live from the kgo tv broadcast center, this is "abc7 news." good afternoon and thank you for joining us on this tuesday. >> we are live once again today on top of the abc 7 broadcast center overlooking super bowl city. >> and we are live at pier 39, hanging out with the espn crew. we will bring you all the super bowl excitement, all throughout the bay area coming up. >> thank you, larry. we'll check back with you. we begin here in san francisco, where a chp officer is in critical condition after he was stabbed. >> it happened in the soma neighborhood. wayne freedman has been followed the story and is live on the scene with the latest on this. wayne?

>> reporter: good afternoon, dan. there's still a lot we don't know about this case, including the name of the officer involved or that of the suspect. as you said, it happened at essex and harrison right here and you may know this on-ramp. about 10:00 this morning, two chp officers were driving along and saw what they say is the suspect move along in here. they got out to investigate. they went up this road and that's where the trouble began. maybe you've driven right by it, a homeless encampment. by this afternoon, abandoned. a stark contrast with this morning after a suspect stabbed a chp officer right near here. >> he was stabbed in the upper torso and neck. as you can imagine, a very serious, violent attack. >> reporter: an attack that led to police chasing the suspect through the neighborhood. >> i just think it's crazy.

for a homeless person to do that to chp is crazy. >> reporter: here's the man they arrested in handcuffs, and this left on the street, the weapon he allegedly used into attack. it's been taken into evidence. meanwhile, a vigil for the chp officer. >> the officer is a seven-year veteran. his injuries, it was a life-threatening injury, but at this time he is stable. >> reporter: police took the suspect away on a gaurny. there is no word regarding his name and condition. wayne freedman, "abc7 news." now "abc7 news" was constantly updating the this morning on twitter. you can follow us on twitter for instant updates. an oakland police vehicle collided with a pickup truck

today. both the officer and truck driver went to the hospital, but are expected to be okay. an arborist is inspecting a tree as to why it fell yesterday and killed a man. the area has been made off limits to the public. he's trying to determine if the tree was diseased or brought down by strong winds or water logged roots. san francisco officials have postponed a project to drill a well on a hillside that forced a demolition of a multimillion dollar home. the city will drill tomorrow morning. the hillside is sliding because it's soaked with water from a water main that was capped over the weekend. another storm made for a misty morning throughout the bay

area. >> the streets were very slick this morning. drivers battled wet roads on their commute. in san jose, a hardy dose of rain came down near adams drive earlier today. >> this is a live look outside. the sun has made an appearance. >> it's beautiful. a little breezy but very nice. our meteorologist is here with a first look at the weather. >> you guys are bundled up, so a chill in the air. we have definitely switched over from the rain to just some clouds right now. the system that came through today was a one on our storm impact scale and it impacted your morning commune. 0.29 in half moon bay. but only 0.01 in santa rosa. livermore, 0.04 of an inch of rain. a beautiful view if you're stepping out this evening, low forts to low 50s.

how are you doing, everybody? i'm leer at pier 39 and we just got done finished watching the espn crew do a live episode of "sportscenter." the crowd beginning to disburse right now. the teams are going to be in unfamiliar territory during super bowl week. the nfc champion carolina panthers are practicing. the panthers, they're going to spend most of their time on the two practice fields which are natural gas. the denver broncos are at stanford stadium where the grounds grew even painted a broncos logo to help make the team feel at home. here's a look at sky 7 hd, a view from above. that's the home of super bowl 50. five days away. and right now the final touches are being made to get the steady

raid. david joins us live now in santa clara with more. >> reporter: five days away and lot ofls painters, electricians and many other people still working on the stadium getting ready for sunday. the interesti ining thing we led about is how the nfl is preparing to accommodate special requests by the two teams, including the care and feeding of a horse. the big difference is that all vestiges of this being the home of the 49ers are pretty much gone. the red seats are gone, but fresh paint have changed branding to match the showdown between the panthers and the broncos. the two teams have also made requests such as what food to be served during the game and halftime. >> the broncos, you know, specifically have thunder, their horse, and they've asked for the

