8:49 am
attacks, the white house said they know of no specific and credible threat but the state department has issued a global alert for americans traveling abroa abro abroad. pierre thomas tracking it. what exactly is contained in these bulletins? >> reporter: as you say, no specific credible threat to the homeland, but they lay out that there are a pool of people here who are isis sympathizers who could try copy cat attacks. so law enforcement is being told by the fbi and homeland security to be vigilant, to look for anything suspicious and to act on all credible leads. >> jon karl, we've seen more forceful rhetoric from the president this week. >> reporter: we saw him standing next to president hollande from france saying that isis will be defeated. he acknowledged that this group poses a serious threat to all of us but he said make no mistake, we will win, they will lose. much tougher rhetoric, george, but still no significantly different strategy towards defeating isis. >> that's right. the president has still ruled out ground troops, will not use
8:50 am
u.s. ground troops in the fight against isis and the french have also done the same. the u.s. strategy, the coalition strategy complicated by the shootdown of that russian plane in turkey. the president has just met with his national security team in the situation room of the white house. they've gone through many of the steps that are already being taken to protect the homeland from this threat posed by isis, the most serious threat so far, copy cats here in the united states, inspired by isis. and french authorities continuing to investigate those terror attacks now 11 days ago in france. one of the suspects still at large as the french and the belgians have cracked down hard on terror networks in both belgium and across france. states of emergency across the country of france. right now 130 people killed in that terror attack 11 days ago.
8:51 am
pierre thomas, there are always enhanced vigilance around the holidays as well. >> reporter: indeed, george. i think what's different here is that you have such a spaight of activity in europe that you just pointed out, the attacks in paris, the russian planed that was downed in which isis claimed credit for that, the beirut bombings. law enforcement is mindful and quite frankly, they know the american public has been paying particular attention to what's been happening in europe. i spoke with the amtrak police chief yesterday and she talked about the fact that passengers are nervous. they know that the public is concerned, so you're seeing the president today. i think he will try to reassure the american public as he did yesterday. also we are told that homeland security secretary jeh johnson will hold a briefing today to do the same. >> long lines at airports across the today, today one of the busiest travel days of the year.
8:52 am
tsa and transportation security authority also saying travelers should try to get to the airport early, at least two hours ahead of their flights. jon karl, the shootdown of that russian plane by turkey, the russians saying they now believe it was a deliberate act. >> reporter: that's right. the big concern here at the white house is that this will lead to an escalation of the conflict. turkey, of course, is a n.a.t.o. ally. with the russians talking so strongly about the need to have serious consequences as a result of this shootdown, the concern is that it could spiral out of control. of course, the united states has been urged by france to work with the russians in the battle against isis in syria. that was the message that president hollande brought here. much harder to work with the russians when the russians are on the verge of potentially a conflict with one of our n.a.t.o. allies, the key to this fight. >> of course there's so much frustration with russia because
8:53 am
even though they've started their bombing campaign in syria, they seem to be going more at the moderate opposition to president assad than isis itself. >> reporter: according to the pentagon, the vast majority of the air strikes that russia has taken in syria have not been on isis target but on the opposition, including opposition groups that the united states has helped support and helped train. so a lot of frustration with russia. the message from the president yesterday is we are willing to work with the russians on this, but russia has to work with us on a political transition in syria and has to show that they are truly going after what is the threat here, the threat is isis, and long-term, the threat -- the real solution to the threat is a political transition to gets assad out of power. >> pierre thomas, for the last year homeland security officials have been telling you how fearful they are of the threat here in the united states and they've cracked down hard on americans seeking to travel to syria. >> reporter: they've arrested
8:54 am
more people who have tried to support isis. also they've uncovered a few plots in which people were planning to do harm to americans here inside the united states. i think the thing that they emphasize over and over is that isis, unlike al qaeda, has used social media to reach out to people on their smartphones, on their tablets, urging them to, as the fbi director said, kill, kill, kill. the concern is that some unstable, troubled person will take that message and finally act on it. i think that's why you're seeing so much additional security coming up to this thanksgiving holiday. in fact, all that spaight of terror in europe, as one official said couldn't have come at a worse time. this is the period of time in the u.s. when you have the most people out shopping, the most people at airports, the most people on trains. >> lone wolf is a big concern here, but that terror threat in paris turned out to be far more organized than people believed possible. >> reporter: exactly. law enforcement officials have
