37 petaluma, 39 pleasant town. it is cold, 3 to 14 degrees warmer than yesterday at this time. partly to mostly cloudy today í once again in the low to mid 50s. we will track the rain coming up. >> thank you. a bay area teacher has been accused of molesting a student. we are hearing from parenty#pz students who are stunned of the teacher's sudden arrest. police say it happened on the campus of fairfield high school. abc 7 news reporter alan wong has more. >> he taught honors chemistry and integrated science. >> reporter: andrea martinez says 27-year-old eric hankins was her chemistry teacher at fairfield high school. >> he got along with the students and talked to us a lot, too. he was really friendly. >> reporter: this was his first year at fairfield high but it didn't last long, hankins was arrested on new year's eve and charged with lewd and lascivious behavior is a 14-year-old student. police say it happened on campus

in early december. >> how does something like that happen on campus? that shouldn't be happening. >> reporter: hankins was placed on administrative leave until his arrest. >> two days ago i received an e-mail from another chemistry teacher saying that he is no longer going to be our teacher and he will be taking over for us. >> to know that someone was taking advantage of their privileges and rights as a teacher is disgusting. >> reporter: police also be searched hankins' home for evidence of an ongoing relationship with the student. the fairfield-suisun unified school district was unavailable for comment. meanwhile investigators are still asking the public for more information about this incident. in fairfield, alan wong, abc 7 news. this morning a man and a women are facing felony charges after a skinny dipping adventure at an upscale wine country hotel turned into a fight with police. just past midnight yesterday security at the wis inn napa hotel called police when they saw two people jumping the fence into their pool area.

witnesses say the two were drunk and vandalized the property. police say when they tried to stop the pair the man struggled with an officer and they used a stun gun to sub due him. authorities are trying to determine why a pedestrian that was killed last night was walking on a san jose freeway. the chp says the 65-year-old man was walking on the transition ramp from southbound 280 to southbound 101 when he was hit by at least one car. the incident closed two lanes of the connector for about two hours. the driver of the car was not injured in the collision. the chp says alcohol does not appear to have played a factor in the crash. also in san jose, a woman who was stabbed tuesday night in an attack that left two people hurt has died. sky 7 hd was overhead when police converged on the shopping center. police say several men attacked the couple at a carl's jr. restaurant. the woman was stabbed in the neck, the man still in critical condition. police made arrests in the

incident butñnggbñ not release identities. a family in val low is homeless after a fire destroyed their homes. the sound of flames woke them up and they raced out in the nick of time. the fire built the home down to the frame. it started in a back unit built over the garage and spread over to the front unit. the family lost everything, an estimated $300,000 worth of items including their christmas presents. the heat was so intense it melted the siding and broke windows on neighbors' homes. >> it was like an explosion, you know, it was loud, at first it was a crackle and then it was bam. >> fortunately no one was hurt. the red cross helped with providing essential supplies and the family stayed with relatives last night. the new year has begun and there are 807 new laws that took effect yesterday in california. they include an increase in the minimum wage from $9 to $10 an hour, vaccinations are now mandatory for all k through 12 students with no exemptions for

personal beliefs, it's also now illegal to wear earbuds or plugs in both of your ears while driving or cycling. sergio quintana has more. >> reporter: we saw was bicyclist on market street who was hearing both earbuds and she fested up to the mistakes. >> this is wrong, kids. don't do that. >> reporter: victoria lowery was delivering meals to a nearby shelter. do you agree with this new law? >> yeah, because it's crazy. there is a lot going on, pedestrians, people on bikes and cars. >> reporter: i also talked with two tourists from rome italy who have enjoyed bicycling around san francisco. >> i always knew to wear just one because the low volume because i can hear some music while riding, but not that loud so i can hear people talking. >> reporter: wearing just one ear bud is legal. traffic safety experts say allowing one ear free allows drivers to be tuned into the traffic just enough to be safe but not every bicyclist grease.

