impact scale? >> chris, this is a one. if you have any errands to do or want to get out today would be the day to do it. we've picked up anywhere from a done hen drets to a third of an inch in santa rosa. right now things are calm around most of the bay. we do have fog but showers from tus can a dare row and along the coast right here, but they should fill in. we will see a few more showers throughout the morning and afternoon hours in the sierra nevada. look at all this. this is rain. snow levels are rising and we're going to see the next system impact the sierra nevada with much warmer temperatures. already we are mild with upper 40s to low 50s, you can see the rain drops for mount tam mid 50s, mountain view and san jose, 50 morgan hill. we're looking at a subtropical connection with the next system that's going to enhance the rainfall north of the golden gate. pavement is dry, foggy, next system is a two on our storm impact scale, favors the north bay.

we will talk about totals and timing in just a few minutes. if you're heading up to the sierra this morning chains are currently required on highway 50. here is how it looked a short time ago near twin bridges. drivers are also required to carry chains on interstates 80. heavy snow prompted an avalanche warning earlier for the back country area around lake tahoe but that warning expired an hour ago. 2 to 4 inches is snow is expected at the lake and up to 8 inches at higher elevations. for updates on your weather or any major story be sure to download our abc 7 news app. rescuers have resumed their search for a missing ski instructor. no one has said carson may since thursday afternoon. crews are combing through the backside of sugar bowl ski resort in placing county. this morning temperatures are in the upper 20s. more than 30 people are victims of debit card skimmers

after thieves stole thousands of dollars at a north bay gas station. many include the gas & shop in san anselmo. katie utehs has the story. >> reporter: criminals are banking on your efforts to save a buck. >> it's so convenient to use a debit card and it's the cheapest way to get gas. >> reporter: chris kirby is one of the regular customers who have become a victim. >> the skimmer was used. by the time detectives got here and checked the skimmers were gone. >> reporter: skimming technology is always improving and hard to spot as shown by police. sometimes installed outside an atm or pump, sometimes put within the machine. so far more than 35 people have reported fraudulent card charges to the central marin police authority. >> it was $500, $483 and then

one other attempt in berkeley. >> reporter: it appears the thief is local. the person is making withdrawals across the bay area using the stolen info. >> this is a rampant crime happening right now in marin, sonoma and contra costa counties. >> the bank is covering the fraud, the bad news is this goes on often. i'm really pleased that the central marin police department is on it. i'd like to see an arrest. >> reporter: police are asking anyone who has fueled at the gas & shop to check their bank at the same times. detectives want victims to come forward so they can follow the fraudulent transactions. in milpitas a police dispatcher who was once honored as dispatcher of the year has been arrested for possessing child pornography. daniel palmer was taken into custody in tracy on thursday. palmer joined milpitas police in 2001 and received the honer in 2010. he has been placed on paid administrative leave.

milpitas police say they are kooptding with tracy police. the golden state warriors will not be moving to san francisco for its 2018 season because of a new legal challenge targeting their arena. the team has announced it will delay the move until 2019. a group called the mission bay alliance filed suit last week trying to block the arena pro jaekt. the suit claims the cit ignored the arena's impact to the environment and nearby hospital. >> we believe the stadium will never be built at mission bay and if it's built anywhere it will be further into the bayview where it would be appropriate in san francisco wheor the team shd remain in oakland. >> in a statement the warriors said, we always expected them to sue and we expect to prevail. worst deal ever. that's how some san francisco supervisors are referring to super bowl 50. their reaction after seeing an economic breakdown just released and it reveals that extra services will cost the city around $5 million.

abc 7 news reporter melanie woodrow shows us those costs. >> reporter: san francisco's already popular restaurants, hotels and bars are expected to be even more busy during super bowl 50, the city is hosting nine days of free concerts and parties. >> all of these require extra police protection, extra garbage pickup, extra street cleanings. >> reporter: a new economic analysis suggests those extra services could cost close to $5 million. >> i can what is most troubling about all of this is that nobody was negotiating on behalf of the city and county of san francisco from the git-go. >> reporter: that's why san francisco supervisors kim and peskin want the host committee to strike a similar agreement with san francisco as they did with santa clara. >> why not pay the city back for the services that we provide just like they're doing with santa clara. >> it won't be necessary. we are very confident that the revenue generated from the tourism activity coming to san francisco because of the super bowl that we will be able to pay for those city services.

