m melendez is done. >> they can add or delete before taking it to the board. now san francisco would not be the first in the nation in 2014. oakland unified passed it. it is now offered to middle school students through their health centers and soon to all their middle schools. san francisco unified said a recent survey revealed 5% of their students in middle school say they have had sex. if you doubt that someone that young could be sexually active, ask the director of the third street youth center and clinic in san francisco who says their average client is 14. >> so if 14 is the average, there are some who are older, but there are also some who are younger. >> reporter: that's why the school district wants to bring its wellness program to the more than 10,000 students in middle school and, yes, that would include offering condoms under the supervision of a counselor. the district says it's worked at the high school level. >> we believe that with the

education it actually lessens the amount of sexual activity, lessens the amount of sexually transmitted infections as well as pregnancies in our high school. >> reporter: as in most cases, parents are on the fence. >> it's not their job. >> yeah. >> it's not their -- >> i think it comes down to the parents. yeah. it's the parents that should be on top of this. >> if they're having sex behind their parents' back, why not be safe about it? >> reporter: according to the district, parents would only be told if their child gives their consent. >> we respect the state's requirements of confidentiality. >> reporter: the program has been in effect at local high schools for the past 25 years. the district points out it has been so successful that only 26% of their students say they have had sexual intercourse. the national average is 47%. in san francisco, lyanne melendez, abc 7 news. a warning tonight for santa clara university students following a possible case of bacterial meningitis. the school says an undergraduate

student became ill yesterday and is now in the hospital. test results are expected sometime today. most students are not being asked to take preventative measures. meningitis is spread through saliva with early symptoms mimicking the flu. the u.s. justice department is going to investigate the san francisco police force. now that decision is the result of a request by mayor ed lee in the aftermath of the questionable police shooting of mario woods who lived in the bay view. abc 7 news reporter vic lee is live at the federal building with that story tonight. vic? >> reporter: the u.s. attorney's office held a briefing for reporters here at the federal building this afternoon. it was attended by the mayor and the police chief. now, this investigative process will involve town hall meetings with a community and, of course, extensive interviews with police. all of this resulting in voluntary recommendations for the police department. not mandatory ones.

the justice department says its community-oriented policing arm called c.o.p.s. will review san francisco police trains and practices. >> the review will review whether racial and ethnic disparities exist with respect to enforcement actions taken and not taken by the san francisco police department. >> reporter: mayor ed lee had asked for a federal investigation following the death of knifing suspect mario woods who died in a barrage of gunfire last december. all of it caught on camera. the shooting has ignited a fire storm of anger and protests. former east palo alto police chief ron davis now heads the justice department's c.o.p.s. program. >> this is about building trust and confidence in the community. >> reporter: mayor lee promised complete cooperation and transparency. >> we will allow ourselves to be exposed by way of practices that we have and the practices we should end and those that we

should adopt. >> reporter: police chief greg suhr echoed the mayor's sentiments. >> it's a work in progress, we've already undertaken the initial start to this. we look forward to this review. >> reporter: the review will most likely take more than a year. if that ok septembaccepted by s francisco police, they could issue a separate probe which would result in court-mandated changes. vic lee, abc 7 news. a snarl in the evening commute in the east bay as crews responded to an accident involving several vehicles. sky hd was over the scene in concord to the off ramp to highway 4. the highway patrol says five people were hurt. all are expected to be okay. it took time to remove the wrecked cars from the road. it's unknown at this point what caused the crash. another accident to talk about, this one involving the super bowl. two charter buses carrying the denver broncos back to their

team hotel were involved in a chai chain-reaction crash that injured a motorcycle police officer. it happened on southbound 101 at ellis street south of moffitt field. one bus rear ended another. then a chp officer ran into the other bus. that officer suffered minor injuries. glad to tell you he'll be okay. no one on board the bus was hurt. all the players got off the damaged buses and boarded two other buses. they were reporting to their hotel from practice at stanford stadium. br demarcus ware tweeted a photo of players standing alongside the bus. he posted "to keep the day interesting, we have a small wreck. looks like everyone is okay, though." you may see people selling super bowl branded items on the street. some of it could be counterfeit. agents are working to make sure only proper items have been sold. i.c.e. has already seized these

items part of operation game player. the game plan is to keep counterfeiters from profiting while protecting the bottom line of legitimate businesses. >> takes away jobs, jobs both in the united states as well as overseas. jobs related to the transportation of merchandise. the selling of merchandise. it's a big economic loss to the united states economy. >> i.c.e. has also cracked down on seizing unlicensed items during the giants world series run as well as the warriors race to last year's nba title. now with both super bowl teams practicing today in the south bay, their fans are gathering tonight to see the players as an opening night media event at s.a.p. media center in san francisco. >> so exciting, right? those fans have a chance to sit in. abc 7's david louie has been talking to fan, live at the s.a.p. center. david? >> reporter: kristen, dan, this event was not meant to be an autograph session or meet the players session. they were going to listen to the media ask questions.

