the financial burden. help is on the way. it may take some creativity to get that financial help to the people that live here. u.s. representative jackie spear getting an up-close look at the damage in pacifica. >> the devastation is dramatic. >> reporter: earlier, california's office of emergency services and fema also surveying the destruction. >> it underscores that we've got to get a serious fix. >> reporter: federal dollars are available right now to california, getting similar assistance to the people that live here is more difficult. >> the people that need to come first are the people that are being thrown out on the street. >> reporter: pacifica can compete for $30 million california has set aside for disaster mitigation. however, that money has to be used for public facilities like the sea wall and piers. >> unless we can make the case that el nino is an ongoing superstorm sandy event, providing that rental assistance may be difficult. >> we need help now.

a quiet picture here locally. the wider view shows you we have a big storm that's churning off the coast in the pacific. what it is doing is creating high surf and pushing all that seawater up and down the california coast. right now, current wave heights right off the coast lien between 7 to 10 feet, but they are forecasted to rise. so a high surf advisory is in effect from thursday afternoon to friday evening, waves as high as 16 feet. the biggest concern, beach erosion along the coastline. but the south wind is kicking up 60 degree temperatures. 68 in oakland. 9 degrees above average. and san jose, the high so far, 64 degrees. so it's a mild day across the region and looking ahead, mild temperatures stick with us through 5:00. just some high clouds streaming in. by 9:00, it's a mixture of stars and clouds and upper 40s to mid 50s. up ahead, one more day of this mild air before we track the

next storm system. that's coming up. >> thank you so much, drew. the 51-year-old mother facing murder charges in the death of her 12-year-old adopted son. she called santa clara police january 8th, telling them she found her son unconscious in the bathtub at their home on connor place. three days later, she confessed during a police interrogation that she held the boy under water until he was lifeless. she's expected in court on monday to enter a plea. police are asking for your help to catch four men who ran out of a nike store carrying stolen merchandise. the men just strolled into the nike store on saratoga avenue in south san jose. this is right after 7:00 in the evening. police say they ran out of the shop with as many things as they could carry and escaped in a bronze colored hyundai.

san francisco's mayor ignited controversy by saying the homeless would have to leave the area around super bowl city. >> it's not clear if the super bowl is the reason, but there appear to be more homeless living in tent cities far away from super bowl activities. one san francisco supervisor wants to know what the city plans to do about this. >> caroline tyler has the latest. >> reporter: there is a ban on tents in public spaces like the ones you see behind me. but still they are increasing. and supervisor scott weiner says they're a health and safety hazzard. homeless advocates say they simply do not have enough shelter beds. more and more seem to appear every day. not just in san francisco, but across the bay area and the nation. tent cities like this one, under the 101 freeway near ceasar chavez street. christine boyer says she lives here because shelters have too many rules and regulations. >> i have a son with brain

damage and stage two schizophrenia and i have a service dog that's over 25 pounds. they won't let us in. >> reporter: she says more homeless are joining the encampment after being pushed from the downtown area. scott weiner has written a letter to several department heads, including police. >> i did not say we should bulldoze all the tents tomorrow. the goal is to have enough shelter capacity so that people can come in out of the temperatures, off the streets in the shelter. >> where am i supposed to go? >> reporter: paul is with an advocacy group and expert on tent cities. he shared this photo of the opening of san francisco's first homeless program in 1982. and says 34 years later, the homeless are still being criminalized. >> the way that you address

homelessness is build affordable housing. >> reporter: supervisor weiner believes the public is growing increasingly concerned and wants to know the city's strategy. in san francisco, caroline tyler, "abc7 news." one of super bowl city's major sponsors has run into trouble with san francisco officials. dennis herrera is ordering verizon to take down two huge signs hanging up. verizon has until thursday to take the signs down or the city will issue a restraining order. the super bowl committee is working with the city attorney to modify the banner so they're 100% compliant. we're getting word on a hoverboard seizure. custom agents in chicago seized

16,000 fake hoverboards. there's been more than three dozen incidents of real hoverboards catching fire, including three here in the bay area. fire investigators are trying to figure out what caused a semi trailer to catch hire in vallejo this morning. firefighters knocked down the flames in half hour. this is the fifth fire on the same lot in three weeks. a gas leak today forced the evacuation of several homes near san francisco general hospital. sky 7 hd was over 23rd street where construction workers digging in that area hit a two-inch gas line just after 10:00 a.m. crews stopped the gas low within half hour. the hospital was not evacuated but some people left after smelling gas. it wasn't an easy commute this morning even for those that took b.a.r.t. a train was leaving the embarcadero station when it stopped running and didn't

restart for 15 minutes. drivers could soon be paying higher taxes. caltrans is considering what they're considering a road charge for drivers. the translation is a tax based on how many miles you drive. right now drivers pay about 30 cents to the state per gallon of gas. >> over the longer haul, we know that the gas tax, swi a major source of funding for transportation, is failing to keep pace with the needs that we have for taking care of california's transportation system. >> caltrans says $8 billion is needed. dozens of students walked out of class today. at least 100 students protested after two recent incidents caught on camera showing security guards hitting students. the students are calling for everyone in the school district to be fired.

transportation. >> i'll vote against the super bowl next time. >> they're leaving people behind, which never happens. >> reporter: this is day three of the tangled commute. many ferry riders say they got here earlier today than the last two days. and it still didn't always pay off. >> about 40 minutes earlier and still nothing. >> reporter: there's an overflow lot across the street. it filled up after 9:00. an extra ferry ride was added last night and this morning, but they can't create more parking spaces. >> we can accommodate many more passengers, but not their cars. >> reporter: we drove from the ferry terminal to the san francisco ferry building and hit traffic because of the street closures. our trip took 49 minutes. the ferry ride is 30 minutes. officials say just change up when you go or how you get to the ferry.