>> reporter: in an e-mail statement the host committee sales its city will absorb the cost as it would for any large public event such as chinese new year, pride or fleet week. the host committee said if the city's costs rise above $4 million it will reimburse san francisco a half million dollars. in san francisco, melanie woodrow, abc 7 news. the high cost of living in the bay area also seems to be driving up the price of super bowl tickets. our media partner the san jose mercury news reports stub hub buyers could be paying $5,000 to $5500 per ticket. more than 20% more than last year's game. the increase is being called the silicon valley effect. prices can be up and down depending on who is actually playing. super bowl city in san francisco will create major parking headaches. abc 7 news was along the embarcadero last night where new no parking signs are already up. starting next tuesday curb space from washington to mission will be limited to transit, emergency

vehicles and event loading. this weekend great america is mosting a job fair to prepare for private super bowl events. they are bringing on seasonal employees a month earlier than usual. 300 people will be needed on super bowl day. those employees will benefit from santa clara's higher minimum wage which is now $11 an hour. >> it's a chance to experience it from kind of the inside. there is a lot of interest in it and we are hoping to get sharp people. >> the job fair starts at 10:00 a.m. today and tomorrow at california's great america in santa clara. there will also be another job fair next weekend. weatherwise is there still fog out there? >> there is fog, especially in concord and up in santa rosa. no someplace at sfo, but we are looking at rain showers here and check out the view from mt. tam. this storm system favoring the north bay as well as the one tomorrow but rain totals will be much more impressive with the second one. we will talk about the rest of your drippy saturday and heavy rain on the way tomorrow. that's coming up.

of shooting a fellow passenger on a train. the deadly attack happened last saturday night as the train was pulling into the west oakland bart station. the victim has been as carlos romero. kids say it's only a game, but police in one bay area city are asking high school students to knock it off. the game is called assassins and police say it can have dangerous consequences. katie marzullo explains their concern. >> freshman year everyone looks forward to playing assassins, it's a big part of senior year along with the other activities the seniors get to do. >> reporter: seniors buy in and are assigned a fellow student to assassinate with mock weapons of course. the last one left gets all the cash. rachel hernandez graduated from

livermore high school last year, she remembers hearing about this accident, a girl krarkd her car into the house trying to escape her fictional assassin, it's not the reason she didn't play. >> i think the importance of making gun violence an awareness and making that clear to sigh school students is huge. >> reporter: livermore police want to make clear not only can kifds get lurt, but it can also be a waste of valuable police time and resources. >> we have responded to calls for service involving armed individual chasing another person with a rifle or a handgun, we've also had prowling calls where it turns out kids are just hiding from other kids, but they are in people's yards. police are asking students to find another game to play and they hope parents will help enforce the message. lisa hernandez has a son who is a junior. >> if i find out my son is doing it next year he is going to have an assassinator at home.

>> police ask that parents talk with their kids. katie marzullo abc 7 news. san francisco police hope this newly released video will help them catch a car thief in the sunset district. it shows a man getting into a car left running outside a convenience store last week. the car's owner was inside the store at the time. police believe this man john mcfarland took the car, they say he abandoned the car in san leandro next day. two bay area walmart stores are closing almost immediately putting hundreds of people out of work. the store on edge water drive in oakland is one of 269 thol close permanently. 400 workers will lose their jobs when that location closes tomorrow. another store on monterey highway in san jose will close in two weeks. the oakland alameda county coliseum authority and member of oakland city council mitt in closed session. the topic a new lease for the

coliseum even though they are looking for noir location for the raiders for the 2016 season. one member says sellouts, better quality concessions and shorter lines will help them build a better revenue stream and become a more viable franchise. >> if they can have complete sellouts of every seat, if they can have better sales of food and beverage from which they get a percentage of the money and the taxpayer gets a portion of the money, then we would have the opportunity where they can have a stronger revenue picture in a way that also benefits the taxpayers. >> oakland's mayor still refu refusing to help pay for a stadium or give davis full control of the coliseum site. >> this weekend you can be part of a fog fair in san francisco, it's the third annual fog design and art fair at the fort mason festival pavilion. artists come to display their work including movie screening, modern art and technology. the fair is from 11:00 to 7:00 today and 11:00 to 5:00 tomor w

tomorrow. speaking of the fog, it's fitting that the festival a is happening. >> concord and santa rosa you have had bad visibility. we are looking at a one on our storm impact scale providing some very light rain down around the coast here in santa cruz just south of tess can a dare row. we will continue to look at line rain in the rest of the afternoon we have our sights on the stronger storm which is tomorrow, a two. a little bits of moisture offshore, we are looking for more of that southerly wind flow. some subtropical moisture could bring showers in the sierra nevada. 42 degrees, blue canyon, the snow levels continue to rise, there is a winter weather advisory for another 45 minutes here with about 2 to 5 inches of snow, above 7,000 feet.

