estimate in writing and did not climb up to inspect the roof. he said he'd replace the roof of a home in the same development and thought a similar job would be needed for us. the contractor recommended replacing the entire roof for $38,000. >> i would be a little suspicious of this. i'd like to see any proposal you get done in writing spelling out the scope of work so you can make a decision on what is actually being done for you. >> reporter: all the roofers we contacted were licensed with the state of california and carried a contractor's bond and workers' comp insurance. these are must haves when hiring a roofer. also be sure to get references. >> i went by a reputation and hearing from other people. >> reporter: there are no laws regulating how much a contractor can charge. now, i have links on how to hire a contractor and check their license. all that on our website at

she mc's the walk in walnut creek. the funds will go to treatments for lls which provides patient services and research for blood cancer cures. last year the event raised more than $18 million. ski season is officially under way up in the sierra. about 1,000 people hit the slopes yesterday for opening day at boreal mountain resort. following interstate 80 as you know, long time employees are calling it their best opening day in ten years thanks to ten inches of snow that fell earlier this week along with the man made stuff. the resort has three runs in operation with more expected to open next week. as we bring in our meteorologist lisa argen what a treat for those winter recreation lists out there. >> we could see a half a foot around kirkwood and other locations. we've got a cold front on the way and literally it's going to bring really cold air our way

tomorrow night actually as we go into monday when the center of the low heads over us. so live doppler 7 hd, it's clear right now and that's why we've been so chilly. out of the 30s for the most part and this storm system originating from the north. gulf of alaska so that's why we're going to see the cold air and possibility of some thunderstorms and low snow levels with really coming down to 4,000 feet to 'í3500 feet o monday. here is a look from our sutro tower cam a ra where the fog framing the bay pretty nicely this morning, been in the 50s in san francisco, pretty mild start there, 51 in oakland, it's 48 in san jose, morning, morgan hill, 46 for you and big rebound for half-moon bay you are down to 40 this morning. we will get more clouds around half-moon bay, it's going to be a cool afternoon with the west wind and right now from our emeryville camera you can see a bit of the low cloudiness but lots of sunshine over in oakland, livermore in the mid

40s as well as concord, we are at 45 by the delta and santa rosa lagging behind at 41 degrees. in our pacific satellite picture high pressure fading away, it's going to be with us for one more day, our fair weather maker bringing sunshine but we're already picking up some returns from this system which will arrive tomorrow morning bringing some light rain to the north bay. so the front is pretty much moisture starved but behind it we still have cold air and an area of low pressure that will head our way on monday bringing the possibility of more downpours and the chilly conditions. it's going to favor the peninsula and south bay, so the north bay we're just talking a couple hundredths, maybe a tenth and you get go early, 4:00, 5:00 in the morning and even 6:00 in the morning there's the front but the rest of the afternoon will feature the rain in the east bay, the peninsula down through monterey in the afternoon then our low comes in sunday night but into monday. here are some of the heavier down powers which would pop up anywhere, maybe a thunderstorm

and the highs will be hard dressed to make it into the 60s around some locations. so a chilly start forñ?[d you o monday and really all day long. we're looking at the possibility of a few showers or some downpours. the first phase of rain tomorrow night and into tomorrow morning will bring us anywhere from a couple hundredths in the north bay, .2 into san jose. monday evening anywhere from a third totals from san carlos, mountain view and san jose. san francisco could pick up .2 or so. talked about that 7 inch perhaps in kirkwood, maybe a half a foot up through donner. with we will see the low snow levels starting out at 6,000 feet, later in the day on sunday they begin to lower. we will be looking at the cool conditions at the coast with the west winds today 60 half-moon bay, 62 san francisco, look for 71 livermore, one of the warmer locations with 65 in richmond.

announced a bill proposal that would put an end to killer whale shows like the one at sea world. the law would mean the orcas now in captivity would be the last on public display here in the united states. here is reporter rob hayes from our sister station in los angeles. >> reporter: when it comes to killer whale acts congressman adam schiff is proposing a killer act himself. the orca responsibility and care advancement act. >> no wild capture or breeding. we would phase out the captivity workers currently in these water parks. >> reporter: the legislation will take aim at sea world, the marine animal theme park company has come under increased scrutiny thanks to this. >> when you look into their eyes you know somebody is home. >> reporter: the 2013 documentary black fish which criticized sea world's treatment of orcas. >> when you look at the suffering these animals deal with in captivity there's not something that we get out of that that outweighs the suffering that the animals go

through. >> reporter: samantha berg used to work for sea world and was part of the black fish documentary. while she and other environmentalists are pushing for the ban sea world is fighting back. >> killer whales at sea world are healthy and thriving. >> reporter: the company sent us this recorded statement. it points to all the animal rescue services sea world provides. most recently working to free whales tangled in fishing nets off our coast. as well as treating hundreds of ailing sea lion pups earlier this year. sea world calls schiff's arc can a act dangerous and unnecessary. >> we have not captured a whale in the wild in 35 years and we will not do so. >> reporter: but if the legislation is successful the next question is what do you do with all the orcas? experts say most of them can't be released into the wild. animal activists suggest the killer whales live out their lives in straulg sea pens.

