been burglarizing vehicles throughout the bay area. >> reporter: the deputy district attorney all remember the ghost town gang of oakland. >> this particular gang seemed to target shopping centers, two in particular seemed to come up often. >> reporter: the mccarthy ranch in milpitas and stanford shopping center in palo alto, where electronics were taken. there were some 72 break-ins, which is what complicates the case. >> you have to figure out how these cases are connected. it doesn't take 21 people to break into a car. and yet, it looks like there's 21 people charged with breaking into the same car. >> reporter: he's concerned with the alleged connections to the ghost town gang as are family members to the defendants. >> that's not true. >> reporter: wanda abraham isn't sure if her son is involved in any of the thets, but just

because they live in oakland doesn't mean he's in a gang. >> that's just where we live at. >> reporter: some of the defendants were already in custody when these crimes were said to have occurred. however, there are conspiracy charges involved in this case. the d.a.'s office has yet to elaborate on those conspiracy charges. it has not said how the items were fenced once they were stolen. there are some 15 to 18 people that are in custody. they'll be making court appearances throughout the week. those people are scattered in different counties across the bay area. live in san jose, katie utous. >> san francisco's police chief says he'll ask again for his officers to be issued tasers after several shot and killed a man with a knife. cell phone video captured last night's confrontation between officers in the bay district. officers shot woods after he refused to drop a knife after being hit with bean bags.

coming up at 6 clock, vic lee will tell us about a new plan for officers to use body shields when they confront people holding knives. representatives from the white house were in oakland today to look at the police department's crime lab. the president's office of science and technology is making a two-day visit to analyze the use of body cameras. the white house team will study how oakland collects and releases data collected by body-worn cameras used by its police officers. they took target practice just days before killing 14 people. those details emerged today about the husband and wife behind the san bernardino shooting rampage. fbi agents also revealed today that evidence suggests syed farook and tashfeen malik planned last wednesday's massacre. part of the fbi's investigation now focuses on the couple becoming radicalized. >> both subjects were radicalized and had been for quite some time. now, how did that happen? the question we're trying to get at is how did that happen and by whom and where did that happen.

and we don't know those answers. >> reporter: 21 people were injured in the attack. six remain in the hospital. san bernardino county has increased security at the facilities that it runs. you're looking at a live picture right now from campbell. this is at the san andreas regional center. you can see people have gathered for a candlelight vigil to honor the victims of the shooting rampage. similar vigils are being held in san jose as well as salinas. they're being organized by the employees union. some of the victims were members. there's been an outcry of anger after donald trump called for a total and complete shutdown of muslims entering the u.s. this morning. trump's was aboard the uss yorktown about an hour ago. protesters chanting black lives matter were escorted out before trump made more comments that angered muslim groups. >> we're out of control.

warning for the entire coast. 15 to 18 feet means there's the risk of some dangerous and strong rip currents. be careful. current wave heights are 14 to 15 feet. closer look at that storm and the next one coming right up in a few minutes. ama, eric. >> sandhya, thanks. being careful is good for the sheer power of the ocean is on display. check out these pictures from pacifica where a high surf warning is in effect. it calls for 18 feet and rip current warnings from sonoma to monterey counties. >> let's go live to laura anthony. you can see those firsthand at ocean beach. >> reporter: the high surf means the ocean is providing us with quite a show. waves are breaking on top of waves with dangerous rip currents. down santa cruz, the conditions are perfect, though, if you're a really, really good surfer.

while others might stay away, big waves are a huge attraction for surfers in santa cruz. swarming the steamer lane where high swells. in san francisco's ocean beach it was more about looking at the unusual surf. >> they're just one on top of the other. >> reporter: kate lives just down the street and knows well what's out of the ordinary. >> it's been huge double overhead surf for days. i haven't seen this in quite some time. >> reporter: so large this was a day to keep a close eye on all who get near the water. >> we love coming to the beach. but she gets really wrapped up in kind of chasing the birds and skipping the sand, a wave came up behind her and actually got her to her belly and she was kind of unaware of it. >> reporter: according to the coast guard today is a good day to look but not venture too far

