this is abc 7 news. >> stocks plunged again today. two weeks into the new year, so far, it is the worst january ever for the stock market. >> larry and alma, check out how much the u.s. indices tumbled today. the dow down 390 points to 15,998, the lowest level since august. the nasdaq also down 127 points

to 4,488, also the lowest since august. as for the s&p 500, down 42 points to 1880. that is the lowest since october, 2014. finance, teches, energy, retail. new government data shows retail sales declined in december to make 2015 the worst year for u.s. shops since 2009. in terms of global concerns, sliding oil prices down to $30 a barrel now from highs over a hundred dollars. and, of course, the weakening chinese economy. >> i'll be likely to see something maybe you would call a crash in china. or is this just a slowing economy over there. those are questions we can't answer and the inability to answer those in the lack of transparency is turning worry into panic for some traders. >> traders have been panicking since the start of the new year. that's right, the dow made up of the top 30 stocks has lost

8 1/4%. nasdaq tech companies are down nearly 10.4%. wall street is closed monday for the martin luther king holiday. it could have driven investors to sell. they don't want to hold stocks over the long weekend. the one good thing, the fed may now hold off on raising interest rates again which may create jobs. >> a big shock today from walmart. the company announcing it will be closing 269 stores. >> there are two in the bay area. one is on monteray highway, the other is on the edge water drive in oakland. abc 7 news anchor is live with a look at what it means for those in oakland where they really need both retailers and jobs. eric? >> they do, inkeed. and hundreds of jobs are going to be lost here. 269 stores closing worldwide. about 60% of them will be here in the u.s. this store on edgewater is one

of them. the speed with which it will close? two days from now. >> i need this store. >> walmart customers we talked to this morning are heartbroken that the oakland store is shutting down. >> when i saw it on the news this morning, i said oh, no, i'm going to have to go farther out. >> the store on edgewater in oakland is 150 being closed nationwide because the company says they either aren't performing well enough or they don't fit into the company's long-term plan. customers we talked to here aren't buying that the store isn't doing well enough. >> this one is like the busiest one. everybody i know comes here. >> the walmart is city council member larry reeves district. he wonders if the increase in the city's minimum wage may be one of the reasons for the closure. >> they wouldn't go into any specific details in terms of the rationale for them closing the store.

but this store has been very successful for walmart. >> 400 people will lose their jobs, but the company is offering a 60 day severance package plus job retraining and the possibility of jobs at other locations. >> walmart told me that the store officially closed monday night and after that, the store will stay open until february. >> turning to our weather now, let's take a live look outside from our emoryville camera. oh, look at that. >> it was so nice driving in today. the sun was shining. it's just a brief rest, but another storm is moving in tonight. hi, spencer. >> hard to believe we're going to have a storm tonight with the blue skies we have right now. here's live doppler 7 hd. we have conditions right now and see the rain well to the north of us. so, in just a few hours, we'll see the first drops of rain

hitting the bay area. the high surf warning continuing through sunday night. a high breakers with exceptionally large breakers. there's also a flash flood watch in effect for the area of massive fires up in lake county to the north. that's in effect from sunday morning to monday morning, possible flooding, rock and debris flows. let's get to our storm in our storm impact scale. we rank our storms all through the season numerically one through 5 to give you an indication of the impact you would expect. the one coming in tonight is a 1, expected to produce under half an inch of rain with light to moderate wind. here's a forecast animation beginning at 7:00 p.m. we'll see the first drops of radar by 9:00 tonight, we'll see the rain spreading across other parts of the north bay and about 11:00 p.m., virtually all of the bay area will be getting some wet weather. some pockets of moderate rainfall, as well. and a stronger wave is going to come in tomorrow morning.

driver panicked at that point, put the vehicle in reverse, as he reversed to flee the scene, he actually ran over the suspect again and that was probably the fatal act. >> and police described the suspect vehicle as a late '80s, early '90s work style pick up truck. witnesses say there's a lot of junk in the bed of the truck and it should have some minor damage to the front fender area of the driver's side. >> a city's sightseeing double decker bush that crashed in union square back in november. in these pictures, you can see the mangled interior of the bus along with significant damage to the front end. the chp says it never inspected the bus before the accident because city sightseeing never registered it with the california public utilities commission. the chp collision report could be released next month. 20 people were injured in that november 13th crash.

>> discouraging teenagers from a popular high school game where kids used toy guns to ambush other students. >> the game assassin is being played by local seniors. participants buy into the game to get the name of another senior that they try to assassinate using mock weapons. last year, a high school senior accidentally crashed her car into this house while playing aa assassins. >> turns himself in this week on charges he sexually abused the daughter of a former girlfriend. >> police say this abuse happened more than 10 years ago. investigators received a mandatory report of child abuse from a sigh kolgs who was talking with the victim who was now in her 20s. there's no indication that there will be any other victims involved in this case. >> san jose police are hoping this video of a burglary will help someone recognize the identity of these two thieves.

the suspects got in through an unlocked sliding glass door and ransacked two bedrooms. the description, remarkably similar, both of them 5'7", 140 pounds and 18 years old. >> got away with about $3,000 in glasses. stolen from an awe ton tri business in hercules. a man was seen running near the business. >> this is the second optometrist aufgs hit. you may remember a santa clara business was hit in november. the thieves got away with two cases full of merchandise. >> the warriors will not be moving to san francisco for the 2018 season as they had planned and hoped. warriors president announced today the team is delaying a move from oakland until 2019, citing recent litigation by opponents.

a group that includes the mother of a ucf children's hopt patient full-timed a lawsuit to stop new construction of the arena. the lawsuit argues the city violated environmental laws. the alameda county coliseum led in closed session this morning. the topic is a new lease for the raiders at the coliseum. owner mark davis said he's still looking for a location to the raiders for the 2016 season. one member said sell outs, better quality concessions and shorter lines will help the raiders build a better revenue stream and become a more viable franchise. >> if they can have complete sellouts of every seat, if they can have better sales of food and beverage from which they get a percentage of the money and the taxpayer gets a portion of the money, then we would have the opportunity where they can have a stronger revenue picture in a way that also benefits the taxpayers. >> oakland mayor is still

our next storm will rank a number two. this noex one will produce one to two inches of rain. let's pick up a animation from 4:00 in the morning sunday. by 1:00 p.m., still mainly in the north bay. it's slowly moving southward. it won't make it down to san francisco until about 6:00 p.m. sunday. so if this thing continues to move as slowly as expected, we'll linger into the morning rush on monday. and on we go. by 10:00 a.m. monday, with this combination of storms coming our way, rainfall can range from nearly an inch in san jose to over 2 1/2 inches at oakland to three inches in napa to over four inches at santa rosa.

abc 7 news reporter chris wynn sat down with him. >> after more than three decades of serving the residents of san jose, today was police chief's last day with the department. >> very collaborative with community leaders. i'm going to miss that work ethic and the people that want to make this place better. >> we were at police head quarters downtown this afternoon as the chief said his final good-byes. he's proud of the work he's done despite the challenges that he's faced. >> whether it's disability pension that affected our ability. >> perhaps the toughest moment of all, the shooting death last year of officer michael johnson. >> we had a lot of support.
