>> good afternoon, everybody. >> it's clear right now but another storm is moving in tonight -- well, not totally clear. >> yeah, yeah. this is a live look outside from our emoryville, camera. this storm is the first of two hitting in the next few days. >> spencer christian is here to tell us when the first will arrive. >> okay, larry and alma. we have some bright spots in the skies, but clouds are thickening. as you can see, there's a flex of moisture offshore. but the coming our way and it's still justoff the north coast, off the coastline. this is the approaching storm, a concern about hazardous

coastline positions. a high surf advisory from 3:00 a.m. tomorrow until 9:00 p.m. tomorrow. unpredictable wave action likely. and a coastal flood advisory is in effect. now, here's our storm impact scale, one is a light storm, five a severe storm. the storm right now ranks a number two starting at 7:00 tonight. by 9 krok:00, 10:00 we'll see the first areas beginning into e in the north bay and then 5:00 tomorrow morning, as the morning commute gets underway, it will be wet and windy all across the bay area. it will make for hazardous commuting conditions. bear that in mind. >> well you can see it in the

trees, the effects of the winter that's so far been much much wetter than years passed. stashed for moisture, some trees just cannot take all the water that they're getting right now. >> anthony has our story from morinda. >> this is just the latest casualty in the battle between el nino and the trees. a big oak is toppedled across a road, closing the road for several hours. the sun may be shining, but there's no rest for tree crews scrambling to get dangerous trees out out of the way before the next round of heavy rain. >> it's a danger to the home. >> reporter: moving a huge valley oak precariously close to a house. >> we're moving a whole tree. we have a few days to do it and we're working on it now. hopefully, we get the job done by tomorrow. >> if it rains tomorrow if it rains heavy, do you guys keep working? >> we keep working rain orp shine. >> down the road five tall pine

trees are getting more than just a trim. this time, next the a commercial building that will take the brunt of a fall. >> they were leaning towards the building and the property manager wants the trees out to prevent any future liability. >> reporter: the tree companies are booked up months ahead of time for routine work. they say there's always a spot open for an emergency. laura anthony, abc 7 news. >> and for weather alerts where you live download the abc 7 news app where you live. >> a rescue mission has turned into a recovery effort off rodeo beach in morinne county. take a look at this video from sky 7hd this afternoon. they're looking for 40-year-old dan defoe who got in trouble yesterday while surfing storm enhanced big waves.

>> reporter: a call yesterday at 5:30 that a surfer disappeared. they say the water temperature would be tough to survive overnight but they'd also have to take into acount how he was first found. >> he was found face down by two additional surfers that knew the victim. they then swam over to him provided cpr. while they were providing cpr, a wave came in knocked all three of them loose and separated them, at which time the bode days then became seen. >> he did have issues with his heart, but at this time, nobody knows what happened to him. this was the favorite spot to surf and to just be. defoe summed up how he felt about surfing in an article eight years ago. he said surfing makes me a better, happier person. it's my quiet time. life is about living.

what better way to live than to be a surfer. by late morning officials were surprised that they still haven't even found his surf board. they were hoping that they're able to figure out what happened to dan defoe. >> a candle light vigil is planned tonight for these two missing santa cruz students. they were swept away by a wave on monday. a large outcropping when a large wave knocked them into the water. after 22 hours with no signs of the the pair the coast guard suspended the search on tuesday. it starts at 7:00. >> oakland police are investigating whether drugs or alcohol played a role in this deadly accident last night in the city's rural neighborhood. an acura was ripped apart when it hit a tree near high street. the driver, 21-year-old tenille

brown died at the scene. police say he was speeding. friends and family are now grieving. a son, father, nephew is now gone. >> i >> a passenger injured in the crash is in stable condition. >> investigators looking into the cause of tuesday's deadly greyhound crash in san jose. they made the announcement this afternoon after performing video footage. they will look at everything. >> the crash history and pavement characteristics in the area of the crash includes the crash attenuator that the motor coach impacted. >> investigators said the bus

