live, from the kgo tv broadcast center, this is "abc7 news." a dramatic, damage filled pursuit came to a peaceful end this morning. police arrested a man who hit dozens of cars, including police cars, and did so on purpose. good afternoon, everybody. >> it began about 8:30 this morning in east oakland. the driver crashed into several cars before he was finally arrested in berkeley. laura anthony joins us live outside oakland police head quarters with the details. laura? >> reporter: police here in oakland and in berkeley still trying to count up the number of cars that were impacted by this incident this morning. there were some minor injuries, one to a pregnant woman, though

she is in stable condition. and police still looking for the gun they say this driver used to flash at the people he was about to hit. this is how it ended in a residential neighborhood in berkeley after a suspect went on an hour-long rampage. flashing a gun and smashing into dozens of cars, including several police vehicles. >> there was a car that was weaving in and out of traffic and swiped her car and the car in front of her. >> he would look at the driver and intentionally drive his vehicle into that person's car. additionally, he would point a firearm at them. >> he was driving at high speeds, extremely erratic. at some points he was going in the wrong direction. >> reporter: it started just after 8:15, when the suspect drove to west oakland and on interstate 80 to berkeley, with

police and chp in pursuit. an uber driver had just picked up a passenger when he was hit. did he flash a gun at you? >> no, he just shot past me and when he hit me he got a flat tire. >> reporter: the suspect abandoned his car near the north berkeley b.a.r.t. station and ran into the neighborhood. >> he was living in south berkeley. we do have prior contacts. >> reporter: investigators brought witnesses out to the scene to identify the handcuffed suspect. in oakland, laura anthony, "abc7 news." a two-vehicle accident briefly delayed east bound traffic on the san mateo bridge this morning. crews had to briefly shut down all lanes to move the damaged vehicles. two out of three lanes were blocked for about an hour. it's not clear what caused that accident.

there are new developments today in the race for the white house. republican carly fiorina says she's suspending her campaign. the announcement was made today on her facebook page. this comes as the chris christie campaign says their candidate is also out. >> reporter: following his big win in new hampshire, bernie sanders is feeling the love on "the view," telling the ladies he's all in. >> the message that we're bringing forth, that this country is supposed to be a nation of fairness. and we're not seeing that fairness right now. >> reporter: sanders stopping in harlem for coffee with al sharpton earlier. hillary clinton also in new york after reassuring her supporters in new hampshire she is a fighter. >> and we've learned it's not whether you get knocked down that matters, but whether you get back up! >> reporter: for the republicans, front-runner donald

trump is crediting his huge win to the huge voter turnout. >> we're getting great signals. we would have a rally and many people would show up, many more than we anticipated. >> reporter: his challengers are already back on the trail for the next primary in south carolina. and the big surprise -- >> i'm not interesting in just being out there and going on the attack. >> reporter: and ted cruz sounding defiant, despite being third last night. >> one of the most important conclusions coming out of the first two states is that the only candidate who can beat donald trump is me. president obama is heading to the bay area right now, fresh from an address before the illinois state legislature where he began his political career. he said the lessons he learned in springfield framed his belief of a better kind of politics, which he still seeks today. >> we wouldn't bend on our most

deeply held principles but we were willing to compromise in pursuit of a larger goal. >> reporter: the president is traveling to the bay area to raise money for the democratic party. air force one is set to touchdown around 7:30 at moffitt field. the justice department announced it will sue ferguson, missouri in an attempt to force city leaders to overhaul their police department. the announcement comes after the city council voted unanimously to revive a long negotiated settlement with the feds, saying reforms would be too extensive for the city. sky 7 hd caught a glimpse of the falls flowing strong. >> spencer is here with a check on our accuweather update and if any rain is in the forecast. >> if we look far enough ahead, maybe a week or so, looks like a chance of rain developing. right now it's dry and mild. here's a look at live doppler 7

hd. partly cloudy day, nice and mild. we have rough surf developing again, though. high surf advisory in effect tomorrow to 8:00 p.m. saturday. a danger of sneaker waves, rip currents and beach erosion. meanwhile, friday, it will be mavericks invitational surfing competition. conditions friday morning will be partly cloudy, 53 degrees. by noon, up to 60 degrees, winds out of the northwest 5 to 15 miles per hour. breakers 25 to 35 feet. so rough surf for most of us. here's the live view. this is our first forecast, partly cloudy and mild this evening. mix of sun and high clouds tomorrow morning and mostly sunny tomorrow afternoon. mild once again with highs at mid 60s to the coast to 73 inland. we have a warmup coming our way.

