hours. so the heaviest rain right now moving just north of san jose into livermore and 580, could be a tough ride there. but it's going to change pretty quickly over the next few hours. live shot here of roof camera shows wet roads that will be heavy at times but it will start to tape he were off late morning. temperatures in the 50s right now. this afternoon we will see peeks of sunshine, fewer clouds and then the winds will really kick up and that will make it feel cooler than the upper 50s to low 60s. and i'll tell you more about the snow forecast in the sierra coming up in my next report. >> frances, thank you. france is under a state of emergency in morning and paris is reeling after friday night's terror. investigators are still looking for the origin of the attackers. here's the latest information. officials have confirmed at least 129 people are dead, more than 350 are injured, 99 of those in critical condition

after a series of six attacks across paris. officials found a syrian passport and have identified one attacker. isis has claimed responsibility. police have found a second car the gunmen used in a paris suburb. ak-47 machine guns were inside that abandoned car. to pep frances spoke out about the tragic events today, offering his deepest sympathy know saying he is close to the families of those who lost their relatives. [gunshots] >> armed forces were in a gun battle with the attackers outside the concert where dozens were killed. it's one of the six terrorist sites. abc news reportert marcy gonzalez is in paris with more about the victims and the arrests made. >> good morning. >> the fbi now sending a team to paris. you see the scenes are barricade off. authorities have identified one of the killers has a 29-year-old man who grew up just 15 miles from here.

broad. >> i feel lost, sadness, and it was my only daughter. >> isis claiming responsibility for the calculated attacks prosecutors say were carried out as seven heavenly armed terrorists wearing identical suicide vests. all now dead. members of one of their families detained today here in france. police also making several arrests in belgium. trying to track down everyone with links to what the french president hollande calls an act of war. >> other popular tourist destinations are shut down as the country continues to mourn. in paris, marcy gonzalez, abc7 news. >> as marcy just mentioned, one of the victims in the paris attack was a 23-year-old american woman who was a opportunity student at california state university-long beach. nohemi gonzalez was studieding abroad. she was a senior. melissa mcbride from our sister station in los angeles to and with her family.

>> we will miss her beautiful smile and common sense. she was something else. >> sandra is trying to accept the death of her niece, the 23-year-old student. nohemi gonzalez. she was killed in a paris terror attacks. she was at a restaurant when gunmen opened fire. they said she was shot in the stomach. >> it was confirmed. we were all in disbelief, hoping it was not true and she would show up in the rubble or something, you know. not dead. >> cal state long beach officials say gonzalez was with two other students when the attack was carried out. >> one of her friends did see that she was shot by the terrorists, but was able to flee. she did see nohemi was carried away in a stretcher. >> she was spending a summer abroad in paris studying industrial design.

here in long beach she was well-known in her close-knit program. >> she's extremely lively, extremely energetic. there was no shortage of anything you couldn't ask her to do and she would be there for the department and for her classmates. >> gonzales was on track to graduate from long beach state. her aunt said she was an accomplished caring and giving person. >> she will also always being my mimi. she will be everybody's mi-mi. the twinkle in her eye that just shows you up all the time. we are going to miss her. we are really going to miss her. not going to be the same. >> on sunday afternoon students and faculty will gather for a vigil to mourn the passing of gonzalez and the other victims at the paris attacks. in long beach, i'm melissa mcbride, abc7 news. >> 5500 miles may separate us, but people in the bay area showed up last night to symbolically bridge the gap between two sister cities, paris

and san francisco. abc7 news property sergio quintana spoke with the people at the vigil and he has this story. >> people held candles and they wrote out messages. these two from daly city fondly remember one of their first trips to paris to. it's where he proposed. >> everybody loves paris, whether you have been there or not. it's just that kind of a beautiful lighted city. our sister city. >> this is an international crowd expressing global solidarity. >> a beautiful city but i think is it can happen anywhere. innocent people going to a concert or restaurant. >> many are french exchange students. they are here to feel a little closer to home. many spent the last days combing through social media to make sure friends and family are safe. >> on facebook there was like an application that people in paris had to put i'm safe, i'm safe, on my phone.

sky 7hd shows several of them being put on stretchers. abc7 news reporter melody be -- melanie woodrow spoke with the bus driver's wife. >> she said her husband doing okay. she asked me not to release his name. she tells me he has a broken ribs, a scratch on his head and a fractured ankle. i asked her what happened. she said her husband said the tour bus's brakes were not working. the because was stop and go all day. he told her he was trying not to hurt passengers when he crashed into the scaffolding. we are getting a look at video that shows the terrifying moments the series of accidents dan. >> you can see the tour bus hit a bicyclist. he then hit several cars and another tour bus before crashing into scaffolding. approximately 30 people were on board.

