>> it's saturday, january 23rd. thanks for joining us, i'm chris nguyen. let's start with a first look at the forecast. here's meteorologist lisa argen >> we are looking at some pretty cold air trapped in the lower-lying valleys. cloverdale, 1301 and down through southern marin county looking at a few scattered showers. through san francisco, montara, highway 280 here in san mateo is wet, as well as oakland, 580 showers. pulling out of berkeley, heading

in lafayette, miranda this morning. widely scattered. the south bay is quiet. free throw mont, san jose, cupertino. 50s out the door right now. some fog along the coast. we will keep showers in the forecast throughout the day today. talk about a somewhat dryer pattern for the second half of your weekend. chris. >> lisa, thank you. the city of pacifica to declare a state of emergency. they are battering the homes. al he wong has the story. >> the pounding and destruction by the king tides is forcing the city of pacifica to declare a state of local emergency. waves are battering the oceanside homes. >> the biggest ones hit the house against the glass door. >> pacifica is asking for state and federal assistance after the seawall along beach boulevard collapsed yesterday.

>> it's like little mini earthquakes throughout the day and the night. >> the bluffs at the pacific skies mobile home park fell into the ocean. >> every time the waves of -- are hitting it with the wing tide, it's make it fall to the ground. >> previously the apartments on the eroding cliffs were condemned. now the city said the neighboring apartment could be next. allen has been taking pictures of the king tides swallowing pacifica. he shuttered the window of his oceanside homes. >> the water gets blown into the house and it has a lot of stones in it. it's the stones hitting the glass that cause it had to break. >> the storms are expected to continue battering pacifica. the city will get a full assessment at their next meeting on monday. abc news. the santa cruz mountains are also seeing storm damage. street and utility crews are

working to clear rockslides, as well as downed powerlines. we have that part of the story. >> there's a bunch. problems for the to south bay mountain communities. they will clear certain parts along the road from rockslides. the crews had no other choice but to cordon off this area. it was too large to be plowed off the road by a single truck. crews and back hose may have to return to clear this lane. christopher arrived at his house finding a utility crew prepping a line for up the mountain. >> i don't know what it is, whether it's connected with this event or not. >> a couple miles away on california highway 9 crews have been blocking a neighborhood side street for hours a tree came down and taking out a phone line on one side of the road and powerlines on the other. we heard some using the generators because of the outage. even with power out and the rain, they weren't complaining about the rains. >> it's great to have it. we need it.

mid-atlantic to the new york city region. >> developing news in san ramon. a 16-year-old boy was killed after apparently being hit by a car on the freeway. it happened around 10:30 last night. investigators say the teen jumped from the car he was riding in on northbound interstate 680. they are not sure why he jumped out of the vehicle. officials say debris at the scene suggests the boy was struck by another car, a white hyundai sedan. they are investigating it as a hit-and-run because the other driver did not stop. >> a 79-year-old man is in jail accused of hitting a bicyclist in a hit-and-run crash in san jose. the man was arrested the man thursday. they believe he hit the victim with his pickup truck on santa clara street last friday and then took off. police say the two men knew each

other. n a chp chase came to an end at the upper deck of the bay bridge during thursday morning's commute. take a look at the driver. he leaves his car and runs from the officer. the motor the cyclist runs into action and put the car in park. the driver hit several cars during the chase. he was arrested for not paying the bridge toll and was a eventually arrested. the body of a missing surfer has been recovered. a large wave hit the 60-year-old wednesday as he surfed at road -- at rodeo beach. others spotted him face down in the water. they tried cpr and pulling him to shore, but he was washed out by another large wave. in oakland, the try to keep the raiders here one more season gets underway. that's when there will be a meeting behind closed doors for a lease extension for the raiders. the executive director said the two sides have agreed to begin discussions. last week the raiders lost out on their bid to move to southern

past six months so construction crews could install new communication systems. muni trains will now run from 5:00 a.m. to 1:00 a.m. the next day. san francisco police chief greg suhr said that he's excited super bowl festivities are about to begin. he said his department has been working hard toward this event for three years and they believe they are ready for any possible contingency, including protests. >> with the amount of people we will have here we are anticipating protests and we will work to facilitate everybody's first amendment rights as best as we can. >> chief suhr advises people coming into the city to be aware of their surroundings. he also said not to leave items such as garage door openers visible in cars. >> a new ad campaign is targeting super bowl people in san francisco. specifically they want to get them to head out to the castro.

