2002. in san francisco was the backdrop for this video of jean genie shot on howard street. former rolling stone writer says bowie's contribution to rock'n'roll can't be measured. >> he dives into disco music, he made mtv videos. it didn't matter that many rock bands like to stay true to their specific identity and image. he was all over the place because that's where his mind took him. >> bowie released his 25th and final album, black star, last friday on his 69th birthday. the album reportedly a carefully planned finale, a parting gift to his fans. the bay area, home to several bowie tribute bands, including first church of the sacred silver sexual. the group performed ziggy stardust on bowie's birthday. tony romeo called him a god. >> as we grew up in the suburbs of the town, like a beacon of hope.

>> a one of a kind performer gone too soon. cornell bernard, abc 7 news. celebrities were quick to react to bowie's death. mick jagger said he was my friend. i'll never forget him. paul mccartney says i will treasure the moments we had together. his star will shine forever. justin timberlake called him an inspiration saying thank you for showing a pimple faced kid was the thing to be. >> madonna said this great artist changed my life. >> super bowl 50 is just three weeks away. now there's controversy over how much it will cost taxpayers to host the event. there was a hearing on the issue today in san francisco. abc 7 news reporter carolyn tyler joins us live from city hall with more. carolyn? >> reporter: there are pieces like this, you see people taking pictures with all over the city. it says super bowl 50. promoting the extravaganza at that kicks off here at the end of the month.

one supervisor says she doesn't wake up with a hangover after the party ends. the game is in santa clara, but san francisco is the host city. taxpayers here are learning there's a cost to be the boss. perhaps $4 million from muni, police and fire connected with the fan city at the foot of market street and the nfl experience at boss cone i center. >> i've been getting hundreds of e-mails and calls from constituents saying, you know we expect you to spend our dollars for issues around affordable housing, homeless services, for street cleaning, increased muni services, not a party for the wealthiest people in the world. >> there will be legislation introduced tomorrow requiring a cost benefit analysis before the city signs off on big events. she says the super bowl host committee should pay the city's tab. >> we're very confident it will

earn the city tax revenue. >> daniel laurie is head of the host economy committee and points to the economic impact the super bowl made in other cities. last year phoenix with $719.4 million. new orleans, $480 million in 2013. and indianapolis almost $278 million in 2012. >> the taxpayers will net out positively on this deal. so in the end, more revenue will come into the city and to the general fund than is going out. so in fact, i think the argument should be the reverse. how can we not do an event like this? >> the super bowl committee raised $50 million to put on all the events and it promising the city half a million to offset any losses. supervisor kim and other critics believe taxpayers should not have to spend a dime. in san francisco, carolyn tyler, abc 7 news. a resolution in the fight involving the super bowl committee over the soccer fields

in santa clara may be reached before a judge's decision, which is set for tomorrow. a youth soccer league is suing to stop the nfl from taking over a soccer park near levi stadium during the super bowl. they claim that city officials broke the law by allowing the nfl to use that city-owned complex. they say if the city finds a free alternate site for the kids to play, they'll drop the request for an injunction. >> today, is human trafficking awareness day and bay area officials used it to announce initiatives aimed to stop sex trafficking. kristin zee is here with the latest. >> super bowl and the prostitution going hand in hand was the arrest of hall of famer warren sapp, the former buccaneer and oakland raider was busted in a hotel. he pled guilty to two misdemeanors.

aiming to prevent -- san francisco international airport hosted a training seminar with many victims brought here from overseas. airline workers are frontline fighters in a war on human trafficking. flight attendants are learning to pick up warning signs, identify victims and human traffickers and properly report it. one flight attendant has a personal story. she's a survivor of sex trafficking. >> i was a single mom with children. before i realized what happened to me, i was being trafficked. i was bought by a gang from a pimp and sold for weapons, drugs. >> the flight attendants get the most time with the customers. so we have a lot of time to assess and figure out a situation and if it warrant a report the. >> to give you a sense of the scope of the problem locally, san francisco identified 291 victims, mostly young women in the second half of 2014. that's just the ones who were identified. airline workers are now being

