upper 40s. just a quarter mile visibility in santa rosa. 51 he oakland, 50 half moon bay. we are looking at emeryville. looks pretty good with partly cloudy skies. 50 novato, 48 livermore. the clouds on the increase. the fog will probably stay with you in santa rosa, and then we will are looking at a little bit of shower activity. it will be in the afternoon. it will be light and it will overspread the about bay just briefly with light rainfall. we will talk about how much and the week ahead coming up, carolyn. >> good deal. thanks, lisa. developing news out of the east bay this morning. police are still looking for a plan who shot and killed a man on a bart train at the west oakland station. it happened just before 8:00 last night. witnesses dell us the victim was sitting next to the train's car door. to he was shot just before the train stopped. the shooter ran as soon as the doors opened. abc7 news reporter sergio quintana has the details.

>> reporter: as police were piecing together exactly what happened, we noticed a commotion at the bus stop just yards away. we watched as police took a man into custody nearly two hours before the brutal shooting on this train. it's not clear if he was a suspect. but we watched as he was searched and put into a waiting patrol car. witnesses say the shooter may have boarded the train at rockridge or the west oakland station and just before exiting the train he pulled out a gun. >> i looked you, there was a pop. smoke was rising. he had his hand down shooting. there were two, maybe three more shots, the doors open and all of us fled. >> he was shot twice in his torso. in his chest and in his stomach. he saw the torso. and he is dead. >> one of the people who helped but didn't want to be interviewed on camera said he's a registered nurse. he immediately began performing cpr. he said the victim had a knife in his hand, but none of the people aboard the train car said

they noticed anything odd between the two men and didn't even notice them talking to each other. >> sergio quintano reporting. bart officials tell us this morning the person detained last night has been released. more developing news. i-80 in berkeley was slow going last night after the chp shut down all westbound lanes. you see the closer on the left-hand side of your screen. what a mess. richmond police were searching the freeway for evidence related to an earlier chase. lanes were shut down for about 20 minutes. they reopened just before 10:30 last night. search efforts for a missing u.c. berkeley student will continue in point reyes. the car and several items belonging to her were found yesterday. searchers from several agencies are looking for 22-year-old shuqin zhang. she was seen early thursday morning. police found her white mercedes-benz near the lighthouse area yesterday morning. friends are concerned.

company is dropping fares to try to lure more riders. this was not the first time uber has cut prices. >> we are tired of the fare cuts. today uber cut the fares again for the third time in over two years. we are down to $1.15 a mile in the bay area. >> uber did not have a comment about that protest yesterday. the new fare prices will be in effect indefinitely. fares are going up starting today on sam trans. san mateo's public bus service is raising fares from two dollars to two twenty-five. you adult monthly passes and discount monthly passes will also go up between a dollar and two dollars. it's part of an evaluation the agency does every four months. sam trans is also adding more weekend buses to improve service and dropping the price of youth passes.

>> a santa clara county is look into problems in the county jail. abc news was there for the first meeting. a panel was there. for the first time their discipline system was made public. 86 deputies at the jail have been disciplined since 2010. 60 were either fired or suspended. >> needs to be independent civilian oversite over the operations of the jail. right now the sheriff's department polices themselves and if you do that there's no accountability. thed gland for a commission came after a inmate was beaten to beth last august. it was earlier reported that an inmate, walter roches', death was suspicious. but an autopsy concluded he died from sepsis, a blood infection. but two days ago there was another investigation. that was at a jail with run by the sack clare county sheriff

laura smith. this could be good news for raider nation. dallas cowboys owner jerry jones proposed the st. louis rams and san diego chargers share a stadium in the l.a. area. that's according to the l.a. daily news. that would mean the raiders would have to stay in oakland. but according to the l.a. times, nfl commissioner roger goodell described the proposal as unsatisfactory and inadequate. those comments were in a report sent to the league's 32 owners. they will get together and meet tuesday and wednesday in houston to vote on which, if any, team can move. about. >> take a look at sierra. kirkwood resort reports there's just a trace of new snow the last 24 hours. the resort sent us this video showing lots of fresh powder for skiers and snowboarders and dogs alike after the last week's storm.

