one winery owner told us today, this is the life blood of the napa valley. but the discussion before the board of supervisors today in an industry that is already overflowing. >> calling for a total, complete shutdown of any further regulation. >> they represent some of the biggest names in the wine industry. one by one, they stood before county supervisors to voice their concerns about a proposed set of regulations. >> there's 46,000 jobs created by the wine industry. we bring $1.6 billion of revenue in because of what we all do. more regulation is going to harm this founding. >> we are the biggest employer in napa county. we create a very large tax base. wineries are already highly regulated and we don't need more regulations.

deceptive lablting practices. vendors have been working on this designation for about five years. >> there's a fight observe fields in san francisco tonight. a meeting could be standing room only. abc 7 news reporter is live in santa clara with more. >> alma, it should be passed at tonight's city council meeting. closed session starts in about 25 minutes. and that's exactly what's bothering members of the youth soccer league. they plan to use for broadcast and media operations during superbowl 50. they need to have access to the three full sized regulation fields starting next month. the league owns it -- actually, they know it needs to find another place for january and february. but managers insist they have no idea when they'll be allowed back on to the ground to play. they want to be a part of the discussion with the city and the nfl. the soccer leave also chooses the city of back door dealings with the 49ders, which the city adamantly denies.

>> alameda county's top prosecutor is teaming up with catholic charities to house victims of sex trafficking. live at the oak land cathedral as explained in this unpres dented effort. both organizations will raise money to open a safe house for exploited girls. they will get medical care and council at this place that most girls run away only get lessons on basic social skills. >> they problemly don't know how to make a bed, clean a house, that sort of thing. so we're going to be providing all of those types of services for them. >> about 20 girls will live at the center when it opens next year. >> as we prepare for more rain and el nino this winter, city leaders are getting more homeless people off the street. abc 7 news reporter is live at city hall with the story. chris? >> alma, this afternoon, city

council voted to declare what's called an emergency shelter crisis here in san jose. many believe it is a short term solution to a very long term problem. >> in the shadow of san jose city, belonging to the homeless with a well-traveled walkway. just a few blocks away, a similar scene plays out. >> we need to have a place where they can stay warm and safe for the night. >> robert agerei knows the feeling all too well. on any given night, 4,000 people don't have a home to call their own. >> today, the city council unanimously voted to declare an emergency shelter crisis which will suspend standards to allow homeless people to spend the night in public builtings. four shelters will open up across the city. a pilot temporary church shelgter program will also be developed. >> we're working with churches that are willing to take in homeless and we're going to waive all the permit

requirements in order to make that happen seemlessly. >> but some are still concerned. more must be done to ensure that rules and regulations are properly commute kated to the homeless, including what times they'll be open and how many belongings they'll be allowed to bring with them. >> that won't limit the details in the homeless situation. so we just want to make sure that those are done and done in an equitable manner. >> city leaders are looking at creating a city sanction homeless encampment. that was talked at meetings today. in san jose, abc 7 news. >> oakland's city council will meet tonight to decide whether to call a shelter crisis because of the overwhelming number of homeless people. and a san francisco supervisor wants to tackle a homeless problem by taxing tourists and the wealthy. one would raise the hotel tax by 1%.

menendez is in the school board live. >> this will likely pass ton. several school districts have given the thumbs up. some districts thinks they should focus more on math and reading than gang prevepgs. >> reporter: as sixth graders learn about u.s. history, schools could soon be making room for gang resistance and training program. this is a city which virtually has no gang-related violence. >> we don't have a problem because we take a proactive approach. we bring programs into the school system like this. >> the six-week course will be taught once a week by officers. the money for the program comes from the federal government. only fifth graders from two schools will take the class. cynthia chandler is against the

gusts of 45 miles an hour. the stormiest period, like i mentioned, thursday morning. so we are going to be seeing the wind kicking up. wind advisory 10:00 p.m. wednesday until 10:00 a.m. thursday. watch out for gusts 45-50 miles an hour. could take down trees and power lines around you. the wind gusts will begin to increase as we head towards late wednesday night. look at thursday morning at 3:00 a.m. winds may rattle your window. you'll notice a 44 mile an hour wind gust along the coast. 41 in napa. 31 san francisco. the winds will continue for 6:00 a.m., the commute time. so it is definitely going to be rocky. we'll need much more time for your morning commute as it will be slow goaling. the winds will ease up. tomorrow morning, it's not windy. it east just light rain in the north bay. you'll need the umbrellas if you work or live in the north bay. by 5:00 a.m. thursday, everyone will need the rain gear. sliding south, central bay at

7:00 a.m., into the south baby 8:00 a.m. and then behind it, skaterred showers will continue during the lunch hour. a short price for the evening commute and then the stam storm comes through at 8:00 p.m. thursday night. and then as we head towards your morning commute, we will still have some showers lingering. up until thursday night, we're looking a t rainfall totals, anywhere from 1400 to 64ths of an inch. could see over an inch in our wettest north bay locations. in the mountains, 4:00 a.m. to friday 4:00 a.m., expect white out conditions. major travel delays. i actually do not recommend you try to go out there during this time period. a burst of two feet of snow. 6-12 inches and a few inches will accumulate even lower than that. tomorrow morning, fog will be around, but very limited.