you can see what happened while you were sleeping. we did have anywhere from a quarter of an inch to a third of an inch and now what's left over is just that low level moisture, the southerly winds that could bring on a few areas of light showers. we are talking about a couple hundredths, not much at all with this system what's left of it. 52 san francisco, 55 mountain view, san jose, from the golden gate bridge you can see the gray sky, the fog out in the distance and that will stay an issue throughout the afternoon. 50 concord, 51 livermore, we are looking at emeryville you picked up a tenth of an inch, a little more on the way for you, not much. fog and showers, stronger storm arrives tomorrow and showers will continue with lighter systems into tuesday and the end of the workweek. we do have a high surf warning throughout today and tomorrow. surf anywhere from 9 to 10 feet along the coast. these are the current wave heights. we could see larger swells from

16 to 20 feet. very, very dangerous out there. keep that in mind if you're checking out the ocean. 9:00 you can see this forecast model representing the moisture which some of it may not even reach the ground. we could see more mist and drizzle. this is noontime. just adding up to a couple more hundredths. not going to hinge out a lot of moisture with this but nuisance showers and the visibility problems with it. by 1:00 this afternoon only about a third of an inch in napa, that's the higher areas, a couple hundredths, mountain view, san jose and we continue through the evening hours and we will see the isolated showers. here we are 8:00 tomorrow, check it out, over 2 inches in santa rosa. now, that's the important picture here, the focus will be the north bay of the next system. anywhere from 1 to 2 inches with the rest of the bay area picking up from a half inch to three quar quarters of an inch. staying in the north bay hung up

through much of tomorrow morning. 10:00 we have rain in the north bay, combination to sink wout at 1:00, light to moderate. the north bay it stays up here until 4:00, by 7:00 it's over the heart of the bay continuing through 11:00, but by your martin luther king jr. holiday things are winding down. if you want to get the car washed, get out and assess some of the damage perhaps monday would be your day to do it. the rain chances with us tomorrow, monday they tape, tuesday they are back with a one, wednesday and thursday a break and more rain possibly saturday and saturday. highs today with the southerly winds mild 59 richmond, 62 san jose, light rainfall amounts today, widely skad scattered, two tomorrow on our storm impact scale, monday a break, tuesday more light rain and you will see that continue with the on/off through thursday and friday. it looks more impressive tomorrow but certainly we did get a decent amount overnight

insisting during an interview with cbs's 60 minutes he accepted the invitation as an opportunity to shed light on the war on drugs. the drug trafficker on the run after he escaped from a maximum security maximum prison in july. now penn says he believes the mexican government is lying about his connection to the kingpin's capture. authorities apprehending guzman on january 9th watching him after he tried escaping a raid by drifting into the city's sewer tunnels. >> you had to crawl under that to get over there. >> right there is that door and through there is the entrance to the drainage system. >> they were clearly very humiliated by the notion that someone found him before they did. well, nobody found him before they did. >> reporter: matt gutman, abc news, los angeles. bart will soon test a quickly cost solution for addressing overcrowding on trains by removing some of its

seats. they will turn seven debts of double seats into single seats to open up more room for standing passengers. one car is building configured now. bart's new train cars won't be delivered until next year. the move to fake out seats now is a temporary one to address extreme crowding on the system. in san francisco it looks like up to 193 spreading oaks and elm trees reading down the middle of van ness avenue will soon be history. the city has denied an appeal by the historic preservation committee. that means the van ness bus rapid bus project will likely go ahead. the buses can make better time. january is turning out to be a very cold month and a warm shirt is just the thing to keep the shivers away. abc # news was at st. anthony's where warm shirts were the order of the day. bay area businesses and sports teams donated shirts to the needy. this is the fourths straight year of the give away.

