>> rain hits the bay area. the first of a series of storms forecast for the next week. windy condition are signs after bigger storm that's on its way. it's saturday, january 16th. thanks for joining us. i'm chris nguyen. let's get right to the forecast and our meteorologist lisa argen with a first look at live doppler hd. good morning >> good morning, chris. this is a 1 open our storm impact scale. anywhere from a quarter inch to half-inch in the north bay. and another slug of moisture will push through the bay area this morning. right no you see two areas of rain. one in the north ba i and one in the south

>> more showers will impact your morning and it will be soggy throughout the day. only a quarter in or so but still it will provide for slick roadways and we will see the stronger storm system impact the weather tomorrow into the holiday. chris.

chains are currently required on interstate 80 and highway 50. for updates open your weather and any major story be sure to enable our news app and unable -- enable push alers for immediate notifications. >> searchers are looking for a missing ski instructor. no one has seen carson may since thursday wednesday afternoon. he didn't comeback home. a search crew is combing through the back side of sugar bowl ski resort off interstate 80 and placer county. this morning temperatures there are in the upper 20s. more than 30 people of victims of debit card skimmers after thieves stole thousands of dollars at a north bay gas station. police say the case is through many counties. we have the story. >> i go right by here every day. it's a great station. price is good. >> criminals are banking on your efforts to save a buck. >> it's so convenient to use a debit card.

and it's the cheapest way to get gas. >> chris kirby is one of the many regular customers who have now become fraud victims at the gas station i shopped here. >> the skimmers were gone by the time we checked. >> skimming technology is also improving and hard to spot as shown by san leandro police, sometimes installed outside an atm or pump, sometimes put within the machine. so far more than 35 people have reported fraudulent card charges to the central marin police authority. >> it was $500, $483 and one other attempt in berkeley. >> it appears the thief is local. the person is making withdrawals across the bay area using the stolen info. >> this is a rampant crime happening right now in marin, sonoma and contra costa county. >> the good news is the bank is covering the fraud, the bad news is it's happening often. i'm pleased the police are on it because i would like to see an arrest.

>> police are asking anyone who has fueled here in the last few days to check their bank statements. they want victims to come forward so they can follow the fraudulent transactions. abc7 news. >> a milpitas police dispatcher who was once honored as dispatcher of the year has been arrested for possessing child pornography. the 41-year-old daniel palmer was taken into custody in tracey on thursday. palmer joined milpitas police in 2001 and received the honor in 2010. he's been placed on paid administrative police. milpitas police say they are cooperating with the tracey police for the investigation. the golden state warriors will not be moving to san francisco for the 2018 season because of a new legal challenge targeting their new arena. the team announced they will delay the move until 2019. a group called the mission bay alliance filed a suit last week trying to block their arena progress. they said the league ignored the

impact to the environment and the nearby hospital. >> we believe the stadium will never be built at mission bay, and if it's built anywhere, it will be further into the bay view where it will be appropriate in san francisco, where the team should remain in oakland. >> in a statement to abc7 news, the warriors said, quote, we always expected them to sue, and we expect to prevail. >> 6:05 is our time. the worst deal ever. that's how some san francisco supervisors are referring to super bowl 50. that's their reaction after seeing an economic breakdown. it reveals that extra service less cost the city around $5 million. abc news reporter melanie woodrow shows us those costs. >> reporter: san francisco's already popular restaurants, hotels and bars are expected to be even more busy during super bowl 50 the city is hosting nine days of free concerts and parties.