horse to be part of the festivities that happen here at the stadium on game day. >> reporter: and the panthers want their drum. the nfl's field manager believes the turf will be in excellent condition for sunday's game. >> the grass shows no signs of wear. the field is holding up. >> great, great. we're in good shape right now. >> reporter: how would you describe the condition of the turf? >> excellent. >> reporter: the nfl says it has stress tested all of the technology. >> there's a scoreboard, there are elevator systems, all of those systems have to be services by people who maintain those systems. >> reporter: there is still a flurry of last-minute work to be done as gametime approaches. the ultimate stress test will come on super bowl sunday. david louie, "abc7 news." >> and the super bowl keeps adding big stars to the lineup.

lady gaga will be singing the national anthem. marley matalin will join her performing sign language. cold play is headlining the halftime show with a special appearance from beyonce. three years ago, beyonce performed in new orleans and shortly after that, the lights went out. that's how good beyonce was. >> you know how i feel about lady gaga, so that will be amazing. let's move on. ed lee says he's not trying to hide the homeless during the super bowl as some day. but our video raises questions about the tactics. >> homeless advocates say police are creating a bigger problem with the homeless than ever. >> they are on the housing wait

list. they lose their place on the wait list. and you can't get back on the list. >> it is part of a system that criminalizes the homeless. you can watch that special report tonight on "abc7 news" at 11:00. san francisco could become the first city to ban the eviction of teachers from their homes during the school year. >> caroline tyler is live from city hall with that story. carolyn? >> reporter: we're told the average san francisco schoolteacher makes about $3400 a month, while the average one bedroom apartment rents for about $3600 a month. so you can see if a teacher is evicted it would be hard to find another place to live. alison is a p.e. teacher in san francisco. she says her work's been affected since she was forced out of her apartment in december. >> if i did not have to go through this eviction during the

school year, then my time and my students would be much better served. >> reporter: she may be able to move back into her place after the land lord finishes repairs. but those who gathered on the steps of city hall today say anyone who works for any school in the city, public, private, parochial, janitors or educators, should not be kicked out of their home during the academic year. there's already a similar law protecting families with children being displaced until summer break. the supervisor is behind the new legislation and says while many san francisco tenants deserve protections, the challenge is unique for those who work at schools. >> san francisco cannot be a world class city without a world class education system. and to have a world class education system, you need to have educators living in the city. >> the executive director of the san francisco apartment association says small property

owners would like the legislation tightened. >> we have to make sure that the language is such that it doesn't open the door for a lot of other people to fall into the schoolteacher category that may really not need this assistance. >> she also believes if the measure passes, it could be a disincentive for land lords. in san francisco, carolyn tyler, "abc7 news." still ahead on "abc7 news" at 4:00, big layoffs coming to yahoo. the cuts and which offices will close. how safe will you be when the next earthquake hits? the big push by the white house and how mass transit is leading the way. and back live here at pier 39 where espn has spent most of the day here. we'll talk with the espn sports anchor coming up.

walnut creek, campbell, and all the bay area, this is "abc7 news." better protection of americans for earthquakes is the subject of a white house summit, bringing together experts from across the country, including the bay area. >> here is nor on how it could impact all of us. >> reporter: scientists get invited a lot less to the white house than celebrities, so it's a big deal they were invited there today. imagine when the next earthquake strikes, what if you had a few seconds heads up that shaking is about to reach your

neighborhood. the technology exists. for three years now, a few beta testers, including b.a.r.t., have been using an early warning system. today, the white house convened a summit to authorize the next step in eventually rolling it out to all of us. >> earthquake, light shaking expected in two seconds. >> reporter: this is the shake of a quake warning system, developed by bay area scientists in uc berkeley. when sensors detect shake waves, they send the data to alert centers which can calculate when it will reach freeways, transit systems and send a warning to you so you can take cover. the white house is enabling testing agencies to take action on the early warnings, and pg&e joined beta tester. all sending the message, earthquake safety is now on the