and the stylish castro focusing on the friendly side. it's in an attempt to chill out the diverse neighborhood and be to get people to head out to the castro, despite some of the limitations, including the closer of the f line streetcar. super bowl isn't the only big event san francisco police will have to deal with in the coming weeks. officers began blanketing chinatown with safety messages as the new year activities are about to get underway. there is a warning. police of reminding chinatown visitors to also look out for pickpocketters. >> be aware of who is around be you, safeguard your valuables. we would like the community to think with not having purses or backpacks behind them, and make sure they are zipped and the pockets are closed. >> the police department is trying to improve communication with the chinese-american community. officers along grant street.

san francisco's chinese new year parade will be held on saturday, february 20th. money laundering and bribery charges have been brought against three former political insiders in san francisco and they all tied to city hall. >> if you violate the public's trust and the law, either federal or state, we will find and you we will stop you. >> a lengthy federal investigation has exposed for corruption among san francisco politics. three former insiders who once raised money for mayor ed lee's campaign, are facing felony charges. the district attorney made the announcement, calling this a sad day for san francisco. >> public corruption is a crime against all of us. when government is for sale, we all suffer. >> former human rights commissioner and a staffer are accused of taking $2 million from an undercover agent. political analyst and former member of the board of education, keith jackson, is accused of taking bribes.

he's also being charged with grand theft. investigators say he falsely promised to place a woman's child in a better school in exchange for money. >> this type of criminal activity erodes public confidence, undermines the strength of our democracy and if left uncheck, threatens our government. jackson was also named in a federal racketerring case. according to court documents he accuses city leaders, including ed lee, for using bribe money in their campaigns in 2012. in a statement the mayor condemns the alleged criminal activity. he said there is no place in san francisco for this corruption, especially in city government. in san francisco, alyssa harrington, abc7 news. the stir, the shake. ice, there is a science to cocktails and what makes them of them taste so good. we were at the exploratorium at

visibility. and the winter storm warning for the west slope and the winter weather advisory through 4:00. we have wind gusts up to 75 miles an hour in the upper elevations. maybe some of those lifts not running. we are looking at several inches of snow right around through the next couple of hours. in fact, up to 10 inches in some spots throughout the day today for the resorts. and looking at some very dangerous conditions in the east coast. this winter storm continues toae day. washington has been hard hit. looking at coastal flooding in new jersey. this is some of the totals you can expect throughout the day. this is additional snowfall through tomorrow morning. really getting hammered there. two feet in central park. scattered showers today. a slight chance of a shower tomorrow and look at the coastal flood advisory through 1:00 this afternoon through the low-lying areas and the surf advisory from

>> yellow is san francisco's largest cab company. they have field for bankruptcy protection. service like uber and had lyft have taken business away from taxicabs in many cities. they also face mounting costs to pay off accident victims >> there's a federal lawsuit filed against the oakland unified school district. they allege the district and two school guards used excessive force and violated rodriguez's civil rights. video captured the incident. >> what we found in the investigation so far is it wasn't limited to just the two

a weather-wise it's turning out to be another wet day out there. meteorologist lisa argen is tracking the conditions where you live. hi, lisa. >> hi, chris. you are right. we have northern california painted with the cloud cover and green right now. we will go in in for a closer inspection. mount st. helena. you notice the activity continues to be widely scattered moving from west to east. in the north bay we've got some snow. east of upper lake and north of clear lake, but it's the scattered shower activity further south around marin county. east and richmond and over to san leandro, walnut creek. that could slow you down. 50s outside and we look for temperatures today to stay in the upper 50s with the scattered showers. chris. >> lisa, thank you >> developing news, right now a blizzard is barreling down on the east coast. there's been thousands of crashes and the massive storm has already turned deadly.

ted motion is live with the latest. good morning. >> good morning. it started around 1:00 p.m. yesterday and it is still going here in the nation's capital. you see just how much has piled up here on the streets here. crews have been working really hard to try to take care of this and stay on top of all of the snow. but i can tell you, we have been getting one too two inches of snow per hour. >> blinding white-out conditions, heavy snow and bone-chill winds. this morning there are blizzard watches and warnings from d.c. to new york. airports in the northeast closed. thousands of flights cancelled. >> can't wait to get out of the town. >> in philadelphia the streets are covered. a snow emergency is in effect. d.c. is predicted to be the biggest blizzard since the 1940s. more than two feet of snow expected. >> it has life and death implications. >> the massive winter storm impacting more than 80 million people left a blanket of snow in the south.

