>> breaking news is happening in the south bay. sky 7 hd is live over the hazmat scene. this is the office of a muslim civil liberties group that has been evacuated because of a threatening letter with white powder that was sent to their office. >> right now, live, chris wynn in santa clara with the very latest. chris? >> reporter: just a very terrifying day for those employees out there. you can see the heavy law personnel. this is the bay area chapter, also known as c.a.r.e., is

located on the first floor of this building which also houses a number of other businesses. this is the san tomas commerce park on scout boulevard. at around 1:00 this afternoon, employees opened up an envelope that they received in the mail. the executive director told me that there was some sort of white, powdery substance inside that envelope. they quickly responded. at this point, it's unclear if the contents of the envelope are dangerous or not. at this point, authorities are not taking any chances right now. it's also important to know that this c.a.r.e. office is also directly across one of the largest mosques in the bay area. this threat is being taken very seriously, hence the major response. we're going to stay at the scene and bring you any more new details coming up on the abc 7 news at 5:00. reporting live, chris wynn, back to you. >> thank you.

a similar letter containing white powder was sent to c.a.r.'s washington, d.c. office today. authorities evacuated that building and quarantined seven people. tests determined the substance was not dangerous. the f.b.i. sent that letter to a lab for further testing. >> now we turn to our weather. it was a wet morning and another series of storms is moving in tonight. winds knocked over this tree. >> the rain and the wind left this mess. a downed tree and power lines blocked state road 116 at first street. there were spinouts, crashes, delays during the morning commute. look at this. oh, my goodness. gridlock. sky 7 hd showing the bay bridge toll plaza and slow goaling in san francisco, as well. >> we do have team coverage on the storm. we begin with spencer christian and an accuweather update. >> you just missed the drama.

we just had a trenching downpour here. you can see what's happening right now across the bay area. a line -- a wave of very stormy weather just swept through san francisco. continues to sweep through parts of the peninsula and over the east bay now. we have thunderstorm activity through napa county right now producing lightning strikes and back to the band of storminess that just swept through continuing to push out across the bay to oakland. now to napa we go. the storm cell moving through the san helena area. we have a high surf warning in effect until 4:00 tomorrow afternoon. right now, between 12 and 15 feet wave swells, but they'll be higher. localized flooding is possible tomorrow morning. high elevations in weather

spots, just under three inches of rain in the last two days. now, 2 2/3 inches. santa rosa, half an inch of rain continues to fall. we're going to have more waves, thunderstorms possible and some showers during the evening and nighttime hours. so it looks like the evening commute is going to be a messy one. some of these showers are going to continue into tomorrow morning. >> spencer, it looked like you were having a wrestling match. we'll have to check back in with spencer in just a little bit. first, a big time flood warning had a slippery start. >> live in palo alto to explain the new system and the grit it sent out this morning. >> alma, you see the levy topping sandbags behind me. it's just a temporary fix. major flooding in this area of palo alto, east palo alto and

menlo park is still possible. storms like today are helping calibrate the system so when major storms hit later this winter, the system is ready. >> the san francisco creek looks calm today. but the homeowner won't soon forget the flood of 1998. >> using technology in silicon valley. sort of in the forefront here. >> he signed up for the new flood warning system, put in place by the joint powers authority. spencer lined the creek. >> we'll give them about 1:45 warning. >> i think the text message alerts are the most useful part. so if something happens in the middle of the night, we won't wake up at 5:00 in the morning to realize there's water in the house. >> in this area, these homes are below sea level.

police have made an arrest in that brutal home invasion on tuesday. >> the house that was hit is just about half a mile to my left. police had a hunch that the suspect used this highway. but unbeknownst to the suspect, there's a camera right over there that led to his arrest. >> reporter: the home invasion happen tuesdayed afternoon. police say 18-year-old armani miller of oakland kicked in the

door, pistol whipped the nanny and drove off with stolen goods. the crime took place in front of the couple's five-year-old daughter. lucky for police, an alert neighbor saw what they believe is the car his acome police drove. >> an older model white lexus, two door, parked down the street and around the coronerer. >> reporter: plolice found the car with help from images from this camera. yesterday, oakland police found the black suv and they sat on it waiting for the robber to show up. meantime, orinda police sent out a bulletin of the white lexus. guess what happened. >> two hours later, that very same vehicle matchingmatching l plates, drove right passed the

across the bay through up around martinez, orinda. it's pouring over those areas where you see the yellows and the oranges. this is our beautiful east bay hills camera. a rather threatening looking sky there. you'll see showers and thunder continuing through the night and overnight hours. showers will diminished tomorrow. 5:00 this afternoon at around 8:00, more bands of showers and thundershowers sweeping through the area from northwest to southeast. around 10:00 p.m., we'll see a line of showers and thunderstorms reaching from parts of salono county through berkley, oakland, into the santa cruz mountains. continuing bands of showers after midnight tapering off a bit. as we start the morning commute, it will still be quite wet and possibly quiet stormy. but by midday tomorrow, we'll see partial clearing. now, additional rainful by about

that's our latest wave of stormy weather. we'll get more during the later hours of hourly rainfall projection calling for the heaviest rainfall around 7:00, 8:00 a.m. dropping off to just a couple hundredths of an inch. a couple spikes after midnight. it's going to be a wet night for much of the bay area. tomorrow, we'll see showers in the morning hours. maybe a thundershower or two during the early morning commute. by afternoon, somd sunny breaks and partial clearing. chances of rain over the next 7 days, 60% tomorrow, 50% saturday, 100% sunday, down to about 20% on monday and tuesday and wednesday will be dry, but it's going to turn sharply cooler dpuring the overnight hours and colder midweek next week. >> still ahead on abc 7 news at 4:00, a growing backlash to a new app being hailed as the next

an app being hailed as the next facebook allows kids to share pictures, messages and videos anonymously. that means adults can't log on. afterschool doesn't use names, but students and parents say it could be dangerous. >> it's anonymous. i mean, they almost feel welcomed to post inappropriate content. >> once in a while, you'll see a positive post. but, for the most part, it's kids hiding behind that screen and bullying. >> after school creators are working on that site to make it safer. >> tylenol may be ineffective against flu symptoms. and your job can make you smarter.