>> all of these require extra police collection, extra garbage pickup, extra street cleaning. >> a new analysis says the extra services could cost more than $5 million. >> i think what is troubling about all of this is nobody was negotiating on behalf of the city and county from the getgo. >> that's why they want the supervisors to strike a similar deal with san francisco as they did with santa clara. >> they raised 50-month-old. why not pay the services back just like they are doing with santa clara? >> it won't be necessary. we are confident the revenue generated from all the tourism activity coming to san francisco because of the super bowl that we will be able to pay for the city services. >> the host committee said the city will absorb the cost of expanded city services as it would for any large city event, such as chinese new year, pride or fleet week. any said if the city's costs rise above $4 million it will reimburse san francisco a half million dollars. in san francisco, melanie woodrow, abc7 news. >> the high cost of living in the bay area also seems to be

driving up the price of super bowl tickets. our media partner, the san jose mercury news, reports stubhub buyers could be paying $5,000 to $5500 per ticket, that's more than last year's game. it's being called the silicon valley effect. prices can go up and down depending on who is playing. super bowl city in san francisco will create major parking headaches. abc7 news was along the embarcadero last night the where some new parking signs are already up. it will be limited to emergency vehicles and event loading. great america is hosting a job fair to prepare for private super bowl events. the theme park is bringing on seasonal employees about a month earlier than usual. 300 people will be needed on super bowl day. the employees will benefit from santa clara's higher minimum wage which is now $11 an hour. >> a chance to experience it kind of from the inside. there's a lot of interest in it and we are hoping to get some

train. this he say it's a clear photo. the deadly attacked happened last saturday night as the train was pulling into the west oakland bart station. the victim has been identified as a 19-year-old from antioch. state leaders are criticizing part for using state security cameras on some of the trains. they won't say if the camera where the shooting happened was a decoy or real. kids say it's only a game but some kids in one bay area city is asking people to knock it off. it's called assassins, and police say it can have dangerous consequences. abc the 7 news reporter katie marzullo explains their concerns. >> it's like a big part of the senior year i feel like a lot of other activities the seniors get to do. >> to play seniors buy in and are assigned a fellow student to assassinate with mock weapons, of course. the last senior left wins the cash. >> it's a fun game, it's hard

not to participate in it. >> rachel graduated last year. she remembers hearing about this accident. a girl crashed her car into a house trying to escape her fictional assassin. it's not the reason rachel didn't play. >> i think the importance of making gun violence an awareness and making that clear to high school students is huge. >> livermore police want to make clear not only can students get hurt, in one instance a kid knocked himself unconscious trying to get away, but it can also be a waste of valuable police time and resources. >> we've responded to calls for service involving an armed individual chasing another person with a rifle or a handgun. we've also had prowling calls. it turns out kids are just hiding from other kids but they are in people's yards. >> police are asking students to find another game to play and they hope parents will help enforce the message. lisa hernandez has a son who is a junior. >> if i find out my son is doing in this year, he's going to have

[laughter] >> police and parents just talk with their kids. abc7 news. >> two bay area walmart stores are closing almost immediately w he will have la story for you in a little bit. san francisco police hope this newly released video will help them catch a car thief in the sunset district. it shows a man getting into a car outside of a gas station last week. the car's owner was inside the store at the time. police believe this man, john mcfarland, took off in the car and they said he drove off and abandoned it in san leandro the next day. two bay area walmart stores are closing almost immediately, putting hundreds of people out of being work. it's on edge water. 400 workers from the oakland store will lose their job when this location to closes tomorrow. another store on monterey highway in san jose will close

in two weeks. the oakland almeda county coliseum authority and members of the oakland city council met in closed session yesterday. the topic, a new lease for the raiders in the coliseum. even though the owner mark davis says he is still looking for another location for the raiders for the 2016 season. one council member said sellouts, better quality concessions and shorter lines will help the raiders build a better revenue stream and become a better franchise. >> if they can have complete sellouts of every seat, if they can have better sales of food and beverage from which they get a percentage of the money and the taxpayer gets a portion of the money, then we would have the opportunity where they can have a stronger revenue picture in a way that also benefits the taxpayers. >> oakland's mayor is still refusing to help pay for a stadium or give davis full control of the coliseum site. one of the three lucky ticket holders to win a piece of wednesday's massive $1.6 billion powerball jackpot has claimed their prize. john robinson and his family