the lines are long outside s.a.p. center. people, fans have brought their enthusiasm and even brought some items to be autographed. even though some niners fan showed up in team gear, the fans converging on s.a.p. center were showing off support for bropants or the broncos. they are lifelong raiders fans but rooting for panthers quarterback cam newton. which player do you want to meet, whose autograph do you want to get? >> cam newton. i got to see cam newton. that's who. >> cam newton, but you know, peyton manning -- >> peyton manning has been around a long time. >> that's hall of fame, you know, next step for him. >> reporter: broncos fans are here, too. ben finds it difficult to contain his enthusiasm. >> i traveled the world for these broncos because i love my broncos so much! i love them so much! >> reporter: this niners season ticketholder drove down from sacramento with one mission. >> i'm hoping joe montana is here because i got my limited edition super bowl jersey from when he was inducted into the hall of fame, so i'm hoping i

happening in the 2016 race for the white house. moments ago, voters in iowa's 99 counties officially began to caucus with republican and democrats gathering in separate locations. since 1972, the iowa caucuses have had a 43% success rate at predicting which democratic candidate gets the nomination and a 50% success rate on the republican side. bewell, it has happened aga. according to fire investigators a charging hoverboard caused another destructive fire. >> there have been now nearly 50 incidents in 20 states including several in the bay area. >> this time, there were no injuries thank goodness but that fire left an east bay family homeless. >> laura anthony has the story now from san leandro. >> for my granddaughter. >> reporter: he says it was a gift for his granddaughter. a hoverboard investigators believe sparked the fire that gutted his san leandro home. >> i hate that i bought it. i wouldn't purchase another one,

from what i'm reading, getting an understanding about them. >> reporter: alan bought the board just 12 days ago. on saturday it was plugged into a charger in his downstairs office. he told us he had only left his house for 45 minutes. he was out to lunch with a friend when a neighbor called to say his home was on fire. stop selling hoverboards. >> reporter: jane is the neighbor who called alan. >> they got a hoverboard for their grandkid, now look, they're homeless. you know, it's just -- it breaks my heart. >> reporter: there have been ten fires involving hoverboards in california in recent weeks. four in the bay area. including one in petaluma and another in santa rosa that killed two dogs. alameda county fire has some advice for those charging devices with lithium batteries. >> if you need to use a cell phone timer or an egg timer or some sort of stop watch so that you are charging the item within the prescribed time according to

the instruction -- >> all my daughter's graduating pictures, too. >> reporter: he says the preliminary estimate of damage to his home $150,000. in san leandro, laura anthony, abc 7 news. starting wednesday you won't be able to surrender most pets at two public animal shelters in contra costa county. blames overcrowding at its shelters in martinez. officials have seen an uptick of people giving up dogs and cats. 330 animals currently live in shelters there. shelter workers will make some exceptions, though. they will still accept strays. along with sick and injured animals. the east bay spca needs your help to find a dog stolen from a shelter in oakland. you can see that pit bull mix, daisy may, in this picture. the two-year-old dog was supposed to have surgery today to remove a possible tumor. someone took daisy may after striking up a conversation with a volunteer at the shelter on baldwin street yesterday. and shelter officials tell us

they'll gladly take daisy may back no questions asked. all right. tonight, police are on the lookout for a man who attacked an elderly homeowner in saratoga. here's the sketch of the attacker. police say he knocked on the de door and assaulted an elderly man who answered. police searched the area but could not find this guy. the elderly man had critical injuries. he's out of the hospital but has a long road to recovery. the owner of a nudist resort in los gatos accused of stealing water has been fined and ordered to do community service. prosecutors say lori kay spout of the lodge repeatedly diverted water from a creek she did not own. she pleaded no contest to trespassing. her sentence includes a $2,500 fine, 100 hours of community service and 3 years' probation. the system yahoo! uses to fire employees is now under fire by former top executives.

