supposed to do. my job is to go in there and -- people don't call the police because they're having a great day. they call because there is tragedy going on. this is tragedy i've never experienced and i don't most officers do. and so we had to deal with it and try to bring calm to the chaos going on. so just knowing we resolved it quickly but there is so much tragedy left behind. there are many families during this holiday season that are going to have to deal with the tragedy left behind by this senseless act of violence. that is a little tough to deal with. >> talk about the panic in the faces. how do you deal with that? what do you say to calm them down? when you, yourself are going

through a chaotic situation? >> you have to be clear in your orders. the initial 50 people did not want owe come to us. they were fearful and in the back hallway area. that heightened my concern and my fear that potentially, the suspects were in that hallway, holding them hostage and waiting for us to enter into the hallway. we had to tell them several times, come to us, come to us. and ultimately they did. and once that first person took the motions forward, it opened flood gates and everybody wanted to get away from that as quickly as possible. so we can't panic in those situations. these people have dealt with enough. the last thing they need to see are their police officers panicking. >> did you hear silence or screams? tell us about what you're taking in? >> extremely loud. fire alarms were going off.

there were people who were obviously injured and obviously in great amounts of pain. that was evident in the moans and wails we were hearing in the room. it was very loud in the room. we had fire sprinklers going off adding to the chaos. >> did you get a sense of what happened? >> we were -- my primary goal is to find out how many and where they were. and i was asking individuals, but, again, panic was obvious and apparent. we weren't getting a lot of further information in regards to that. >> did you find the bomb? did your team find a bomb? >> no. our team did not find any explosive devices. those were found later. >> was it a holiday party with

tables, chairs? >> that sums it up. yes. a fairly large meeting room. i noticed there is a christmas tree in there. tables were decorated for a christmas party. it seemed so senseless, here are people going into holiday festivities and now, we're dealing with death. >> you're just listening to the end of a news conference. mes were talking about their response yesterday to that mass shooting. >> that was lieutenant mike madden speaking. governor brown just arrived in california. >> when it comes to people who engage in these vicious, brutal acts, we'll spare nothing in bringing them to justice and protecting the people along the way. >> police searched the suspect's

home and found 12 pipe bombs, thousands of rounds of ammunition and proof he was planning an attack with his wife. >> the two suspects died in a shootout with police. relatives say they married two years ago. the fbi says she was here on a fiancee visa. they had a six month old baby whom they dropped off with a relative before the attack. the community is focusing on healing and remembering the 14 people who died. >> reporter: this is a town ruled by fear. people were told to stay inside. there was gunfire from three locations. businesses are closed. tonight, quite the opposite. a couple thousand people showed up for a ceremony, you can see there are candles and teddy bears and are here to remember the lives of 14 people and

others that were injured yesterday. they want to make sure the world knows they aren't afraid to show support. blocks where 14 people died they don't have answers on gun violence or terror. a man who lost his dad to a shooting decades ago offers support. >> i hope they find peace. >> strangers need to make sure 14 faces are noticed, as much as the couple police say took their lives. people like michael wetzel. >> there are six kids that lost their father. renee is a stay at home mom. they lost their financial support. and the kids are just finding out today. >> daniel kauffman's boyfriend dropped him off at work and for hours, thought he survived.

tv, dropped they were doing and started to cry. reporting live in san bernardino, abc7 news. >> thank you. and the coroner released names of all 14 people killed during that work place training event. the eight men and six women from southern california ranged from 26-60. among the victims, nicholas talaponos. sierra clayborn worked for county three years and damion means, a father of two who just started working for the department of environmental health. president obama said the nation must make it harder to carry out this kind of violence. but many agreed that it's unlikely congress will change anything, leaving it up to lobing yool governments to act. one bay area city is doing that. abc7 news reporter lyanne picks up our coverage. >> reporter: oakland will do

something only a handful of cities have done, they're doing this, they say, because they say congress will take no action despite yesterday's shooting. >> senator feinstein made yet another push to those known or suspected terrorists. >> if someone is too dangerous to board an aircraft, they're too dangerous to buy a gun. >> california bans most assault weapons and you can't buy large capacity magazines but there are no limits on how many rounds you can secretly have in your possession. the san bernardino suspects had thousands of rounds at their home and on them. two oakland council members will introduce an ordinance saying any magazine you possess cannot have more than ten rounds. >> we see these large capacity magazines because they don't have to reload. >> lieutenant governor newsom is proposing similar restrictions for california. san francisco had the ban in place for years.

someone. they found him walking, police say still, carrying the knife. a cell phone video investigators are reviewing recorded final moments. before the shooting, officers yelled "drop the knife" several times. they say he ignored commands and they fired bean bag guns. >> he doubled over one time. they strike him with a bean bag. they're very powerful. he would not drop the knife. >> the video shows woods walking as one officer moves to block his way. >> he moves towards the officer. the officer fires and others fire. >> suhr says his officers tried everything before deadly force, others disagree. >> you can see the young man wasn't lunging the knife at anyone. he was walking away. the officer got in his path. they opened fire. >> they actually killed my child. >> among them, woods says police could have easily overpowered

him. >> there was a better way of handling than to put 25 bullets in my baby. >> vic lee, abc7 news. a complicated chain of events in napa put a school on lock down and a s.w.a.t. team into motion. investigators say it began when a man went to the hospital with a gunshot wound. after that, police called and admitted someone admitted to shooting that person. police are still putting it together. but it was locked down this morning during the investigation. an elementary school lock down was lifted at 12:30. daily city police are searching for a mother who abandoned their 11-year-old daughter inside of a target store on tuesday. officers say the 34-year-old and her daughter tried to leave with a cart full of stolen merchandise. security guards stopped them. she grabbed her infant and took

it appeared military star armored vehicles played a key role yesterday, especially when officers surrounded the suspect's suv. here in the bay area there has been controversy over the use of those vehicles. laura anthony has the story. >> these situations can happen anywhere. >> reporter: police say san bernardino is a tragic illustration of why agencies need this kind of heavy equipment. it was a scene that played out on live television. >> the suspects were armed with rifles. >> lieutenant mcmahanis is with the san leandro police department which took heat for the move to acquire this, an armored bear cat unit. >> incidents such as this are
