live, from the kgo tv broadcast center, this is "abc7 news." good afternoon. thank you for joining us today. >> we begin this afternoon as you can see behind us, with our weather, and we have plenty of it. and it is all wet. a live look outside, you can see drops on the lens right there now. >> looks a little ominous there. not everyone was ready for the rain in san francisco. plenty of people were getting soaked in knob hill. the rain made a mess for drivers near san rafael. >> "abc7 news" in walnut creek, where a tree came down around 1:00 this morning. spencer? >> here's the live look.

we have little pockets of light rain and showers moving through the central part of the bay area down across the golden gate through san francisco and across over to the east bay, walnut creek and san ramone, hayward. it's wet, but the rain has not been very heavy. you can see as we take you down to the street level, all the bridges are wet right now, the light rain continues to push through the bay area from west to east generally. rainfall totals have not been impressive except in the north bay where we've seen 0.7 of an inch. just 0.4 at napa. in the south bay, just a trace in san jose. only 0.01 of an inch in hayward. oakland, 0.03 of an inch. more is likely to fall during the evening. here's the forecast starting at 7:00 this evening. pockets of light showers and rainfall, mainly in the south and east bays. but later tonight, a little break as the rain tapers off.

however, showers and pockets of light rain will return by early morning. >> thank you, spencer. engineers surveyed a sinkhole in santa cruz. they blame heavy surf with speeding up erosion. waves as high as 20 feet have been pounding the cliffs. repair crews will fill the hole with bolders. if you're in that area, you will face detours. check out this sinkhole in oregon. it's on highway 101 in the town of harbor. it started in mid december and is still growing. it began moving again yesterday. >> that is enormous. the residents of an oakland art community say they're been unnecessarily forced out of their homes by the city. >> the building has just been red tagged and tenants only have a few days to get out. laura?

>> reporter: the city told us today they could no longer ignore the many code violations in this building that behind me they say the conditions here are dangerous. so everyone has to leave while repairs are done. the management company told me this afternoon they will be able to allow the tenants to move back in at the same rent, but that's little consolation to those who will spend this weekend packing up and moving out. it's an old warehouse converted to live/work spaces about 15 years ago. a building that houses about 100 people, mostly artists, who now must pack up and leave by midnight sunday. >> we're going to have to leave oakland. >> reporter: caroline valentine and sam coach share their loft with two other people. their loft does have issues. but what they say could or

should have been fixed long before it got to this. >> it favors living in a tent underneath the bridge. >> reporter: but the city of oakland has red tagged each unit, saying the violations are too numerous to correct, at least with anyone living here. >> we saw a list of two pages long of code violations. in my units, the repairs would take less than half a day for a handyman. >> to this place, over 100 artist, to put us into a situation with no housing. >> reporter: in a city where the average one bedroom rents for $2500 per month. laura anthony, "abc7 news." a family watched today as crews finished demolishing their dream home in san francisco. it was ordered to be torn down because the hillside is sliding down the west slope of mt.

davidson. they bought it for more than d 2 million last fall. they currently live in a rented home nearby. >> we'll stay where we are and work with the teams here to try to make certain, to see if we can rebuild. >> the hill seems to be creeping here, for whatever reason. >> one neighbor believes a water department sistern might be to blame. san francisco's district attorney called out the mayor and police chief saying they refused to cooperate with his investigation into police misconduct. he sent this scathing letter yesterday. he said he's being stone walled trying to find support for his task force to investigate. today, the mayor said he's all

for improving police policies. >> every city across the bay area is concerned with, can we build that trust, especially the communities with young people. >> the mayor and police chief have called for separate justice department investigations. there's another delay in the peer shooting case. the defense was expected to ask the judge to drop second degree murder and related counts against suspect juan lopez. he's accused of shooting and killing 32-year-old kate steinle in july. a 64-year-old man is under evaluation after police surrounded his home this morning with guns drawn. sky 7 hd flew over that house. police converged after a report of a mentally unstable man with a gun. police ordered neighbors to

shelter in place and evacuated others. the man surrendered and nobody was hurt. it looks like students from more san francisco private schools are being implicated in a racist party. yesterday, 14 students from st. ingacius were suspended school for going to the party. the sonoma county sheriff hasn't released the names of two people killed in an airplane crash. it crashed in santa rosa. both the ntsb and faa are trying to find out what went wrong with the single engine piper. no sign of him on the ground so far, but mark davis is reportedly in las vegas right now meeting with casino mogul sheldon aidleson. it's leaved they were discussing