larry, eat goesing to be huge, huge. it will make your head spin. >> most things do, spencer. you were talking about the surf contest. the excitement from fans, surfers, and rescue crews is ramping up, just as another big competition was called off. matt keller has all the details. >> reporter: it wasn't maverick size here this morning. heck, to some of the surfers out on the water, these are barely considered wave. >> flat for winter, but it's fun. that's why i'm here. >> reporter: the big waves are coming. >> i'm excited to watch. it will be fun to spectate. >> reporter: you're not going to get out there? >> probably not, no. >> reporter: it's also the busiest day of the year for patrol. we were on the water in october when they organized with other rescue crews from the coast

guard and the water rescue team for the big wave contest. just last month, a preview of the real thing. huge waves were breaking on january 7th, and big wave surfer garrett mcnamara wiped out, breaking his arm. >> so we'll be prepared. we'll have ambulances standing by for the athletes and anybody else that happens to need their services. >> reporter: many competing are in hawaii today. the big sur of contest known as the eddie, was supposed to take place but this morning was canceled. but don't expect that decision to change anything here. >> i think it's going to be big, solid. >> reporter: the beach and cliff around maverick will be closed to the public on friday. so if you want to watch, pick any number of restaurants here and they'll be streaming it live on their big screen tvs.

matt keller, "abc7 news." women could hit the surf at mavericks next year. that's now one of the conditions organizers must satisfy in order to be granted a permit. a $2 million home with fantastic san francisco views is now only a memory. crews finished demolishing the home after the hillside it was on started sliding. city officials say a leaking water main may have weakened the hill and caused it to erode. five nearby homes needed to be inspected to determine if they're in danger. nearly $2 million will be spent by california counties to remove dead trees killed by the drought and the bark beatles. at least 200 tacks have been found at a popular dog park.

police found the tacks on turquoise drive on saturday. this is the second report of tacks being found at that park. neighborhood parents and pet owners say they're worried about the second discovery. a controversial proposal that would allow condoms to be distributed in san francisco middle schools have been tabled, for now. hours before the board was scheduled to weigh in, the district decided to delay its vote. christians marked the start of lent today. "abc7 news" was at st. mary's in san francisco as the archbishop marked a cross with ashes on the foreheads of worshippers and encouraged church goers to abstain something from lent. lent ends 46 days from now on march 27.

this is "abc7 news." commuters know how the end of the recession brought back traffic congestion. this is a look at some of that ba backup during the commute here. >> what price do we pay for prosperity? david is live in san jose where that issue is being debated. david? >> reporter: 64,000 jobs were created here in silicon valley last year. that brought the unemployment rate down to 3.6%, 2% lower than the state rate. but there's no relief in sight for this region's high rent, high home prices and shrinking middle class. tech companies are leading job growth. incomes are growing as a result.

last year the average income was $122,000 in silicon valley, up $6,000 from the year before. however, middle class jobs are disappearing according to the new survey. >> we need clerks, stenographers, receptionists, secretaries, administrators. we just don't need them. >> reporter: that leaves some worried. >> it's been up and down with job security. right now it's doing good. >> reporter: that has both renters and home buyers squeezed. 4 out of 10 renters are paying over a third of their income. the ratio is 3 out of 10 for home buyers. another problem is the availability of newly constructed homes. here in silicon valley, only 5500 permits were issued last year, down 50% from the year before.

there's a price to pay to live and work here. >> silicon valley, this is a golden spot of the country. so yeah, there's more jobs, more traffic. >> reporter: while gas prices are falling, rush hour stretches out for seven hours now. we burn an estimated 28 gallons of gas per year sitting in traffic. >> in san francisco, it's like a two-hour drive to san jose. >> reporter: in san jose, "abc7 news." twitter confirmed it is changing the way users see tweets. they introduced a new algarhythm. the change only impacts the first few messages, making up the top of your timeline. users will be able to turn that off if they want to. the federal government's highway safety agency appears ready to redefine the term driver.

they now agree with google, saying computers controlling the cars of the future can be considered their driver. analysts say the redefinition is an important break for google and big step for getting self-driving cars to the public. super bowl 50 is finally wrapping today. those huge signs started coming down and all those streets and super bowl city are expected to reopen tomorrow evening, a day earlier than expected. the host city announced exactly how many people visited super bowl city and the nfl event in san francisco. >> did they beat the estimates that were used to sell the event? kristen sze is here with a look at those numbers. >> reporter: organizers say 1.1 million people visited events held in san francisco, including super bowl city and the nfl experience. that is 10% higher than the 1 million visitors projected. but did that influx translate into a boost for businesses?