more restrictions on firearm sales. abc7 news reporter cornell barnard has the story. >> good ammo for a good price. >> reporter: fred shows us the ammunition he bought for use on the firing range, but some folks needed hand carts to carry out the ammo they got. the sign out front says "welcome, patriots." it's his first gun show visit. he hopes to trade up this .9 millimeter weapon for a .45 caliber. >> nationally i feel pretty safe. but then again, if it happens at san bernardino, it can happen anywhere. >> our cameras are not allowed inside the gun show, but it shows how many people this show attracts. this weekend about 8,000. >> people are concerned about the future of their own gun rights. >> the gun show organizer, bob templeton, said he is seeing record number of people concerned about their safety. and the mention of president obama's name may get you this.

riding bart and muni around 2:00 this afternoon. >> in minnesota the vikings host the cardinals today in what will be one of the coldest games in nfl history. windchills in the negative degrees. players from both teams have been practicing in that frigid weather. the nfl is doing what it can to keep players warm. team sidelines will have heated benches and they can use hand warmers and heating creams. fans are being told to bring a blanket and some foam to sit on. the vikings are also handing out free hot coffee. and they are telling people, lisa, to bring cardboard to put under your feet so your feet don't stick and freeze on to the stands. >> oh, my. it's not going to take long to get into trouble this in that cold weather. very dangerous. while we are enjoying sunshine here. it won't last for long. we have a system offshore. you can see it just in the left hand corner of your screen. live doppler 7hd showing our

sweep on top of mount st. helena. we have a very narrow band of showers that will invade the bay area this around. you see them right here. i'll widen the view. you know what? this is just a little bit of moisture. there's not lot of dynamics. it's the beginning, the warm frontal band of a system offshore. the cold front looks more impressive. the cold front will be bumping into some very dry air and that's not looking impressive. but we have good news in the seven-day outlook. 50 in san francisco. mt. tam with all the fog. foggy in santa rosa. 50 with fogg and sunshine san jose. the cool spot at half moon bay was near 60 yesterday. 52 right now. you see the clouds from emeryville, no 40s, santa rosa. that's what the lower deck of clouds will do. the temperatures have dropped the last couple hours. sunshine has bright end up novato and concord. 48 livermore w your fog in santa rosa, it's chilly. you still have fog in san jose.

and san carlos on the coast, a little iffy. some delays. but check out our sutro power cam. you see some of the sunlight mixed in with the fog. patchy sun, fogg, then it will fade and a chance of showers this afternoon. we will look for the showers also tomorrow morning but this is what has weakened significantly as the cold front pushes into much dryer air. we will get a break before we look at a more significant system midweek. this is our afternoon rain. it's about 1:00. you will see it from point reyes, perhaps down around san carlos and cupertino. then it's out of here. we have cloud cover tonight. and as we go into the next couple of systems, this is what they are going to be. this one today and tomorrow is a carbon copy. barely making a dent. maybe just .03. so here we go tonight. this looks more impressive. here it is 6:00. you are thinking showers, not bad. but look what happens. it just kind of fades away. and once again, just a couple

atlanta jail, accused of committing a string of armed jewelry store robberies across five states. she was arrested after the fbi investigation into at least six violent heists led them to this cobb county home and a suspect just 24 years old. >> i think if you are seduced by the rush, it doesn't matter what your age is. it becomes intoxicating. and the idea that you can maybe do a fourth, maybe do a fifth? in her case we think she's done at least six. >> revealing new details about each crime, explaining they were carried out much like the one caught on camera at this jewelry store in panama beach, florida. there the documents allege at gunpoint she ordered two employees to the restroom, remained face down on the floor and zip tied their hands. this man closed the front door and stood as a lookout while kemp took about $400,000 of jewelry from the display cases.

