making news in america this morning, taking no chances on this new year's eve security tightening as the nation and the world begin celebrating the arrival of 2016. we're live in washington with the latest. dangerous, deadly flooding in the middle of the nation. rivers cresting, the warnings for everyone across the flood zone. bill cosby now awaiting his next court date. his attorneys promising a vigorous defense against sexual assault charges. >> on a lighter note president obama hanging out with jerry seinfeld. >> what's your most embarrassing president moment? >> the revealing answer and a little drive-around coming up.

and we do say good morning on this new year's eve. i'm kendis gibson. >> and i'm lauren lyster in for reena ninan. we begin with the world on alert as people around the globe prepare to ring in 2016. >> in new york city unprecedented levels of security in times square. other celebrations canceled around the world. abc's megan hughes has all the details. good morning, megan. >> reporter: kendis, lauren, good morning, the fbi and other officials have been sifting through potential threats leading up to today. now, they've expressed particular concern about the safety of americans overseas. in paris, the holiday street party will go on as planned but the fireworks diggs play has been called off. officials stressing the need for vigilance in the wake of november's attacks which left 130 dead. >> i was in paris the week after it happened and the thing is you can't let people like that dictate, you know, your lifestyle and your choices. >> reporter: this tourist is now

in brussel and the mayor there also called off the fireworks display, they arrested two in connection with the holiday plot. it won't halt celebrations at home. >> we are not aware of any threat at this time we deem credible. >> reporter: 1 million revelers expected to pack in 20 blocks. the nypd is deploying 6,000 armed officers there, more than ever before, to protect the revelers. >> only so much they can do. that's a lot of people. >> i really don't feel safe a anywhere. >> reporter: pasadena is weaponing for the rose parade, a top tier security event even before the san bernardino attack. more than two dozen federal agencies are joining forces with local police to protect the 700,000 people expected to attend. the vegas strip also on high alert with more than 300,000 people expected on the streets. police from coast to coast sharing a similar message. >> people should feel safe this

new year's eve because we're there. >> reporter: the new york mayor touting another secret weapon, a new task force, 500 officers working full time, on counterterrorism. kendis, lauren. >> abc's megan hughes live in washington. megan, thanks. the friend of one of the shooters in the san bernardino massacre has been indicted on federal terror charges. those charges against enrique marquez include conspiring and making false statements who he bought the guns used in the shootings. now to the flooding in the midwest which killed more than 20 people. the mississippi and other rivers expected to crest today but widespread damage already. many people have been told to evacuate. some had to be rescued. it's the worst flooding since 1993 but that was in the summer. >> flood in the winter is very dangerous. it's really cold out there. everybody keep a good attitude

ethan couch's mother is back on u.s. soil arriving overnight in los angeles after being deported from mexico. you see this video just coming in right now, tonya couch in handcuffs led away by u.s. marshals. in mexico a deportation hearing has been put on hold. at least for three days but it could take several weeks before the case is sorted out and couch is returned home. all right, to presidential politics now and donald trump is stepping up his attacks on the clintons. during a campaign appearance yesterday trump described clinton as his enemy and described the campaign as war. and the front-runner hurled his harshest attack yet at bill clinton. >> hillary doesn't have a clue. she has lower energy than jeb bush. i just have to turn off the television so many times. she just gaives me a headache. her husband is one of the great abusers of the world. give she a break. >> ted cruz who has been gaining in the polls against trump announced he raised nearly $20

million since october. >> and this big development from another spain. a main shift in strategy for the bush campaign. he has canceled planned advertising in the key states of south carolina and iowa. and staff members from the miami headquarters, they're now being sent to those states. bush a'sed eyebrows yesterday when he nicknamed the state north there hurricane katrina. that storm, of course, killed hundreds of people but the senator says she found it endearing and sweet. switching gears to hillary clinton, the state department is set to release nearly 9,000 pages of her e-mails today. she's been investigated for using a private server when she was secretary of state. at one point appeared the controversy might endanger her white house run. but clinton has rebounded with her poll numbers climbing. the final batch of e-mails are set for release next month. so get this. two key books from the nazi era will be more widely available.

the diary of anne frank could be published online as early as tomorrow. european copyright law dictates that a book become public domain on the first day of january, 70 years after the author's death and the copyright of hitler's "mein kampf" expires tomorrow, as well. that means it can be published in germany for the first time in seven decades. no winning powerball ticket was drawn last night so the jackpot grows to at least $334 million in saturday night's drawing. hey, but that doesn't mean there weren't winners. the winning numbers were 12, 36, 38, 54, 61, powerball, 22. five tickets sold in california and pennsylvania had five correct numbers. that is worth a million bucks each. a criminal investigation has been launched into the blue bell creamery's handling of a listeria outbreak. investigators want to know what blue bell executives knew about the outbreak and how they responded. contaminated ice cream linked to blue bell was linked to three deaths and dozens. illnesses. at&t is getting out of the two-year contract business. starting january 8th customers have to pay full price or in monthly installments.

a .before the statute of limitations expired on the accusations made by andrea constand, the former semple university employee claiming cosby, her former mentor and friend sexually assaulted her in 2004 in his pennsylvania mansion. >> mr. cosby urged her to take pills he provided to her and to drink wine. the effect of which rendered her unable to move, respond to his advanc advances. >> reporter: when they were first made they decided there wasn't enough evidence to pursue the case and they settled with him in civil court. incriminating statements he made in a recently released deposition in the case led them in part to re-open the criminal investigation. cosby admitting he given quaaludes to women but the pills he gave constand were benadryl insisting what followed was consensual. cosby's been accused of drugging and assaulting dozens of women

over decades but this is the first time he's been criminally charged. and cosby scheduled to be back in court on january 14th. kendis and lauren. >> marci, thank you. caitlin jenner settled a lawsuit in connection with a fatal traffic accident that happened in malibu last february. jessica steindorf was driving one of the four cars involved in the accident. terms of the settlement to be paid by jenner's insurance company were not discloseded. she cities faces two other lawsuits as a result of that accident. prosecutors say the woman accused of intentionally plowing her car into a crowd on the las vegas strip had pot in her system. they also say it's unlikely that lakeisha holloway will be charged with driving under the influence. one killed, dozens other injured. holloway's facing murder and child endangerment charges. a burst of turbulence hit an air canada jumbo jet from shanghai to toronto. at least 21 passengers hurt.

"no parking" signs are hung. at the water waterfront the fences are up stretching to the bay bridge. this is trying to keep tens of thousands of people safe as they watch the half hour fireworks show along the waterfront. there are a lot of ways to celebrate. kiss your date, pop champagne, release confetti, dance the fight away, all great options. setting off illegal fireworks is a way to begin 2016 behind bars. san francisco officials want to you know no fireworks, not even sparklers, are allowed in the city. oakland police say extra officers are own patrol and anyone firing a weapon or setting off fire works will be arrested. both cities wi
