good morning. i'm marci gonzalez in for reena ninan. >> and i'm kendis gibson. our top stories right now that we're following on "world news now." the historic flooding turns missouri into a disaster zone. look at those pictures. hundreds of roads are closed including major highways and a section of the mississippi closed as well to shipping. at least 13 people dead. more details in a moment. the pentagon says u.s.-led air strikes in syria and iraq have killed a top terror leader with direct ties to the paris attacks. they say charaffe al mouadan was actively planning attacks against the west. the fbi is investigating the crash of a small plane into an anchorage office building. the pilot of that plane was killed and investigators say his wife worked in that building. she was not in the office at the time. and in los angeles an actor on the hit tv show "glee" has been arrested on child pornography charges. mark salling was taken into

custody after his home was searched. and those are some of our top stories on this wednesday december 30th. >> announcer: from abc news this is "world news now." good morning. we're going to start this half hour with the devastating flooding in missouri as well as in southern illinois. >> the mississippi river is expected to crest tomorrow morning. but already the big river and its tributaries are overflowing the banks. at least 13 people have died. abc's rob marciano is there. >> reporter: along the rising rivers in the heartland an army of volunteers in a race against time. dozens of people coming together to shore up that levee so that the mississippi doesn't flood kimmswick. parts of the town near st. louis already flooded. in union, missouri the mcdonald's surrounded by water. that gas station swallowed up by the river. more than 500 roads closed across the state. the coast guard even closing

parts of the mississippi river. the flooding in this region already claiming at least 18 lives. missouri's governor activating the national guard and warning citizens it's far from over. >> you've got at least nine feet of vertical water or more coming, so be safe out there. >> reporter: residents here along the bourbeuse river have evacuated but the water is beginning to recede slowly. as for the bigger rivers, missouri, mississippi, they have yet to crest. rob marciano, abc news, union, missouri. also flooding problems in central and southern illinois. two people drowned when they tried to cross a flooded area in their minivan. the car still hasn't been found. the three days of heavy rain have also damaged more than two dozen homes southeast of springfield. many roads are still closed there too. and it could be days before sewage flowing into a mississippi river tributary could be stopped. flooding disabled a treatment plant monday night cutting off its power. the entire plant could soon be

underwater. it's uncertain when the plant will be operational again. the plant has never flooded before. >> so clearly there's a mess all across this country right now. a lot of people are going to be paying attention to today's forecast. here's a look at your weather. turning colder in the flood zone with snow in and around the great lakes and in the rocky mountains. heavy rain from the gulf coast up to washington, d.c. >> 60s in atlanta and los angeles. 50s in dallas and washington, d.c. 30s in seattle and detroit. 20s in great falls, minneapolis, and kansas city. the search resumes this morning for country singer craig strickland who disappeared during severe weather in oklahoma. the body of strickland's hunting partner was recovered along with the singer's dog. here's abc's clayton sandell. >> reporter: people who love craig strickland and his music face a heartbreaking tune. strickland, the singer for

country band backroad anthem, is missing. he and his friend, chase moreland, along with strickland's dog sam were hunting ducks sunday on this oklahoma lake when their boat capsized. here in oklahoma the men faced tough conditions. that day the temperature never got above 36 degrees, and the winds were gusting at 45 miles per hour. moreland's body was found monday, just before the trip he tweeted "in case we don't come back," he wrote he and strickland are going through winter storm goliath to kill ducks in oklahoma. hashtag into the storm. teams using sonar are searching icy waters for any sign of strickland. his wife helen tweeting "we love you craig michael. come home." strickland's friends and family are not giving up hope. clayton sandell, abc news, oklahoma city. authorities say it was a pizza order on a cell phone that led them to ethan couch and his mother in a mexican resort city. couch is a texas teen who received probation instead of prison for a drunken driving wreck that killed four female.

