canadians. it is not required to be a american citizen, however, if a canadian citizen buys a ticket and takes it home, and brings it back, they do face a law that prohibits bringing in so called immoral articles. >> more than 85% of all possible number combinations have been purchased. >> the frenzy that got to us this point is due to a change in power ball that actually made it harder for you to win the jackpot. >> yes. abc7 news anchor is here with a look at the odds. kristin? >> yes. the reason that power ball jackpot is at $1.5 billion is because it's rolled over 19 times since november 7th. a winner has been hard to come by. that is by design. the odds of matching the winning numbers are one in 292 million. before october, they were one in 175 million, so it was better. so your chances dropped when

i didn't mean to quit. each ticket costs $2, cash only. abc7 news reporter david louie begins with a look at how it gets split up. david? >> you know the $0.95 out of every dollar goes to schools in california. most of the money is unrestricted, meaning school districts can use the money at their own discretion. they get the unclaimed prizes. >> on the wall you'll see a time line. >> nobody could be happier than this veteran english teacher. the lottery money is finding its way back to her classroom. five classrooms received $1.8 million this year. most went toward teacher salaries. $200,000 for textbooks. >> extra money is reminder that there is value in our society in our government for teachers and what they do by putting that money towards ed ooucation.

kenneth drive saturday morning with three people inside. one, a teenager. the woman who lives there burned her hands trying to put out the fire. police arrested him at his home on sunday. we have new picture of the suspect in a deadly bart shooting over the weekend. police say this is the man who shot a fellow passenger on a bart train as it pulled into the west oakland station saturday night. abc7 news reporter joins us live from bart headquarters to explain what else we've learned. lyanne? >> reporter: bart officials told us the last time they had a shooting was sometime in the 90s. and it took bart police nearly four days to interview witnesses before releasing these pictures. >> this is a pretty brazen, random act. >> bart police say the victim and gunman apparently had no

interaction on board the train. the man is in his 20s or early 30s, slim, six feet, two inches tall. he was wearing a jacket, blue jeans and tan military boots. there are still questions whether cameras were working at the time. >> we have a robust system. we have cameras on trains, cameras on the platforms. >> the shooting happened last saturday at around 7:50 in the evening. the shooter was about to exit the train when he pulled out a gun and shot another passenger. >> we thought we're going to die. everyone around me thought we're going to die. >> this cell phone video shows passengers trying to hide behind seats and luggage. the train was headed to sfo. police confirmed the victim had a knife, but have not been able to identify him because he had

no identification. he is described as a young latino man. >> at this point, unknown the relationship between the victim and the suspect. >> reporter: the alleged shooter disappeared into the west oakland neighborhood. there were no bart officers patrolling the station at the time. in oakland, abc7 news. a body washed up on a beach in marin county. the sheriff tweeted these pictures as they recovered the body. the victim is a man in his 40s. the coroner has bt determined an identification. >> caught in the act. look at this violent confrontation captured on surveillance camera from a month ago. police say employees in a walgreens tried to stop this man after they saw him steal cosmetics. they let the man go after he

the charles schulz museum is getting into the super bowl spirit. today an exhibit opened titled "it's a football charlie brown". including 70 comic strips about football through mid july. >> that is fun. super bowl city opens in san francisco in a little over two weeks. some food venters wanted to get perm writs were told "too late". >> yes. carolyn tyler was there and joins us with details. >> the public health department is promising to crack down on illegal vendors while sharing information today on how to do it right. the catch is if you don't have a food permit, it's too late to join the super bowl party.

san franciscans like the food truck scene. >> we'll have to staff a little with that to beef up the team here. >> udon noodles is one of the food trucks that are licensed by the city in line to take advantage of hungry fans. harold stevens hopes to sell hot links so he showed up today in a meeting he thought would help with the process, only to be told it's too late to get a permit. >> i came here. you know, now, they're telling me too much. >> the information is available on the website. if you knew the super bowl was around the corner, maybe you should have looked at this earlier. >> health officials say their emphasis is on cracking down and shutting down the suspected influx of the illegal vendors who could trigger an outbreak of food borne illnesss. >> basic things like hand washing is not available.

raiders sharing a stadium. >> raiders owner mark davis says he's not interested in sharing with the niners but his team doesn't have a lease at the coliseum for next season. davis says he's considering all of the options after the deal that set the rams and possibly, chargers back to los angeles. >> dozens of used syringes have been found on beaches in santa cruz because of el nino. the nonprofit group take back santa cruz say they were transported by high storms. 260 needles are found in public areas every month. abc7 news was in san lorenzo this morning. it's another round of el nino enhanced weather. the storm brought more than an inch of rain. it wasn't all rain, though. take a look at the rainbows

and a stronger storm sunday evening into monday. so we still have a series of storms and here is our storm impact scale. one is a light storm, five, a severe one, we have had a series of light storms and the next will be one on the scale. tomorrow, less than a quarter inch of rain expected in most areas. here is the forecast animation, at 10:00 in the morning we'll see clouds increasing and by afternoon, rain will be moving into the north bay. and then later, at 6:00 in the evening, light rain and wet across the bay area, this system will wind down early friday

