reopen is 8:00 p.m. national transportation investigators is live near there with the latest. david? >> reporter: alma and larry, you can see why the two northbound lanes have been closed all day. it was just up right a short time ago. the delay caused by a meticulous investigation by the chp investigator. in order to pinpoint the cause. the bus driver has told the chp he was fatigued. >> the 17-ton bus landed on its side after striking a formation of barrels used to cushion impact piled into the divider. a driver who was behind the bus told chp the bus was moving at the speed limit and appear today be making a safe transition from northbound 101 to highway 85. here's what they told chp officers. >> he remembered striking the media. and then, the next thing he remembered was the bus at its

rest on its side as it is here and that's about all he can tell us. >> two women passengers were killed, one was identified as 51-year-old who was returning to san francisco after visiting two sons in los angeles. investigators say they were ejected through the bus's front windows. one man was seriously injured. they were taken to nearby hospitals. the chp confirms the bus had seat belts. a camera may provide key details to what happened. >> there is a camera there the bus. and if we're not clear as to what kind of video image, if any, was captured of the cligsz. but that's definitely something that we're going to look at. >> they've made a stop in gi wlrks lroy where two passengers got off. two northbound lanes have been closed all day while the chp elite investigation team reviews every skid mark. the ntsb is also sending a team

to run a parallel investigation. >> greyhound is telling us the on-board camera looks in two directions. the first few rows of passengers as well as the road ahead. to our knowledge, that camera will probably be removed when the bus is relocated to a storage yard. the ntsb investigators will be here today or in the morning. >> all right, david. thank you. here's a look at how that wreck is affecting traffic. along 101 you can see that red spot, there's where it's stop and go. if you can avoid that area, dha's where we recommend you can do so. the chp is recommending all lanes reopen. he was tired. turns out this is not an uncommon problem. >> the bus driver's union has long-complained about their pay and work hours.

>> alma and larry, there are stre strict regulations involving buss hours. greyhound says it does better than that, it requires nine hours of rest after 10 hours of driving: and no driving allowed after 70 hours of work, whether that work involves driving or not. but here's a dirty little secret. drivers routine lie lie about how many hours they work. >> in order to make a living, when you're making $13 an hour and you have to pay $1500 a month in rent, you have to put in a lot of hours. so in order to protect your income, you go out there and lie about the number of hours you work. >> president of the tran sisit union. he says the real i shall shoe is bus companies don't pay drivers overtime after 40 hours of work.

the bus is finally towed, just down load our free abc 7 news app now and enable the push alert. >> we have more breaking news. this from b.a.r.t. this afternoon. they're back open this how were after a person was hit and killed by a train. the incident happened at 1:30 this afternoon. the of ray xx of a richmond-bound train said the person was struck as that train was pulling out of the station. passengers should expect extensive delays as they work to try to get the trains back on schedule. >> at least 6 b.a.r.t. passengers fainted on trains during this morning's commute. the number of medical mishaps was higher than on a typical commute. none of the episodes were serious. this morning's rain may have been a contributing factor. >> one can only speculate about why this might have occurred. i can imagine the fact that

somebody may have run through the rain, run through the station, get on the train and then who knows what happens. sq >> b.a.r.t. says they have emts assigned so they can quickly respond to passengers. >> two uc santa cruz students are still missing after being swept into the ocean yesterday. abc 7 news was there today as crews continue searching for them. what first responders arrived monday, two people were trapped on a rock and a 19-year-old woman and 25-year-old man were in the water. crews managed to rescue them on the rocks. waves from over 15 feet couldn't check out a nearby ocean cave. >> our latest ocean storm, this is the off ramp in windsor. it looks more like a creek. flooding is also a probable where high water shut down a stretch of route 12.