had three seat belts on all seats, but they don't know how many passengers were using them. they'll look at whether weather may have played a role in the crash. >> sky 7 hd was over the scene at the end of a police chase that went across the bay bridge this morning. the driver was arrested in san francisco. the chp tells us an officer tried to stop the driver for a toll violation around 9:00, but he took off. during the chase the driver hit two cars and eventually stopped when he ran into a semitruck. >> police are also looking for this man right there. they say he stole two cases of beers from a convenience stores and then brandishes a tazer-like weapon. abc 7 news was at city hall as police gave details of just how bad the problem is in the city.

items in cars were 34% in just one year between 2014 and 2015. police say thieves see easy money in smash and i can't bes. >> if they see it, they're going to take it. they do nothing all day but walk around staring into cars with items to take. it can be something as small as a charger for your phone. >> don't leave items in plain sight inside your car. most items happened in the south of market area. police have set up stings and increased foot patrol. no injuries reported. cause of the fire still under investigation. >> another wild ride today on wall street ended with all three of the major indices in positive territory.

a rebound in oil and gas companies led to the higher close after energy prices recovered from yesterday's steep drop. the dow was up 115 points the nasdaq gained less than a point and the s&p ended the trading day up nine points. >> governor jerry brown delivered his 14th state of the state speech in sacramento this morning. didn't outline any new programs but instead focused on the commitments the state has already made. since he took office in 2011 the state has gone from a $27 billion deficit to a budget surplus. at the start of his address he did have time to make a joke about running for officer again. >> i'm kind of surprised that i'm still here. with three more years to go. that is unless they take my surplus campaign funds and put a ballot initiative to seerk a final fifth term. >> beginning sixth year as

massive superbowl signs went up on skyscrapers. the advertisements they contain are against the city code. they're calling on city leaders to enforce the code. live outside the planning department which oversees the department. katie? >> alma we've been working to get answers to those questions from city leaders and to the superbowl committee all day. are those large signs for the city to make exceptions for the

encourage people to hug their family and friends and, amarnt ly parentally, their trophies. so, no, i'd be in there. >> well today and tomorrow we're going to be seeing increased flooding risk through the bay area thanks to a combination of astronomical and immediate i don't recall logical events. >> the danes with this week's king tides. about a foot higher than normal. 6 bnt 65 feet. tomorrow morning just before 10:00, about the same, right? and by saturday morning, it will be dpoun to just over 6 1/2 feet. this is the third and final set of king tides during the winter season.

there was king tides from the gravitational pull when the sun moon and earth are aligned. folks who want the learn more took a tour this morning from san francisco's exploratorium: they say the average low tide is now 8 inchings higher than a hundred years ago. take a look at the flooding. here's another one of the big tides.

another gorgeous one. so to learn how to do so, share with the abc 7 community, as well. >> let's turn to the forecast. we're talking fog and rain? >> yes, it's coming this way. >> clouds are thickening all over. they'll get cloudier as we get into the evening hours. let's move over and take a look at what's coming our way. here's a live view showing mostly cloudy skies with some light breaks. these are forecast features that are moving in overnight. and then a longer drier pattern begins on saturday. the storm tomorrow ranked number two on the storm impact scale, a storm of moderate intensity.

it will produce half an inch to an inch of rain. maybe the north bay with the winds gusting to 80 miles per hour. it will be wet and windy all across the bay area once again selected to be a slow morning commute. still wet across the entire region. then later in the day we'll see the rain breaking up a little bit into a more scattered structure. late afternoon, it will be tapering off just ahead of this next wave of rain which is our second storm arriving tomorrow night about 8:00 or so. that's going to swing on through and will be found by areas of showers through the day on saturday, at least into the early part of saturday. so, at least a day and a half of wet weather coming our way before it finally dries it saturday night. and as we look ahead to project projected rainfall totals it looks like most locations will receive not even a quarter of an inch on the east bay the south bay or not even on the peninsula.