trained when to call 911 or homeland security or here's the latest. they have an app they can use to support any suspicions. larry and ama. >> kristin, thank you. turning to the weather and our forecast. a live look at ocean beach and a high surf advisory remains in effect and that will be until early tomorrow morning. >> and more rain is also heading our way. spencer christian is here with a look at what's ahead for us this week. >> calm conditions right now in the atmosphere. as you pointed out rough conditions along the coastline. let's look at live doppler radar. no rain yet. that's tomorrow night and wednesday. high surf advisory that you mentioned is in effect until 3:00 a.m. wave heights well above average. westerly swell producing the large breakers and long lulls between wave sets. coastline is not a great plates to be hacndling out at right no. we're allowed to prepare for each storm arriving this winter.

number 1 is a light storm, 2 and 3 a strong storm. next storm ranks number 2 on the storm impact scale. a storm of moderate intensity producing half an inch to an inch of rain and gusty winds. the forecast starting 7:00 tomorrow night by 10:00 or so, certainly by midnight, spreading to all parts of the bay area. looks like a messy morning commute on wednesday with not only widespread rainfall but strong gusty wind as well. i'll give you a closer look at that in a minute. larry, and ama. moving on, the last living survivor of the 1906 earthquake passed away. he died in marin county. he was 11 days shy of his 110th birthday. he was only three months old when the quake struck. his family said he died of natural causes. authorities are holding a meet to address community concerns over a series of suspicious fires. as reported last month, as many

as five fires broke out in the sonoma county community during a ten-day stretch over the holidays. one destroyed the russian river health centers. three homes were also damaged. that meeting begins at 5:30 at guerneville elementary school. deputies say this damage was done by somebody who wanted to go back to jail in martinez. at least five cars were damaged around 5:30 this morning. the crime took place moments after a 35-year-old antioch woman was released from jail in connection with another vandalism charge. a power struggle among factions of worshippers is blamed for a brawl and sword fight in turlock yesterday. the melee began with shoving and punching and then finally men swung their religious swords. officers called to the scene had to use their tasers to calm that crowd. no one was arrested. still ahead on abc 7 news at 4:00, an off-duty deputy attending an event at his

good. hordes of tourists causing major traffic headaches. is it shutting down vista point during the busy time. amy hollyfield has a look at the plan. >> it's such an iconic spot. visitors come to vista point at all hours every day to see it. >> it's such a beautiful view. i mean, there's really no words to describe it. it's unbelievable. >> some experienced tourists know, though that the crowds can be unbearable. so they come at 9:00 a.m. on a monday or even 5:00 a.m. when it is easy to find a parking spot. >> if i come in the daytime, it gets very crowded. make it little bigger. >> expanding the parking lot at vista point seems unlikely. transportation officials have reached a breaking point and something needs to change. >> during a holiday weekend this last holiday weekend, there was anecdotal information of travel plans that were taking as much as an hour from, say, lombard to getting across the golden gate

bridge. >> the problem is, as cars wait to get into the parking lot, they clog northbound traffic on highway 101. bridge officials would like to close vista point at peak times to keep traffic moving. but the chp says it isn't quite that simple. >> there are commuters that are frustrated thinking this is a quick answer. why not just do it. which i completely understand. but it does have impacts on tourism, it has impact on our head lands on the presidio on the south end. it's not just a freeway issue. >> as they say, shutting it down here and there is a short term solution but they need a long-term one. they're going to have a meeting to discuss possibilities, including the idea of shuttling them from san francisco. in sausalito, amy hollyfield abc 7 news. a popular marin county attraction is about to get easier. roadwork scheduled to gina long muir woods road. it's part of a project o to

implement a parking and shuttle system at muir woods national monument. ready to deal a major blow to organized labor. the justices heard oral arguments in a case brought by an anaheim teacher against the california teachers association. the teacher claims mandatory union fees violate the free speech rights of workers who disagree with the union's position. the conservatives on the court seem incollide to overrule a four decade old precedent allowing them to collect fees from workers. labor officials fear that membership would decline dramatically if workers realize they can get all the benefits of representation without having to pay for it. a record number of undergraduate students are hoping to get bo a university of california university. >> uc officials say more than 206,000 students applied for admission for the fall of 2016. it's the 12th consecutive year for record applications to uc. this time the total number topped 200,000.

