he didn't check in with his probation officer in texas earlier this month. his disappearance comes weeks after video watching couch playing beer pong was posted online. the 18-year-old is not allowed to drink during his ten-year probation. and the d.a. is investigating the video. his probation officer would have tested him for drugs and alcohol at the appointment he missed. authorities say they also can't find his mother. couch's parents who are millionaires, allowed him to stay alone in their 4,000-square-foot mansion, when he was 16. that's when he drove his friends drunk and killed four people. he never spent a day in jail. >> my fear is, he's gone. we know what kind of resources and money this family has to get out of town, maybe get out of the country. who knows? >> reporter: if authorities do find him, he may just end up behind bars after all. ryan owens, abc news, los angeles. >> thanks so much, ryan.

abby wambach played her final game. there were tears in the locker room after the match when she realized her storied career is over. those are some of our top stories on this thursday, december 17th. welcome. welcome. we begin this half hour with a first of its kind. a terror bulletin. >> the department of homeland security, jeh johnson, announced that the new bulletin warning americans that individuals inspired by terrorist groups could attack anywhere at any time. abc's bazi kanani has the latest from washington. >> reporter: it happened in chattanooga, tennessee, texas, and san bernardino, california. >> the reality is terrorist-inspired individuals have conducted or attempted to conduct attacks in the united

states this year. >> reporter: homeland security secretary, jeh johnson, has a new type of warning for the attacks. the new bulletin talks of self-radicalized actors, who can strike public events or places with lilt or more warning. it's a new category in the advisory system, that replaced the color-coded system in 2011. johnson said, until now, the current system would only alert americans if there was intelligence, picking up a credible and specific threat to the homeland, which there has not been in years. >> this system has never been deployed. it's time we change this system. >> reporter: while the lower-level bulletin is a warning about general trends in terrorism, it comes with specific action to protect the country. >> the public should expect an increased presence of law enforcement across communities in the weeks ahead.

more stringent security should also be anticipated at public places and events. >> reporter: the new bulletin will be in effect for six months. and it says there are heightened concerns of threats and violence towards muslim americans. the latest terror attack has uncovered details about the couple that killed 14 people two years ago. fbi director james comey says they met in person and communicated online, using private messages to express their commitment to violent jihad. investigators have also found no evidence that the couple was being directed by terrorists overseas. and president obama is planning to visit san bernadino on friday, for a private meeting with shooting victims and families of those killed. he will not make a public appearance. he will then continue on to his family holiday vacation in hawaii. the victims of another domestic terror shooting are getting an honor from the navy.

moments after the fbi labeled the shooting in chattanooga this summer as inspired by terrorists, the navy decided to award the victims the purple heart. four marines and a sailor were killed and another marine injured at two military sites. there are new steps for the baltimore police officer, whose jury come to a verdict in the trial of the death of freddie gray. attorneys will meet with the judge today. they will discuss a possible retrial. prosecutors believe that retrial will take place. >> hung juries are not unusual. approximately 5% of all the criminal cases that are tried in the country result in hung juries. most of them are reprosecuted. >> groups of protesters hit the streets after the mistrial was announced. but there was no large-scale disturbances. freddie gray's family called for

calm after the announcement. two people were arrested. donald trump took some swipes at his republican rivals at a big campaign event in arizona. telling thousands of fans that he wouldn't mind it if jeb bush didn't endorse him if he becomes the gop nominee. that has been rumored. trump and bush clashed at tuesday's debate. later, during an appearance on abc's jimmy kimmel's show, trump talked about his proposal to ban muslims from entering the u.s. >> we have people coming into our country that are looking to do tremendous harm. you look at -- look at paris, look at what happened in paris. these people, they did not come from sweden, okay? look at what happened in paris. look at what happened last week in california, with 14 people dead. other people going to die, they're so badly injured. we have a real problem. there's a tremendous hatred out there. and what i want to do is find

out what it -- you can't solve a problem until you find out what is the root cause. >> trump also criticized the decision to spend $5 trillion on american action in the middle east. he said that money could have been better spent on education and infrastructure here at home. although he said that $5 trillion figure isn't confirmed. there's no actual figures available. he thinks it's somewhere around there. two interesting things, one, the detail about the san bernardino attackers, using private messages on social media is interesting. the vetting process comes under attack for not monitoring social media. >> it wouldn't have helped is what you're saying. >> it wouldn't have helped. and secondly, there's a good bit on jimmy kimmel, if you get a chance to watch it. he has a sidekick character, a character on the show. >> guillermo. >> guillermo, who came into the country illegally. and he says, donald trump, what about him? it was good tele. >> he was asking tough questions. he was poking fun. it was really good.