is on its way. let's get right to our meteorologist lisa argen she's tracking the conditions where you live on this saturday morning. >> chris, good morning. this one on our storm impact scale has low level moisture with it. it is falling below our radar beam so not all of it is represented here, but as we take a look up to the north this is where you're going to see more shower activity. in fact, a flash flood watch through monday morning right around the valley fire, middletown, we are expecting pretty heavy rain for you tomorrow. this is what happened while you were sleeping. a couple bands of rain have moved on in, a quarter to a inch of rain. it's range in the sierra in evidence da. the higher elevations only looking at the snow and a winter weather advisory about to expire there, certainly tricky travel. if we look at santa rosa's rainfall intensity for the next several hours you will notice by 11:00 into noontime still some showers, but much of the day is

four extremists, two of them women were killed however 126 hostages have been freed. it began when gunmen stormed an upscale hotel popular with westerners in the capital city last night. the gunmen took hostages and exchanged gunfire with security forces. witnesses say a group of plain clothed americans carrying weapons as well as french soldiers responded to the scene. extremists have kidnapped and austrian doctor and his wife in a separate incident. kaelds militants have claimed responsibility. now to the search under way in hawaii off the coast of halaiva for 12 marines list misting after two military helicopters collided. it happened off the northwest side of a with a hue. they are looking for any kind of survivors. martha raddatz has the latest on the desperate search. >> reporter: the searchers in the air, on the sea fighting high waves, some 20 feet, looking for those 12 marines and

the wreckage from the two massive helicopters. the biggest the u.s. has, leaving a debris field some 15 miles long. virtually the entire north shore of a with a hue where abc's aditi roy is. >> the marine corps is warning beachgoers there may be debris from the helicopters washing up since the two crashed a few miles offshore and asked people to call and report whatever they find and not to touch it. >> they went down in darkness under a cover of clouds during a routine training mission. the helicopters believed to have collided midair after reports of a fireball and loud booms. one witness saying it shook her house. >> at night using night vision goggles there are all sorts of things that adjust your perception of where you are in relation to the aircraft or where the horizon is in relation to your aircraft. >> reporter: in the past year there have been a rash of marine corps helicopter accidents, the

highest number of fatalities in at least five years. >> that was martha raddatz reporting. the cause of the crash is being investigated by the marine corps. 8:34. happening today, oakland residents plan to hold a procession and protest at the home of the mayor. the group will meet this morning in oakland and say they demand accountability for the eight people the police killed last year. tomorrow they will take the streets of san francisco to protest economic terror and the city government. monday they plan to march from oakland to emeryville. martin luther king jr. weekend is marking the start of a new celebration train. last year the freedom caltrain from san jose to san francisco took its last ride but this year another train will replace it and make the same trek. the train ride takes off from san jose 9:45 monday morning and

will take stops in palo alto and san mateo before getting to san francisco. new this morning it comes as no surprise that apartment rentals in the bay area have increased within the past year. according to the san jose mercury news the average monthly price went up 10 pors in 2013. in alameda county the rent up more than 11%. in santa clara county the represent up almost 9%. and in san mateo county up 9.5%. this morning many long time visitors to yosemite are outraged over a plan to change the name of some of the mark's most ike in i can buildings. it's part of a dispute between the park and company which lost a bid to provide services to yosemite. >> the hotel will still look the face though visitors will be checking into a place known as

>> with the litigation we feel we need to make these changes reluctantly in order for us to make sure there is no interruption of services for park visitors. >> reporter: in a written statement delaware nortd sales it's shocked and disappointed that the national park services would consider using the beloved names of places in yosemite national park as a bargaining chip in a legal dispute involving basic contract rights. the company seeking at least 50 million sooinds to let go of those familiar names. in the meantime yosemite visitors will just have to get used to new ones. george warren. chipotle is going to close all stores but only for a few hours. the chain will use that time to train employees on new policies stemming from the e. coli skbrout break. one of the largest shopping malls in the south bay has been sold. a joint venture backed by goldman sachs has bought san jose's east ridge mall for more

into monday morning around the burn area of the valley fire, from middletown to clearlake, all these areas that were ravaged in the fire could see some flooding right on through the holiday. want to keep that in mind that that stronger system will focus on the north bay and in the sierra nevada temperatures are in the 40s, upper 30s, it was snowing earlier, now it has all switched over to rain and more is on the way unfortunately. you can see how this is moving in from the west to the east, right now a bit of a lull, but a lot of moisture out there and a lot of fog with a quarter mild visibility, mild three-quarters down through petaluma. 4 miles for concord and by the delta, five miles half-moon day. the camera has some drops on the lens at 52 degrees, 55 mountain view and oakland, 57 half-moon bay. a gray day today with on and off showers and more mist and drizzle in the east bay and