in kentucky a 35-mile stretch of i-75 closed, leaving more than 3,000 drivers stranded in the cold. emergency shelters are open. in the carolinas, georgia and virginia, snowplows are working overtime. there have been thousands of crashes on the roadways. several people have died. >> i slid several times this morning in my dump truck. >> emergency crews have been working around the clock to save even our four-legged friends. in virginia, the large st. bernard named milo fell through the ice in this freezing lake. firefighters jumped into action, rescued the dog and got him warmed up. >> people have been told to stay off the streets and to hunker down. but a lot of them have been left in the dark. thousands are people are without electricity. but crews are working to restore

power. chris, an incredible scene right now as we still, still are under the falling snow. in washington, abc7 news. >> we know you are expecting two more feet of snow in the d.c. area. at the this point it seems like it's never ending. but how much has already fallen? >> that's a great question. we received maybe about a foot so far. as you mentioned, they are expected to get more than two. so, yes, i can't believe when i hear the numbers, more than two feet of snow. but d.c. remember a few nights ago less than an inch of snow fell and it was chaos around here. motorists were stranded in cars for hours so d.c. is making sure to stay on top of this one, the blizzard of 2016. they are trying to clear the roads as quickly as possible. but when they are cleared, more snowfalls. >> good luck, my friend. we will see you again during the

8:00 hour. despite the snowstorm in d.c., tradition carries on the. the old guard is keeping watch at the tomb of the unknown at arlington national cemetery. it's a duty they perform 24 hours a day to remember up known soldiers from world war 1, world war 2 and the korean war. they will shovel the tomb to continue their watch through the snowstorm, even though arlington national cemetery will remain closed throughout the weekend. along the new jersey shore, crews built the giant sand dunes for the coastal areas hit four years ago during super storm sandy. hundreds of first responders are on standby just in case the conditions get worse. at home caltran is stepping up efforts to make the bay bridge leak proof. they are working with a private bridge repair company to reinforce the new eastern span. the way caltran describes the work makes it sound pretty

basic. crews are doing things like replacing some steal areas. 6:35 is our time. the trial for the man accused of killing sierra lamar nearly four years ago is set to proceed in april. yesterday a santa clara county superior judge denied a motion to dismiss the grand jury indictment against angela torres in a death penalty case. the morgan hill teenager disappeared while walking to a bus stop. they found lamar's hair and dna inside torres' car. there was dna also detected on his clothing. the child was never found. trial to schedule to begin on april 25th. thousands are people are expected to attend the walk for life west coast rally in san francisco. the niece of dr. martin luther king, jr. will lead the opening prayer at the civic center plaza. it's the 12th annual event. they will make their way on market street toward the ferry building and end up at the

park off the embarcadero. the rally starts at 12:30 this afternoon. journalist and marin county native jason rezalan is back in the u.s. rezalan's wife was also on a flight to welcome him. s rezalan owns the washington post. he was freed in a prisoner swap with iran. rezalan had been recovering at a u.s. military hospital in germany. he's expected to stay in d.c. for couple of days. >> knew this morning, president obama is encouraging americans to sign up for health insurance under the affordable scare act as the deadline to enroll approaches the more than 17.5 million people have received coverage since the law took effect in 2013 and more than 90% of americans are covered by health insurance. in his weekly adreads the president said the affordable care act is making a difference

snow and rain for that to happen. right now we are a bit optimistic, but not as far as we would say we are going to be out of the drought by the end of this winter season. >> experts say california needs to be at 150% of normal rainfall to end the drought. right now the state is at 113% for rainfall and snowpack. officials will do another snow survey in early february to see how much progress has been made. 6:41, the time. weather-wise, what is up today, lisa? >> i think that's the best where we can be right now. otherwise we would have flooding if we had more and that would cause all sorts of problems. things are as good as they could be with over 6.5 inches of rain in san francisco for january. there's freezing rain in blue canyon at 33. light snow tahoe valley airport, 30. this is over 8,000 feet where you can see tons of snow out there. still a winter weather advisory and a winter storm warning for

so for today, the flood advisory from about 8:00 to 1:00 p.m. and we have a high tide at 6 1/2 feet at 10:30. we could see possible flooding this the low-lying areas. the combination of the high tide and the large waves, and that's exactly what we have today. a high surf advisory from the north coast, down through san diego. these waves are huge and dangerous. really good idea to stay away from the coast. so outside our window right now, 64 san francisco, 51 san jose. good morning half moon bay, 55 for you. upper elevation wind. it's calmed down significantly since yesterday. 54 novato and concord with 52 at livermore and some fog along our coast. look how the green stays with us throughout the day. once again, a lot of low level moisture, some light shower activity. this is 10:00. and through noontime looks like we have more showers out there, and we do. but the amount isn't going to be too impressive. so we are talking anywhere from a couple hundredths to about 1