getting away in a honda civic just minutes before a ups delivery man walked in and found the employees tied up. her phone was pinged near the locations while the robberies were committed. that information, along with tips along with people who recognized her from the surveillance images, helped lead to her arrest. the fbi also arrested one other person. they haven't released that person's name or whether it was the accomplice shown in the surveillance images. still no word whether any of the jewelry was recovered. marcy gonzalez, abc news, new york. elon musk's spacex is looking to land another milestone. the rocket company will attempt to land their falcon 9 rocket on spacex successfully returned to earth last month to its launchpad at cape canaveral in florida. it's scheduled for liftoff next sunday from vandenberg air force

president francois hollande for a ceremony honoring the victims killed in the charlie hebdo attacks. you will recall last year 17 people were killed. it was from january 7th to the 9th. the ceremony was held at the square that attracted rallies in favor of free speech after the attacks. president hollande also revealed a plaque in remembrance of the victims. >> new details this morning on the recapture of the mexican drug lord el chapo guzman. he tried to set up a meeting last year. the u.s.a. is looking to extradite him to stand trial. abc news reporter matt gut manning is in mexico city with a look at what led to his capture. >> he surface add day after his capture in his home state. the drug's kingpin in an interview, contacted few actors, and those who he hoped would make a bioptic about his life. the man credited with thousands

and into the sue we'res. police said he surfaced at this intersectiontion, and pulling up the manhole, they found where he had been. >> he dropped out of this manhole. you peel back and look inside you see the. 4 with the rocket launcher. they left it inside, scampered out here, carjacked a vehicle and drove toward the highway. >> the mexican authorities finally catching him and his lieutenant on the gravel road. >> they came here because it was the closest protected area where he was arrested about 200 yards that way. this is one of the furthest in the back. and they brought him inside. this is where they got his identity. they sat him down on this bed. that's where they took that famous picture. >> hours after that picture was taken, he was whisked back to the super max prison. abc news, mexico. >> one of the heroes that stopped the terror attack on a train in paris last august will be one of the guests at the state of the union address.

the santa clara youth soccer league will continue to fight against the nfl to save their fields during super^bowl 50. last week a judge denied the soccer league's request to stop the nfl from continuing the work at the field next to levi stadium. but the judge has scheduled another hearing for tomorrow to stop construction. the league is turning the field into facilities for the media, for security personnel, and for production staff for the big game. lisa, by the way, the vikings are playing the is a seahawks in that cold weather. >> whatever you say, carolyn. >> just trying to correct you. >> good, glad you did. there's a little weak system offshore that is getting weaker and weaker. we have some sunshine here over san francisco, mixed in with

50 san jose. you just got rid of some fog. 51 oakland. mist and fog on mt. tam. santa rosa has been awfully gray with cool temperatures. 43 for you. 50 novato. sunshine north of the golden gate. question will look for increasing clouds throughout the day. and the quarter mile visibility keeping it awfully cool. even with some sun in san jose, you still have some fog around. five mile visibility in san carlos. a little bit of blue from the golden gate bridge. but you too have some showers for the afternoon. we will go with some patchy fog and sun this morning. fading sun for a chance of rain this afternoon. showers will arrive overnight tonight into a portion of your monday morning. but this is the system that really is going to fizzle as it pushes into a ridge of high pressure. so here's the first part of the system. you can see barely any precip there. in fact, with the clouds behind it, a lot of this is not going to reach the ground. that's why we are only looking at a couple hundredths. this is again what's going to

happen tonight into monday morning. with the ridge of high pressure building, this is what happens at about 6:00. you will see a few returns here. but as we go through the next couple of hours, yeah, it really falls apart. by monday afternoon we've got some sun. into tuesday high pressure builds. we have some 60-degree temperatures. but it is not going to last. as we go through your early wednesday morning we have some rain pushing into the north bay. by 6:00 your wednesday morning commute is looking yet and windy. looks to last throughout a portion of the afternoon. and as we pick up this next model. it's 10:00 and you will see we are silhouettes. thursday we get a nice break. that's the way we like the system. one system a break and another break for thursday, maybe some light rain in the north bay. doesn't look more than that. but by friday things are dry. this is what looks interesting. it's next saturday with some pretty good rain lasting into the evening hours. so we will take a little break today. not much we can do about it with a few showers in the afternoon.