a dome stadium that would be located on 42 acres near the strip. davis made no secret that he's weighing all options to get a new stadium for the raiders. team officials also met with coliseum leaders on a new lease. and big developments this afternoon involving the san diego chargers. but they're extremely confusing, team owner dean stanos announced he's reached an agreement to share a new stadium in englewood. at the same time, he says the chargers will play in san diego and will try to work ut a new deal on a stadium there. dean stanos quoted as saying, my focus is on san diego. so they're staying and leaving simultaneously, which really gums up the works. basically this is limbo for another year. still ahead on "abc7 news" at 4:00, google could be the

with the bay area economy booming, b.a.r.t. ridership has been growing by leaps and bounds. that has b.a.r.t. officials going to the voters to ask for more money to improve the system. >> kristen is here with the details. >> reporter: b.a.r.t. has been growing at a staggering rate, 6% increases in each of the last three years. so today, the transit system has 440,000 passengers daily. b.a.r.t. says with that kind of use it needs more money to keep things going. that's why it's considering a new bond measure to ask anywhere from $2.5 to $4.5 billion. that would be used to replace rails, fix tunnels, reinforcing platforms and could be spent on parking garages or station bathrooms. but bond money could not be spent on train cars.

too bad, as b.a.r.t. is hoping to line up funds for an additional 300 new train cars on top of the nearly 800 it's already ordered. b.a.r.t. conducted a poll to see if voters would support such a bond. interesting what they found. support goes up as the amount goes down. 71% would vote for $4.5 billion. and 76% would say yes to a $2.5 billion. they have to decide by august to get it on the november ballot. >> thank you, kristen. speaking of b.a.r.t., parking fees are going up at three stations starting on monday. the daily rate at hayward will be $2. best oakland's daily parking rate will be $8. parking lots are evaluated every six months. donald trump says he has no

7:00 tomorrow morning, it will be mostly cloudy and dry. you might see a couple of scattered springled tomorrow, but mainly dry and cloudy. with that in mind, embarcader embarcadero, mostly cloudy day, sunshine from time to time. midday temperatures in the mid 50s. so decent day, dry and cool. our storm impact scale is what we use to alert you to the impact and expected intensity of each storm. we rank them from one through five. our next storm, which arrives on sunday, ranks one on the storm impact scale. it will be, again, mainly a south bay event. at 10:00 tomorrow night, notice the rain comes up from the

the governor of michigan signed a bill approving $28 million to help the city of flint recover from its toxic water crisis. today's action comes after a new report claiming the state put fresh bottled water into flint's state building in january of last year. this is months before officials acknowledged they had a lead problem. officials say the coolers were offered because of a different contamination issue. the battle against the zika virus is intensifying. there are major concerns the

mosquito born disease will impact pregnant women and their unborn babies. >> reporter: preventing the mosquito zika virus and fighting the spread. these images of newborns with birth defects are difficult to see. but health officials are sounding the alarm for families across the americas. >> the level of alarm is extremely high. >> reporter: more than 30 cases of zika in the u.s., all brought back from travel abroad. at least three of the people are pregnant women in illinois and new york, now under close watch. it's believed the virus causes brain development problems in fet fetuses. more than a million cases in brazil. 4,000 babies affected. >> the climate has high levels of mosquitos. all these factors together helped to spread the disease faster. >> reporter: brazil is aggressively combatting the type of mosquitos that carry the zika

virus, but the disease has hit central america, the caribbean, and now the u.s. >> we prepare for the possibility of a major outbreak. but in reality, you have to stay, we believe -- we don't know -- we believe it is unlikely that it would happen. >> reporter: health officials say 20 people contracted zika in the u.s. territories of puerto rico and the virgin islands. him who are pregnant or thinking about having a baby are being a advise to postpone travel in the affected regions. the fda is reviewing the policy on blood donations as zika continues to spread. a new push today by president obama to advance equal pay for women. mr. obama unveiled new rules that would require companies with more than 100 employees to report pay data by gender, race,

and ethnicity. this would cover more than 63 million employees, potentially providing data to understand the pay gap. >> this won't solve every problem. we've still got to get more women and girls into high paying fields like science and technology, engineering and math. we've still got to make sure women are not held back in the workplace, simply for starting a family. >> today's event comes on the seventh anniversary of the lilly ledbetter fair pay act. demolition continued today on a multimillion dollar san francisco home in danger of sliding off a hillside. melissa harrington tweeted this photo of the work being done. turning now to the super bowl. most of the partying for the game will take place in san francisco, but the host city of the game wants a piece of the action. we'll let you in on some secrets about santa clara coming up at 5:00. and super bowl city is taking shape now. construction is moving briskly, but some parents and children are having a tough time accessing a play ground. >> reporter: it's quiet neighborhood, but not for long. super bowl city, a place where starting next week, the gravity of events will either pull a person in or set them on the run. >> we have to stay in our house.