-- four people. his defense had argued he was afflicted with affluenza. he was basically too rich. the mother and son will be returned to texas as early as today. there's been a significant step forward in the legal case of a chicago police officer charged with the murder of a black teenager in 2014. that cop is pleading not guilty while hinting that he has a story to tell about what led to his shooting laquan mcdonald. abc's alex perez reports from chicago. >> reporter: the chicago police officer seen in that now infamous video shooting laquan mcdonald 16 times, swarmed by cameras as he headed to the courtroom. >> no comment. >> reporter: inside jason van dyke pleaded not guilty to first-degree murder charges. >> he wants his story to get out so that people don't see him as this cold-blooded killer. >> reporter: the mcdonald video sparking weeks of protests, calling for chicago mayor rahm emanuel's resignation. now emanuel cutting his vacation short to deal with the fallout of another police-involved shooting. 19-year-old quintonio le grier

and his neighbor betty jones killed saturday when officers responded to a domestic disturbance call. legrier's father, who has filed an unlawful death lawsuit breaking down in an interview with cnn when he described his son's final moments. >> someone help my son. >> reporter: le grier's family says he had mental health issues. investigators say he was combative when officers arrived and jones was accidentally caught in police gunfire. and demonstrators bringing their call for mayor emanuel to resign right here to hesitate doorstep, protesting outside the mayor's house. alex perez, abc news, chicago. in the meantime over in cleveland the family of tamir rice is suing that city over the shooting of the 12-year-old by police. protesters took to the streets as well there over a grand jury's refusal to indict two white police officers for the african-american boy's death. those officers will face a departmental investigation that could result in disciplinary action including firing. activists are now calling on

lebron james to act, urging the cleveland native to boycott his games. twitter has updated its rules regarding abusive behavior and hateful conduct. the social media giant has been under fire for not doing enough to thwart isis propaganda efforts. twitter says it will not tolerate behavior intended to harass, intimidate, or use fear to silence another user's voice. those who violate the rules will have their accounts deleted. there is word of a major blow to delaware's economy. du pont chemical is laying off more than 1/4 of its workforce in the state. that's 1,700 workers. the chemical giant is cutting expenses before its merger with dow chemical, which hasn't been approved yet. du pont was founded in delaware 213 years ago. well, mcdonald's stock is soaring thanks in part to some menu changes. shares in the fast food giant are up nearly 30% for the year. hitting a record high yesterday. analysts say a big reason is

banks. >> residents have been ordered to evacuate. many businesses are closed. and sewage is spilling into a river near st. louis. abc's elizabeth hur has the latest. missouri. >> i'm convinced that we're doing the right thing. >> reporter: in the shadow of the famous arch the mississippi river is rising. an army of volunteers is struggling to fill sandbags to hold back the muddy river and countless others nearby. >> we're coming together as a family and working to get everything done pretty much. >> reporter: in some places it is already too late. the city of union under water, whole neighborhoods swallowed, businesses swamped. roads cut off. a similar sight playing out in town after town. and many rivers haven't crested yet. look at this bridge on the historic route 66. the water already touching the steel. more than 500 roads are closed across the state. parts of the mississippi river shut down to boat traffic. the governor activating the national guard. >> you've got at least nine feet of vertical water or more coming. so be safe out there. >> reporter: cross country, winter storms continue wreaking havoc.

u.s.-led air strikes have killed ten top isis leaders in syria and iraq over the past month. among those one man the pentagon says was directly linked to the leader of the paris attacks. a spokesman says that charaffe al mouadan was actively planning attacks against the west. dupont plans to lay off 1,700 more workers in the next few months in delaware. du pont will still have a major presence in delaware but with about a fourth fewer workers. the layoffs are expected to have an economic impact on delaware, where du pont was founded 213 years ago. all right. time now for your favorite part of the newscast, sports. there is still one week left in the nfl regular season. and the coaching carousel is already firing up. it got going yesterday when the eagles fired head coach chip kelly, who's been with the team for three seasons. kelly was criticized after several personnel decisions backfired. there were also reports of players meeting to express their frustration with the coach. of course it doesn't help that the eagles have missed the playoffs the last two seasons.

take a look at this surveillance video near tampa. this is 76-year-old jim lear. you see he dropped his wallet right there while grocery shopping and within seconds you see this guy come up and pick up the wallet. $300 later charged on his debit card. well, later a guy named ricardo ochoa found lear's wallet in a dumpster. he returned it, and it turns out there was $700 hidden deep inside that this bad guy didn't find. so lear rewarded ochoa with $100. and police are still looking for this dude in the white hat. >> i can't believe he just sees it and just walks away. >> just walks off. >> difference being if you go to whole foods, you lose your

good morning on this wednesday. i'm marci gonzalez in for reena ninan. >> and i'm kendis gibson. t minus two days until we're in 2016. unbelievable. we're going to get started this half hour with the historic flooding that has taken place right now in missouri. at least 13 people have died and thousands of lives disrupted by evacuations and closings. the mississippi river expected to crest tomorrow morning. but the water is already rising. >> at least one entire city, union is completely under water. more than 500 roads including interstates are closed. raw sewage is spilling into a tributary of the mississippi because of the treatment plant there was flooded. the governor has called in the national guard. >> we've got at least nine feet or more of water coming. be safe out there. >> portions of interstates 44

