there are uninvited guests in their neighborhood. >> reporter: these residents told us over the year, they've complained about their nightmare next door. officers did show up on several occasions but the people, and problems always came back. for residents of clara street, this fire was the final straw. it started in an rv on a property that neighbors have been complaining about for months. >> it was started from the camper next door. the people inhabiting the place are believed to be squatters. >> it left a fourplex gutted and extended family homeless. >> we've been calling the cops and the city about these people. the cops came around, but they don't do nothing. they look at us like what can we

it's mainly northwest, but moving into our direction swiftly. this is going to be a moderate storm. tomorrow, we'll see one inch of rainfall and gusty winds. 7:00 this evening, notice that by 2:00 a.m. rain will be developing over the north bay. then, by 5:00 a.m., we'll see wide spread rainfall. just an hour later we'll see steady rain moving into the central part of the bay area. by 8:00 we'll see it swinging down into the east bay and south bay. dan? >> thank you very much. this storm is not affected by el nino, but el nino is coming. san francisco leaders talked about a game plan to deal with the heavy rain and high winds that are expected. we're live in a neighborhood

>> preparing for the worst, local agencies are getting ready for el nino. >> protestors are jamming city hall to attend the police commission meeting which will review lethal force policies and stun guns. the protestors are angry about the shooting last week in the bay view. vick? >> you can see some of the crowd here. most of the people moved inside to the police commission hearing room. at one point, we counted maybe 200 people, maybe more and are being told that that is full. among items to be discussed, stun guns.

over the years, san francisco police chiefs, including greg suhr and george gascone tried to convince the police commission to approve tasers. >> maybe we need other tools in our tool box. that are short of deadly force. >> tasers like this one will be a center piece of the review of the policies. the police union president who supports tasers puts it this way. >> we're only one of two law enforcement agencies that do have tasers. >> they collected incidents from 50 agencies five years before they got tasers, then, five years later. he found a striking 600%

increase the first year police used them. that is about 40% more. his conclusion, police were using tasers too often. >> perhaps lack of recognition and once that happened, there is an adjustment to policy to mitigate some risk but not all. >> he found it surprising that tasers may have escalated where deadly force was used. vic lee, abc7 news. >> the violence on the streets of san francisco has gotten attention of the archbishop. he led a prayer vigil this morning in the mission district where hector salvador was shot and killed. he says more needs to be done to keep guns out of the hands of violent people and those with

december 9, today, the threat was left on a computer. the student is no longer at berkeley high school and young people who are there held a day of healing to talk about racism. >> we need you in this fight against racism. >> it was a message to berkeley high school students on a problem that is an issue here. >> i feel like we can't educate people unless they want to educate themselves. >> earlier a majority of students opted to go inside of the theater for a day of conversation and healing. they were the targets of a hate message. the message threatened to have a public lynching on december 9, today. >> i felt scared. i didn't know if it was going to happen. >> today's gathering was called

steven mcdowell was listed as the eight coolest kids we met in 2015. abc7 news introduced you to the 16-year-old and his water fence collection. it collects water runoff and stores up to 15,000 gallons of it. his science fair project turned into a company and solution to help deal with the drought. warriors are off until friday but it has the sports world just buzzing tonight. the team has 27 wins straight, dating back to last season.