>> it's an unbalanced feeling to do that. >> reporter: the new law also effects motor vehicle drivers with a few exceptions for loud vehicles. california is one of 13 states in the union that has some kind of restriction on earplugs, earphones or earbuds, four states have complete bans. as of today drivers and bicyclists can be cited for wearing two buds or earphones and could face a fine and court costs. sergio quintana, abc 7 news. football fans across the bay area kicked off the new year by watching the rose bowl between stanford and iowa. abc 7 news was in palo alto for a watch party at the patio sports bar. cardinal fans roared with excitement as the team beat the hawk eyes 46-16. one of the main topics of the afternoon was christian mik after ri. >> i think stanford will end up number three in the country.

lighter winds and colding temperatures prompted the 24-hour ban. >> that's creating an inversion condition and we expect high levels of particulates throughout parts of the bay area, especially santa clara county. >> homes are wood stones or fireplaces are the only source of heat are exempt from the ban but starting in november those must be certified. the south bay being hit by that spare the air alert and not so good air quality out there. >> right. that colder air is more dense, it's heavier, it's settled to the ground and that's what we're looking at when we look at live doppler 7 hd when we look at some of the cold air trapped to the surface and the higher elevations could be looking at rain and snow. it's warmer this morning because of the blanket of clouds we still have that cold air trapped at the surface. that's creating the poor air quality, very little mixing and perhaps a few sprinkles in the north bay and maybe that high elevation rain/snow mix.

we're widening the perspective to show you this is storm number one, a weak one that comes in tonight and monday and this is the second system just offshore, that's the stronger one and then there could be more behind that. so as we look out towards mt. tam you can see all the gray sky and the milder start for you from san francisco which really has been in the mid 40s all week long, it's really a mountain view, the peninsula, south bay, low to mid 40s. of course, the north bay, but morgan hill is always a cool spot, the upper elevations, you are at 40 right now, good morning half-moon bay you have been sitting at 48, the surf is going to kick up over the next week in southern california in classic el nino style getting impacted as well this week with heavy rain. 42 in concord, still chilly in livermore, santa rosa and novato with low and upper 30s. from about a degree warmer from this time yesterday to the delta to anywhere from 8 to 14 degrees warmer throughout the north bay,

oakland and mountain view and livermore. so things are changing, the pattern is shifting and we're looking at that wind shift, the cloudy skies, maybe a scattered shower today. the bulk of the day is dry. the late evening showers more likely and the wet pattern begins tomorrow. takes us through just about each and every day. so partly to mostly cloudy skies, we are at 5:00 later on today and then we will be looking at the rain mainly along the coast and in the north bay. by the overnight hours into your sunday morning. so it still stays to the north, it's still light into the early morning, but we're looking at more rain as we go through the afternoon on sunday and then look at sunday evening into your monday morning, commute timing is everything, it's going to be messy, of course, slow, rainfall totals this is the number one on our storm impact scale, won't be huge but we're looking for things to get going after this with a half inch in novato a and .6 in san francisco.

threatened. >> homes submerged, hundreds of roads washed away, cars stranded. this morning parts of missouri under as much as 16 feet of water after a week of record flooding along the mississippi river. >> it's mind-boggling. >> at least 23 people are daddy, others still missing and the dluj is not over here. the governor declaring a state of emergency, deploying national guard troops to the hardest hit areas as officials and residents brace for the worst. >> it is particularly dangerous to have this kind of rain then this kind of cold. >> in some parts of missouri the water beginning to recede but more many the damage is done. this man's suburban st. louis home was swept away on wednesday, the force of the waters smashing the house into a bridge. >> i thought it was going to get in the house and -- a couple feet. i never imagined it would go over the roof and then

disappear. >> no stranger to flooding he was stunned by the devastation. >> the river goes down, you wash stuff and carry on. you never expect your house to float away. >> that was indra pierson reporting. officials say the mississippi river at cape gerard dough set a new river record level of 38.5 feet. the concern for flooding will last for several weeks. an all out search is under way in israel for a shooter at a deadly attack at a popular bar in tel aviv. the gunman opened fire with an assault rifle killing two people and injured at least seven others. reports say they know his identity, he is an israel arab. the exact motive for the shooting is unknown, but tel aviv's mayor says it appears to be an act of terrorism. developing news out of france this morning, three people are hurt after soldiers opened fire at a car that hit them at a mosque they were guarding yesterday.