there. 37 at the airport. 39 blue canyon. two areas of rain, a 1 on the storm impact scale. the band of rain will continue to push to the south and question will look for it over the entire bay area this morning. the next area of rain, mt. hamilton to morgan hill. watsonville and santa cruz some wet weather. you will notice that it's filling in, the rain showers, as we continue to see this band press to the east. so that's exactly what it will do. we will continue to see some showers and the snow levels rise throughout 7,000 feet. a winter weather advisory until 9:00, 2 to 5 inches above 6,000 feet. but as i noted before we have rain in the mountains. 2 1/2 mile visibility for concord, 4 miles for oakland, and we are looking at just 4 miles hayward, 3 miles santa rosa. look outside. look how foggy it is. mist and drizzle, low 50s for

meet of the you. 54 san jose and half moon bay. and from this vantage point we are looking at the cloud cover and some rain throughout the morning hours. so it will continue to pick up right through about 7:00, 8:00. we will see the temperatures on the mild side. this is getting into some subtropical moisture and it will continue to be the case for the stronger storm tomorrow. the showers will continue into next week. but the big one is on the way tomorrow. the biggest one we've seen in a while. so as we go through the 7:00 hour, the rainfall gets enhanced across san francisco, vallejo, the peninsula. by 8:00 we still have showers. they will ten throughout the around. they will be on the light to moderate side. 11:00 to the east bay, the peninsula. and then right on through 2:00 it's still raining. we will have scattered light showers right on through the evening hour and rainfall amounts about a quarter inch to a third so far. question will look for 1:00 totals to be about a third of an inch in the north bay. by 11:00 tonight we should pick

up about a third of an in for you in oakland in just a couple hundredths down through mountain view and san jose. i will add on the next system which comes in early tomorrow. look at the yellows, the greens. and then by the evening hours, and into monday, we will see anywhere from about almost 2 inches in oakland to over an inch in mountain view. finally for you folks in the south bay nearly 2 inches so this will be a two on our storm impact scale. tomorrow 1 to 2 inches of rain, high surf, gusty winds. surf advisory through the weekend. dangerous at the beaches. picking it up tomorrow morning there's the heavy rain. it's in the north bay. it won't be until around noontime. light to moderate showers get going around the rest of the bay. there's the heavy rain. it continues the afternoon, the evening hours, the overnight hours, throughout the holiday, early morning hours. we will see still rain showers, and then as this system begins to dissipate on monday, we've got another one on the way on tuesday. that's a 1.

a break wednesday and thursday and more rain the end of the week. today scattered showers, they will being light. oakland and fremont. you see how mild it is here. temperatures in the 40s in the sierra nevada. the accuweather seven-day forecast 1 today, 2 tomorrow, and that will take us into the holiday monday. another weak one on tuesday w but you can see, chris, all of this is going to add up. so the good news is that today it is light because we have the heavy one tomorrow and some likely flooding around middletown where the fires were over the summer and also all along the coast. we are looking at certainly an impact of el nino as we go through the next couple of days. >> i took your advice and brought an umbrella for the first time in three years. >> and you used it! >> and i used it. lisa, thank you. coming up, visitors were treat today quite a sight in the snow. what they couldn't see indoors

from the north bay to the south bay, bringing anywhere from a quarter to half-inch of rain for most. but for some in the south bay you probably won't even see the quarter in. look at the two bands. from santa rosa south to here. and 1301 to east of petaluma and westward around point reyes. this will continue to sink to the south and east. the other band also singing to the south and east. morgan hills to gilroy. and as we put it all together you will notice it is moving from west to east. the wet weather will be filling in across the heart of the bay area throughout mainly the morning hours today. it will become more widely scattered this afternoon. fog is a problem from two and a half miles in concord. as we look outside, wow, you can't see much. it's very foggy out there. temperatures will remain mild from the upper 40s to low 50s this morning and into the low 60s with isolated showers this around. a stronger storm on the way for tomorrow. question will time it out for you. chris. >> lisa, thank you.

