small creek flooding and also have a coastal flood advisory from 4:00 a.m. to 10:00 a.m. tomorrow. because of the already salt rated ground and ocean swell and runoff, flooding of low-lying areas near the shore is a possibility. we have a high surf advisory until 6:00 tomorrow evening. wave heights have been growing, westerly ocean swell, 15 to 18 feet, large breakers and unpredibl act wave action, all of those are possible. the focus is on the incoming storm. more on that later. >> spencer, thank you. >> crews used a chain saw to chop up a giant tree limb that came down on two cars in belvedere. arborists say because of the drought the trees suck up as much water as they can but the branches get too heavy for the trunk to support.

charred acres. mudslides are a risk and fire survivors say it's one more obstacle thrown their way. >> that snow and ice and mud and we've gotten stuck a few times in our own driveway. you know what i mean. >> so far the hills remained in place but it's still early in the rainy season. in southern california crews are keeping their eyes on a 1200 acre area that burned on christmas night. it remained stable despite heavy rain. they did have a muddy problem on 101. the median became clogged with mud and muck and workers spends the day digging it out. >> abc 7 news was in marin county as drivers were dealing with flooded roads there and at high tide the ride outside mill

valley flooded again here. this man's car stalled in floodwater on baskin avenue. they both responded to help get him out of the water safely while public works crews cleared the drains. >> one san jose community is worried they are particularly vulnerable, people were promised a new pump station year ago but it won't be ready until 2018. their proximity makes them prone to flooding. chris? >> reporter: good evening, it was vulnerable because it sits below the san francisco bay. we spoke about the plan in place and whether enough is being done. known as the lowest point in the bay area, some parts sit 13 feet below sea level. >> a lot has been done, a lot more needs to be done. >> reporter: tony santos lived

here his entire life and worried whether officials are prepared to keep people safe. in 1983 a devastating el nino storm left them under 8 feet of water. he remembers it as if it were yesterday. >> watching people's personal belongings floating down the street and cars floating down the street. something like you see on the news, you never think it will hit home until you live out here and it hit home. >> the city is working to fast track a pump station to replace the gold street station built in the '70s, funding is available but permits need to be approved at the state level. it's looking like the project won't be completed until 2018. >> i'm committed to doing everything we can to put people in place and put resources in place and try to protect the residents and we're prepared for the worst. >> three portable water pumps and will add more if needed.

laura? >> reporter: it played out on a busy oakland street, broadway in the middle of the morning. a discussion turns violent as the man in the tan hoody pulls out a gun and shoots three times. one shot hit a female bystander a half block away. >> heard the shot, a young lady was standing right there with the baby in the stroller. >> reporter: she had just gotten off the bus when a woman was shot right on the sidewalk in front of her. she helped that woman inside a fast food restaurant. >> they gave me a bunch of cold cloths to apply pressure. i guess it hit a artery because it was bleeding to bad to be grazed. i applied something around her arm really tight to stop it and felt the bullet myself and held it down until the fire department and ambulance got here. >> an oakland business owner says it shows the suspect inside his store moments before the shooting. unfortunately during the

ongoing. >> santa clara city attorney says efforts to find replacement fields are still underway is so is the work on the super bowl facilities. in santa clara, abc 7 news. some powerful voices in san francisco are urging us to toss out the crime and punishment approach in favor of crime and treatment. today political leaders unveiled specific plans for behavioral health center aimed at reducing crime. kristin? >> a san francisco district attorney unveiled the proposal with this tweet, look at almost any corner in san francisco, we have a mental health crisis and they deserve relief. followed up with a news conference together with supervisors, along with professors from stanford and us santa cruz, proposing they build a state of the art mental health center after supervisors voted down a proposal to build a new jail next to the hall of justice to replace part of the current

jail even though the state granted the city $80 million to build it. the proposed behavior all health center would screen those accused of a crime for mental health issues, offer behavior modification programs and provide housing for inmates and patients who need more care and ultimately keep people from going back into the criminal justice system. >> we believe that when there is a problem of mental health, putting the person in jail is not only not going to address that problem, it will actually make things worse. >> the supervisors and da says this behavioral treatment model worked well for miami. statistics show 80% of police calls in the city involve mental health issues. they say that's why the need is dire. there's a vote next tuesday on putting together a working group to identify potential sites and funding and concern. dan? >> thanks very much. despite the recent rain california has a long way to go to get out of the drought and

we're not saving enough water either. water officials released november's use number showing california once again missed the 25% conservation mandate set by the governor. from june to november through the cumulative statewide reduction, however was 26%. all of this snow will certainly help the water supply. you can see it coming down hard today from the tahoe camera. look at that. this feels like an epic snow year, it is pretty much on track. the central sierra, which includes tahoe is at 107% of average but we will take all of the snow we can get. >> all good news, we may have a long way to go in terms of drought but at least we have a positive trend. >> and more of that rain coming our way. >> that's true, more rain coming our way and more snow coming to the sierra. we had a pretty good drenching of rain earlier today. not much is happening at the moment. the next storm is closing in on

us. here's a live view from the southeast camera looking on the bay bridge and this is forecast features, the next storm arriving tomorrow morning, rainy and windy for the morning commute. real will messy. it's probably going to be quite -- give yourself a lot of time. we'll see a possibility of areas of flooding. now our next storm ranks three on our storm impact scale. it will be a strong storm and heaviest rain in the morning hours but more rain to follow later in the day, flooding of low lying areas is a possibility as well mudslides be possible along with the storm. starting the forecast at 10:00 tonight, we'll see spots of shower activity, lingering from today's storm but then 3:00 tomorrow morning or earlier, we'll see widespread rain having developed with the next storm. it will be moderate to heavy for much of the bay area, even at that hour and 5:00 tomorrow morning, 4:00, as the morning commute begins, we'll see still widespread areas of rain,

moderate to heavy in some spots and light in others. the main body of the storm will be pushing eastward and away from the bay area by 5:00 tomorrow morning but still a mess for morning commuters because we have wave after wave of rain following the main body of the storm and that will continue until midday before we see the rain breaking up into pockets of rain and scattered showers and late tomorrow night, quite a bit of wet weather left and 10:00, we're forecasting the rainfall totals will be reaching around a quarter inch in fair field and napa and over an inch in novato the bay area. storm impact scale, number one on thursday, a weaker storm, but any rainfall on top of already saturated ground in the heavy rain from the first two storms this week could produce a