officials also say all nine campuses saw gains in total applications with uc merced recording the largest increase. when it comes to finding a new job, workers' big consideration is location, location, location. wallet hub using data from the national association of colleges and employers has the list of the best and worst cities across the country to find a job. several california cities are on both lists. on the best list, san francisco is the highest in the bay area at number 15. then fremont at 17 and dropoff to san jose at 46. on the worst list, modesto, fresno and stockton at the bottom. san francisco may be closer to taking men and women's signs off bathrooms in the city. supervisor david campos is sponsoring a bill to make single-person restrooms available to all genders. the legislation applies to all public buildings and businesses. at a rally today, some members of the transgender community say they've been threatened for simply using a bathroom. >> the man with his fists raised

during the day wednesday and ending wednesday evening. by 7:00 wednesday evening, rainfall totals range from over a third in san jose to half an inch through the central part of the bay area from concord to oakland to san francisco. over 3/4 at navarro. the north bay will be the wettest region in the bay area. winds will be gusty. here's the animation beginning tuesday evening. by 9:00 tomorrow night, we'll see gusts over 30 miles per hour in some spots. gusts will peak after midnight. low 40 mile per hour gusts. the point raised at half moon bay. then the winds begin to normal eyes and moderate in the daytime on wednesday. overnight, look for lows mainly in the mid to upper 40s. tomorrow's highs mainly in the upper 50s near the coast to low 60s around the bay and inland. the accuweather seven-day forecast shows not only a number two ranked storm but a couple of other storms friday and

headlines apartment 4:30. it could cost san francisco taxpayers millions of dollars to host fan city for super bowl 50. the committee raised $50 million and has promised the city half a million to offset losses. supervisor jane kim will introduce legislation to require a cost benefit analysis in the future before the city signs off on big events. winter has been a little wet and chilly in the bay area. but this is what people are doing with in buffalo, new york, where the high today was 22 degrees. a driver who parked next to lake erie walked away with one crazy

photo. reporter is following the investigation into the fatal shooting on a b.a.r.t. train. he tweets the coroner is having trouble identifying the man shot to death. he's not a u.s. citizen we're told. more on abc 7 news at 5:00. investigators are looking into the shooting of an off-duty depp fi at this in union city. that's where melanie woodrow is for us live tonight. melanie in. >> reporter: this off-duty deputy was in plainclothes. he was here as a volunteer parent as part of a color guard competition when investigators say he noticed three individuals out of place. when he asked them to leave, one of them shot him. >> crime scene tape remains outside the high school following the shooting on h street near coal gait drive. it happened saturday around 8:15 at night as the school hosted a statewide color guard invitational. >> it was a big event. >> police say a volunteer parent

noticed three men in an area of the school they shouldn't have been. the sheriff's office confirms the parent was an off-duty deputy. union city police say he flashed his badge and asked them to leave. one shot him in the leg. >> james logan high school. staging is required. going to be a 53-year-old male tgsw to the leg. >> the off-duty deputy was treated for nonlife-threatening injuries. >> it was pretty clear right off the bat that it wasn't anything that happened in the pavilion with the student. >> the district spokesperson says parents were notified by phone message and employees by e-mail. the campus was locked down temporarily. >> it's an event that's separate and i'm hoping dpefsher everybody feels safe and i know both school and district staff are working to make sure everybody feels safe. >> union city police have a vague description of the suspect as thinly built hispanic man, ages 18 to 23 wearing dark clothes. they say this is a sketch of one