>> reporter: he worries about noise, crowds, parking, getting his family in and out every day. >> i can't leave. >> reporter: for neighbors, nobody asked them if they wanted to have super bowl city next door. and now they're dealing with it. >> it's something we certainly didn't want. the super bowl isn't even in this city. so we're not seeing any particular benefits from where we are. >> reporter: julia met with us in what has become a particularly sore spot, the children's play ground. yes, there is a play ground in the middle of all this. most days this is one of the busiest play grounds in the city, but it's empty now and will likely be next week. if parents want to use it, they need to pass through the same security as everyone else. they are not happy about it. is this right? >> of course not. this is a public park and should be available to use. >> we left a message and we

president obama's administration concerned that former secretary of state hillary clinton had closely guarded secrets on her unsecured home e-mail server. that revelation about clinton comes only three days before the iowa caucuses begin the nominating process for presidential candidates. the associated press learned some of the e-mail had information the government considered top secret. an amazing new image of

pluto's atmosphere. scientists say that blue ring is caused by sunlight scattering from particles common in pluto's atmosphere. they believe it's a photo chemical fog. the lighter patches are sunlight bouncing off smoother areas on pluto's surface. nasa says there's more ice on the surface than first thought. a new map shows exposed water ice is abundant. they say it's the bedrock of pluto's crust. >> about time pluto gets some love. they minimized it to a dwarf. >> it was feeling a little blue, like that ring. >> unscripted, everybody. as is spencer christian with the weather. >> pluto's happiness is our main concern. you can see we have some areas of light rain and showers scattered across the bay area, mainly in the east bay and the

peninsumpeninsul peninsula. rain in the east bay in livermore and up near -- what is that? that's danville. we also have a winter storm warning in effect from 7:00 tonight to 4:00 p.m. tomorrow. expecting 6 to 14 inches of new snow and winds could gust up to 15 miles per hour or higher. so driving conditions could be treacherous. our snow accumulation animation prognostication shows a foot of snow expected in locations near the lake. back across the state of california, looks like lots of cloudy weather except sunnier and milder. rain up north and here in the central part of the state, central coast, snow over the sierra. here in the bay area, mostly cloudy skies, maybe a stray shower or two. here's a look at the rain chances for week ahead. strong rain chances for tomorrow

realizes the impact of sports extends beyond the field. >> o.j. simpson tried to use his try of concussions during an appeal attempt, but a new trial was denied. university of stanford announced that emmy winner ken burns will deliver the address. he's best known for his documentaries on the civil war, baseball and jazz. >> 7 on your side, we've got michael finney here answering questions. question number one, i donated a car and filed transfer papers. now the car is going through toll booths and i'm getting collection notices. >> you have five days to file the paperwork. if you've got that done, you call them up and go, i sold the car, how do i get this paperwork

to you? they probably have a way to e-mail it. but you're not on the hook for it. but you had to have done it within five days. i'm getting mail every day from life insurance, mort chairs. how did they get my personal information? >> there's dossiers on you everywhere. go to the direct mail marketing association. sometimes they charge $5, sometimes they don't. i don't know what their rule is today. i haven't looked it up. but that is the most they ever charge and that cuts it off. >> we have a car that's on a recall list. the dealership put us on a wait list. what can we do to get them to act? >> it's tough. the airbags that have been

recalled, we're hearing those airbags are only being made, 20,000 a day, and there are 23 million to get installed. so they're going to have to kick it up. so this is happening to a lot of people. there's a ton of recalls. just make sure you're on the list, ask where you are on the list and pound them over and over again. this is one of those times in life where the squeaky wheel gets the grease. if you're more difficult than the next guy, they're more likely to get you in and get rid of you. >> you've made a lifetime of that. >> a career. >> thank you, michael. bed bugs are becoming resistant to insecticides. >> and president obama is seeking billions for child nutrition. here's jane king. >> the bed bugs are biting back. they have developed resistance to the key insecticides used to control them. researchers found that the bugs getting resistant to the most widely used class of

insecticides. president barack obama plans to ask congress for $12 billion to help feed schoolchildren from low income families during the summer. nearly 22 million children do receive free and reduce priced meals during school year, but only a fraction when school is out. a study finds no proof of seasonal depression. that's according to a new auburn university study. depression comes and goes, and if someone experiences depression in the fall and winter, it doesn't mean seasonal changes have caused that condition. if you want to improve your sense of well-being, leave the lower 48. a new report ranked all 50 states, puts hawaii at number one followed by alaska.