being asked to decide on regulations that would govern the fantasy sports industry. it would require operators to pay fees and be licensed. san rafael assemblymen voted against the bill. he's been the target of an industry ad campaign and wants more regulation. health officials are gearing up for a battle against a mosquito born virus. >> the zika virus poses particular dangerous to pregnant women and their unborn babies. kristen? >> reporter: the centers for disease control prevention has issued a travel alert urging pregnant women not to visit 24 countries where zika is spreading like wildfire. in the u.s., 20 cases have been confirmed, including here in california. these are the states in red and the girl in california is a teenage girl who lives in los angeles who traveled to el

salvador. she's since recovered. the virus is sped by mosquitos, which can be found here in northern california. for most people, the infection is mild. 80% don't feel any symptoms, which may include fever, rash, joint pain, and red eyes. but for moms to be, it's very serious. >> if a woman gets bit by this mosquito and gets the zika virus inspection during pregnancy, it increases the chances that her baby will be born with something called microcephaly, where the brain doesn't develop normally. >> reporter: this prompted brook to get tested nine days ago. she had va kacation in bora bor over christmas. she said she just received confirmation that her sample has been sent to the cdc.

answering questions. first question is from sloan, are there any groups along the lines of aa for spending addictions? >> yeah, there is, debtor's anonymous is the name of it. it's got a spiritual aspect to it, but it's not based with any one particular religion. look them up online. it's probably dot org if i had to guess. but go online, debtor's anonymous. i've heard a lot of good things. >> leslie asks if you have a good credit rating, what is the impact on your credit score it is you cancel a credit card? >> the credit card part of your credit score, your credit rating, is based on your debt over all of the cards and your debt on just each individual card. so what you want to do is keep your debt overall beneath 30% and the debt on each card under

30%. so if you have five cards and owe $10,000 and you take one card out, all of a sudden you may cross that threshold. whereas before you were at 20%, now you have one fewer card and go over it. that's going to affect your credit score. the other place that your score is affected poorly if you get rid of a credit card is if it's an old credit card. if you have an old card, hang on to it no matter what. if you've had a card a year or so, let it go. >> david says, i got a ticket going through a toll booth but have fast track, why? >> they messed up. i don't know. what it's supposed to do, the fast track is supposed to register and then you don't pay. and if you drive through with the card, the fast track it's registered to is supposed to look at your license plate and not charge. so did you have it in a

30% of those who experienced sleep disturbance were the most active social media users at night. participants who reported to obsess on social media had three times the increased chance of sleep disturbance. relaxed coffee drinkers, drinking coffee does not lead to extra heart beats. the study from the university of california, san francisco found no correlation between coffee and extra heart beats. so there was no link with tea or chocolate, either. energy drinks are growing in popularity, but not everyone should drink them. a study found more than 40% of all energy drink related calls to poison centers were for kids under 6. doctors say water has all the nutrients kids need in their drinks. from the nasdaq, i'm jane king. here's a look at primetime tonight on abc 7. weight for it. there you go. mistake here, wayne? >> reporter: they're describing this as an error of omission. it's a matter of billing cycles. they're not saying people on the list weren't wasting water but the billing cycles were different. so some of them would have appeared to have used more water than they did. but a mistake is a mistake. and when it's made by a pub hick agency, there are some questions. at east day today, a case of shame on the shamers even though the shamers insist shaming was never part of their intention. but it was the result when the utility district released a list of more than 4200 customers who used executive water and published the numbers and now we learned that some of those numbers were excessively wrong. or lacking context. >> all the names on the list are accurate. those customers that are on the list have exceeded our water use ordinance and have been assessed a penalty. what that list doesn't show is

the time period of their billing. >> reporter: east day released the list in accordance with state law. among those names, christy yamaguchi, billy beane, who has since cut water use in half. and former warrior adonal foyle who is fixing a leak today. >> it is a breach. for me, my address, my home address was posted on the internet, and to me in terms of security and safety, that's a big deal. when you give a company your information, you are expected to be private. >> in accordance with public law, to the state law, we're required in order to release that information. >> reporter: with the address and everything? >> with the address and everything. >> reporter: this is the only water district in the bay area to produce such a list. it plans another next month. wayne freedman, "abc7 news." >> that's going to do it for

mechanic. >> his co-worker has been charged with homicide. appearing in court for the first time this afternoon. david louie interviewed the suspect on monday. he's live now with today's major developments in this case. david? >> reporter: gruesome is correct. some details we're going to give you are graphic. this fire damaged building on camden avenue is where homicide detectives say they found a severed ear, and a trail of blood, which to them indicates a body was dragged out of that building and put into a pickup truck. his co-worker, 39-year-old steve lebo, has been charged with murder. the arraignment in superior court lasted all of two minutes. he's being held without bail and scheduled to be in court again in mid february. we sat down with him for a jailhouse interview that lasted

45 minutes, which he said he did not kill kyle and does not know where he is. >> i am not a murderer, and i did not murder anyone. >> reporter: the two men worked all of four days together at gp sports, a motorcycle shop. myrick disappeared later that week. they staked out lebo's home. myrick has never been found. the prosecutor says that does not diminish her case. >> i have every confidence in this case based on the segt shun, and the investigation is ongoing. we're just hopeful at this point really to focus on finding the body. >> reporter: search teams fanned out daily. >> what we want is for kyle to come home. obviously his parents are suffering right now and looking at some of the evidence and whev
