it will be windy, as well. >> difficult driving conditioning across the san mateo bridge later today. roads are slick. we will continue to see the rain through the morning hours, heavy at time. temperatures on the cool side, in the 50s. the afternoon hours, showers should taper off. we will get peeks of sunshine and a few clouds. notice temperatures stale on the cool side, near 60 degrees. and the real big concern will be the very gusty, strong winds which will continue tonight. i'll have your complete forecast coming up, as well as the winter storm warning in the syria. >> thank you. france is under a state of emergency in morning and pairs is reeling after friday night's terror. investigators are still looking for the origin of the attackers. here's the latest information. officials have confirmed at least 129 people are dead, morning 350 are injured, 99 of those in critical condition after a series of six attacks across paris. officials found a syrian

passport and have identified one attacker. isis has claimed responsibility. police have found a second car the gun men used in a paris suburb. ak-47 machine guns were inside that abandoned car. armed forces were in a gun battle with the attackers outside the concert where dozens were killed. it's one of the six terrorist sites. abc news reporter marcy gone goals scales is in paris with more about the victims and the arrests of that been made. >> the fbi now sending a team to paris. you see the scenes are barricade off. authorities have identified one of the killers has a 29-year-old man who grew up just 15 miles from here. >> a somber sunday in paris. candles that burned through the night. and investigators continue their painstaking work at the six

scenes of friday night's terror attack. >> they started shooting like pop, pop, pop, pop, for ten minutes without stopping. >> survivors were counting the horror to inside the theater where they shot nearly 90 people to death during a sold out rock concert. from here, to the soccer stadium, to several bars and restaurants, more than 350 people were injured. at least 129 others killed. among them, american student. shot and killed at a restaurant while here studying abroad. >> i feel lost, sadness, and it was my only daughter. >> isis claiming responsibility for the calculated attacks prosecutors say were carried out as seven heavenly armed terrorists wearing identical sigh side vests. all now dead. members of one of their families detained today here in france.

gunmen opened fire. to they said she was shot in the stomach. >> it was confirmed. we were all in disbelief, hoping it was not true and she would show up in the rubble or something, you know. not dead. >> cal state long beach officials say gonzalez was with two other students when the attack was carried out. >> one of her friends did see that she was shot by the terrorists, but was able to flee. she did see noemi was carried away in a stretcher. >> she was spending a summer abroad in paris studying industrial design. she was well-known in her close-knit program here. >> she's extremely lively, extremely energetic. there was no shortage of anything you couldn't ask her to do and she would be there for the department and for her classmates. >> she was on track to graduate from long beach state.

okay. she asked me not to release his name. she tells me he has a broken ribs, a scratch on his head and a fractured ankle. i asked her what happened. she said her husband said the tour bus' brakes were not working. the because was stop and go all day. he told her he was trying not to hurt passengers when he crashed into the staff folding. we are getting a look at video that shows the terrifying moments the series of accidents dan. >> you can see the tour bus hit a bicyclist. he then hit several cars and another tour bus before crashing into scaffolding. approximately 30 people were on board. estimates for as many as 20 were injured. seven of the most seriously hurt remain at san francisco general hospital, including the bus driver. according to hospital officials, four patients are in critical condition. two in serious condition. they have facial and head injuries, as well as fractures and injuries to internal organs.

>> it had to have been terrifying. >> ryan is an attorney who won a verdict against another tour bus franchise friday after his client was injured on an upper deck. >> as our verdict was being announced, we were getting stories about this story happening up here. >> the investigators will look at everything, from the driver having a medical issue to being under the influence or some kind of bus miss function. he believes tour buses should be lower. >> putting people 13, 14 people in the air, completely exposed is just not safe. >> abc7 news left several messages for the owner with employees at the columbus avenue location. in person he said he had been by but he did not return our calls. bus drivers check out for the night said they could not speak with us. according to the california public utilities commission website, their carriers license was revoked in 2013.

[chanting ] the. >> this is one of the wildest city council meeting in recent memory. earlier this month in almeda, things actually turned physical and bloody in a rant. the city council ended under voting for a rent cap and an eviction moratorium. that should have been a victory for renters, but now that the actual violence is over, some that say a landlord just found a new way to punch them in a gut. abc7 news anchor reggie has the details. >> the almeda public works director broke a hip. the man he scuffled with ended up in cuffs with a bloody face.