a nasty head-on collision in vallejo sent the drivers of both vehicles involved to the hospital. the debris field from the collision spread across sonoma boulevard. police tell us the driver of a pickup truck was turning left on a parking lot when a bmwt-boned him. the driver was ejected. his injuries are pretty serious. the driver of the bmw is also hurt and being treated at the hospital. the driver of a street sweeper walked away without injury after crashing his machine through a fence. edward moriarty tells us he tapped the brakes and the sweeper slid into the fence. no one was injured. northbound lanes of highway 101 in sausalito were closed for an hour this morning because of a serious crash. the chp says one vehicle rolled over near spencer avenue just after 11:00. at least one person went to the

hospital. lanes remain closed until crews were able to clean up oil that spilled on to the highway. a 7-year-old girl walked away with only a bruised hip after she was hit by a car in the san francisco crosswalk early this morning. police say the girl was riding her bike when the car made a slow turn into the intersections. the girl was wearing a helmet, her father was with her. the driver stopped and is cooperating with police. san francisco could become the first major city in the nation to wave bicyclists through stop signs as long as they slow way down. their proposal is being debated but the measure is not in favor. carolyn tyler joins us from city hall. >> reporter: hi, eric. those cyclists would still have to stop at all the red lights but the mayor, the police chief and other critics say they should obey all the rules of the road just like motorists. many san francisco bicyclists already do it, they treat stop signs as yields, rolling through the intersection. the proposal sponsored by

supervisor john avalos would make ticketing them the lowest police enforcement priority as long as the cyclist is behaving safely. >> that you slow down 6 miles per hour, look both ways. if there's a pedestrian, come to a complete stop to let the pedestrian go by. >> reporter: back in july protesters slowed traffic to a crawl to protest what they felt was a heavy-handed crackdown by police along a popular stretch of streets in the haight neighborhood. the pledge to focus on the five most common causes of pedestrian injuries including speeding and turning violations by cars not bi bikes. >> it's not very smart to invest officers' resources where people aren't doing harm to each other. >> the proposed ordinance would not prohibit police from going after cyclists who are clearly outrageous, but the mayor says

union. the shopper's then to take that -- or excuse me, there's an included check. it's for nearly $3,000. the recipient is to cash it, take $200 for themselves then using western union wire the rest of the money back to the se sender. the person who falls for this is responsible for the entire amount of the check. california federal officials are considering a retirement plan for private employers. some 7 million california workers are not currently saving for their retirement. under this plan employees would have access to a state-run fund that invests the employees' money in the private sector. >> the money comes out of the pocket of the employee, goes into this fund. if the market goes up, there will be a lot money for them. if market goes down, there won't be as much money for them. but under no conditions will it be like the defined benefit

you'll notice no rain up there, but this is going to turn green as we head towards wednesday. our detailed look in just a minute. and the camera looking across the bay there. we do see the cloud cover. 61 in san francisco, 65 oakland, 60 in san jose. mid-50s for half moon bay. a lovely view from our east bay hills camera. visibility is not a problem from this vantage point. novato 54, a live look, a hazy view of san francisco. dense fog against overnight tonight. rain in the north bay wednesday night. wet and windy conditions for your thursday morning commute. so that storm coming in is a two on the storm impact scale. expecting scattered power outage possibility, half an inch to an inch of rain. wednesday night we're looking at winds 25 to 31 miles per hour. these are gusts close to 50 at point reyes 3:00 a.m. thursday when you're sleeping you might get woken up by the wind.

winds are still going strong for your morning commute. and by the latter part of the morning winds will start to ease up a little bit. as far as rain, we are expecting most areas across the bay area to get anywhere from a half inch to three-quarters of an inch. wettest spots in the north bay could get up to half an inch of rain. this means a winter storm watch. long delays are likely. chain controls certainly going to be expected, so expect 18 to 24 inches over the passes and whiteout conditions certainly possible. you look at the resorts there, they'll be loving the snow. keep in mind, it will be difficult getting up there. if you do want to enjoy, you might want to hold off until the storm has passed. first thing in the morning, fog could be a problem for your commute. so allow that extra time. upper 40s to the low 50s. it will be slow going during the morning drive. then for the afternoon, pretty mild day in the south bay.