of the men. in union city, melanie woodrow, abc 7 news. actor sean penn is defending himself today after his interview with the world's most wanted drug lord went public. the actor saying he has nothing to hide. that drug kingpin, "el chapo," is now back behind bars in mexico and could eventually be back on his way to the u.s. for extradition. reporter karen travers with more from washington. >> reporter: the mexican attorney general's office confirms the process to extradite "el chapo" to the u.s. is under way. for now in solitary confinement in the highest security prison. the same one he escaped from six months ago. >> officials say joaquin guzman's secret meeting with sean penn led to his recapture. penn, interviewed the drug lord three months ago. the magazine released this photo of the two the kingpin was trying to land a movie deal about his life, shopping the idea around to hollywood

american woman found in her florence home over the weekend. authorities are treating the death of 35-year-old ashley olson of florida as a homicide. it appears she had been strangled. police questioned olson's friends including her italian boyfriend. he discovered her body on saturday after he hadn't seen her in a few days. police say he has an alibi. the state department is not confirming a claim made by north korea that it's holding on american prisoner. pyongyang is accusing him of stealing military and other secrets. he says he's a naturalized citizen who used to live in fairfax. he told a reporter that he was caught red handed and asked the government for help. sergeant bowe bergdahl is preparing for his appearance before a military court in north carolina tomorrow. bergdahl was captured by the taliban after he walked away from his military post in afghanistan seven years ago. he was released in 2014 and a prisoner exchange for five

guantanamo bay detainees. bergdahl is charged with desertion and endangering fellow soldiers. a texas judge lowered the bail for tanya couch, the mother of ethan couch, the aftfluenza teen. >> the judge agreed on $75,000. mothers against drunk driving filed an online petition to say his case be transferred from juvenile to adult court. you won't see elephants the next time the circus comes to town. that's because the greatest show on earth will retire all the elephants in maye, a year and a half earlier than planned. they follow local other governments banning elephants. they spent decades pressing for those lows. still to come, a world famous mansion is up for sale. there is a catch. it comes with an equally famous resident. i'm michael finney. ask finney is just ahead. i'm still taking your questions on twitter and facebook.

and then if your brother would ask, then he'd say oh, here it is. >> okay. bruno asks via facebook, i got a call stating my power would be shut off in 30 minutes. is this a scam? >> probably. they probably wanted a credit card number or a debit card number. >> here's how is works with pg and e. your bill isn't late until 19 days after they sent it. probably 2 1/2 weeks after you got it. and then, when you don't pay, then you have a 15-day holding period and then they tell you again 48 hours before they turn off the power. generally that takes a couple of months. they're not -- >> right. because people sometimes they forget their bills or whatever. it's no 30-minutes warning. >> okay. >> sherri d. asked via facebook. some gas stations are putting a hold on your atm or credit card for pumping gas.

one recently put a $125 hold. how can this be legal? >> it's completely legal. it's not now. they've been doing this forever. here's the deal. when you put in your credit card and say i'm going to fill up your tank, they have to make sure there's enough money to fill up the tank. the gas station decides how much of a hold they put on it. for years and years it was 50 bucks. until recently it was $100. when gas prices got high, about six months ago, it went up to $125. it's supposed to come off. but it can come off within minutes or within a week. visa says they have three days to get it off. that's too long. we need a law about that. >> thank you, michael. health news now. a new study says we're wasting billions of dollars on vitamins we don't need. >> here's the wellness report. >> dietary supplements are a $37 billion a year business. that's according to the national institute of health. but there is mounting evidence

that vitamin and mineral supplements aren't as effective in preventing chronic diseases or in slowing their progression. what's more, some nutrients may be harmful if taken in large doses. studies suggested that almost half of adults take a dietary supplement according to the centers for disease control and prevention. the national institute of health say the money we may be spending may be just going to waste. even though you're not pouring mountains much salt over everything you eat, you still might be consuming more sodium than the recommended 2300 milligrams per day. now, it's easy to see why. the centers for disease control say when food companies and restaurants pour salt into their products, 89% of u.s. adults were consuming more salt than recommended between 2009 and 2012. scientists are hailing a breakthrough in alzheimer's research.