estimates are as many as 20 were injured. seven of the most seriously hurt remain at san francisco general hospital, including the bus driver. according to hospital officials, four patients are in critical condition. two in serious condition. they have facial and head injuries, as well as fractures and injuries to internal organs. >> it had to have been terrifying. >> brian is an attorney who won a verdict against another tour bus franchise friday after his client was injured on an upper deck. >> as our verdict was being announced, we were getting news stories about this story happening up here. >> the investigators will look at everything, from the driver having a medical issue to being under the influence or some kind of bus malfunction. he believes tour buses should be lower. >> putting people 13, 14 people in the air, completely exposed is just not safe. >> abc7 news left several messages for the owner with employees at the columbus avenue location.

[chanting.] >> this is one of the wildest city council meeting in recent memory. earlier this month in almeda, things actually turned physical and bloody over rising rents. the city council ended under voting for a rent cap and an eviction moratorium. that should have been a victory for renters, but now that the actual violence is over, some that say a landlord just found a new way to punch them in a gut. abc7 news anchor reggie has the details. >> the almeda public works director broke a hip. the man he scuffled with ended

up in cuffs with a bloody face. the result of this landlord versus renters meeting. a moratorium on certain rent increases and no-cause evictions. so what is this about? >> we have to stop the evictions. >> the eviction notice said he and his family have to leave in january just after the city's 65-day moratorium ends. >> it's really hard to look for a place now. i mean, double people or double rent. >> it's the same eviction notice for everyone at bay view apartments. the new landlord said he needs to renovate. >> we say rescind the evictions. they should be allowed to stay in place while the necessary repairs are done. >> this is exactly the story some council members were trying to avoid this month when they voted ford a moratorium. >> it is not moral. i think it is not just. and i think it's abhorrent they

and usually we get higher-than-average rainfall in november during a very strong el nino year, which is what we are starting to see. so hopefully that's a good sign of things to come. live doppler 7hd showing you the last few hours, some heavy rainfall moving through the bay right now. but as you notice, it's quickly exiting our system, as well. so it's moved through the bay, it's heading in toward the east bay right now as we zoom in. some heavier rainfall with orange and yellow there along 580 into livermore. then we head south toward monterey bay where we are picking up some heavier rain, as well. and also, the thing you need to look out for today is the very gusty winds. that will continue until 10:00 tonight. we are talking about gusts up to 50 miles per hour along the coast and around the bay shoreline. and, of course, this makes it very dangerous because it creates a huge potential for

downed trees and powerlines. so be extra careful if you are driving across any of the bridges dodd and near the coast. also, to and from sierra, it's going to be a tough drive with the winter storm warning in effect until 10:00, as well. we could see up to a foot of snow in the higher elevationings and even a foot and a half at the very highest peaks. expect travel delays today. definitely bring your chains, bring a lot of patience. if you can hold off, the drive tomorrow might be a little easier. a live shot from the exploratorium camera. the low clouds bringing us rain. most temperatures in the low 50s right now. san francisco 53. oakland 54. mountain view 52. san jose 53. morgan hill has been on the cool side this morning at 48 degrees. and live shot over sfo. again, we are tracking the delays. they haven't reported any but we will definitely see some very gusty conditions at sfo. it's going to be a rough ride for people on any flights today. brief, heavy rain for the next

couple hours tapering off to showers by late morning. it will be a very windy and cool day. then warmer days are headed midweek where we will be closer to average. forecast animation shows that even if the next hour we will see most of the heavy rain move already east heading toward sacramento, stockton and east of san jose and the hills. we will see a few spotty showers mainly in the south bay. by lunchtime we see some clouds, as well. then the winds pick up and we see more by the average. rainfall amounts, half-inch for most everybody. this is all happening in the next few hours. so .46-inch in san francisco. wind gusts, ag just want to show you how windy it will be this afternoon. and our animation shows that we can possibly get close to 50 miles per hour along the coast. notice how the winds will be coming from the northwest. that will make the drive especially difficult across the

bridges. so be extra careful, especially if you you have a minivan, something tall. highs today will be on the cool side. they will being only in the upper 50s to low 60s and it will feel colder than that because of the brisk and blustery conditions. and then with the clearer sky but cool air, overnight lows will be in the mid-30s in? of the valleys and 40s around the bay. so it is going to feel really cold tomorrow morning when you head to work. so again, rain early right now. tapering off to showers. very blustery this afternoon. then warmer midweek but we will have some very cool mornings to deal with. >> very thorough. thank you, frances. up next, one man's persistence seems to be paying off. the unusual way he got an nfl team's attention.