the result of this landlord versus renters meeting. a moratorium on certain rent increases and no-cause evictionings. so what is this about? >> we have to stop the evictions. >> the eviction notice said he and his family have to leave in january just after the city's 65-day moratorium ends. >> it's really hard to look for a place now. i mean, double people or double rent. >> it's the same eviction notice for everyone at bay view apartments. the new owner said he needs to renovate. >> we say rescind the evictions. they should be allowed to stay in place while the necessary repairs are done. >> this is exact lick the story some council members were trying to avoid this month when they voted ford a moratorium. >> it is not moral. i think it is not just. and i think it's abhorrent they took these steps to evict these

soil i'll put this in a loop for you. also i wanted to talk about a winter storm warning if you are heading to and from tahoe be extra careful odd. gusty winds on the ridges, over 50 miles per hour and,,, there will likely be massive delays and chain controls. now for us it's going to be a wet and windy day. there is a wind advisory throughout the day, especially along the coastal areas and around the bay shoreline. so we've got winds reaching up to 35 miles per hour, but gusts can reach up to 50 miles per hour and, of course, this creates danger and potential for downed trees and powerlines. that's what we will be watching out for today. a live view of the exploratorium camera shows you those low clouds bringing some rain to san francisco right now where it's 53 degrees. oakland is 54 degrees.

mountain view and san jose 353. morgan hill only 46 degrees and half moon bay at 54 degrees. here's a live shot of sfo. expect delays and it's going to be a rough ride for folks who have a flight to catch today. we've got brief, heavy rain in the morning. this will taper off to showers by late morning. by this afternoon we will see some peeks of sunshine and a few clouds out there. but it's going to be very windy and it's going to feel a lot colder. we do have warmer days midweek so that's going to be a change with the seven-day forecast. i'll show you in just a little bit. here's the forecast animation. so 6:00 in the next hour we will see the heaviest rain move from the coast right into the east bay. and then notice by 8:00 through noon we will just see some -- a few spotty showers left maybe in the south bay and closer to monterey. we will see some of the clouds start to clear by the afternoon, and that wind will just pick up.

that's what is going to feel even colder than you would normally expect. rainfall amounts we are still estimating about half an inch. we will see most of the rain right now in the next couple of hours, as well. now i want to show you the forecast animation for wind throughout the day. so basically by this afternoon we could see winds of 40 miles per hour over that at half moon bay, 34 miles at san francisco, and again even more at sfo. and this will continue overnight until tomorrow morning. that's when the winds kind of die back down. sierra snow, the winter weather advisory is up throughout the day. we can get a foot possibly at the highest elevations and, again, plan on delays and chain controls. highs today on the cool side. mainly in the upper 50s for most everybody. it's going to be super cool tomorrow, as well, with the clear skies. temperatures in the 30s and low 40s. so here's the accuweather seven-day forecast. we've got the heavy rain at

the heavy rain will be moving in in the next hour or so. so heavy at times temperatures on the cool side, in the 350's. now the rain and the showers will taper off late morning but by this afternoon get ready for the wind. it will be very gusty out there. temperatures will stay in the 60s and it will be windy through this evening. i'll let you know when we can get some relief and how much rain to expect in your neighborhood. carolyn. >> frances, thank you. let's get back to the top story. the terror attacks in paris. france under a state of emergency this morning. we know at least 129 people are dead. more than 350 people are injured. 99 of them in critical condition. french president francois hollande vows a verse i less war on isis. the extremist group claimed responsibility for the six separate attacks on friday, involving three teamsful terrorists. police arrested the family of one of the suicide bombers and made three more arrests in

belgium. belgium officials contained 7 people linked to the attacks. the fbi is sending a team to paris to help with the investigation. cal state long beach will hold a vigil this afternoon for nohemi gonzalez, the 22-year-old who died in the attack at a restaurant in paris. she was studying abroad. news of the attacks spread quickly in the bay area. people have been anxiously trying to reach loved ones in paris. the first flight out from paris to san francisco landed yesterday afternoon. abc7 news reporter katie was there. >> chaos on the streets of paris as people tried to make it to safety. >> there were no many conflicting reports in those early hours that we really just all kind of huddled inside and wait today find out what was really happening. >> san francisco resident karl jagr is one of more than 5,000 international visitors in the city for an air bnb conference.

forecast. abc7 news was in san francisco's north beach neighborhood yesterday for the opening of the reconstructed joe dimaggio playground. named after one of the bay area's most iconic figures, who also grew up in north beach. the two acre part has new tennis courts, lots more seating and an expanded picnic area, thanks to the new neighborhood parks bond passed in 2012. they received $6.3 million for the renovation. they were out there playing yesterday but rain today if they get out. >> rain today for the next few hours but it will start to clear this afternoon. although the heaviest rain you can expect it and see it right now, look out for ponding on the to roadways like here at the bay bridge toll plaza. i'll let you know how much rain you can expect in your neighborhood and get ready for the windy afternoon. i'll tell you will all about that coming up. >> thank you, frances. also ahead, andre iguodala sends