one of those three people injured is a soldier. officials are calling it a surprising incident. they say a person drove toward the soldiers and knocked them to the ground, they told the driver to stop and when they didn't the soldiers started shooting. officials have not yet identified the suspect who was shot in the arm and leg. 8:33. abc 7 news bureaus have come through in a big way for a horse rescue group that was facing a financial crisis. in october we sold you the equine rescue center was in danger of shutting down, now thanks to many of you it's a different story. abc 7 news anchor ama dates has more. >> reporter: this happy horse is named hattie, once neglected and afraid to come near anyone now she's strutting her stuff stand posing for holiday photos. deborah vaz kez was originally planning to if i have her a temporary foster home then she fell in love. >> it's permanent now, two months after that i adopted her. >> hadi is one of many success stories made possible by the

equine rescue center south of hollister. >> we are the rescue that will take the ones nobody will take. >> the center is a haven for abused and abandoned horses, they are rehabilitated and adopted out or if that's not possible they get a permanent home at the sanctuary. the entire operation is run with donations and staffed by volunteers, but this fall the center was in crisis with hay prices soaring because of the drought. founder monica hard man announced they had to raise $50,000 or shut down and many of you responded. >> we have had a huge outpouring from the abc 7 news viewers. >> hundreds of donations, large and small, came into the center's go fund me page and in the mail. >> i have received so many wonderful letters of support, i have had phone calls, i have had people reach out to us just to let us no he that what we're doing is important. >> reporter: the response still makes monica emotional. now the center has met its goal and will stay open.

>> it's the best feeling in the world. >> reporter: much of the donated money will be used for an irrigation system. >> this property has four wells on it. >> reporter: once the irrigation is ready the rescue center will grow food for the horses and cut down on hay bills. there's one more piece of good news, the 350 acre rescue center happens to be home so some san joaquin kit foxes one of the most endangered species in california. >> and they live off of the endangered kangaroo rat which we have colonies of them. so the goal is to make the equine rescue center a wildlife habitat for the endangered animals. >> reporter: she may be eligible for federal funding. >> that's pretty awesome. >> reporter: of course, the center still needs donations to keep up with day to day expenses, but all in all it's in a great holiday season thanks to the volunteers and abc 7 news viewers.

meteorologist lisa argen here with the full weather forecast. dry for now but change is on the way. >> exactly. it's going to be a wild week ahead as we finally are going to see storm door open and not only for the bay area, southern california and of course mountain snow. these series of wet weather systems look to be cold so that's the good news, we will add to the snow pack and also where the reservoirs are up in northern california they are looking to get a lot of rain. doppler 7 hd showing returns here but this is in the mid and upper levels of the atmosphere so it's evaporating before it reaches the ground. this system and this system is what's to come sunday and monday and beyond that is tuesday and wednesday. we will be looking at the windy weather, the high surf and things getting going slow. 42 san jose, good morning, morgan hill it's 40 for you with 48 on the coast and san jose you are out of that freeze warning yesterday and this morning you're warmer, just like everyone else, but still a few outliers in the 30s with santa

morning commute is very wet and then we will look at things kind of breaking up by the afternoon. in terms of tote amounts we're looking at -- this model showing anywhere from an inch to over an inch along the coast through monday and a half inch for livermore and san jose. this could change, we're picking up the afternoon on monday here and then look what happens monday night into tuesday. next system it's windy, it's wet, maybe a little break late on tuesday. look at wednesday morning into wednesday afternoon. showers still for thursday. and then the total for the week long rain could be anywhere -- look at the yellows and oranges. 2 to 3 inches lower elevations, 5 to 7 inches higher elevations. so we are definitely getting into a wet pattern and temperatures today with the dry skies will be cool because of the cloud cover, remember, spare the air, 51 richmond, 55 fremont and san jose. the seven-day forecast first time that we have seen this,