>> welcome back. we are starting this half-hour with a look at the weather. we have some rain. here's meteorologist frances dinglasan in for lisa argen. >> hi, carolyn. good morning. quite impressive rainfall right now. you can see live doppler 7hd, you see the areas of red and orange is where we see the heaviest rain and we are seeing it move through the bay area heading east over the last past couple hours. had some heavy rain up toward santa rosa and even fog reported there. and also in hayward i want to zoom in and show you heavy rain, pockets of it right now near south san francisco along 101, through san mateo, heading across the bridge a live shot from the roof camera shows you windy conditions, as well. you see the trees blowing and the flags flo blowing. we have heavy rains at time in the next few hours. and cool numbers as well in the 50s. by this afternoon winds will really pick up. it will be very blustery and uncomfortable. notice mao temperatures don't change much. upper 50s to 60. the winds will continue into the

weather today. frances is here for lisa. >> it's been very exciting the last couple of hours. seeing some heavy rain move through. live doppler 7hd showing some of the heavy rain with orange and yellow, as it is sweeping east right now. but just in the last couple of hours, to give you an idea, we had .4-inch in santa rosa. over .2 in san francisco. and we hopefully will get up to half-inch for many areas around the bay area in the next couple of hours. that should be our total. here's a look at it right now as we freeze it. so you see some of the heavier rain moving east, already south of stockton, east of gilroy. but as we zoom into the bay area you will find heavier rainfall right now towards oakland and across highway 92. the san mateo bridge and also hayward where we had fog as well this morning. ears a live shot of the san mateo bridge where we are finding some of the heavier rain falling right now. you want to be extra careful

across the bridges today. it will be very windy and, of course, look out for ponding on the roadway. temperatures are mainly in the low 50s. santa rosa at 52. napa 53. novato 54. fairfield, concord and livermore also at 52 to 353 degrees. and this live shot of mt. tam makes you want to stay home this morning. you see the winds blowing and it is cloudy and cold out there. more low 50s through san francisco. oakland, mountain view and san jose, morgan hill cool at 4. and half moon bay 52. from the exploratorium camera you see some drops on the camera as we look out towards the bay. we will get more rain the next couple of hours. here's what you need to know. it's actually going to be brief, the heavy rain, just for the next couple hours. it will taper into showers late morning. hold on to your hats, a very windy day and it will feel much colder. warmer days, closer to normal by

midweek. in the next hour we will see a lot of the heavy rain already push east. we could still see spotty showers more toward san jose and south and monterey bay this afternoon. we will see peaks. sunshine, but the winds will be very gusty, and that's what's going to make it feel a lot colder. so rainfall amounts in total by 9:00 this afternoon, we are still expect to go hit about half an inch in most areas. a little bit more in novato. and just under that in san francisco and in san jose. so next couple of hours we will be keeping an eye on the rain for you. wind gusts, check out the forecast animation. 30 miles per hour right now along the coast during the morning but notice by this afternoon closer to 50 miles per hour, the winds will be coming from the northwest, making it a difficult ride across many bay area bridges. richmond, san rafael down to the dumbarton bridge. and the wind advisory is in effect until 10:00 tonight mainly along the coast and around the bay shoreline with

gusts up to 50 miles per hour. this creates a huge potential for downed trees and down pair lines. so be extra careful driving the area. winter storm warning also in effect until 10:00. up to a foot of snow in the higher elevations, even a foot and a half. travel delays likely, chain controls expected on highway 50 and i80. and temperatures today on the cool side mainly upper 50s, low 60s burks it will feel colder than that because of the blustery wind conditions. chilly overnight with some valley temperatures dropping into the mid-30s. so here's the accuweather seven-day forecast. look for the heavy rain to end soon. showers continue in the morning, but then a very blustery and windy day. not fun to be outside. everything changes tomorrow. we will see blue skies, warmer temperatures midweek but cool mornings, thank you, frances. it belongs in a galaxy far, far away, but instead you will find it in the sky over an east