tonight. in honor of super bowl 50, the walt disney company teamed up with kaboom to build a new play ground in south san jose. nearly 250 volunteers showed up to get some work done. chris wen was there for all of it. >> reporter: here in south san jose -- >> i feel blessed, honestly. just thankful for everything going on. >> reporter: residents are overwhelmed by all of the action. >> we really needed it bad. we didn't have any swings or anything because they just broke off. it means a lot to us. >> reporter: since 2007, they have committed more than $6 million to build play grounds across the country, teaming up with kaboom to make it happen. today, volunteers from espn, abc 7 and other groups worked with residents to transform what was once an eye sore into something magical. >> having them involved makes it extra special. >> reporter: a six-hour buildout from start to finish.

>> reporter: $10 beers, but it's all for the fun. still cheaper than the ballpark, and of course, water is free. amazon prime members get unlimited two-day shipping for $99 per year. for everyone else -- amazon started offering one-hour deliveries, we told you about that. now it's trying hard to keep up with the man. research found regular shipment takes longer than before. back in 2012, 78% of packages arrived within three days. now just 44% get there that quick. microsoft is recalling more than 2 million power chords for its laptops. the chords compose a fire hazard. dozens of reports of flames. the recall affects 2.4 million

do, followed by "abc7 news" at 11:00. we're back here at pier 39. thousands of football fans have descended on the bay area for the super bowl, but there are only a few, a few who can be considered super fans. and i mean really super. mike shumann joins us live with a look at one local man. >> reporter: well, larry, when super bowl 50 kicks off here on sunday, that's going to be three fans in the stands who have been to every single one. and he can't wait to show visitors how the bay area does football proud. 76-year-old larry jacobson was one of the first super bowl volunteers to check out his official uniform. he's spend thing week helping tourists find their way around san francisco, but some day he'll be at levi stadium watching the game with an exclusive club. how many original members of the

super bowl club? >> we had five, now three. >> reporter: larry started at a die hard 49er fan. he's had season tickets for 63 years. in 1967, he decided to take a date to los angeles to see the first super bowl. >> it was a $100 investment, including tickets and airfare, rent a car and food. she wasn't impressed with football or me. >> reporter: larry gave up on the woman, but not the game. and he developed a special talent. >> if anybody knows me, i don't know a damn thing about football. but i know how to get tickets. >> reporter: 50 years later, his house is full of super bowl memorabilia. >> this is super bowl xvi. >> reporter: i remember that one. larry is one up on me. this is the first official super bowl 50 ball, handed to him straight off the press at the factory in ohio. >> and then, larry jacobson.

[ sirens ] >> an emergency in san francisco. two chp officers on patrol. suddenly confronted by a man with a knife. >> the subject attacked one of the officers.

>> and this happened not far from super bowl city. good evening. >> here is a picture of the man who stabbed the officer. he's a homeless man. >> this happened near essex and harrison streets. this officer is now at san francisco general hospital with what is described as life ht threatening injuries. >> vic lee is live at that onra onramp. i understand you just learned more about the officer's condition. >> reporter: that's right. good news from the hospital. we just learned that the officer is out of surgery in stable condition. this is where the officer was stabbed. he was walking on this shoulder this morning, when the two officers noticed him. this is the suspect, who is accused of stabbing a chp officer this morning.

here is the knife he allegedly used. the officer was stabbed in the neck. >> the officer is a seven-year veteran. his injuries right now, it was a life-threatening injury. at this time, he is stable. >> reporter: the attack happened around 9:30 this morning. two chp officers cruising by the onramp to east bound 80, saw a man walking on the roadway toward the bay bridge. they got out of their car and stopped him. this is chp captain christopher sherry. >> during that enforcement contact, the subject attacked one of the officers and they began to struggle. >> reporter: the struggle ended when the man, whom officers say appears to be homeless, stabbed one of the officers. he then ran off. the officer's partner rendered first aid until an ambulance transferred him to san francisco general. officers shut down several blocks of
