live from the kgo-tv broadcast center this is abc7 news. >> tragedy at sea. a rescue mission has turned and a recovery effort off rodeo beach in marin county. this is the first look a victim, 40-year-old dan defoe who was in trouble while surfing storm-enhanced big waves. teams have been on water since day break. and amy hollyfield has been at the beach all morning and joins us from latest. amy? yes, it is an emotional scene here. friends and family members are gathered at the spot where they describe dan's favorite spot in the world, sitting here waiting

for news while friends and professional search teams continue to look, but, still, there is in sign of him. >> crews say they don't think 40-year-old dan defoe of san rafael could have survived the night in the ocean off the coast of rodeo beach with his wife, friends and relatives looking on, they started out first thing this morning to look for his body. >> we have a window of about four to five hours we could start searching for the victim. we have 22 personnel assigned onland and water. >> his sister got a call that a surfer disappeared with no sign of him or his surfboard last night. they thin the water temperature would be tough to survive overnight but they said they also have to take into account how he was first found. >> he was found face down by two additional surfers that knew the victim. they then swam over to him,

provided cpr, and while they were providing cpr a wave came in knocked all three of them loose and separated them at which time the body then want out to sea. >> he had issues with his heart but at this point no one knows what happened. family and friends say it was his favorite spot to surf and to just "be." he sudden up how he felt about subbing in an article from the independent journal eight years ago saying and i quote, "surfing makes me a better happier person, my question it time, my release, life is about living, what better way to live than to be a surfer." >> here is a picture of some of his friends looking for him right now. officials say they are surprised they have not found his surfboard yet. they say later this afternoon at low tide they hope to be able to get into some of the coes and search. they know they will run out of

time. they hope to figure out what happened to dan defoe. i amy hollyfield. >> a man is dead and another is injured after this horrific crash near a major oakland intersection. this is mcarthur boulevard and high street, the car is sheared in half after a violent collision with another car. our reporter is at the oakland police department and you spoke to memorial would knew the driver? >> question, i did, also, police officers are investigating all possibilities if this crash that took place at 10:30 last night. in the end, a young map's life is lost and a baby boy is without his father. >> a crash scene does not always look like this. this is on mcarthur boulevard near high street in laurel neighborhood of oakland is particularly horrific. an acura was richard apart when it hit a tree. half of the car ripping a

[ inaudible ] >> dant. said his nephew, 21 years old, jamil brown lived in oakland before moving to fairfield and gave photos from the instagram account showing the young man with his baby boy, now six months old. >> we just have to pull law and pray. >> brown was speeding on mcarthur boulevard where the speed limit is only 25 miles per hour. officers are talking to witnesses to see what was happening right before the crash and if this was a possible case of street racing. they are checking with air businesses for surveillance video. friends and family of brown are grieving, a songs revenue, friend and father, now gone. >> i see him on snapchat with his son, laughing or something, and he brought joy in everyone's life he touched.

a >> it is not known if alcohol or drugs were a factor in the crash. >> thank issue matt. federal investigators are looking into human and mechanical factors examining the greyhound bus that crashed in san jose. we have pictures of eight investigators getting the first-hand look at the wreckage at a tow yard near c.h.p. office in gilroy a camera was recovered from inside the bus and they are checking to see if there is useful information. it crashed between northbound travel 101 and highway 85, maria ortiz of salinas and fely olivera of san francisco, the two pictures here, died in the crash. ten others were hurt. we have new details on a tragedy in santa cruz. we know the names of the two bay area college students swept out to sea on monday. a woman from palo alto and a man from san jose were on a large rock outcropping when a big wave

knocked them into the water. an extensive search in hazardous conditions turned up no sign of the students and the search has been suspended. >> east coast is preparing for a truly massive winter storm, with washington, dc, hit up to 2' of snow, and our reporter is joining us with the travel headaches, the rush to load up on supplies and more. >> as you can imagine, grocery store shelves are looking bear and shovels are in high demand. 20 states from north carolina to massachusetts are expected to get hit and airlines are already preparing for massive disruption. >> washington, dc, received a winter weather warning shot last night. less than 2" of snow crippled the nation's capitol. >> it was rough driving home and it took an hour to go four miles. >> president obama's motorcade slipped on slick roads, delaying the run to the white house from airport one. wrecks and ice, and white-out conditions turned quick commutes

into hour's long. >> it usually takes 25 minutes and i have been open road five hours. >> state police responded to 775 crashes and 400 calls from disabled vehicles. >> some people abandoned their vehicles and attempted to walk home. >> we decided to walk. it is pretty icy on the roads when you walk. >> yesterday, the snow is a preview of the potentially historic storm expected to slam the mid-atlantic. right now, 73 million americans are covered by some sort of winter weather watch, washing -- warning or advisory. >> we encourage people to get represented. >> up to 2' of snow could fall on washington, dc, and baltimore, mostly hitting saturday. salt trucks will spread 22,000 tons of salt along northern virginia but travel will be impacted and families should prepare for potential power outages. >> what has us worried with the storm is the depth of the snow and the potential for wet snow.