a late day selloff sent stocks plummeting, pushing the dow down 365 points. today, the index hit it's lowest levels since september. all three major indexes are down more than 10% from their 2015 record highs. the dow is now at 16,151, nasdaq dropping 160 points, and barely above 4500 and s and p 500 dropped 48 points. well, they're pulling the plug on al jazeera america. the ceo of the cable news network says the channel will shut down april 30th, al jazeera had trouble getting on cable systems and attracting viewers despite it's award winning journalism. it will continue, however, online. the state of california received federal approval for

track approvals, an expansion of rules in place in the san francisco bay area and in los angeles. it adds protection around storm drains because that is how most trash gets from land to water. a new study finds plastic bags are the number one killer of marine life ahead of any other piece of trash. this study analyzed 20 different pieces of trash. the only item more dangerous is fishing gear like nets, flies and buoys. governor brown signed a ban into law last year. a referendum could overturn that ban. >> police are taking unusual steps to nab burglars targeting homes in south san francisco. there have been four burglaries in san francisco. police say they have broken into vacant homes, stolen money, jewelry, lap tops and tvs. residents are being told to watch out for neighbors. >> make sure they have proper

lighting and that the shrubs are cut back. making sure they take their cans in, newspapers don't build up in front of the house. >> police are doing what they can, renting unmarked cars and patrolling with under cover officers. authorities say they may be targeting the area because there is quick access to highways 101 and 280. >> it took 13 hours to rescue workers trapped in a trench yesterday. >> we watched it yesterday and tonight we're seeing up close what it was like and hearing from the man who was trapped. as we learn more about safety issue was the company that the plumber worked for. a drop in the number of students ex-pelled in california schools. we'll explain reasons why, next. >> so, you just won the power ball.

>> he says everything is going all right. this worker trapped underground gives an interview, recounting the moment when a day at work turned terrifying. >> abc7 news learned the company has several safety violations. in a second, that is how the employee describes sand coming in, trapping him for 13 hours. his rescue being described as a game of inches. >> picking up an inch of material and two inches would slough in. >> reporter: rescuers freed him at 2:00 a.m. >> he fell in and all of the bracing material in the hole with him just went in. that is what is he pinning him.

>> his torso was not buried. he thanked rescuers and said he doesn't know how to pay them back. the last serious accident was september, 23, 2014 and there have been five complaints. all resulted in osha violations. one of those is august, 2013 he cited for failing to ensure a deep trench. osha says it is investigating this latest accident. in oakland, abc7 news. >> new at 6:00, it appears california schools and students

who escaped from afghanistan as a child has come up with a way to help families around the world get access to clean water. >> yes. it's vital. abc7's cheryl jennings is here with a very important story. >> yes. thank you very much. well, she was just ten years old when she and her family had to run for their lives in the middle of the night to escape an invasion. that tiny refugee became a successful business woman in san francisco and silicon valley. she's turning bottled water into well water. >> the most vivid memory is i remember walking through the cold river, barefoot. it was piercing through my skin. i see cold water. the kind of water making so many of us sick. >> those are some of the memories that haunt shaki shakira niazi. she had to leave afghanistan in 1979. the family was separated.

some wound up in a refugee camp, then, they made it to america. here, she was grateful to get an ed indication and then, became a highly successful business woman in silicon valley. now, she is using her expert ease to give back to bring clean water to children in war torn countries. the first two wells were built in afghanistan. >> so thrilled to say we have 31 clean water projects in nine countries. it's gratifying to know over 30,000 people will have access to safe water. >> shakira, the mother of two was stunned to learn lack of acce access to clean water kills a million children under age five every year. she was inspired to create a high end bottled water business and use the proceeds to build wells.

>> it's just translating to save a life. i felt like the need was an ability to create a system where it is funding itself. instead of constantly looking for donations and charity. >> she searches for american based charities with overseas programs and connects them to identify village was a need for fresh well water. but there is an important requirement. the wells have to be run by a woman. >> you empower a woman, you're empowering their family, their community, and ultimately, the country and the world. >> suzy yang is the manager at a boutique galleria hotel. it was one of the first to embrace the mission. the well is in a tiny village in india. >> one of the greatest achievements is donating proceeds. >> after the hotel bought 31 cases of water.

hugh jackson finally has that head coaching job he coveted but it's not the niners. cleveland is now u-jack city. the 49ers interviewed jackson but never made an offer, which only speculates what jackson said, he wanted control over personnel and that could have been a problem for the niners. jackson was the raiders head coach in 2011, he went 8 and 8 and was let go. he wanted another opportunity to be a head coach. >> i never thought about it that way. i think what you do as assistant coach, you work. just put your head down and work and everybody has aspirations. and i think i've been fortunate enough to have an opportunity to