average, but that will change a little bit. next few days see high clouds over land areas and low clouds near the coast. here's our forecast. 11:00 tonight, notice the high clouds moving over. temperatures dropping a couple of degrees going into tomorrow and friday. for the week ahead, highs in san francisco will remain above average. the average high of this time of the year is 61 degrees. well above that level tomorrow, although temperatures dropping off. sunny, monday, temperatures bounce back, a high of 71 on sunday. tapering off to next wednesday. that's the pattern we'll see around the bay area. overnight, lows in the mid to upper 40s. right around 50 in oakland. tomorrow, partly cloudy, highs ranging from the upper 60s to

an effort kicked off today to give a fighting chance to every baby. this event in san francisco is the first step in organizing teens for the annual work. premature birth is the number one cause of death for babies. >> we are trying to drive down premature rates and find the causes of birth defects and infant mortality. i will support all of the families, the moms, the dads, the grandparents, who are going through this. >> several of our colleagues will be there in april and may. we're excited to see you out there. harry potter is back. harry potter and the cursed child will be released this summer. it's a script book based on the

into her car. police are still looking for the gun witnesses say the suspect flashed during this chase. san francisco's police chief will present a draft proposal to arm his officers with tasers. but another organization is attempting to outshine the chief. leea another large storm where officials may need to release water. wayne freedman looks at el nino's impact in the north bay. daley city looking at moving its 911 dispatching city over to san mateo county. the city's police officers oppose that money saving move saying it poses a public safety risk. vic lee is live with a story you'll only see on "abc7 news." >> reporter: daley city council members will meet to consider that proposal at the end of the month. most of them still waiting to decide. but members oh of the law enforcement community there are

speaking out strongly against the move. police say monday's officer involved shooting of a domestic suspect is a perfect example of why daley city needs the 911 dispatchers. >> we had a long-term history with him. so they were able to get that information out to officers much quicker. >> reporter: the city council is considering outsourcing its police dispatch system to the county. but there's no guarantee the city's dispatchers would be hired on. nine dispatchers with a total of 120 years of experience here. dispatcher jessica headman says they and the officers are a close family. >> we know the way that they talk, we know the codes, and it saves us a lot of time if we can short hand words on the radio opposed to spending a lot of time and wasting the air traffic. >> reporter: the proposal claims outsourcing would save the city some $750,000 a year.

the dispatchers disagree, saying it's a public safety issue. rank and file officers signed a petition, saying the dispatchers do a lot of clerical and records work on the side for the officers. >> those tasks that they do now, if not covered by county, would have to be done by an officer, which means officers will be off the street. >> i think public safety, our police officers have made it very clear that they do not want our dispatchers outsourced. >> reporter: city council members will consider the bill in two weeks. we have breaking news involving the zika virus. health officials just confirmed a case in yolo county. the person contracted it overseas, not in california. health officials plan to release more details within the half hour. earlier today, the centers for disease control said that scientists have found the strongest evidence to date

linking zika to the birth defects of microcephaly. >> the most important thing for americans to know is this, if you're pregnant, we recommend you not go to a place where zika is spreading. and if you're pregnant and living in an area where it is spreading, do everything you can to protect yourself against mosquito bites. >> the number of confirmed cases in the u.s. stands at 66. all cases were travel related except for one. freedman says the cdc is working to get more information about the virus, which is spread by mosquitos. coming up at 5:00, consumer reports ratings of mosquito repellant to help keep you safe from the zika virus. at least four people were

afternoon. tomorrow, another pleasant day statewide. your re warm down south with highs in the mid to upper 80s from los angeles to palm springs. in the bay area, don't expect record highs but temperatures generally well above the average level for this time of the year. hazy sunshine tomorrow. some low to mid 70s inland. rain chances, not to great tomorrow through monday with zero chance of rain those five days. however, tuesday, clouds increase to about a 20% chance of rain. much greater next wednesday, about a 50% chance we're looking at right now. so perhaps the spring, dry pattern hasn't completely sprung yet. we need some rain badly still. >> for sure.

this is "abc7 news." relief is coming for the morning commute on interstate 580. new express lanes expected to open up this month. you can pay to drive in the lanes but there's new twist. amy hollyfield shows you how this will work. >> reporter: it may seem like an easy thing for a solo driver to keep, just ease into the express lane. some drivers are tempted to try it. >> i'm not going to pay. we'll see. >> reporter: chp officers say

they are confident they will catch offenders. >> most of the time we'll catch you. >> reporter: officer derek reed explained how it works. while driving in the express lane on i-580, every half mile or so you'll pass through an electron iic monitor that will read your transponder. >> if we see a one and you're a solo person, we know that your fast track is set to one and you're okay. >> reporter: but if it naflashe two or three and only you are in the car, you will get pulled over. >> it will show where they entered the corridor, where they exited and what their transponder was set to. as we're pulling you over and you set it back to one, we can check that. >> reporter: the chp says it will have officers out every day

worth of merchandise just before closing last night. melanie woodrow is live with new details. melanie? >> reporter: dan and kristen, investigators say that seven to nine people got out of suvs and approached the high-end score. there is surveillance video of them getting away with merchandise. there's no broken glass or signs of forced entry outside this store. thieves walked into the luxury store, grabbing more than $10,000 worth of merchandise before taking off. >> in this case, they did use force to stop one of the employees who was trying to prevent them from leaving. >> reporter: the way they operate is similar to others
