bigger percentage drop than the dow. and that's just today. investors here are clearly spooked by what's happening in china. trading was stopped automatically for the day for the second time this week. chinese markets have lost 10% of their value since the start of the new year, fuelled by growing concerns over china devaluing its currency clearing its way to a weakening economy. china has been on a bubble for a long tiemg. >> until they get a really steady and firm economy that's based on manufacturing and services and technology >> apple, facebook and yahoo, each down with 4-6%.

chinese investors give, is the bay area economy threatened? >> it's such a diversity of talent, such a diversity of industry here, we are relatively immune to what's going on outside of our little bubble. >> translation, don't panic. a report shows fewer americans applied for unemployment benefits a sign that the labor market remaining strong in 2016. >> turning to the weather right now, even though it's not raining at this moment, we're still feeling the effects of el nino today. >> trying to catch some big waves today where you can see lots of surfers on the water there. abc 7 news reporter wayne friedman is there with a closer look. >> we knew the surf would be big today as we came over the

slamming into ocean front homes in malibu. the homes are built up to avoid serious problems and officials are still keeping watch there. >> today, just a brief lull. >> we're looking toward the east bay hills with a lot of sunshine outside today. spencer christian joining us with our first look at the accuweather forecast. we had a couple of light scattered showers. generally, weather has been calm and cry. but it's anything calm. we have a high surf advisory in effect until 4:00 tomorrow morning. look at the wave heights up around 15-19 feet right now. westerly swell driving these high waves, large breakers are in between wave sets also likely. here's the view from the tower.

leaders here at city hall. he had that letter with the initiatives prepared for that meeting. since that controversial shooting, the mayor and the police chief have come under fire. in fact, today, some of that anger spilled over to his home. >> a small group of about 15 people conversed on the home. their protests ranged from homelessness to the police shooting of mario woods in early december. that shooting weighed heavily on the shoulders of the mayor, who has issued a memo to the supervisors and the police commission. a deadline of january 15th to submit budget requests for training and weaponry. he's asked police chief to craft. today, the mayor briefed reporters on what he wants the new initiatives to reflect. >> it has to do with deescalation practices. how do we get there? new training. making sure it's transparent. making sure it's reflective of new practices.

>> the mayor has responded to the anger among african american community leaders by directing the chief and police commission to make sure lethal force is the last resort. the chief says some of these reforms are already happening. >> we already have almost 400 officers, crisis intervention training, lee says he wants the reforms to reflect the department of justice's recommended guidelines. >> we've opened ourselves up to a total review, by the way, of department of justice and the cop's review program of everything we're koing. >> next week, the chief will meet with department of justice officials. >> vick lee, abc 7 news. >> oakland police are asking for your help fighting 22-year-old sterling value dez, who is the suspected gunman in a shootout on broadway near 14th street. sterling valdez is described as african american, 5'8", just over 150 pounds, last seen

wearing a light colored coat with white pants. >> abc 7 news received two of the suspects' photos. he says the man broke into his home around noon yesterday. investigators are still trying to figure out exactly what was taken. >> a walnut creek 7-eleven's robbery happened just after 11:30 on pine street. the person got away with an undisclosed amount of cash. >> 50-year-old denise slater has pleaded not guilty to misdemeanor charges of civil rights of two muslim men last month. one of the alleged victims captured cell phone video of slater shouting insults at them. he says slater threw coffee on them. slater is allowed to remain free

governor jerry brown said the state budget is in good shape, then laid out a record of $170 billion planned for california's next fiscal year. >> mostly every program you can hear about in the next nine months will be good. and will help people. but we also want to look at what's the capacity of the state and what's the willingness of taxpayers to pay more. >> the reflection of efforts to balance fiscal restraint with increasing demands with social service and health care demands cut during the recession. the budget isn't fiscally responsible. coming up at 4:30, the local company helping break the

financial gap when it comes to transportation. >> yahoo is planning to layoff 10% of its work force as early as this month. we're talking about a thousand jobs. the silicon valley business reports is reorganizing yet again to get its business back on track. cuts are expected to hit yahoo's media business as well as european operations and platforms technology. yahoo is declining to comment on these layoffs but has acknowledged the changes are taking place. >> redwood city will no long er passport changes. >> new dietary guidelines are out today and sugar just became public enemy number one. the guidelines suggest sugar to no more than 10% of your daily calories. >> mary poppins mantra under attack.

a spoonful of sugar may help the medicine go down, but sugar and salt are contributing to american obesity and chronic disease. >> this is the first time that the dietary guidelines actually recognized that and have limited them appropriately. >> nearly half of the sugars in our diet come from soda, sports drink or sports drinks. >> fruit juice is just as bad as soda. >> dr. robert, professor of pediatrics says the new guidelines are a big deal for the nearly trillion dollar food industry. >> let's be very honest here. the dietary guidelines are not for people. people do not watch what they do. the number of people who can do the computations in their head as to what they're consuming are vanishing few.

property owner is allowing her to take it off the market to use exclusively for short term rentals. >> we're joined live from city hall with the details. >> well, you know, with eve heard a lot about air b&b. the property owner in this case uses vacation rentals by owner. and what happens to her could be an indication of how the city plans to handle illegal rentals. >> protest signs have gone up, warning of a proposal to allow a hotel in their backyard. >> i don't think it's a good idea at all. >> for decades, the owner of this three-unit building has been renting all the apartments on the vrbo web site, violating city law. >> because they didn't go through proper channels, she's been sort of, you know, sneaking and taking away the opportunity for people to rent out the property.