and 70 are either closed or about to close. the mississippi river itself is closed to boat traffic near st. louis. many barge operators, though, had already stopped operations on the river. >> mother nature really wreaking havoc all around. the same storm system brought winter weather to the northeast, and with it a travel nightmare as millions tried to get home yesterday from the holiday. there were dangerous roads, fender-benders, and plenty of short tempers. one man even pulled a gun on a snowplow driver. we get more now from abc's linzie janis. >> reporter: freezing rain, sleet, and snow, pounding the northeast, making roads treacherous. >> a lot of folks going nowhere fast. >> reporter: outside boston this truck rolling over. another jackknifing. some drivers caught off guard. >> what's happening is they're forgetting the limitations of the vehicle and the roadways with these conditions. >> reporter: in new york slick roads behind this fatal crash between a fedex truck and a black sedan, killing the car's 22-year-old driver. on long island this suv flipping onto its side. and the wintry mess crippling airports. >> we're currently stuck in boston.

sentencing his legal team claimed he suffered from affluenza, too rich and spoiled to know right from wrong. he got ten years probation. the break for investigators coming on christmas eve. a week after u.s. marshals released this wanted poster, saying that he was on the run in this black ford truck belonging to his mother, tonya, who was also missing. >> they'd probably driven that to the border and then crossed over the border. >> adding that before the fugitives set out often their 2,200-mile trek -- >> they even had something that was almost akin to a going away party before they left town. >> reporter: mexican authorities were alerted on december 26th and they got him. >> it's like a needle in a haystack basically. there are so many americans down there this time of the year. >> ate right there in the back. >> reporter: he ate at this restaurant. >> it's been really hard finding them. >> reporter: two months ago we tried to find couch, who wasn't looking to talk. >> you don't want to answer a couple questions? >> reporter: but couch soon surfaced again in this twitter video that went viral.

investigators telling abc news it appears to be couch at this boozy party, possibly violating his probation. sources telling abc news it prompted couch and his mother to flee, ditching his check-in with his probation officer. police escorted tonya and ethan couch out of the shabby $80 a month rental with their hands cuffed behind their backs. tonya faces up to five years in prison for hindering apprehension. ethan couch, just 120 days because of the texas law. he is still considered a minor. matt gutman, abc news, puerto vallarta, mexico. the chicago police officer charged with the murder of a black teenager has pleaded not guilty. jason van dyke faces six counts of first-degree murder for the fatal shooting of laquan mcdonald in 2014. his defense attorney says van dyke wants to tell his side of what happened, so he's not seen as "this cold-blooded killer." chicago mayor rahm emanuel is under enormous pressure because of the case. protesters calling for his resignation demonstrated outside of his house last night.

an actor best known for his role on glee has been arrested on child pornography charges. mark soling who appeared on the series for four seasons was taken into custody tuesday. authorities say they found hundreds of images on his computer. the los angeles police department obtained a search warrant for his home after getting a tip. to politics and the end of the presidential campaign for republican george pataki. the former three-term governor of new york announced the suspension of his campaign last night. pataki never really gained traction in the crowded gop field, and he had trouble raising money. he never appeared on the main stage either during any of the republican debates. a dozen republicans remain in the field. and of course the republican front-runner is donald trump, who is showing no signs of toning down his political battle against hillary clinton. in an interview on his plane late last night trump referenced former president bill clinton, saying hillary clinton has a major problem that happens to be right in her house.

into how an alaska airlines flight could have landed on an active taxiway instead of a runway. the 737 aircraft was flying from chicago to seattle earlier this month when it was cleared for landing and directed to a runway. >> alaska 27, maintain 5,000 to establish localizer. cleared now to approach. >> reporter: but that's not what happened. the plane cleared to land at a runway on sea-tac instead landing there. that's not a runway. it's a taxiway. luckily nobody was injured during the landing. >> the issue is not landing on a long strip of concrete. the danger is actually that somebody else might be on that taxiway. >> reporter: abc analyst john nance was an alaska airlines pilot for 20 years and has landed at sea-tac international airport hundreds of times. >> pilots for major airlines like alaska are certainly trained to recognize runway markings and taxiway markings. >> reporter: you can see the different markings here. the runway in white. the taxiway in yellow. both the faa and alaska airlines