>> a cove that he is court nd off, they will still need to be under human care. >> schiff admits it won't be easy passing the bill but people are already voting with their feet. sea world attendance ans profits down dramatically since the black fish controversy began. in santa monica, rob hayes, abc 7 news. the last orca in captivity in the bay area was in 2012. that's when six flags discovery kingdom in vallejo sent shuca to sea world in san diego. the move was made so she could be with other orcas. oakland residents face a lot of issues. the oakland metropolitan chamber of commerce released a poll that surveyed 600 residents, only 56% of those people say keeping the raiders in oakland is important. keeping the warriors came in at 62% and the a's, 64%. but topping the list of the 16 issues surveyed, oakland residents say improving schools,

reducing crime and creating better paying jobs are the most important, those issues polled above 90%. the demolition of an old bay bridge pier has been delayed one week. it was scheduled for today but officials postponed it to next saturday. the caltrans rejected the explosives that were supposed to be used because of the way they were packaged. they plan to use 20,000 pounds of explosives for the implosion. the bridge will be shut down 15 minutes before the blast and bart will temporarily close the transbay tube. still ahead on the abc 7 saturday morning news, making a big splash. bringing swimming back to an east bay school for the first time in 25 years. as we head to break here is a live look outside from our emeryville camera, a beautiful view to i can with a up on this saturday morning and no major traffic problems to report throughout the bay. as for the weather lisa argen returns in a little bit with that full accuweather forecast.

8:47 is our time. lisa, it's finally starting to feel like autumn in the bay area. >> we will be seasonably mild today. we had a few frost advisories across the street early in morning. up in eureka, temperatures got into the 20s and some of the higher elevations of san benito county frosty in morning. we've got some cool numbers to start out, sunshine will finish us off and today will be the warmer sunnier day of the weekend and do you know what it's going to take all week long to warm us back up to these readings. we have a very cold system on the way and it is slated to bring rain as early as the overnight hours in the north bay. here it is bringing rain to seattle. not only will we have the front, we have the cold core of the low head over the bay area on monday and right on through monday afternoon we will have some showers. mt. tam we have sunshine and cool numbers still in the 40s there, 53 san francisco, it's 49

in mountain view, you are much cooler this morning, 7 degrees cooler, 48 san jose, 54 half-moon bay you've climbed about 13 degrees this morning already. so it was a chillier start on the coast this afternoon. a few low clouds, it will be a cool day with the west wind and the golden gate bridge. nice and sunny today, 45 fairfield, 46 concord, livermore you folk could climb to near 70 today. beautiful afternoon if you want to get out and enjoy the weather. tomorrow won't be a washout, we will see the rain in the north bay in the morning but from last week's rain this is where we stand from october 1st just 18% of normal in santa rosa, over a half inch of rain, but with an inch and a half in mountain view we are 154% of normal. the past rain has favored the peninsula, south bay even the east bay. this next system the same deal. we will see a couple hundredths, maybe a tenth in the north bay and looks like a little bit more from the peninsula into san jose. things could change, but as the way it stands right now, it's

not going to change for today with high pressure holding on, fair weather maker, there's the weak front on the way. the good news is two opportunities of rain, one with the front tomorrow, then the low sunday night and the other one comes with the cold core of the low headed over the bay on monday. so heading to work might be a little dicey on monday right on through the afternoon. 3:00 in the morning tomorrow rain showers just pushing into point reyes and there's the front pushing through by 11:00 in the north bay. sets up rain for the east bay, peninsula, south bay, there's our low and then the thunderstorm activity possibly right into monday with the cool air in its wake. we will talk about that first wave only bringing a couple of hundredths by .2 mountain view and san jose. second part over a third of an inch perhaps in mountain view and san carlos. the snow won't be much but you could see chain control sunday night if headed back from the sierra to the bay area. 7 inches kirkwood, 6 inches donner, low 60s san francisco