gapazza. he has been arrested. he violated probation. the statute, officers, say, they hope it can be restored to its original condition. >> new video of the ending to a chase across the bay bridge. sky 7 was over the john as a -- the john as a driver was arrested before the fremont street exit in san francisco. c.h.p. said an officer tried to stop the drier for a toll violation but he took off. during the chase the driver hit two cars and stopped when he ran into a semi truck. the c.h.p. said he tried to take off but officers caught up with him and arrested him. >> bart plans to waste no time installing working cameras on each and every train car. the announcement is days after bart revealed many of the security cameras were decoyed. this came out, of course, when bart could not provide video of the january 9 shooting on a train that killed a man from antioch. bart police captured and released images of the suspected gunman from cameras at the west

oakland station. he is still on the loose. the murder remains unsolved. bart, again, released the images to look at. >> governor brown made a pitch for new taxes in the state of the state address ending the speech before a combined state legislature 30 minutes ago. he said california must act now before another procession comes along especially when it comes to improving the crumbling transportation infrastructure. >> in doing so without an, sanded and permanent revenue source is impossible. that means at some point, sooner rather than later, we have to bite the bullet and enact new fees and taxes for this purpose. >> most of the rest of the governor's message urged legislators to live in the state's means and pay off the mounting debt in california rather that spending on new programs or services. >> if you want season tickets to see the los angeles programs you have to act fast. they have collected 45,000

we have had it for today at 8:58 and tomorrow is 9:46, tomorrow is 10 and 30 so add 11 minutes is that is when it whats in mill valley. day with the most flooding is saturday with winds most conducive so flooding so because of that account large swells, both those will pile on top of each other and that is why we have a coastal flood warning at 6:00 tomorrow morning until 1:00 to afternoon for flooding and beaches and low-lying roads and trails around the bay shore and to the coast. the coast will also have other issues with hazardous surf so high surf advisory tomorrow morning at 3:00, until 9:00 in 9 evening and the western swell at 12-60' so we have extreme run ups creating sneaker waves. live doppler hd is showing a little bit of a hole open in the clouds but they are quickly coming at us and you can see the rain in the upper left part of the scene tonight and tomorrow. right now, yes, it looks great, doesn't it? a good look at what is going to

happen with the clouds as they roll through, mostly cloudy, mild highs today, a storm on deck for friday and saturday, and several dry days before the next storm hits. we will show you what happens this morning with a time lapse and you can see the sunshine damage from mount a.t.m. and the -- mount tam moving in one direction and another gorgeous day with a little less fog than we had yesterday and most of the tule fog stayed in the delta and the inland east bay neighbors so you are more hazy. storm impact scale: "1" is light and "5" severe and tuesday it was a (2), moderate. a strong "2". it caused flooding and we had really intense rain. tomorrow, the storm and saturday's storm, both going to be "2" but you have to add in the fact that we are going do have flooding, even though the rain will not be so intense and the winds will not be so strong at 35 to 45, it is still meaning

a "2" because we have the tide and, also, the beaches and the high surf advisory. in fact, look at this, the rain never gives up, into yellow or orange and it is never high. it will be light-to-moderate and around for a longer time as we look into the future starting at 3:00 tomorrow until 3:00 on start. a quick look at wall happen at 10:00, rain in the north bay, steady rain during the commute tomorrow and it stuns to scattered showers to the mid-morning and afternoon hours and friday night, into saturday, here comes our next storm, and it is going to be around all day saturday and saturday we could have maybe brief heavy rain and brief gusty conditions with that. when we get beyond that, look at that, monday, tuesday, wednesday, looking dry, heading to the sierra at 4:00 tomorrow morning until hurricane on saturday afternoon, and 36 hours worts of moderate-to-heavy snow at 1-3' possible and 5,500 feet is the snow level so you need