and, as we look ahead still basically under a quarter of an inch in the south bay, south santa rosa, which will maybe get close to three tenths of an inch. up in flrks appa, nearly four tenths of an inch. low temperatures tonight under rainy conditions, i should say overnight, early morning. and then tomorrow, it won't be much milder than that. high temperatures in the afternoon will range from upper 50s to low 60s. the accuweather seven day forecast looks like this. we're going to have two days of rain number two ranking storms tomorrow number one on saturday, a weaker storm. partly sunny and looks like a dry pattern through just about all of next week. things are looking good if you are looking for some dry weather. larry and alma? >> all right, thank you, spencer. well a sea pup is show at compare.com we're always looking for ways

a seal pup found starving is showing good signs of recovery. this is how the pup looked after he was found by police at a business park. the pup was so malnourished, he was sent to the marine mammal center. things are looking up. look at that. guess what, he started eating fish on his own. he was also found malnourished a few months ago and was nourished back to health. he will be released back to the sea. >> who natured him pipester? i don't know. gma, the biggest and the best from our friends at "good morning america." >> here's your 60 second hot list from gma today. hit it.

and, at last night's police commission hearing one hundred of their colleagues turned out in a show of solidarity. the boos and jeers of the crowd drowned them out but the head of the police union told me today it was a success because tree of his members were heard. >> a judge today sentenced the former oklahoma police officer convicted of rape inging people on the job. >> the lawyers are planning to appeal. >> the state of emergency has been declared in several states in mass of a major blizzard this weekend and even more snow may follow. states are already under a winter weather watch. the eye of the storm is expected

and there's a storm on the way as you probably know. there's a winter storm warning in effect from the sierra. the rain that will get here in the bay area will become snow in the sierra over the next couple days. it looks like up to about 16 inches of snow. speaking of snow, a powerful winter storm is about to pound the east coast. in fact, by sunday morning we expect up to two feet of snow in some parts of virginia, nearly a foot and a half in washington dchlt c., a foot and a half in philadelphia and nearly two feet in new york. so the east coast is probably going to be paralyzed in terms of travel over the next couple of days. back to the state of california tomorrow, a stormy day for much of the state, including the bay area. rain starts tonight throughout the day tomorrow, highs only in the low 60s.

>> well, the chairman of the consumer product safety commission says hover boards right-hand turn safe enough to sell. >> 67 on your side michael finney has the story. >> every other day, we show another fire. >> i wouldn't want them in my house, i'll tell you that. amazon has already done it. now, other online retailers to stop selling hover boards until they're safe. investigating 40 fires including one this week in santa rosa. fire engulfed a home where a hover board was charging. the agency is also investigating 12 companies of a 13 hover board model. also warned the hover board rioters may be at a high risk of falling. >> they're designed in a manner that makes them take off when people are not ready for it. that is a hidden hazard.

>> it probably goes without saying that currently, there are no safety standards set for hover boards. >> are cable subscribers paying too much for their cable boxes? a resounding yes. the consumer federation of america in public knowledge want federal regulators to do something about it. consumers were overcharged $6-14 billion a year. the groups say the price of cable boxes has gone up 185% since 1994. san francisco you're tired of squeezing into those small commuter planes united airlines has some relief in store. the airline plans to eliminate half its fleet of 53 fleet planes. instead, it will buy 40 jets that seets about 120 passengers with more leg room, more first aisle seets and wifi sfrs.

>> joins us live from gillroy. david? >> investigators have gone inside and underneath the bus here at the new cal trans location where they're doing their investigation. they're getting ready to do a laser 23ze 3d mapping of the bus which will allow them to eliminate other matters. at this new location they've had an opportunity to go over the mechanical systems of the bus. >> it looks like the mechanical stms although they were heavily damaged, we have not found any indications of mechanical defects. >> much more needs to be done, especially talking to passengers as to where they were seated and