abc 7 news is in san francisco where you can see some streets were swamped. umbrellas were definitely a necessity. >> and then, the rain began. look at in. we saw a few rainbows across the bay area. this was captured by our sfo camera. abc 12 was in san francisco for this rainbow. you see a mix of clouds, a little bit of sunshine peeking through there or trying to if you can make it out. you get the latest from spencer christian with live doppler 7 hd. >> okay, that fog lingers around the bay area, as well. you can see the lingering cloud cover. but at least it's dry. for the most part across the bay area. and it will be getting dry for the latest snow event in the sierra. here's the golden gate bridge, looking at partly cloudy skies there as you take a look at wind gusts today.

one person is in custody after shots were fired in san leandro. it happened around 12:30 this afternoon, less than a block from police headquarters. sky 7 hd shows police gathering everyday this afternoon. no one was hurt. police are searching for other possible suspects. >> this is what caused a major headache for drivers on the bay

supremacy. so it was a way to disrupt business as usual. disrupt the complacencies around the oppression that exists. >> but with the holiday, the demonstration left thousands of motorists stranded and caused a traffic back-up that extended for miles. >> everybody has their reason for wanting to protest. i think it's kind of dangerous to do it over the highway. >> the chp arrested matthews and her fellow protesters on a host of charges including false imprisonment, public nuisance, unlawful assembly and instructing a free passage. they were all cited and released. >> now r if the controversy over this year's oscars. the academy's president is promtsing big changes. this comes after minority nominees were overlooked for a second year in a row and calls for a boycott. abc news reporter has more from los angeles. >> reporter: today, the

days and this could be a nice vigorous one. let's start our forecast animation, 7:00 this evening. a few areas of fog are likely in the early morning hours, as well. and then tomorrow, a partly to mostly sunny day. and then we've got another storm coming in on thursday. it's a level two storm on our storm impact scale. a storm of moderate intensity. we expect two waves of wind and rain with this strong. the stronger friday night. let's start with thursday. we'll see that first areas of rain begin to push in during the overnight hours. so light to moderate rain friday morning and, of course, that will be happening during the morning rush as you can see on our timeline. and that wave passes, and we get a little bit of a break friday. and then friday night, a second potentially stronger waechl of wind and rain will move into the bay area. let's check out our wind gust animation. starting friday night, the winds get much stronger.

memo, the memo was meant to inform and not to surprise him. what he meant was that the memo was meant to high light certain potential security issues. many of which local law enforcement agencies may already know. >> we're working with every agency in tran sit, in police, regional services. to make sure that everybody is kept safe! the mayor says if city has pulled out all the stops to make superbowl 50 safe. the f.b.i. and homeland security issued a memo assessing potential threats. the agencies say they have no information to indicate any specific credible threats to or associated with superbowl 50 or related events. there will be plenty of security inside levi's stadium.

now, at the 11th hour, when they're getting ready to close streets around here and fed up with the celebration, they want to renegotiate. in football, it's called a hail mary. a last-minute attempt to score. and that's what three san francisco supervisors are hoping to do. scoring a new deal that would require the superbowl host committee to pay for any and all city expenses. >> just today, we heard from technology that the cost will with $200,000 more. how many other things actually have hidden costs as well? >> supervisor john abalos was the manager which ended up leaving taxpayers on the hook for more than $11 million. right now, the city puts the superbowl cost at $5 million. >> they're facing a $100 million deficit in the coming year. 5 million here, 5 million there, we can solve that deficit.

>> the current arrangement is fiscally responsible. >> we know that san francisco, its residents, its businesses, are going to benefit. we know we're going to generate more sales tax and business tax. with some artists setting up shop worried they'll lose out to make way for superbowl city. >> they've been kicked out of their squads without any compensation and without any representation. >> there are ten temporary artist spots elsewhere on markt. so far, 90 people have a pride. the others will be left out in the cold. >> and work has begun on preparing superbowl city. abc 7 was at the embarkdero this morning. >> parking restrictions have lasted since mid february. completely cut off to traffic on