gregory anderson filed suit today against the company accusing yahoo! senior managers of manipulating their employee rating system to fire workers without cause to achieve the company's financial goals. the suit comes a day before ceo marissa myers prepares to announce a stream lining plan likely involving more job cuts. in 2012 she instituted a quarter review system in which every employee is ranked. engineers and designers are close to figuring out how to finish building a pedestrian and bike path on the bay bridge. sketches from a metropolitan commission meeting last month show mock-ups of the different designs. engineers have several ideas on how to get people on to the walkway in san francisco including a ramp, maybe an elevator. an estimated 10,000 people would use it each day. right now the path winds from oakland to treasure island. it would be a decade before it's fully connected to san

francisco. but at least it's under way in the planning stages. >> yeah. you know, a lot of people are here for a super bowl, not just here in super bowl city behind us, all over. many will want to see the golden gate bridge. >> it's a big icon here. because of security concerns around the game, you can't mark during the day at the usual spot. >> so as abc 7 news anchor reggie asked if not a selfie there, where? >> reporter: both sides of the bridge restricted during super bowl week. maybe that's a good thing. >> avoid is the point altogether. >> reporter: the selfie game atavist to point isn't that strong. luckily i have friends to help us out. are you photo bombing me? >> we're going to take care of you. >> this is our number three spot he here at fork point. you can see the bay, see

alcatraz and of course this brick coastal fortification. so this is our number two favorite spot to take a selfie. this is baker beach and it's really a place that's only, you know, locals know about. >> reporter: all right, baker beach selfie? >> yeah, baker beach, let's do it. >> reporter: their number one golden gate selfie location takes us up all the way up to the marin headlands. hawk hill. uncrowded and above it all. >> where else do you get alcatraz, the bay bridge, the city, lands end? >> it's time. >> is it ready? >> reporter: so no vista point? no problem. your selfie is easy as three, two, one. all of this got us wondering, where's's your best location for a golden gate pic? this family has a beautiful one from ft. point. see they're on top of it there. great vantage point. this is from david. i happen to love it. torpedo wharf. he gets in the full bridge from that location.

looking at a beautiful setting sun with the clouds in the background. showers are likely tomorrow morning. another chance wednesday afternoon. and it is going to be drier and milder for the end of the week. we have been rating our storms all winter long on our storm impact scale. 1 is light, 5 is severe. the one coming in tomorrow morning, it's a light storm. it's a 1. showers for your tuesday morning commute less than a quarter of an inch. we are expecting light winds with this system. so 4:00 a.m. tomorrow, do expect some very light showers to approach the north bay. by 5:00, spotty showers across the bay area. definitely going to slow down your morning commute. 6:00, becomes widespread in the north bay. green indicating lighter rain. yellow indicating moderate rain. don't be surprised if you run into a quick downpour. 7:00 a.m. you'll be noticing it is wet across the entire bay area and at 8:00 we're going to keep the wet weather going. slick roadways at 9:00 a.m. at 11:00 a.m., you will notice some spots in the north bay, san francisco, the east bay, starting to break out of the wet

weather. noon time it is winding down then all gone by the time we head toward the afternoon rush hour. in terms of rainfall, we're not expecting much with it. this is a weak system. generally about a tenth to quarter of an inch of rain. for super bowl city festivities in case you're going tomorrow, do expect the rain to move out just in time. at 11:00 a.m., cloudy, peeks of sun in the early afternoon. mostly cloudy, though, getting chilly by nighttime in the upper 40s. you'll definitely need a jacket if you're heading to that. here's a look at the next system. 5:00 a.m. wednesday there isn't a lot happening. just cloud cover. we head toward the afternoon commute and a chance of showers begins to develop in the north bay at 2:00 p.m. by 4:00 p.m., you'll notice it's pretty wet and this continues through the late night hours. so for super bowl sunday we're going to change everything up at levi's stadium. it is going to be warm. lots of sunshine out there. mild depending on your definition for super bowl sunday. by evening, 58 degrees. so at kickoff, when the broncos and the panthers get on with the

food one of our favorite subjects, the sunbject of two stories. >> michael finney is here with that. >> we're going to start with that. the centers for disease control and prevention say chipotle e. coli outbreak appears to be over. that sent the stock price spiking to 5% today. you may recall that dozens of customers from several states reported getting sick after eating at chipotle restaurants. no deaths have been reported and the cause, that's still unknown. to win back customers chipotle is providing deep discounts for the upcoming super bowl weekend and next monday will close restaurants for meetings with employees. were you signing up for health coverage under covered california but ran out of time before yesterday's deadline? well, there is some good news for you tonight.

covered california, the state's insurance exchange, has announced it is extending its enrollment deadline until saturday for people who began the process by yesterday, january 31st. exchange officials are extending the deadline to accommodate a surge in enrollment. the rules can be tricky so if you think you qualify for the extension, contact covered california right away. those filing this year will be fined at least $695 for adult, $347.50 per child. the airlines are not exactly lining up to give those of us back in coach any extra leg room. if you want an in-flight snack, well they have you covered. free snacks are back at united airlines and soon americanairlines' customers will be chowing down, too. american also planned to offer more free in-flight entertainment options. delta never stopped serving snacks and southwest is pretty much based its business model in part on pretzels.