8:55 am
been pretty adamant this week that they have no evidence that isis has been able to export a cell like that inside the united states. they don't think they've been able to do that. again, they will also tell you they don't know what they don't know in terms of whether someone could have sneaked into this country, but they feel like the threat is primarily, again, people inside the united states who have been consuming the isis social media campaign who then might do the copy cat style attacks. >> and jon karl, even as the president's rhetoric has become more forceful this week, still no wholesale change in strategy and resisting the kind of moves called by others including his former secretary of state, hillary clinton, to impose a no-fly zone in syria. >> reporter: he's been explicit in saying that what he wants is an intensification of the strategy, not a change in strategy. even that intensification doesn't necessarily imply more u.s. effort. what they have talked about here at the white house is getting our european allies to be more forceful as a member of this coalition, going after isis in syria, but you don't see any
8:56 am
talk of anything more aggressive from the united states. the president has been explicit in ridiculing the idea of a no-fly zone. he points out that isis doesn't have an air force. this is one of the key planks of form secretary of state hillary clinton and something many republicans have called for, but the president's made it clear that is not something that he sees as advisable and certainly not something that he's going to do. >> this has become of course fodder on the campaign trail not only for secretary clinton but the republican candidates for president. but even though they're quite critical of president obama, only one, i believe lindsey graham, is calling for extensive ground troops right now in syria. >> reporter: that's right. most republican candidates said that they don't want to see a ground invasion of any kind from the united states. they have said though that it is a mistake for the president to come out and explicitly rule out any ground troops and when the president announced just a short while ago that they were sending 50 special operations forces into syria, this was an idea
8:57 am
that was criticized roundly by republican candidates as being laughably ineffective and potentially counter productive to have only 50 u.s. ground forces going into such a dangerous environment. >> and the president has also continued to speak out strongly, including yesterday with francois hollande, the french president, against the idea of those who are saying that we should put a pause button, put a hold on syrian refugees coming into the united states. >> reporter: and they've pointed out by the way that the french have not put a pause on syrian refugees. president hollande has made it clear that france will go forward with their plan to allow some 30,000 syrian refugees to come into france. the president has his plan to bring in some 10,000 to the united states and has made it clear despite any calls from congress, including some calls from some in his own party that that should be stopped, he says there is already thorough screening of all syrian refugees
8:58 am
coming into this country, far more than any other foreign travelers to the united states. they are not a threat, and he says it is our moral obligation to welcome at least some of the syrian refugees in the united states. >> pierre thomas, that is in contrast, any syrian refugee has to go through the united nations and then get some screening from the department of homeland security, but one of the bigger concerns now of homeland security officials is the possibility that potential terrorists could come in through europe on this veez va waiver program. you don't need a visa for most european countries. >> reporter: exactly. if you look at the so-called person who was behind these plots who helped develop the plot in paris, he was able to apparently go from syria and come back into france undetected. that's the issue. people from europe, france, great bring, other countries, could go into syria, come back, not be known, then travel to the united states. that's the serious problem given the high volume of people coming from europe to the united states
8:59 am
all the time. >> the other concern is that this cell which was quite elaborate organized in belgium, some travel back and forth from syria, was at times able to go dark and undetected, not only to travel undetected but to create these suicide vests, to organize themselves without the police catching any wind of it. >> reporter: right. it's not been officially confirmed yet but the dhs fbi bulletin that was put out yesterday did mention that they believe that one of the cell phones recovered in connection with those raid did have inkripgs on it. that allows terrorists to operate in the dark where law enforcement and intelligence would not be able to pick them up. huge, huge issue. george, i think the bottom line here is that law enforcement now knows that the terrorists have figured out that small scale attacks using handguns and rifles can do a lot of damage. >> apparently the president's meet with his national security team is going a bit longer than we expected. we're going to take a quit
