>> we have live team coverage on preparations for super bowl 50. janet oh looks at what it will take to keep the turf in good shape. >> we begin with carolyn tyler where city leaders are looking at the numbers. >> that is right. supervisor jane kim is requiring a conbenefit analysis and thinking about america's cup, where taxpayers were left footing the bill. you can find several of the symbols at san francisco to prepare for the festivities, including a free village for fans. but the hoopla comes at a price for city taxpayers. muni's anticipated cost jumped from 1.7 million to 2.3. >> i have just been getting hundreds of e-mails and calls from constituents saying we

expect you to spend our public taxpayer dollars for issues around affordable housing, street cleaning, increased muni services not a party for the wealthiest people in the world. supervisor jane kim held a hearing today. she says the super bowl host committee and nfl should pick up the tab. by the head of the committee is confident the city will make money. >> in the end, more revenue will come into the city than is going out. so in fact, i think the argument should be reversed. how can we not do an event like this? >> reporter: according to the mayor's budget director, last year, phoenix enjoyed an economic benefit of $719.4 million. new orleans, $480 million in 2013 and indianapolis, $278 million from the game in 2012. the super bowl 50 host committee is pledging half a million

dollars if san francisco's costs soar above $4 million. with muni's increase, it's over that threshold. critics say not $0.01 of taxpayer money should be involved. in san francisco, abc7 news. now, the city of san francisco has issued permits to 300 food trucks and 50 food carts. the plan to operate at super bowl events in the city. permits require the vendor to meet certain standards. the city hopes to lessens the chance of illnesses. the nfl is ready trying to get the field ready for the super bowl and they're in a race against mother nature. we're live with a look at this plan. janet? >> reporter: now, they're trying to wrap up work before it rains again. despite weather conditions and weather getting in the way, the nfl says they're on schedule and confident everything is looking as it should be. there is a lot of work to be

current stadiums are outdated. laura anthony is traveling to texas for the meeting and is posting to twitter as she follows. follow her at laura anthony 7 for updates and watch for live reports as owners meet right here on abc7 news. the case of a missing fremont teenager dating back 30 years is open once again tonight. he was 14 years old when last seen leaving his house on nightengale place in october, 1982. now, there are leads that indicate he may have been the victim of a crime. and an off duty sheriff's deputy was shot attending his child's event in a union city school over the weekend. the deputy, you'll be glad to know is going to recover. melanie is live with what happened on campus.

>> reporter: that off duty deputy was in plain clothes and here as a volunteer parent for a color guard competition. investigators say he saw three individuals in an area he shouldn't have been. he asked them to move, one of them shot him. this is a sketch of one of three men union city police investigators say was involved in a shooting outside james logan high school. it happened around eight chn 15 near h street. the street was hosting a color guard invitational. >> there are a lot of people and it was a big event. >> reporter: police say a parent, who happened to be a sheriff's deputy noticed three people in a locked portion of the school. investigators say he flashed a badge and told the men to leave. one man told the deputy to stop following him and pulled out a gun. the deputy turned around, one of them shot him in the leg.

the deputy was treated at a local hospital for nonlife threatening injuries. he was armed at the time but investigators say he did not display his firearm. >> it was pretty clear that it wasn't anything that happened in the pavilion with the student. the spokesperson says parents were notified by phone and employees by e-mail. the campus was locked down, temporarily. >> it's an event that is separate. and i am hoping that everybody feels safe and i know that the school and staff are working to make sure that it is safe. formal charges have been filed against a teacher's aide accused of hitting a 9-year-old student with special needs. cell phone video shows the 26-year-old hitting a boy at the school in antioch. she's being charged with misdemeanor child abuse. police say she admitted to losing her temper.

a second aide has been charged with failing to report the incident. and a suspect tried to get away by jumping off a bridge is picked up by a fisherman. he led them on a chase to the antioch bridge. he jumped into the san joaquin river. local fisherman brought him to officers. he was taken to the hospital to be checked for any injuries. well, in oakland tonight a warning for residents about a kidnapping, robbery and assault suspect. they say he is armed. a 23-year-old woman was walking when a stranger came up behind her. she told police he robbed and sexual assaulted her. investigators are looking into a possible connection involving the same suspect. a similar attack happened last month, less than a mile away in the area of piedmont and brandwick area. the search is on for vandal

that's left a youth baseball league scrambling tonight. abc7 news is here now with the story. >> reporter: you know i'm a baseball mom so that makes me angry. these vandals left the snack shack in shambles and damaged and stole equipment. take a look here. the fremont league sent these pictures. you can see red paint splattered throughout the snack bar and the vandals damaged their audio equipment and scoring booth used by players ages 4-1. >> i was upset and teary eyed. it's for the kids. we're a nonprofit organization. you know? someone is not thinking about we open march 13th and have to get this cleaned up by then. the league believes the vandalism happened thursday or friday. the losses add up to thousands and the group set up an online fund raising site.

saturday night. the gunman shot the victim while a train was pulling into the station, then, ran as soon as the doors opened. abc7 news reporter sergio quintana joins us live. >> reporter: there are a couple things we learned about. the coroner's office is having a challenge identifying that victim, and we've learned about the surveillance cameras on the bart system. both aboard the train. most of the information on this case is from witnesses who saw the saturday night shooting and jumped into to help. some riders say they're concerned but have to use trains to go to work and home again. >> yes. more specifically, my girlfriend rides bart. >> bart is supposed to be safe. i mean, actually, i am concerned but you know. >> reporter: investigators have not released any new information and declined requests for