>> it was good. it was funny. and that -- one of the many amazing things about the trump phenomenon is, he says things that shocks you and makes you recoil. the next minute, you're laughing along and liking him. following donald trump is like watching a symphony. >> a symphony? i haven't heard that before. >> it might be a bit of an overstatement. >> some people might not be in the symphony. it is fantastic. i'm in the symphony. you think american politics are rough. spain's prime minister was punched in the head during a campaign appearance. he tweeted that he was okay. but you can see the mark. not sure why the 17-year-old punched him. but spain has one of the highest youth unemployment -- the kid take an iron to the guy's head? unbelievable. part of the reason could be, they have a high unemployment rate for youth over there. another e-mail embarrassment

for the obama administration. ash carter used a personal e-mail account for government business. "the new york times" reports that carter continued to do so after the flap of hillary clinton's e-mails began. the defense department says carter believes it was a mistake. >> i like the phrase "the flap"" the federal reserve is raising interest rates for the first time in nearly a decade. it shows the fed's confidence in the u.s. economy. the announcement sent stocks higher. the rates for consumer loans, mortgages and credit cards are likely to rise. but not by much. a snowstorm that dumped more than 30 inches of snow in the higher elevations of the rockies has moved on to the upper midwest. snowplows were out in full force. you see there in minnesota.

thursday. i'm reena ninan. >> i'm richard bacon. let's start in baltimore and the aftermath of a mistrial of a police officer accused in the death of freddie gray. >> protesters hit the streets when the mistrial was announced. there was no rioting. at least two people were arrested. the judge will meet today with attorneys on both sides to discuss the timing of a possible retrial. abc's bazi kanani has more. >> reporter: a new round of protests in baltimore. deputies forming a line around the courthouse, after a judge declares a mistrial in the case of the first police officer tried in the death of freddie gray. >> obviously, the legal process is flawed. this is about saving black lives. >> reporter: jurors told the judge they were deadlocked but he ordered them to continue deliberations.

yesterday they still could make no progress on a verdict on any of the four charges again officer william porter for the death of 25-year-old gray. gray died after suffering a spinal injury in police custody in april. his death parking weeks of violent protests. prosecutors say porter refused to put a seat belt on gray, when he was transported in the back of this police van and ignored gray's requests for medical help. >> i hope we do get a conviction somewhere because freddie is dead. >> reporter: whether prosecutors will force porter to take the stand again in a retrial is not known. some analysts speculate porter might be given immunity for his testimony against the five other officers who are also facing charges and whose cases might be affected by the prosecution's failure in this first attempt. in the meantime, baltimore leaders and gray's family are urging a peaceful response. >> we ask the public to remain calm, patient. we are confident there will be another trial with a different jury.

>> reporter: bazi kanani, abc news, washington. the case is moving forward in chicago against a white police officer in the fatal shooting of a black teenager. officer jason van dyke has reportedly been indicted on six counts of first-degree murder and one count of official misconduct. the shooting has sparked a firestorm of protests and calls for the resignation of mayor rahm emanuel over allegation of a cover-up. van dyke is scheduled to appear or return to court on friday, where he is expected to plead not guilty. and in ferguson, missouri, there's word that the justice department is close to an agreement with the city's police about making widespread changes in the department. such an overhaul could avert a potential federal civil rights lawsuit. the federal government launched an investigation into ferguson's policing practices last year after the shooting of 18-year-old michael brown and the subsequent weeks of violent protests. new details about the husband and wife terror couple

democratic presidential hopeful, bernie sanders, is lashing out at the gop front-runner. he used a visit to the mosque, just blocks from the white house, to condemn the anti-muslim rhetoric and hatred inspired by donald trump. sanders of attending a round table that included muslims, christians, and jews. supporting american muslims has gotten a professor at a christian college in trouble. larsha hopkins, a christian that teaches political science, was suspended by wheaton college in illinois. hawkins wore a head scarf and declared solidarity with muslims. administers took issue with her posting saying there are fundamental differences between islam and christianity. a passenger dispute forced the consolation of a flight bound for amsterdam out of houston. an elderly passenger alerted a light attendant of suspicious behavior by two men who appeared to be middle eastern. all the passengers were ordered off the plane. the two men and the two people

time following the rules again. 18-year-old ethan couch is missing. he didn't check in with his probation officer in texas earlier this month. his disappearance comes weeks after video watching couch playing beer pong was posted online. the 18-year-old is not allowed to drink during his ten-year probation. and the d.a. is investigating the video. his probation officer would have tested him for drugs and alcohol at the appointment he missed. authorities say they also can't find his mother. couch's parents who are millionaires, allowed him to stay alone in their 4,000-square-foot mansion, when he was 16. that's when he drove his friends drunk and killed four people. he never spent a day in jail. >> my fear is, he's gone. we know what kind of resources and money this family has to get out of town, maybe get out of the country. who knows?
