asked the 12-year-old boy if he wanted to get into his car. the boy ran away thank goodness and told his parents. it happened last wednesday about 4:00 p.m. on the upper west side of santa cruz. this is the man they are looking for. also new, a sex offender rehab center has scraped a plan to open in san francisco's dubois triangle. on monday neighbors spoke out against sharper future proposal to open a center at 100 church street. sharper future says as a result it is seeking an alternatively lowe location out of respect for the community. dog owner ins in the east bay are on alert after somebody was attacked. police say it is not just animals that are in danger. alan wang is is live in hercules with the story. alan? >> hi, ama and dan. these are the hundred of tacks the dog owners are finding on the ground.

police say it is very intentional and they want the public to report any suspicious activity out here. >> someone wants to hurt these dogs in hercules. >> somebody has a grudge. that's what i think. >> police say on at least two occasions the dog owners discovered hundreds of tacks tossed in this fenced off play area. >> one of the guys was picking them up. his dog swallowed one and he had to take him to the vet. i am sure it is not a nice vet bill. >> another person the dog had she was limping and she put the paw up and there was a tack not all the way in, but it was in the paw. >> on january 30th, the dog owner noticed the tacks all over the dog park and they picked up piles. enough to fill sandwich bags. >> after we got the most of them out then we come back and they are back again. >> that was last saturday and they were still finding more stranglers while we were here. but it is not just dogs the police are worried about. >> a child could pick it up

parent could reach them. in hercules, alan wang, abc7 news. a tee male tiger -- a female tiger was killed after a fight with a tiger she just met. the female tiger baja died from her injuries when they introduced a new male to the exhibit before opening hours this morning. the zoo officials were not able to separate the pair in time. she had been there since 2002. a's and raiders fans be warned. you may need to pony up to pork at the station on game days. the board of directors will take up a policy tomorrow to charge between $7 and $30 depending on the event. the station currently has a $3 fee to park between 4:00 a.m. and 3:00 p.m. monday through

friday. it costs nothing to park outside of the hours, but that could all change. a new permit may be required for certain fireworks shows. the effort follows this show in san francisco during the opening night of super bowl city. the national park service says it believes the fireworks are response only for debris that washed ashore, much at aquatic park. the chronicle reports that the water quality officials are looking into creating a clean water act permit for the fireworks over water. the mavericks surf contest is less than two days away, but it is just men taking part this year. now there is a push to get women into this big wave surf competition. new at 11:00, cornell bernard is live at ocean beach in san francisco with our story. carnel? -- cornell? >> they could be catching a wave into the mavericks surf competition. a new rule rear they be included. we caught up with a bay area surfer who predicts one day she will be surfing alongside the guys.

for 15 years top surfers have come to challenge the giant waves at mavericks, but a woman has never been invited to compete at the main competition. >> to be honest i think it is a little sexist. >> it is really about capturing the life that women big wave surfers are living. >> this documentary called "it apt pretty" --" it ain't pretty" talks about waves like these at mavericks. but the coastal commission may require women to be included at future competitions. >> it max more sense to have a woman -- it makes more sense to have a woman at maverick's and it doesn't mean they can't surf the same way. >> she was chose n as an alternate, but a knee injury is keeping her on the beach. she knows she will be competing with the guys one day. >> as long as i work hard and make smart decisions that i can be successful and push

>> reporter: it started on friday. here at the festivities for the super bowl christian and his family were enjoying the nfl experience. they were buying t-shirts when he saw this black unmarked envelope on a counter. thinking it was some kind of promotional material he took it and opened it up later at lunch. >> i open up the folder and open up the envelope and it was two super bowl tickets. >> the rest of the day was tough. >> i was trying to figure out who i should invite to the game. ii wanted to go. and then the next three hours i was on stub hub trying to figure out how much money i can get out of them. >> reporter: he found out. they were 14 rows up, great seats worth thousands on the resale market. friday night he started getting anxious about doing the right thing. >> i didn't know who to call. i called you. i called the san francisco police department. i called the security center. >> i thought for some weird reason he bought them. >> reporter: abc7 news put wong and his wife on the 11:00 news on friday night. still nobody responded.
