11:18 am
just covered in the last 12-18 hours and facebook executives saw the posting on thursday, took it down and notified the f.b.i. shortly thereafter. on monday night, tuesday morning, before the incident, november 30th, december 1st, there was an incident at the cinema in downtown san bernardino at 4th and "e" and a gentleman described as afiring to be middle eastern came up and spoke to the security guards around the time the theater was closing. he was asking the security guard some questions of the movies and times and things like that, and the security guard thought it was odd. that person ultimate tly left in a silver volvo four door vehicle 2012-2013. we do not have a plate. the security guard thought it was year. shortly thereafter the security guard then noticed a red late 1990s dodge drying around the
11:19 am
area with another person that was possibly middle eastern in appearance and was taking some photographs in and around the theater. the security guard notified our police department and we got out, got there that night and we took a report and we put that out to all law enforcement in the area every law enforcement agency in the county, just simply a suspicious circumstances that were noted. that is all we had and then it was the regular channels where the locals were notified and doing investigative follow-up looking at video and that sort of stuff to try and determine if this was a real threat or to see if there was anything plate associated with the vehicle. at this." we have zero connection -- zero information that connects that with what happened at the regional center on wednesday
11:20 am
morning. i make that clear. as a result of what happened on wednesday, the police department is having every officer in the department, on 12-hour shifts so 12 on and 12 off for all officers and we will maintain that until we think it is present to stand down, we do not have credible indication to show that it is a throat. i wanted to address that because of what came out to imply we were hidingness. we are not heighting information from anyone. okay? lastly, i want to right now this is an official transfer of this investigation? terms of information and how it flows on this to the f.b.i.our y and the file my and the other federal agencies that are involved in this vex continue to walk shoulder to shoulder in the investigation and to make sure
11:21 am
we are doing the best job we can. in terms of information regarding the hospital, the home and red lands, the officer involved shooting that occurred this is an f.b.i. investigation and they will be the lead on information regarding that and myself and the sheriff will be lead talking about local safety measures and security. with that i will turn it over to the assistant director in charge of the f.b.i. again to the families of the victims, to the friends of the victims to remember, they are first in this scenario. we have victims who lost -- one gentleman lost six children, one baby lost a baby taking his first trip to disneyland next week and others did not have the chance to have that. all of the lives counsel asked
11:22 am
we offer our sincere prayers to those families. second, i stress the partnership you have seen this united front which is incredibly important for an investigation of this complexity, this is a very complex investigation and it is a very long-term investigation. my partner is here from the san bernardino sheriff deputy and the county sheriff and the san bernardino police department and the a.t.f. have been incredibly important in the investigation. we are lock step in this. as of today, based on the information and the facts as we know them, we are now investigating
11:23 am
digital fingerprints and we found two cell phones in a nearby trash can that were crushed the we have retained the cell phones and continue to exploit the detail. we hope the digital fingerprints left by the two individuals will take us toward their motivation. that evidence is incredibly important. i want to ensure that everyone understands just because the f.b.i. has now taken the-based
11:24 am
on the cases we are not taking it on our own, we will continue on the same path we have been with a a lock step operation with the partners. that is important. they are the protecters of the community. we have the mandate to investigation terrorism to its fullest citizen. we are working hand if hand with our other federal and local and state pans. we also are welcoming hand in hand with our foreign counterparts to ensure we find any connections that pertain to this matter. next i would like to introduce to you we have established a national task force line, i'm sorry, a national hot line i would like to invite the public to call if they have any information that pertains to this. i ask the public to please be judicial and make sure even though, if it is small, send it to us, please do not send us things that are obviously not pertinent. we have a lot of work to do. if you think in any form or fashion what you have to offer pertains to this party, please
11:25 am
call us and give us that information. it is important. that number 1 hundred 800-call-f bi. when you reach that number choose option four and that will take you to where you need to be in the call. i want to ensure the public that the local and state and federal law enforcement foes will continue to uncover every stone to ensure we have all the facts that pertain to the two individuals. i don't have all of the answers. i will take some questions.
11:26 am
connections between these to individuals, at least one, and other subjects of our investigation. [ inaudible ] >> we still do not have answer to that. so far, the answer is no. [ talking simultaneously ] >> is there evidence they were inspired by isis or assisted by isis? why have the answer to any direction. were they inspired? we do not know the answer. i'm aware of post you are asking about on facebook and i am aware of it and we are looking into it but we do future know the answers to that question. [ talking simultaneously ] i will not confirm that. at this point.
11:27 am
there are a public of pieces of evidence that have essentially pushed us off the cliff to say we are now investigating this as an act of terrorism. >> are there other suspects? >> i will not get into that today. >> there are no other suspects currently under arrest. it is possible this could be some in the future. we don't know. the computers of the home, can you talk about that? were they damned? and poe continually, for any investigators how important is potential information you can feigned on a hard drive or a cell phone? >> good question. some of the digital media was damaged as i discussed. yes, as i said from day one we are going down the path of, what was the president vacation for are attack? that will trillion us a lot. as important, if not more important, are there others
11:28 am
last knit we turned it over to the residents. when we are not in it we do not criminal. we listed turns seized and we have if give that out by law. when we executed a lawful search warrant we have to lebanon for the residents, a list that lists all of the items seized during the search. [ talking simultaneously ] >> with all of am fission they had do you believe they were planning a second attack? >> i don't want to speculate. it is a possibility. >> sir, you believe -- where -- were they acting independently? >> we do not know that. we are looking very carefully
11:29 am
into that. >> do you believe travel was part of this? >> the overseas travel? i don't know. he traveled overseas in 2013. >> remember, folks we are in day three, day three, and i don't -- we are barely two full days interest this so we will get this. we are not there yet. remember, all the resources you see back here is why we are utilizing all of those in partnership to try to find every piece of evidence that is out there from digital media which should lead us, hopefully, to motivation, to connections by phone or e-mail or figure like that to human intelligence that can give us some information. that is not a three day process. >> the cell phone that you found they desteroid where was that? >> i was told they were found by our investigators in a trash can
