live from the kgo-tv broadcast center this is abc7 news. >> shots fired. >> the suspect is slumped over. >> i heard gunshots. it was loud too. >> it was loud. gunfire at a san francisco hospital ends with police launching flashbang grenades on the suspect armed with a stolen rifle. tonight that gunman is dead. good evening. i'm dan ashley. >> i'm ama daetz. this started this afternoon at the big 5 sporting goods store in san bruno. police say the suspect robbed the store and stole that refuel. >> he then took off for saint luke's hospital in the mission district. that's where he found himself in a standoff with s.w.a.t officers. >> we have live team coverage and let's start with katie. >> ama and dan, police reopened caesar chavez. at this point you wouldn't

know what a dramatic night it has been here. people trapped in the hospital with an active shooting going on outside. a construction worker at the new saint luke's hospital said he saw a suspicious man and possibly a gun and called 9-1-1. >> sirens and the police vehicles. the screeching tires. >> the police chief describes what officers saw. >> looked up and on top of the elevator it was white cover alls holding a rifle. the rifle was directed at the hospital. he appeared to be firing shots as the officers responded. >> three officers feared on the man. then as you can see flashbangs were deployed to ensure he was no longer a threat. the man was dead. sonya and her 11-year-old son were inside the hospital. >> everybody moved in and they said they are not letting anybody leave or come back to the hospital. you just all of this -- it sounded like a bomb. >> i was listening to music with my headphones on and i

heard a loud bang. then i stopped the music and heard it again. it was loud. it sounded really close. >> as the situation was unfolding in san francisco, a san bruno connection came to light. the suspect matched the description of a man who armed with a handgun robbed a sporting good store. >> we have no idea what he did at the construction site. but he stole firearms and shotgun shells from the big 5. >> they believe he drove to saint luke's and found his vehicle at the scene. possibly this white pick up truck being scrutinized by officers. and concern there could be a second gunman police searched the construction site in the area and they say the man who was killed did act alone and no one else was hurt. abc7 news. >> abc7 news reporter alan wang continues our live team coverage. >> he is live with the witnesses who captured the flood action on their cell

phones. >> saint luke's hospital is a block away from here and it is surrounded by apartment buildings like this one. people were watching the drama from their windows. some of them even captured it on video. roommate and i heard the commotion of the. >> we watched the action unfold at this saint luke's hospital construction project. he shot this video of police officers walking up the stairs toward a construction elevator where it is believed the gunman is firing shots. >> initially we saw some of the construction workers who looked like they were running away from something and getting behind a barricade. >> he says he took this iphone video about a hundred yards away from the shooter. he says people on the ground were running from the shots. >> three shots.

>> highway patrol investigators believe two shootings along the same stretch are linked. a driver died at the latest shooting on eastbound 80 near pinole valley road. a woman in the car was wounded. another driver crashed his car after getting shot along westbound 80. he survived. the shoot are targeted the victims, but people we spoke to aren't as sure. >> it is easy to say they are not targeting me, but it is easy to get caught in the cross fire. >> oakland's mayor fought hard in new york to keep the raiders in oakland, but her meeting with the nfl got unexpected competition and a new weapon, pixie dust. how disney's ceo is now changing the game. >> the oakland mayor has no publicly financed stadium to tempt the nfl to keep the raiders here. she sold leadership the idea of a city on the rise.

>> i am not sure if anybody to have represented the east bay better than she did. >> she knew she was up against a joint raiders-san diego charger stadium proposed for carson. that l.a. area project would cost around $1.7 billion, money oakland doesn't have. what the mayor wasn't counting on was disney magic. specifically the ceo of the walt disney company says he is leading the effort to bring the raiders south. he will work with the former 49er exec. jay it is truly -- >> it is truly a game changer as far as the nfl is concerned. >> listen to what the nfl said after the announcement. >> he says very strongly that an nfl return to the los angeles market is incredibly attractive. >> three-quarters of the nfl owners need to approve a move to southern california. but raiders fans are reading the signs. >> very frustrating. >> a new poll of oakland

and years of increased insurance premium. >> michael finney joins us with how to avoid getting caught in one of those speed traps. >> yeah, police officers are all-around. sometimes they aren't looking for speeders. other times they are out in force and writing tickets. either way. that's why it is a good idea to know your rights. >> when we think of a speed trap we think of them lying in wait. >> i don't know what the speed was. >> or you hear of a driver pulled over in arizona with california plates. >> got caught in a speed trap on the freeway. they wouldn't let me leave town. i had to follow the guy to the police station. >> but gnar of the scenarios are speed traps. francisco rodriguez is an oakland-based traffic law attorney. >> there is a misconception as to what a speed trap really is. >> every five years roads must be studied and the speed lem mitt set in part by how fast drivers are actually going.

>> if you have gary set at 35 and 85% of the people measured were traveling at 45, then yes you have a speed trap. that is the classic definition of a speed trap. >> there are exceptions for highways, bridges, tunnels and school zones. but general looy if a road hasn't been studied or the limit has been set too low you have a speed tram. speed trap. if you can prove the road has not been studied in three to five years you have a case for a speed trap. >> most people don't bother to fight speeding tickets at all. fewer than 5% of people who get tickets actually plead not guilty and go to trial. >> the association has a website that tracks the speed tracks and what drivers believe are speed traps.

sure enough we find the officers there pulling over cars and writing tickets c. the san francisco police department said officers were most likely there because people complained about the traffic problems. >> the website said it is posted, but i didn't see any police. there are speed traps including gernville road in santa rosa and in fremont on this slice of paseo padre parkway. another way to keep track is with the ways app. >> police reported ahead. >> the app verbally tells you and visually shows you where other drivers spotted police. when driving outside the state you should be careful. >> it is fairly common knowledge that police will target out of state drivers for speeding tickets because they know it is difficult for that driver to return to that state and go to trial and

temperatures dropping low to mid30s and don't forget your pets. tomorrow when you get going there may be seeing icy lawns. take a look at the numbers. low 40s, santa rosa and napa and novato. we will be cold tonight. livermore 43. from the use bay hills camera, a beautiful view looking across the bay. another cold morning with patchy fog and frost on tap. dry through saturday afternoon and rain comes in on saturday night and going into sunday morning. that storm will be another cold storm. not associated with el nino. el nino are the warm storms that brought a lot of moisture with it. it is not an el nino storm. cold and frosty first thing in the morning. when you get going watch out for pockets of dense fog spilling in from the central valley the very typical in the winter time. you saw some this morning and you noy how low the visibility can get. allow the extra time for the morning commute. speaking of the morning, it is going to be cold enough that you're gonna want to bring out your winter clothes. 32 in napa.

scarf and gloves may come in handy. 33 santa rosa. upper 30ss concord, vallejo, livermore, antioch, 35 in fairfield. around the coast and bay midto upper 40s. half moon bay going down 39. 41 in san jose. the temperature trnd is looking better. you won't need the heat as much. as we look at thursday, 32 for napa and temperatures rise over the weekend. that means hopefully your bill will be going down if you will, your heating bill. rain chances. let's look at the next seven days. 50% possibility on saturday. 10% chance on sunday morning. here is where the computer models are in disagreement. one model wants to bring in a slight chance tuesday and wednesday and the other is going dry. we know one thing is for sure. we will get rain saturday night late in the north bay and then spreads across the rest of the bay area around midnight when you are sleeping. 5:00 a.m. still showers for your sunday. then the rest of the day is mostly sunny.