because of the stormy weather, san francisco shelters remain open this weekend. saint anthony, the mfc shelter, the next door shelter and larkin south services will seconds band programs to tomorrow. two emergency pop-up shelters will also be open. the san francisco department of public health will also provide transportation to those who would like a ride to any of the shelters. when you get unusual weather where you live, take a photo or video and share it with us using the #abc7now. that way we can find your content to use it. developing news out of west africa. at least 23 people have been killed after a terror attack. 126 hostages have been freed and at least four extremists, two women, were killed. it began when gunman scaled an upscale hotel popular with

westerners in the capital city last night. witnesses say with a group of plain-clothed americans carrying weapons and french soldiers responded to the scene. they say they have kidnapped an austrian doctor and his wife in a separate incident. al-qaeda militants have claimed responsibility. now to the search underway in hawaii off the coast. twelve marines missing after two military helicopters collided. it happened off the northwest coast of o'ahu. crews are braving rough seas looking for signs of survivors. here's abc news reporter martha raditz on the desperate search. >> the searchers in the air, on the sea, fighting high waves, some 20 feet, looking for the twelve marines and the wreckage from the two massive helicopters, the biggest the u.s. has. leaving a debris field some 15 miles long. virtually the entire north shore of o'ahu, where abc niece

reporter is. >> they are warning beach-goe there might be debris in the helicopters washing up since the crash offshore and asked people to call and report whatever they find and not to touch it. the ch-53 went down in darkness under a cover of clouds during a routine training mission. the helicopters believed to have collided mid-air after report of a fireball and loud boom. one witness saying it shook her house. >> at night, using night vision goggles, there are all sorts of things that adjust your perception of where you are in relation to the aircraft or where the horizon is in relation to it the aircraft. >> in the past year there's been a rash of marine corps helicopter accidents. the highest number of fatalities in at least five years. >> that was martha raditz reporting. the crash is under investigation by the marine corps. happening today oakland residents plan to hold a protest at the home of mayor libby shaft.

the group will meet at 8:30 this morning in oakland. they say they will demand accountability for the 8 people police killed last year. tomorrow the group will take to the streets of san francisco to protest what they say is economic terror. monday they plan to march from oakland to emeryville. it's all part of the group's 96 mowers of direct action event that started yesterday. this martin luther king, jr. day is starting the celebration of the new celebration train. last year the freedom caltrain took its last ride but this year the celebration train will replace it and make the same 54-mile trek as part of the birthday tribute to the civil rights leader. it takes off from san jose 9:00 45 sunday morning and makes stops before get to go san francisco. new this morning, it comes as no surprise, the apartment rentals in the bay area have increased in the past year. according to our media partner, the san jose mercury news, the average monthly price went up 10% in 2015.

in alameda county the rent went up more than 11% to $2200 a month. in santa clara the rent went up more than 9% to $2500. and st. claira county up 9.5% to $2800. this time of year many in yosemite of outraged over plans to change the name of some of the park's most iconic building. it's a dispute between the park and a company that recently lost a bid to provide services. >> the landmark hotel will still look the same come march 1st but visitors will be checking into a place officially known as the majestic yosemite hotel. >> i'm disappointed. there's a lot of tradition involved and i would like to see the tradition continue. some of yosemite's best known and most well-loved attractions will carry new names beginning in march. the yosemite lodge at the falls

becomes yosemite valley lodge. curry village is half dome village. and the hotel becomes big trees lodge, and badger pass ski area becomes yosemite ski and snowboard area. >> i don't like it at all. i'm from the old guard. so prefer for it to stay the same. >> delaware north, the long-time yosemite concessionnaire that lost it's lucrative contract to continue operations here after february is suing the federal government, claiming it wasn't adequately compensated for its intellectual property in the park, including the trademark iconic names. the yosemite spokesman said changing the name avoids the potentially messy transition to the new vender. >> with the litigation we feel we need to make these changing reluctantly in order to make sure there's no interruption of services for park visitors. >> in a written statement delaware north said they are shocked and disappointed the national park service would

san francisco's pier 39 is celebrating their famous sea lions this weekend. yesterday abc news was there as school kids took the first of the special walking tours to see the sea lions. it's to commemorate the 26th anniversary of when the ç÷xx- lions arrived at the pier. they have haven't left since. they are not only a top attraction at pier 39, but they are an important part of the bay ecosystem. >> they help manage the food. >> the celebration at pier 39
